Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

Holes cored through the Prairie Creek lamproite volcanic complex at the Crater of Diamonds State Park by companies interested in the site's commercial diamond potential give an opportunity to redefine the size and shape of the Prairie Creek pipe. Relationships of cored rock sequences and the discovery of a previously unrecognized major rock type allow a reinterpretation of the sequence and type of intrusive activity. Trench sampling of diamondiferous rock units yielded a diamond content far below what was anticipated based on an estimate from historical records. Inadequacies of shallow bulk-testing methods for a diamondiferous pipe are examined.

Within the framework of the EU Existing Substance (93/793/EEC) and REACH regulations EC/1907/2006), the copper industry initiated in 2000 a comprehensive Voluntary Risk Assessment of copper and several copper compounds. The Italian Government's Istituto Superiore di Sanità, reviewed the process and reports on behalf of the European Commission. Copper exposure levels to man and the environment from production of copper anodes and cathodes, copper powders and copper chemicals as well as fabrication and use of semi-fabrication products and down stream user products were collected across Europe. "Surface crown pillars are important Canadian,mining structures. Mines operating in the Canadian Shield usually have several, forming a first line of protection from surface elements.Detailed technical information from twenty-four Canadian hard rock mines show that the deposits dip steeply and are generally either single or multiple veins. Considerable overburden usually cap the deposits. The rock mass is often altered and intersected by important discontinuities.The designs for these types of pillars lack basic data and are based on experience rather than a scientific approach. Regardless of the competence of the rock mass, the surface crown-pillar thickness to width ratios (an unscientific design tool used by the industry) are usually less than five. Rock bolting is, in almost every case, used as a support measure. However, there are many openings neither backfilled nor monitored.The characteristics of openings with surface crown pillars are also examined."

The Ouachita, Ozark-St. Francis, and Mark Twain National Forests are located within the Ozark and the Ouachita Mountains regions of southern Missouri, central and northern Arkansas, and eastern Oklahoma- an area generally referred to as the Ozark-Ouachita or Interior Highlands. These national forests share many similarities in geography, biotic resources, and areas of shared public, market, and user interests. The three national forests have joined together to evaluate the natural resources within the Highlands and to study the impacts of the forests on local and regional economies and on the people who use these national forests and their resources. Other federal, state, and local government agencies and universities have joined with the Forest Service in this project, broadening the assessment area beyond the national forest boundaries to include 107 counties in Arkansas, Missouri, and Oklahoma. The diverse, resource-related data for the as- sessment area address social, economic, terrestrial, and aquatic issues and conditions throughout the Highlands. The assessment report currently is being developed by the Forest Service and will include an accoMpanying CD-ROM. The Ozark-Ouachita Highlands assessment has provided a forum for minerals- and geology-related resources, industries, social significance, and potential to be profiled and discussed along with other critical assessment resources. The state geological agencies in Arkansas, Missouri, and Oklahoma were active contributors to this effort. Their reports and other key data bases developed and used for the minerals sections of the published assessment report will be available either as a supplemental CD-ROM or on the Internet. Updated information on the progress of the assessment report can be found at the Ouachita National Forest Website, at <http://www.fs.fed.us/oonf/ouachita.htm>. This will also include a matrix displaying the minerals in the assessment area, their occurrence by assessment-area counties, and a potential ranking, as well as information on interesting geologic features. The state and federal reports, resources, and data bases, have helped answer key questions concerning mineral resources and related issues in the Highlands:

The experiences of Canex Placer Ltd. in establishing vegetation on a lead-zinc tailing pond are presented, hoping others with similar challenges will be benefited. History The tailing ponds are the result of 23 years of mining and milling operations, which ceased in August 1970. Roughly 7.9 million tons of lead-zinc ore were removed in that time. The ponds are located between Salmo River and B.C. Highway 3, about 8 miles north of Nelway near the Canada-U.S. border.

