The problem of stability of slopes in reservoirs is one of real interest in civil engineering. The problem is whether the valley walls will remain stable or whether they are likely to slide as conditions are changed by storage of water in the reservoir. If major slides are indicated, as on the walls of relatively steep canyons, one must estimate whether they will be so located and of sufficient size as to interfere with operation of the reservoir-as by blocking the outlets, or by displacing sufficient water to over-top the dam in a huge wave. Some cases involve problems in soil mechanics for slides in earth or weaker rock; other locations need the assistance of rock mechanics for slides in harder rock. While this is not a new problem, attention has recently been focused on its importance by the hugh landslide into the Vaiont reservoir in 1963, which claimed the lives of over 2000 people and forced abandonment of the dam and powerhouse.

Slope problems arise on mining properties from cuts for roads and railroads and from open pits. When it is 'realized that 1,000,000 extra tons of waste may have to be mined as a result of an average slope being reduced by 1 ° it is easy to appreciate that the slope problems connected with open pits are of far greater importance than the others. The type of slope failure that can occur can be classified in different ways. The most useful classification would be one that separates the causes in such a way as to provide a basis for studies to deal with problems of prevention and control. Using this criterion the types of slope failures are classified into four groups. INTRODUCTION Attempts to analyze the stability of slopes, foundations and underground openings in discontinuously jointed rock have generally assumed full joint continuity or ignored the role of stress concentration at the tips of discontinuous joints. The most common approach in rock slopes is to consider a failure plane consisting of coplanar, but discontinuous joints separated by intact rock. The intact rock is assumed to fail in shear as a Mohr- Coulomb material and to contribute a strength component proportional to the fraction of the failure plane that is intact rock (Jennings, 1970). An alternative approach by Stimpson (1978) applies Lajtai's (1969) theory for shear strength of discontinuously jointed rock masses to slopes. Lajtai allows tensile failure in the intact rock of a composite surface. This theory yields lower shear strength than that of Jennings (1970) except in the presence of high normal compression, however it also fails to account for the stress concentration at the tip of a discontinuous joint. For a given slope geometry, stresses increase with slope height, but in both of these models rock mass strength is independent of size. A fracture mechanics analysis shows that particularly for small slopes, rock mass strength decreases with size. A continuous stepped failure surf ace produced by propagation of preexisting joints may develop at lower shear stress than predicted by the Jennings (1970) or Lajtai (1969) models. This fracture mechanics model applied to slopes in competent rock is more realistic in its assumed failure mechanism, and for large slopes more conservative than the Jennings (1970) or Lajtai models (1969).

INTRODUCTION Whereas the design of rock slopes in open-pit mines is done largely by mining engineers and geologists, the design of slopes in overburden at this point in time is a problem for which civil engineers or geotechnical engineers are best prepared to deal. The reasons for this situation are to be found in the educational curricula and the technical journals of the two groups, where soil mechanics has received little attention by mining engineers and geologists, and rock mechanics has similarly received little attention by civil engineers. In ten years' time this paper will hopefully be considered by young mining engineers to be a repeat of the material that they studied at university. However, even in ten years time I believe that the civil (or geotechnical) engineers will be extensively used as consultants on overburden- slope problems of open pit mines because mining companies will find this more expedient than maintaining their own geotechnical staff, special field equipment and special testing laboratories. For this reason, the purpose of this paper is not to condense several university soil mechanics courses into a twenty-page text for mining engineers and geologists. Rather, the purpose of the paper is to offer a general explanation of various factors affecting slope stability so that mining engineers and geologists will have a better understanding of the behaviour of overburden soils in slopes. A great deal has been written in soil mechanics literature on the subject of slope stability. No attempt will be made to reference all this material but rather only a selected number of references will be cited. Excellent general treatments of the subject of stability of overburden slopes are available (1,2,3,4). Further information of a more specialized nature is to be found in such publications as the Journal of the Soil Mechanics and Foundation Division of the American Society of Civil Engineers, Geotechnique (printed by the Institution of Civil Engineers, England), Canadian Geotechnical Journal, and the proceedings of the conferences of the International Society for Soil Mechanics and Foundation Engineering. FACTORS INFLUENCING SLOPE STABILITY There are two general scales of slope-stability problems, gross stability and local stability. Tailings dams are large-scale earth-fill embankments that are designed to contain mining wastes from ore dressing plants. Most commonly tailings dams are constructed in stages in order to keep up with the increasing volume of mine tailings. Staged construction using various methods (like up-stream, down-stream, and centerline) is generally considered as a very effective way to construct this kind of embankments. The present study is devoted to the investigation of the behavior and the stability of these geostructures under static conditions. In order to accomplish this task, elaborate two-dimensional numerical models are examined, utilizing the geotechnical finite-element code PLAXIS. Numerical analyses are conducted for all three types of tailings dams in order to obtain the potential modes of failure, while the corresponding factors of safety are determined by the shear strength reduction technique.

