Implementation of post-closure draindown estimates for tailings facilities are important predictive tools for reclamation planning and often influence jurisdictional bonding. Simplified estimates of draindown have been proposed in the past but these methods are not able to capture many of the site-specific nuances as well as operational and material parameters that influence robust draindown estimates. This paper discusses an iterative approach that relies on unsaturated flow models to predict draindown rates and associated pond inventory water balances that track inputs into underdrain pond systems, solution storage volumes, implementation of active evaporation, and necessary recirculation of solution back to the tailings facilities. Specific design criteria such as climate, facility geometry, material properties, and initial conditions, as well as active closure operational considerations that can influence draindown estimate will be discussed. Concepts presented will be valuable for operators, designers, and regulators to guide closure planning and predictive analytical analyses that support draindown estimates.

"Tailings Engineering has the responsibility for planning and coordinating tailings disposal and for ensuring the stability of the tailings dyke. The inclusion of both the planning and geotechnical functions in one team has resulted in greater efficiency in the design and planning process. Major challenges in tailings disposal facing Syncrude are in the areas of: (1) sludge disposal; (2) instrumentation and monitoring; and (3) liquefaction. The investigation and uptake of filtered tailings continues to grow around the world, but cost and scalability are deterrents for mining companies. Filtration technology that is currently in use is unable to meet the needs of many operations and projects that would otherwise adopt filtered tailings. For tailings to reach the desired moisture content for dry stacking, the majority of processes require pressure filtration, with significant upfront and ongoing maintenance costs. Given the comparative lower costs associated with low-pressure Viper vacuum belt filtration, this technology has the potential to alleviate dependency on high-pressure applications and make efficient dewatering and handling of tailings a more economic and sustainable solution.

Investigation and uptake of filtered tailings continues to grow throughout the globe. This is driven by a wide range of site-specific considerations, which include such factors as tailings characteristics (e.g., amenability to filtration), production rates, climate, water availability, cost drivers, environmental requirements, and social factors. Despite the aforementioned technological growth, the currently available filtration technology is not able to meet the needs of many operations and projects that would otherwise adopt the technology. Experience with large-scale industrial filtration shows that vacuum belt filter systems meet the needs of many modern users, exceptions being the inability to effectively dewater tailings at altitude and/or with a fine particle size distribution: a potential fatal flaw. This paper presents a case study on the utilization of the patented Viper Filtration technology on gold tailings to overcome this challenge and shares the resultant full-scale plant design, highlighting the features designed to overcome cost and scalability deterrents. This technology is a novel mechanical process which complements the vacuum pressure in dewatering the filter cake as it travels along the belt filter. This project commenced with a pilot testing program, which successfully met the objective to rigorously test, measure and record any performance improvements achieved when engaging the Viper technology. Of the two tailings products tested, gross improvements of 4.2%w/w and 5.7%w/w were achieved when compared to the conventional vacuum belt filter operation. This pilot testing facilitated measurement of operating and design data, which forms the basis of the full-scale system design and resultant equipment supply of three vibration roller assemblies for retro-fitting on the existing vacuum belt filter.

Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. Large scale mining operations started in Zambia in 1913 and rapidly expanded during the post 1930 period with the opening of several mining and processing plants on the present Zambian Copperbelt. As a consequence of poor tailings dumps design methods at the start of the mines, and in view of stringent Government Legislation pertaining to environment in the recent years, Nkana Mine has developed a unique method of dump construction at its current tailings depository, Tailings Dam 15A. This method has enabled the revegetation of the dump retaining walls while construction is still in progress, a situation which was not possible on the older dumps. Cowdung has proved to be a superior fertilizer for providing plant nutrients on the tailings. The new method of dump walls construction and walls rainwater runoff drainage system has almost eliminated tendency of gully formation which is common on older dumps, as rainfall on the Zambian Copperbelt comes in intense thunderstorms. The decanted water from the dump is discharged to the natural environment in a controlled fashion after ensuring that it meets the Zambian Government Statutory requirements.