The Location Group conversed in the Petroleum Room of the Green Center with the purpose of addressing the following list of topics in light of the Bureau of Mines&apos; requirements for detecting and locating trapped miners by electromagnetic methods. These topics include: Noise, Sources, Antennas (transmit and receive), the Propagation Medium, Signal Processing, Optimum Frequency, Receivers, Pulse vs. CW Techniques, Passive Location Techniques, and Obstacles. Practical constraints such as equipment size, weight and power requirements, cost and intrinsic safety were kept in mind during these discussions. It was emphasized that in-mine equipment must be inexpensive, rugged, simple and lightweight. Otherwise, the mine operators probably would not buy it nor would the miners be able to effectively use it. Present techniques for experimentally detecting and locating trapped miners were discussed, along with techniques to improve their location accuracy. Analytical, numerical, and scale modelling methods were considered as a means of giving further insight into measurement, anomalies caused by terrain variations, conductivity contrasts, and obstacles. After discussion of these topics, conclusions were drawn and existing problem areas were identified. These problem areas were addressed in developing guidelines for future efforts. Following the discussion period, the Chairman gave a summary of the Location Group report and comments were solicited from the entire group. 2.0 GROUP DISCUSSION HIGHLIGHTS 2.1 Noise W. Bensema asked the group whether the noise data provided by NBS was adequate. It was determined that for location systems analysis, the most important form of noise data was the frequency spectra of vertical and horizontal magnetic fields on the surface, and the answer to his question was affirmative. Drs. Wait and Frischknecht pointed out the difficulty in accurately measuring the true vertical magnetic field since these measurements are heavily influenced by the loop setting and the local geology. Nevertheless, these measurements are important since the same perturbations would also affect a receiving loop oriented to receive the vertical magnetic field. Dr. Rankin pointed

The work of the operational communication systems&apos; group dealt with a range of communication needs and functions within mines, primarily along haulageways, to and within sections up to the working face itself, and in mine shafts. A mixture of communication techniques and hardware is needed to satisfy this variety of communication needs within the differing environments encountered in U.S. mines. Substantial progress, both experimental and theoretical, has been made in recent years towards developing alternative communication systems suitable for use in mines which are based on "guided" waves, including wire-less (waveguide-like propagation in mine tunnels) and wire-based systems (leaky coaxial cables or wires) . Major priorities identified for further work needed to confirm (or deny) the applicability, and refine the operational specifications of promising communication systems for mine use include: Short-Term Projects o Cost/performance analyses of promising leaky coaxial cable and UHF radio communication systems which require further data from: - Experimental investigation under U.S. mine conditions of the performance of potentially applicable leaky coaxial cable communication systems developed in Europe (France, Belgium, and the U.K). - Cost estimates on these coaxial cable communication systems. - Measurements of UHF radio propagation in low-coal mines. - Investigation of the influence of obstacles (e.g. shuttle cars and section machinery) in the entries on UHF radio propagation in mines. o Investigation of the problems of transmitter and receiver coupling and termination matching associated with the two-way propagation of low frequency radio waves in hoist shafts.

The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau&apos;s objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E. Parkinson in his Workshop paper entitled, "Objectives and Constraints of Through-the-Earth Electromagnetic Communications Systems&apos;&apos; and enumerated below. • Depth of Mine Overburden • Overburden Conductivity • Electromagnetic Noise In and Above Mines • Limited In-Mine Electrical Energy (Stationary or Man Carried) During an Emergency • Intrinsic Safety for In-Mine Equipment • Practical and Rugged Equipment for Use Under Both operational/Emergency conditions • Severe Weight Limitations for Man Carried Equipment • Reasonably Low Costs Especially for Man Carried Equipment Part II of this paper provides a brief description of each system, while Part III summarizes the present status of developments related to these systems and some recommendations for future work needed to advance these systems to the practical application stage.