During many strong earthquakes in the past, a significant number of tailings dams failures has been recorded, leading in some cases to human life losses. However, over the last decades, seismic design of tailings dams has drawn much attention mainly due to the high environmental hazard. Although the stability of such geostructures under dynamic loading is mainly related to their liquefaction potential, there exist several technical issues that have not been adequately investigated. One of these issues is the impact of local site conditions on the dynamic earthquake stresses developed, and therefore on the inertial instability of these dams. Based on the models examined in the first part of the present study (Stability of Tailings Dams ? Part I: Static Loading), two-dimensional numerical simulations are performed in order to examine the effects of local site conditions in the dynamic response of tailings dams. Imposing dynamic loading via characteristic pulses and real earthquake records, the most commonly used types of construction methods are studied at their final stage. Emphasis is given on the special characteristics of the ground motion, while the material nonlinearity of both soil and tailings is taken into account by an equivalent-linear procedure. The results obtained indicate that local site conditions may have a significant impact on the seismic response of a tailings dam.

INTRODUCTION How often has the thoughtful observer pondered the apparent contradictions experienced in the weather? One can take records of two days, one in the winter and one in the summer. The "degree days" indicate that space heating and domestic load were present in one case and not in the other. The Business Index may be about the same, indicating that the industrial activity of the area and its concomitant use of fuel were about the same. Thus the volume of the products of combustion released to the atmosphere varied only as related to the space heating demand. Yet on one day in winter the atmosphere may be clear and bracing, while on a summer's day the air is thick and murky and the visibility sharply reduced. The situation may be reversed. What are some of the factors that contribute to the creation of these conditions? These few notes have been prepared to indicate some of the influences that are exerted on the problem. THE SOURCES OF ATMOSPHERIC POLLUTION The industrial area of Pittsburgh, Pa., has been a dominant center for the production of iron and steel for over one hundred years. In fact, with the growth of the numerous auxiliary processes Allegheny County which contains Pittsburgh is probably the most industrialized county in the world. In addition, the type of manufacture carried out in this area is predominant dependent on thermal energy (heat). That energy is supplied from coke and coal produced in the vicinity of Pittsburgh. Indicative of the stupendous quantities of fuel that are employed in this industrial area's economy, the following (Table No. taken from the U. S. Census (1940) may I of interest. An influence that has never been fully appreciated by many individuals is the fact that no matter what adventures the gases of combustion experience as they pass through the various processes, ulti¬mately the spent gases are discharged through chimneys to the atmosphere.

Safety and stability of underground mine openings, coal pillars and water dams in the near vicinity of operating surface mines are endangered from excessive blast induced vibrations. This paper deals with the investigations carried out in four coal mines. Simultaneous measurements at equal distances from the source indicated higher level of vibration on the surface than those produced in the underground workings. The values of peak particle velocity (PPV) measured on coal pillars, body of water dam were lower than those measured on roof and junctions of the roadways. The parting of coal (3-4.5 m) between two sections vibrated with higher PPV compared to the roof of top section and floor of bottom section. In one case the influence of total charge fired in a round was significant in generation of vibration compared to the maximum charge/delay where monitoring was done vertically below the source.

ABSTRACT: A three-dimensional elastic constitutive model for rock salt is proposed. This stress strain law takes into account the three phases of creep (transient, steady state and accelerated creep), dilatancy, as well as the failure and post failure behaviour. The model was implemented into a finite element program and validated on the results of laboratory tests and in situ measurements. A good qualitative and quantitative agreement with the test and measurement results is achieved. A stability analysis for an underground repository in rock salt is presented. ZUSAMMENFASSUNG: Es wird ein dreidimensionales elastisch-viskoplastisches Stoffgesetz für Steinsalz vorgestellt. Mit diesem Stoffgesetz können die drei Kriechphasen (primäres, sekundäres und tertiäres Kriechen), Dilatanz sowie das Bruch- und Nachbruchverhalten erfaßt werden. Dieses Modell wurde in ein Rechenprogramm, das auf der Methode der finiten Elemente basiert, implementiert und an Ergebnissen von Laborversuchen und in-situ-Messungen validiert. Die Versuchs- und Meßergebnisse lassen sich mit diesem Stoffgesetz qualitativ und quantitativ gut nachvollziehen. Als Anwendungsbeispiel wird der Standsicherheitsnachweis für eine Untertagedeponie im Steinsalz erläutert. RÉSUMÉ: Cet article présente un modéle constitutive élastique/viscoplastique à trois dimensions pour sel gemme. Ce modéle comprend les trois stade de fluage (fluage primaire, secondaire et tertiaire), la dilatation, le comportement de défaillance et d'après défaillance. Il est implanté dans un programme de calcul aux éléments finis. À l'aide des essais laboratoire et des mésures in situ, le modéle a été validé. Les résultats des essais et des mesures concordent qualitatifs et quantitatifs aux résultats des calculations.

