"In response to the U.S. Bureau of Mines (USBM) Request for Proposal (RFP) for "" the establishment of a Generic Mineral Technology Center (GTC) in Respirable Dust,"" the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with participating MRIs at Massachusetts Institute of Technology (MIT), and the University of Minnesota (UMN) have prepared the comprehensive research program described herein. Michigan Technological University (MTU) joined the Center as an affiliate after its inception. This program was developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to "". . . permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . .""Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic consequences and some others, slow and long enduring, has been a major concern for labor, management and the government. This concern has manifested itself in four mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) interaction of dust and lung control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workman's compensation laws for occupation related health deterioration."

Use water-jet-assisted cut-ting technology to reduce the exposure of mi ne workers' to respirable dust. Approach Install water-jet-assist on mining machines and evaluate its impact on respirable dust. How It Works Water-jet-assisted cutting involves a mechanical cutting bit working in combination with a moderate pressure (generally up to 10,000 psi) water jet directed just in front of, or through, the bit tip. One of its advantages is reduced dust generation because the jet wets the face of the material being cut more efficiently than a conventional low-pressure water spray, thus capturing much of the dust before it ever becomes airborne. It also removes loose cuttings ahead of the bit before they are pulverized by the bit into respirable dust. Total water consumption is about the same as for conventional low pressure dust control water spray systems. However, there is some increase in power consumption because of the energy needed to provide the high pressure water.

Reduce respirable dust in coal preparation plants. Approach Survey a representative sample of coal preparation plants to (1) determine the dust problem extent, and (2) evaluate practical dust control techniques. Coal Preparation Plant Survey Results Of the approximately 500 coal preparation plants in the United States, 18 plants in six States were randomly selected for survey. The raw hourly capacities ranged from 250 to 1,250 tons, plant construction dates ranged from 1037 to 1982, and usually 3 to 10 workers were required per shift. Respirable dust concentrations within the plants surveyed ranged from very good (less than 1 mg/m') to very poor (14 mg/m3). No relationship was found between dust concentration and age or capacity of the plant. Six of the plants had long-term respirable dust concentrations between 7 and 14 mg/m' in specific areas; six had concentrations between 2.2 and 6.2 mg/m'. Except fur ventilation, only 4 of the 18 plants used operating dust control devices with mixed effectiveness.

"Results of a research effort directed towards identifying and measuring the genotoxic properties of respirable particulate matter involved in mining exposures, especially those which may synergistically affect genotoxic hazard, are presented. Particulate matter emissions from a direct injection diesel engine have been sampled and assayed to determine the genotoxic potential as a function of engine operating conditions. Diesel exhaust from a caterpillar 3304 diesel engine, representative of the ones found in underground mines, rated 100 hp at 2200 rpm is diluted in a multi-tube mini-dilution tunnel and the particulate matter is collected on 70 mm fluorocarbon coated glass fiber filters as well as on S"" x 10"" hi-volume filters. A six mode steady state duty cycle was used to relate engine operating conditions to the genotoxic potential. Results to-date on diesel exhaust have indicated that use of a primary component of pulmonary surfactant as a medium for collecting and applying respirable particulate material to cells for mutagenicity testing offers a true representation of in-vivo delivery of such respired aerosols to pulmonary cells and the genetic material within. Protocols have been developed to sample and assay the diesel soot and diesel soot/mineral dust complexes which would not compromise the surf ace and physical properties of the particulate material. Evidence has been gathered to show that diesel soot expresses mutagenic potential as dispersions in DPL in the Ames tests as well as sister chromatid exchange activity in the animal lung fibroblast ·derived V79 cell line. The results are comparable to the standard solvent extraction procedure. INTRODUCTIONDiesel engines are primarily associated with transportation; however, they are also very common in the work place. Of particular concern is the use of diesel engines in mining operations. Currently there are 1,950 diesel machines working in underground coal mines throughout the country. These units are used in 151 mines encompassing nine different states (MSHA, 1991). It is believed the use of diesel powered equipment has contributed to higher productivity in these mines. However, the exhaust from diesel engines operated in underground mines has been a subject of concern during the past decade because of its suspected relationship with health aspects. The particulate matter generated by the diesel engine is of particular concern."