During the early design stages of the San Manuel Concentrator, numerous questions were raised concerning the required slope for tailings pipelines. The tailings disposal area which had been selected was so situated, that an average down-slope of 5% existed. A gravity tailings disposal system was to be designed and it was necessary to determine the optimum pipeline slope for design purposes. This information was also necessary to determine the life of the available disposal areas before tailings pumping would be required. At approximately the same time as this problem arose, it was reported that a concentrator in the southwest was having considerable operational difficulties due to periodic plugging of tailings lines. These factors combined made it seem desirable to conduct some sort of test work which might give information concerning the flow characteristics of the tailings to be produced, from the San Manuel Concentrator. It was felt that the maximum information could be obtained if a tailings line could be erected which would allow for varying slopes, varying heads and accurate measurement of pulp velocity. A five-foot Denver Agitator was installed on a bank overlooking a cut for a rail- road track. Approximately 160 feet for new &-inch pipeline with victaulic connections was installed on low trestles along the track, with provisions made for varying the slope of the line by use of accurately constructed sets of shims, A valve discharge was installed on the tank so agitated pulp could be run into a standpipe at controlled volumes. This standpipe was 10 inches in diameter and approximately 5 feet high. A 4-inch nipple welded into the side of the standpipe approximately one inch from the bottom was connected to the 4-inch pipeline. At the discharge end of the 4-inch pipeline a launder arrangement was so constructed that the entire discharge could run into a pump sump or into 50-gallon measuring vessels. In normal operation the flow was from the agitator to the standpipe through the pipeline into the pump sump and from there pumped back to the agitator tank.

Tailings management at Macraes gold mine allows for the disposal of tailings into fully engineered embankment dams and overburden material to be incorporated as construction material into those embankment dams. This paper describes the practical aspects of handling cyanide leach tailings. Alternative systems for cyanide destruction are briefly discussed. The provision of adequate retention time to allow natural degradation of cyanide during summer months is the most economical method of cyanide destruction. Cyanide in ground- water can frequently be both persistent and mobile, so that tailings basins should be designed to limit seepage. Common methods for limiting seepage are presented. Other aspects addressed are water balance, winter operation and abandonment of cyanide tailings systems. A case example of the Cheni Gold Mines Lawyers Creek Project tailings handling system is presented.

"This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1988. The program was developed in response to the terms and conditions of the Water Licence issued to the mine in 1981 by the Northwest Territories Water Board. Echo Bay Mines Lupin Mine is located on the western shore of Contwoyto Lake in Canada's Northwest Territories about 80 km. south of the Arctic Circle.The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that the total containment concept would require reevaluation since discharge from the pond would be required within a few years. During the initial years of production, an investigative program was established to determine the most effective means for treating the tailings pond water. This program incorporated both laboratory studies as well as monitoring of the tailings pond contents and environmental conditions as the impoundment area was filling. The program showed that natural degradation phenomena, if properly utilized, are effective in lowering the concentrations of all contaminants to within Licence limits with the exception of arsenic. To ensure compliance with arsenic limits, an iron salt was added to cause arsenic to precipitate from solution in the tailings pond.As a result of our studies, the tailings management system finally implemented at Lupin Mine includes the following components:Tailings pulp retention cells constructed by dyking off one end of the tailings impoundment area.Two tailings ponds in series operated in a sequential decant and fill fashion.An iron salt solution preparation and metering system.A syphon system into which the iron salt solution is injected as the contents of the first pond are decanted into the second pond.A second syphon system for decanting the contents of the second pond to the receiving streamThis paper discusses the findings and conclusions of the waste management investigative program, describes the civil work completed to reach our final operating scenario, describes the sequence of operating the treatment system, reviews performance data, and comments on abandonment and restoration of the tailings impoundment area."

This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1986. Echo Bay Mines' Lupin Mine is located on the western shore of Contwoyto Lake in Canada's Northwest Territories about 80 km. south of the Arctic Circle. The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that total containment was no longer applicable and therefore studies were undertaken to characterize the tailings, to evaluate the effectiveness of natural degradation of contaminants in the tailings pond and to determine what additional treatment steps would be necessary to meet the requirements of the mine's Water Licence. These studies indicated that arsenic and cyanide concentrations in the tailings pond decant water would not meet Water Licence discharge limits unless certain measures were under taken. As a result of this work, in late 1984 a decision was made to create a two-ponds-in-series system and the necessary civil work was started in 1985. In addition, a series of dykes were constructed to contain the solids portion of the mill tailings in a confined area of the first pond. To remove cyanide, the ponds are operated in a sequential fill and decant mode to take maximum advantage of natural degradation. For arsenic removal, a chemical feed system was constructed for iron salt addition to the decant stream from the first to the second pond. Decanting of the ponds is accomplished by means of a series of 500 mm (20 inch) Sclairpipe syphons.