Four types of slope failures in waste dumps are recognized debris flow, foundation failure, edge slump, and blowout. The first three types, although at times causing considerable damage to property and interfering with mine operations, are not usually dangerous to personnel because of their slow rate of movement. The fourth type, the blowout, is the most dangerous because of its explosive mode of failure and lack of forewarning. The December 1969 failure at Verona dump is presented as an example of a blowout. Data from piezometer holes indicate that the blowout was due to perched leach solutions near the face of the dump. The level of water in this zone is very closely related to the rate of leach water application on the dump. A detailed analysis of core samples indicates that the impounded water was perched on a zonal accumulation of jarosite which is associated with a buried dump surface. Drain holes proved successful in controlling perched leach solutions in the critical zone near the face of the dump. Monitoring of the water level in the perched zone is considered essential in preventing blowouts. The use of drain and piezometer holes has allowed an increase in the rate of water application on the dump while preventing additional failure.

The Montana Tunnels Mine was mined out to a depth of 900 feet at the end of 1999. The first signs of instability were recognized in 1996 along the upper slope area of the northwest sector when the pit was mined out to a depth of approximately 500 feet. To extend the life of mining operations, it has been proposed to extend and steepen the northwest highwall to a depth of 1000 feet. Slope stability analyses were carried out using the UDEC software program to assess the stability and deformation of the proposed highwall design. Back analysis of an instability in 1997 along the upper slope section and highwall deformation to date has indicated reasonable agreement with the observed mode of failure and displacement monitoring results. The results of detailed analyses of the proposed highwall design have indicated very limited additional deformation, further development of tension cracks is unlikely and large-scale instability is not expected to occur. A total of 40% of additional mining has been completed and ongoing displacement monitoring to date has confirmed very limited additional movement and no further tension crack development.

The Tellnes open pit mine in Southwestern Norway has been operating since 1960. The maximum height of pit walls is currently about 150 meters with the current mine plan extending this distance to 400 meters with slope stability being a major controlling factor. As a result of unfavorable combinations of directions of major joints and faults, local stability problems have occurred several places in the pits walls. Stability problems have affected the reliability of main transport roads on several occasions. Most of such incidents have occurred during heavy rainstorms and during periods of repeated freezing/thawing. This paper reviews some of the stability problems and the measures taken to deal with such stability problems.

During recent years, Central Queensland has experienced a boom in its coal mining industry. This has involved many companies in projects requiring large capital expenditure. As with most projects of this size, many operating problems are now being experienced which were unforseen at the feasibility stage. One of these problems is the failure of pit slopes and spoil piles at some of the strip mining operations. There have been serious stability problems associated with Utah Development Company's strip mining operations in Central Queensland, in particular the Goonyella Mine. A field investigation programme was under- taken to determine the cause of highwall and spoilpile slope failures. Spoilpile failures were found to result from weakness near the spoil/floor contact zone. Highwall failures were found to result from a combination of unfavourable bedding plane dips and weakness, and the presence of joints in weak o~erburdep; Satisfactory solutions fa the staiity, problems are difficult to formulate, and-field stability experimentation is still at an early Stage.

Stability of an underground opening can be defined in several ways. To geologists and engineers that are used to working in geological environments where the major parts of the works after careful scaling can be left unsupported during the construction period as well as during operation, any rock mass behavior that requires reinforcement, support or lining may be regarded as a stability problem. To colleagues excavating underground openings in geological environments that require continuous use of reinforcement or support and lining "stability problems" are often associated only with those parts of the work where "standard" construction procedure and method of reinforcement or support and lining is inadequate, and special measures therefore needed. In either case, a major objective is to assess the stability problems correctly -as far as possible at the planning stage -- and choose methods for excavation and reinforcement or support that will bring the opening safely and as economical as possible through the problem areas. INTRODUCTION It is not uncommon that stability problems associated with faults or seams have been described as "unexpected." This term has unfortunately been used to indicate that no one knew that the fault or seam existed prior to excavation. A careful review of documented cases where serious stability problems have occurred revealed that the existence of these zones most often was known, but that their behavior was incorrectly assessed prior to or during construction. Miscalculations have been made in terms of the type and magnitude of loads that developed, and in particular in terms of the time-dependant behavior.