"Dipalmitoyl glycerophosphorylcholine (lecithin) dispersed in physiologic saline, a model of the primary component of pulmonary surfactant, is adsorbed by respirable quartz and aluminosilicate dusts. Dust cytotoxicity as measured by erythrocyte bemolysis and pulmonary macrophage enzyme release is suppressed by this adsorption. The degree of suppression of hemolytic potential versus specific adsorption of lecithin from dispersion in saline by respirable quartz and kaolin dusts are compared with dusts' BET specific surface areas to interpret the prophylactic effect of lecithin adsorption. Dust hemolytic potential versus medium pH is presented. Fourier transform infrared spectroscopy and photo-acoustic spectroscopy of lecithin on quartz and of lecithin on kaolin are presented and reviewed with results of studies of the time course of removal of lecithin adsorbed on mineral surfaces by digestion by phospholipase enzyme. Results are discussed in terms of a model of prompt neutralization of respired mineral dusts by pulmonary surfactant, and a gradual re-toxification by digestive processes acting on the adsorbed prophylactic surfactant coating following phagocytosis. INTRODUCTIONQuartz dust of respirable size is well known to cause fibrotic lung disease, but numerous questions persist in the understanding of the initiation and progression of this disease. Our approach concentrates on physical and chemical aspects of mineral dusts early-on in their interactions with living organisms, and we have chosen simplified models to investigate that interaction.In the alveolar ·spaces of the lung, tissue is coated with a surface-active material (pulmonary surfactant), which, among other functions, mechanically stabilizes the lung from collapse by reducing the surface tension of water in the alveolar sacs.1 This surfactant is also the material that is first contacted by a mineral particle that is transported to an alveolus and is impacted there. This surfactant material has been studied extensively. The primary components are known to be proteins (about 11 % in dog lavage fluid), and phospholipids (about 88%).2 Pbosphatidyl cholines constitute roughly 80% of the phospholipid fraction; about 70% of the phosphatidyl choline fraction is dipalmitoyl lecithin (DPL).2 Respirable aluminosilicate particles are capable of adsorbing dipalmitoyl lecithin from dispersion in physiologic saline, a model for a possible initial event occurring upon deposition of a particle in a pulmonary alveolus. As may be seen from Figure 1, the DPL molecule has several fixed charges at neutral pH; a positive charge on the trimethylamine (choline) moiety, and a negative charge on the phosphate group. Also evident are the two fatty acid residues of palmitic acid, which are bonded through ester likages to the glycerol segment of the molecule. The fatty acid moieties of phosphatidyl choline make the molecule inso1uble in aqueous solutions under normal conditions, but a colloidal unit of aggregated molecules called a micelle is usually formed spontaneously above a certain minimum concentration. Small micellar vesicles are generally formed in the laboratory by using ultrasonic agitation or by solvent evaporation methods."

In certain populations, nonspecific airway hyperreactivity (HR) is associated with increased respiratory symptoms and decreased lung function. We analyzed standardized pulmonary symptom questionnaires and pre-shift spirometry with methacholine inhalation challenge (Chatham, M. et al, Chest 82: 15) on 228 control workers (C) with no known exposure to occupational hazards, and 200 underground bituminous coal miners (M). M and c were similar in age, height, sex, and smoking status. HR (defined as >15% fall in FEVI after up to 5 vital capacity breaths of 25mg% methacholine) was found in 25% of M and 28% of C (NS). M showed higher% predicted FEVI (%PFEV) than c (M 107%, C 104%*). 28% of current smokers showed HR versus 22% of never smokers (NS). Current smokers showed reduced %PFEV but were not different from lifelong non-smokers regarding prevalence of HR. Subjects with HR showed reduced %PFEV, (HR 101%, not HR 107%*) but M and c with HR showed similar reductions. M had more dyspnea and chronic cough than c*. Hyperreactivity was associated with increased symptoms in controls but not miners. In our study, the prevalence of HR in coal miners was similar to nonminers, and did not explain miners' respiratory symptoms. * P < 0.05

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. Fire is a major concern for those who work in underground mines. A mine fire can occur at anytime and often results in a partial or total evacuation of mine personnel and could result in the loss of lives. Therefore, having a workforce that is well trained to prevent, detect, and fight a fire is important. This paper focuses on responders’ preparedness for fire. Responders in this context are considered the entire workforce and are categorized as first, second, and sustained responders and evacuating miners. Quality training enhances ones awareness of mine fire hazards and promotes self-confidence in combating fires and responding to emergencies. Early warning systems and other escapeway aids such as a through-the-earth signaling and communication system, lasers and strobe lights are also addressed. The technological advancements that have been made can improve the state-of-preparedness for responders to underground emergencies and increase the chances of survival for escaping personnel.