The technology of making and using ?paste? from mine tailings is increasingly well known by the minerals industry. The primary applications are water recovery and ?stacking? of tailings with minimal use of dams and ponds. This paper highlights some applications, other than water recovery and stacking, that have come to the attention of a paste thickener equipment supplier. As generated by thickeners, paste (also called ?thickened tailings?) is a non-settling, relatively high concentration, suspension of solids that can be pumped. Paste deposits with an angle of repose, allowing minimal use of dams. High solids concentration allows more water recovery at the paste thickener than is achieved in conventional and high rate slurry tailings thickeners. This paper is based on paste as produced in a flow sheet that includes a thickener, underflow pumps that are typically centrifugal, transfer pumps that can be centrifugal or positive displacement, and a distribution system at the deposition site. Examples of paste applications other than water recovery or stacking include: ?mine? an existing tailings pond by removing slurry, recovering coal or iron ore values, and return the new tailings to the pond as a paste that does not res-suspend; use paste to seal an existing tailings pond from leaking to groundwater or to an underground mine; extend the life of an existing tailings pond by thickening the tailings to paste; move an existing dry tailings impoundment to a new location by slurrying, pumping, paste thickening, and redeposit; minimize the size of a filter by paste thickening the feed; operate a paste thickener and filter in parallel on a tailings stream with re-mixing to achieve a high solids concentration. The use of paste tailings technology has been expanding over the last 15 years. The applications, both implemented and under consideration, are increasingly diverse and include all minerals tailings. Tailings handling designers should always consider a paste option to the conventional slurry solution.

China, a globally recognized major mining country, holds one of the largest quantities of tailings pond country in the world. The total number of mines in China has been ranked first in the world. It is a major concern for Chinese safety management to give great importance for tailings pond safety, stability and sustainable development. For the past few years, China has increased efforts to investigate and govern discrete issues of tailings and to carry out a series of special renovation and comprehensive treatment actions to improve safety management levels and to decrease the likelihood of tailings pond accidents. In the end of 2015, China successfully eliminated hazardous tailings ponds and dangerous tailings ponds. Moreover, the total number of tailings decreased from 12,273 to 8,869. However, there are still 1,425 "head-top" tailings that threaten the lower masses’ safety. This greatly signifies the Chinese tailings pond safety, stability as well as sustainable development. In turn, this may improve the Chinese tailings life cycle safety management system and help reach the goal of attaining closed-loop management in the tailings pond life cycle. Based on the summary of the tailings pond accidents in both China and other countries from 1961 to 2015, and by analyzing the types and causes of accident, this paper investigated the successful experiences and effective measurements of British Columbia (Canada) and Australia in the tailings pond life cycle safety management. This paper summed up each country’s tailings life cycle safety management requirements and analysed the characteristics and differences of tailings safety management by comparing 5 aspects: tailings life cycle safety management process, main design parameter, construction requirements, monitoring, and the tailings pond closing management. Based on these observations, this paper suggests some measurements to improve the tailings pond life cycle safety management in China, such as strengthening tailings pond safety management, improving tailings classification, increasing design parameter values, establishing mine reclamation fund, and so on.

The purpose of this paper is to discuss the efficient operation of a tailings dewatering circuit comprising a thickener and filter press through proper control and automation. It is common to see thickeners and filter press circuits each with their own control systems. This can cause multiple issues when trying to increase efficiency and reliability of the tailings management process. By automating the thickener and filter press controls, you are eliminating any delays and inconsistencies caused by human error and process variations. When done properly the system can maintain a consistent product as the feed characteristics change. Previously, operators would have to monitor the process parameters and adjust the system accordingly. This can now be accomplished using state of the art process control equipment that continuously monitors and adjusts critical variables using Programmable Logic Controllers (PLC) and Proportional Integral Derivative (PID) loops. The paper will detail the control theory used to maintain these systems, highlight other benefits of having a fully integrated plant such as predictive maintenance and remote diagnostics as well as present examples of how these have been implemented in field examples.CITATION:Baxter, M, Cunningham, R, Williams, R and Zink, D, 2018. The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Bench-scale laboratory flotation and gravity separation tests were conducted on tailings samples to remove the sulfidic material, mainly pyrite, the source of acid generation. A combination of xanthate collectors, promoters, and frothers were used during flotation. Pyrite recoveries were in the range of 42 to 97%, depending on the tailings being treated. Sulfide sulfur contents of 12.8 to 0.37% in the feeds were reduced to 8.68 to 0.01% in the treated tails. Flotation tests were conducted to evaluate the ARD potential as a function of percent pyrite remaining in the tails. Standard ARD predictive tests were used to evaluate the success of the treatment. In some cases, removal of only 50 to 55% of the pyritic fraction was required, thereby demonstrating the conversion of the waste material from acidic to non-acidic. A laboratory vanning table was used to evaluate the amenability of sulfide-bearing tailings samples to gravity separation. The pyrite recoveries varied from 38 to 86%. The sulfide sulfur content of 12.8 to 0.37% in the feeds was reduced to 6.0 to 0.14% in the treated tails. Predictive ARD tests performed on tailings before and after the gravity removal of pyrite showed that most samples changed from "probably" acid producing to the "uncertain" range. Data reported and analyzed in this paper demonstrate source control for ARD prevention through the removal of metal sulfides from sulfide-bearing wastes using conventional flotation and gravity separation techniques.