Les cas de rupture les plus courants sont reliés aux glissements le long des pentes, à la liquéfaction des rejets, au débordement des bassins, ainsi qu?à l'érosion régressive et de surface. Après avoir rappelé la nature et l?importance des certains incidents récents, l?origine de ces problèmes est brièvement présentée. On aborde ensuite le lien entre les critères à adopter pour la conception des ouvrages et les risques associés à leur rupture. De nouvelles avenues pour aider à contrôler certains problèmes sont enfin discutées, en mettant l?emphase sur la codisposition des roches stériles dans le parc à résidus miniers.

The need for the removal of mercury from the precious metals extraction circuits may be influenced by process, environmental, as well as by occupational hazard reasons. In these circuits mercury is mainly present as cyanide complexes. The effectiveness of any stabilization method will be influenced by the high thermodynamic stability mercury-cyano species exhibit in an aqueous solution. In this study, we have investigated the utility of the trisodium salt of trimmercapto-s-triazine (TMT) for precipitation of mercury from the corresponding cyano-complexes. The influence of pH molar ratio of TMT to Hg, coagulant and flocculant additions, excess of free cyanide, as well as the presence of other metal-cyano species on the effectiveness of mercury precipitation were investigated in detail. Also, a "teal world" precious metals mill effluent initially containing ~7 ug/mL (ppm) of Hg was treated and A was found that greater than 99.8% of the mercury was removed from the solution as am insoluble Hg/TMT complex.

The writer apologizes for presenting this very elementary analysis of one aspect of proration, but a search of the literature failed to disclose any concrete illustrations of the effect of various proration formulas upon the allowable oil produced by tracts of different sizes. Many engineers have doubtless made somewhat similar calculations and are fully acquainted with the results. The various allocation formulas that are in use are based on one or more of the following factors: (1) wide-open well potential, (2) potential through an orifice, (3) uniform well allowable, (4) acreage, (5) sand thickness, (6) bottom-hole pressure, (7) productivity index, and (8) volumetric displacement. Of these, the unrestricted potential formula, or open-flow test, and the uniform well allowable are commonly regarded by engineers as those least likely to give each producer his proportionate share of the oil or gas, as represented either by acreage or by sand thickness, or both, except when the wells are located on tracts of large size. Unless the mechanical equipment that may be used during the potential test and the method of taking the test are both specified, the net result of the potential formula is to practically force the operators to use special equipment and adopt special procedures prior to and during the potential test, so as to secure the largest possible allowables. Much ingenuity and skill have been devoted to this,problem, but the general effect is to permit excessive allowables for very small tracts, and stimulate unnecessary drilling. It is interesting to compare some of the high yields from the Wilcox horizon at Oklahoma City with each other, as an illustration of the effect of an allocation factor based solely on potential (Table 5). One of the glaring instances is a well on a ½-acre lease, which had produced, as of September 1936, at the rate of almost 3,000,000 bbl. per acre. This is at least twice as many barrels as could have been present under the property if the reservoir had consisted of a tank of oil 200 ft, deep and 56 acre in area. Numerous combinations of acreage, potential, bottom-hole pressure, sand thickness, etc., have been proposed and are in use in various fields.

After considerable intercommittee correspondence a letter was received from E. The function of gas in the development and production of oil has far-reaching consequences that should be emphasized. The technical aspects of the subject have recently had a great deal of attention but less thought has been given to fundamental concepts underlying oil and gas law and the many customs and practices that have grown up in the industry. I shall review briefly the advance in knowledge of the subject and attempt to relate these concepts to legislative, judicial and operating problems. Early writers on oil and gas in Pennsylvania noted their close association in oil pools and their contemporaneous decline in output; also, that as gas pressure decreases so does production, that new offset wells reduce the output of existing wells, and even that tubing a well lengthens its flowing life. Expanding gas was deduced as the principal expulsive force. These fundamental observations had been made at least as early as 1880.1 They were treated, however, as academic considerations and did not greatly influence law or practice for many years except to instill into all operators an urgent desire to hasten offset drilling in order to obtain as much of the flush as possible. The most noteworthy later advance in knowledge came in 1926 when Beecher and Parkhurst published their paper on Effects of Dissolved Gas upon the Viscosity and Surface Tension of OiL.² This paper added to the old idea of an expelling force the concept of a modifying agent that actually changes the physical characteristics of the oil and facilitates its movement through the pore spaces of the reservoir rock. Largely since the publication of this paper, intensive study and concerted effort have been given to means of using to a maximum, in producing oil, these combined properties of gas. This is shown clearly by the number of papers dealing with the subject, and the new and revived terms now widely used to express thought, such as the expressions gas energy, reservoir pressure, reservoir energy, gas-oil ratio, bottom-hole pressure, beaning, tapered tubing and back-pressure.