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. Charles Morris Minerals engineers have a new opportunity to shape their industry&apos;s future. They can help secondary school teachers in their own communities improve their scientific knowledge and thus be better prepared to teach their students. Local sections of AIME and other groups are being asked to sponsor expense-aid scholarships for teachers who complete the summer field course A Total Concept of the Mining Industry. Now in its 18th year, the six-week summer course is presented by the Colorado Mining Association Education Foundation Inc., in cooperation with the Colorado School of Mines Office of Special Programs Continuing Education. The course will be held June 9 through July 18. "In the past, we have been successful in soliciting support for teacher-scholars from many organizations, corporations, and individuals within the industry," said John Robertson, Jr., Foundation chairman. "Now we hope to enlist the help of engineers at the grass roots level in identifying qualified local teachers and giving them what it takes to participate in this continuing education program." Robertson said the course provides secondary school teachers, counselors, and administrators with a working knowledge of the mining and metallurgical industries. It also helps teachers recognize career opportunities for their students. "With the industry facing a challenging new era, we must have teachers who can relate the excitement of this challenge to their students. They will inspire future generations of resource finders, developers, and managers," he said. More than 670 teachers in 27 states, including 45 graduates of the "class of &apos;85" have completed the course and gained six semester hours of graduate credit. The Foundation&apos;s Planning and Curriculum Committee meets regularly to develop the course outline and recruit the faculty. Lecturers are selected on their ability to communicate with people not familiar with the industry. Last year, 67 faculty members came at their own time and expense to discuss their specialties, ranging from exploration to marketing. Normally, teachers receive scholarship aid in the form of tuition and fees, and transportation and meals while on field trips. Expense-aid scholarships cover room and board on campus for those beyond the Denver-Metro area, and travel to and from Golden. "We hope to broaden the appeal and the geographical range of the program," Robertson said. Inspiration for the field summer program for teachers came in 1967 from a mining engineer, the late C.L. (Lindy) Barker, a 1931 graduate of the Colorado School of Mines. Barker and a group of concerned individuals convinced the Colorado Mining Association to accept sponsorship of the course in 1968. The Colorado School of Mines and its Office of Special Programs and Continuing Education agreed to be a co-sponsor to give it accreditation and provide physical facilities and coordination. The first course was held in 1969. Operating funds were solicited from industry to pay tuition, course material, the cost of a course coordinator, field trips, and overhead. Through the years, personal contact by an industry representative has been the most effective teacher recruiting tool. Through expense-aid scholarships provided by local sections of professional organizations, such as AIME, as well as CSM alumni and other friends, there will now be a greater incentive for more teachers to get to know the minerals industry and pass that knowledge on in the classroom.

This work was performed during the summer of 2008 during the junior year of a BS in Mining Engineering. It was observed that the mine was having a problem with back break during the blasting of development drifts. The unwanted back break was causing the mine extra costs in ventilation, ore dilution, ground support, back fill, explosives and man-hours. The blasting practices were observed for four weeks and the problems and their solutions were defined. In this paper the reasons and causes of the problem are explained with the proposed solutions to eliminate back break.

THREE regional meetings are planned for this summer and fall following the spring meeting held under the auspices of the Iron and Steel Committee and the Ohio Section at Cleveland in April and in lieu of a general fall meeting of the Institute. Plans for all of them are maturing rapidly. Excellent programs and. interesting visits to points of local tech¬nical interest are already assured. THE SALT LAKE CITY MEETING This meeting will be under the auspices of the Milling Committee and the Utah Section. It will be one of the features of the joint convention held the week of August 22 to 26 with the Western Division of the American Mining Congress. Construction for the new 2.5 MGPD raw water intake project commenced December 2002. The project, initially designed as a 12&apos; Ø concrete lined intake shaft,145&apos; deep, with two offset 24" lake taps, 520&apos; and 470&apos; long was subsequently “value engineered” running the two lake taps through a single conduit. The offset for summer and winter pools was accomplished via a second shaft located at the lakes edge. Construction involved the use of blind drilling techniques for the shaft development and drill and blast techniques for the tunneling. All works were completed through extremely hard crystallized sandstone. The project came online August 12, 2004.