Oceana Gold as part of their environmental strategy are looking at various methods for cost-effective revegetation of their tailings dams. Under the concept of revegetating the tailings this study looked at several issues. These issues were; testing different methods of revegetation, arsenic (As) uptake in vegetation with respect to capping thickness, and background As levels in farmland areas above mineralised rocks. A number of plots were set up in a temporarily disused tailings dam to trial the direct sowing of ryecorn into the tailings.   Ryecorn was sown in sandy tailings (ca 1000 mg/kg As) and then covered with oxidised schist to anchor the seeds. This proved successful and ryecorn was established. Once the plots covered with oxidised schist were growing, 1 m and 2 m strips were sown on the sheltered side of the existing plots without the covering of oxidised schist. The uncovered plots also established successfully. From this set of trials a sowing plan can be developed that uses a minimum of resources to successfully establish vegetation. The maximum As content of the ryecorn was 80 mg/kg. Clover, Yorkshire fog and ryegrass plant matter was sampled from a pot trial that used different thicknesses of topsoil covering tailings material. As the thickness of topsoil increased, the amount of As taken up decreased. Soil samples were taken from farmland areas which were known to have elevated levels of As (up to 1000 mg/kg) in the top 10 cm. Vegetation samples were also taken from the same locations, and show the As levels in plants is <50 mg/kg.

How this simple plant generates a large revenue stream. The concept behind the Tailings Scavenging Plant (TSP) is simple: it is a non-complicated modular plant which is designed to be more stable than upstream plants. This, plus the use of ?high energy?, enables the plant to recover any metal missed by the upstream operation. Impala Platinum?Mineral process started pilot plant exercises in June 2003. The pilot plant ran for one year before the capital for the full-scale plant was approved. This year was used to motivate, design and cost a full-scale plant. The metal produced during the pilot and feasibility study enabled this part of the project to run at a small profit. The scale-up to full-scale was relatively simple as the pilot plant had a capacity of 180 m3/hrand the full-scale plant was designed for a capacity of 550 m3/h. The design for the full scale plant was completed in May 2003, with ground breaking taking place on 19 May 2003. The construction phase of the project went well with the commissioning of the first two modules taking place on 22 October 2003. The remaining two modules were commissioned two weeks later. The plant was at full capacity by the 20 November 2003. A review of the plants performance for the first 5 production months is as follows: the plant has required only a few minor modifications and additions, it has run well in excess of 95%availability with no major wear apparent. In addition to this, the plant has produced 3 times the metal forecast.

The La Quinua mill at the Yanacocha mine in Peru has a thickened tailings storage facility that is contained entirely within an active heap leach pad. In this respect, it is unique and unprecedented in the mining industry and provides the operator, Minera Yanacocha S.R.L. (MYRSL), with certain cost, land-use and closure efficiencies. The combined design requires that the leach ore embankments retaining the tailings provide the same high level of stability and security required of major tailings dams. Contrary to standard tailings dam construction, the leach ore in these embankments is placed in thick, uncompacted lifts so that they maintain adequate permeability for leaching. The resultant loose structure makes static and dynamic liquefaction a critical issue, and the key design principle for avoiding a liquefaction related failure is to keep the ore that is saturated or very near saturated when under leach well removed from the outer faces of the embankments and contained behind large unsaturated structural shells.