"Manufacturers and users of energetic material [i.e., propellants, explosives, pyrotechnics (PEP)] generate unserviceable, obsolete, off-specification, and damaged items that are characterized as reactive waste. These items must be safely treated and disposed of or reclaimed/recycled, thereby controlling existing waste inventories at manageable levels. The most commonly used disposal and treatment method, particularly at U.S. Department of Defense (DoD) installations, is open burning/open detonation (OB/OD). However, regulatory constraints and the inability of operators toobtain permits required for treating these waste has led to the recent reductions and limited use of OB/OD treatment at many installations."

The value of Australia&apos;s education services exports increased to over $15 billion dollars in 2009, placing education as the third overall export earner behind coal and iron ore; however there are concerns over the impact of emerging policies on the future of both the industry and the provision of mining education. Policies have impacts on the growing number of international rankings (or league tables) of mining jurisdictions and universities. A high position in such rankings might be used as a measure of perceived quality with benefit to those at the top and to the detriment to those lower down.&nbsp; &nbsp; Top performing companies in the relatively new domain of sustainability have been shown to achieve better financial performance than their industry competitors, assisting them in attracting top quality committed staff, hence positioning themselves well for the future. The world&apos;s mining companies, jurisdictions and universities are now ranked with results in the public domain. It is argued as to the validity of the data or perceptions used in such rankings, but there is no doubt they are influential in determining the flow of dollars around the globe. By investing your pension fund assets in the shares of the top performing companies, by placing your exploration dollars in a country at the top of such a list of attractive jurisdictions, attending or recruiting from a University at the top of the rankings - risk must surely be reduced? &nbsp; While savings and risk reduction can undoubtedly result from the introduction of new technologies developed through appropriate R&amp;D (the other core activity of a university), the maintenance of a very high level of exploration and production performance through dedicated highly skilled staff every hour of every day quietly improves financial performance, while avoiding safety, environmental and/or community incidents (ie protects the &apos;triple bottom line&apos;). As always risk reduction comes down to enabling quality people to do a quality job - through the actions of such people we can sustain the global mining industry and secure our social license to operate. However, there is global concern over where the numbers of such people, including those with the recently required skills in sustainability, are going to come from. &nbsp; This presentation will discuss some of the complexity and interactions involved in the development of such rankings, the dangers inherent in their simple acceptance and use, plus indicate some of the directions mining educators might take to sustain and increase the supply of quality graduates to the global mining industry. Over the last year at Clarabelle Mill, three circuit reconfigurations were implemented. One circuit reconfiguration, æA CleaningÆ, was initiated due to a furnace failure at the smelter complex, and two of the circuit reconfigurations, æincreased copper (Cu) separationÆ and the æInterim IsaMillÖ circuitÆ, were seen as opportunities to increase cash flow through the mill. A Cleaning and the Interim IsaMillÖ circuit took advantage of engineering design already completed for a major capital project. The engineering for each was modified, as needed, and construction of the required portions of the capital project was fast tracked. The increased Cu separation circuit change used existing test and plant equipment to increase the plant Cu concentrate production. Implementation of the projects required teams that included operations, maintenance, technical support, project management and capital project resources. This paper discusses the business reasons driving the changes and the forethought or synergies with other work, which made them a success, and what was learned through each project. Para ello, se revisa el artículo 53 de la Ley de Seguridad y Salud en el Trabajo (LSST), Ley Nº 29783, donde señala que probado el daño sufrido por el trabajador a causa de un accidente de trabajo, la empresa tiene la obligación de pagar una indemnización a la víctima, la cual será fijada por el juez conforme al artículo 1332° del Código Civil, salvo que las partes hubieran aportado pruebas documentales o periciales sobre el valor del mismo.