Six active Kermadec arc submarine volcanoes located between 34°S and 36°30’S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the R/V Ka’imikai-o-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits, and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, including metal-rich plumes and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial polymetallic sulfide deposition. Hydrothermal venting at a water depth of approximately 1,650 meters near the base of the northwest caldera wall of Brothers volcano has produced a field of chimneys, some of them seven metres high and discharging black smoker venting. Temperatures up to 300°C were measured from the active vents. Clark volcano has a double cone summit at a water depth of 875 meters. The shallowest cone has a near-summit hydrothermal vent field with five-meter tall venting chimneys with smaller structures around the periphery.

WHEN geologists began probing the grayish rock mass, natives of Adams County, Pa., called soapstone, they were paid scant attention. However, the soapstone, at first misidentified as pyrophyllite, was in reality sericite schist, a hydrous aluminum silicate whose chemical analysis resembles pyrophyllite, except that it has a slightly higher iron and potash content. In addition to its grayish color, sericite schist is foliated and has a greasy feeling much like that of talc.

Introduction The Summitville Mine located in southwestern Colorado was added to the National Priorities List in June of 1994. Summitville was the site of mining operations that began in 1873 with the discovery and development of gold placer and lode deposits in the late 1800&apos;s. The mine site is located about 25 miles south of Del Norte, Colorado in the San Juan Mountains adjacent to the Rio Grande National Forest at an approximate altitude of 11,600 feet. The site was mined for gold, silver and copper between 1873 and 1947. The Summitville Consolidated Mining Corporation, Inc. (SCMCI), a wholly-owned subsidiary of Galactic Resources, Ltd of Vancouver, Canada ran a large tonnage open-pit mine and cyanide heap leach operation from 1986 to 1992 (Pendleton and Posey, 1992) During the mine operation by SCMCI, approximately 10 million tons of gold ore was mined, crushed and stacked on a lined leach pad. Heap leach operations experienced water balance and unplanned solution discharges from the start of the mine life. Despite the production of 249,000 troy ounces of gold during the mine operation, SCMCI was unable to meet remedial requirements and notified the state of Colorado of its intention to file a Chapter VII bankruptcy in December 1992. The EPA Region VIII Emergency Response Branch took over site operations on December 16, 1992 to prevent a catastrophic release of hazardous substances to the environment. The multiple contamination sources at the mine site are due to both historic and SCMCI mining operations. Emergency response operations at the site have prevented releases of severely contaminated solution and a permanent treatment for all waste units at the site is under investigation. A Request for Proposal (RFP) was issued in October 1993 by Environmental Chemical Corporation (ECC) at the Request of EPA Region VIII, Department of the Interior and Bureau of Reclamation. The RFP requested that interested companies provide information on their ability to implement innovative treatment technologies to improve treatment efficiency and reduce treatment costs for remediation of the heap leach pad (HLP) spent ore and ore leachate solutions. Dames & Moore and Pintail Systems, Inc. (PSI) jointly submitted a proposal suggesting application of biotreatment processes for detoxification of cyanide in spent ore and HLP leachate solutions. The proposal was accepted for pilot and field demonstration under the SPA Superfund Innovative Technology Demonstration Program (SITE) with additional funding from EPA Region VIII. This report discusses the test program and results of a Focused Feasibility Study which demonstrated biotreatment processes for spent ore cyanide detoxification.

Over the past 14 years, the efforts of 2 companies and several individuals have outlined a major solfataric gold ore body in the Summitville district in the southeast San Juan Mountains of Colorado. The hard work of these years could not have flowered without a dedication to modern exploration methods, an intense interest in new theories of ore genesis, and a relentless discontent with the accepted geology of the Summitville area. To set the stage for this discovery period, it must be noted that it began 100 years after gold was first found at Summitville. It was the height of the "porphyry copper" era and gold was still not a part of the explorationists&apos; portfolio. It was also a time of great intellectual stimulation. Theories were rapidly developing to relate different types of ore deposition and to place ore genesis within the fabric of plate tectonics. Summitville itself had just been linked to the newly discovered Platoro caldera complex and the Platoro lineament. This in turn related Summitville to the other San Juan volcanic field caldera ore deposits.