The change of gas emission or concentration level at the working face is one of the main precursor characteristics of coal and gas outburst. At present, coal and gas outburst monitoring and early warning are mainly based on whether it exceeds the limit and its change law. However, the gas concentration level is affected by factors such as coal seam gas content, permeability, and mining process, and the change law is complex to recognize manually. In this paper, the response characteristics of gas concentration level in the mining process are analyzed and revealed, and a bidirectional long short-term memory model is established. The change characteristics of the gas concentration level in the mining and non-mining processes are studied and recognized. The results show that the change law of gas concentration in the mining process has apparent periodicity and trapezoidal volatility. The proposed intelligent recognition method based on the bidirectional long short-term memory neural network can automatically recognize the underground mining and non-mining processes, and the recognition accuracy achieves 97.7% . The research can significantly help improve the level of coal mine safety management and the accuracy of early warning of coal and gas outburst.

The vibration response of a 30 in. diameter high-pressure (845 psi) natural gas pipeline to 11 coal mine blasts was measured. The X-52 steel pipeline was buried 7 ft. below the ground surface. Ground and pipeline motions in terms of velocities were recorded on the pipeline, in the ground adjacent to the pipeline, and near the ground surface directly above the pipeline. These data were used to estimate the maximum stresses and strains in the pipeline occurring during the blasts. Pipeline standoff distances varied from 264 ft. to 3720 ft. Two blast hole layouts and timing schemes were used. One represented highly confined blasts to limit movement of the shot overburden that generated high ground motions at the pipeline. The second represented patterns that provided greater relief and lower the ground velocities at the pipeline.

In this paper, effect of cyclic loading on the behavior of a long, flexible, unrestrained vertical pile loaded laterally in soft clay is examined. For cyclic loading, the analysis is carried out using a new method for the construction of p-y curves and for static loading conditions, p-y curves proposed by Dewaikar and Poonam (2005) are used. An iterative analysis is employed with secant modulus approach using a matrix method known as moment area method developed by Sawant et al. (1994). For pile top deflection of 20% of pile diameter, the load values are computed for both static and cyclic conditions. The comparison of results with the field test results reported by Matlock (1970) shows a good agreement. A parametric study is further carried out to examine the effect of load eccentricity, pile embedment length, diameter and the number of cycles on the pile response. The results of this study are discussed in the paper.

A very extensive spatial and temporal database on benthic infauna and associated sediment metals has been collected for Island Copper Mine on Vancouver Island, B.C. Canada from 1969 (pre-discharge) to 1998 (3 years post-discharge). The tailings deposited as organically impoverished, copper-rich, clays, silts and sands distributed according to particle size, bottom turbidity currents and strong, vertically mixed tidal currents. In addition, a large deposition of coarser waste rock along the north shore of Rupert Inlet contributed substantial material in the shallower, near-field area.

"We have reported previously that crushing or grinding crystalline silica results in the generation of silica-based radicals on the particulate surface and that these radicals can generate hydroxyl radicals in aqueous solution. Data in the present study indicate that freshly ground silica is more cytotoxic and is a more potent activator of alveolar macrophages than comparably sized aged silica. That is, compared to aged silica, fresh silica is 4.2-fold more potent in decreasing the membrane integrity of macro· phages; is 50% more potent in activating hydrogen peroxide secretion by macro· phages; and is 4.frfold more potent in stimulating cellular chemiluminescence. Prosil 28, an organosilane material, is an effective coating agent for fresh silica. It decreases the cytotoxicity of fresh silica by as much as 78% and decreases the ability of fresh silica to induce chemiluminescence from alveolar macrophages by 58%. The data suggest that surface radicals associated with freshly cleaved dust may be an important factor in the induction of pulmonary disease. Furthermore, treating dust with coating agents may substantially decrease toxicity. INTRODUCTIONThe U.S. Department of Labor estimates that over 1.25 million American workers may be exposed to crystalline silica and that nearly 60,000 may be at risk of developing some degree of occupational lung disease (Parkes, 1982; Peters, 1986). Occupations of concern include miners, stone quarry workers, sand and gravel workers, sandblasters, foundry workers, and glass workers. Acute silicosis is characterized by inflammation, alveolar lipoproteinosis, and the rapid development of respiratory disability (Banks, 1986).
