To the American Institute of Mining Engineers: The committee appointed at the February meeting upon Railway Resistances would respectfully report: That one person has been constantly employed in calculating the results of the data taken prior to March 1st, 1876. Also to complete the data taken upon the Lake Shore and Michigan Southern Railway, a diagram was taken upon a through freight train from Cleveland to Chicago, and one from Chicago to Cleveland. So that now we have diagrams from Buffalo to Chicago and return, which, when fully worked up, will give results of the utmost importance in determining the cost of transportation of freight. These data will be of much importance in determining the proper methods of equating grades and curves, which is so essential in the location of new lines. The calculations show that instead of our attempting to formulate results from data obtained on one road, it will be best for the in¬terests of transportation to enlarge the scope of our inquiries, and to extend the experiments so as to include all of the more probable causes which affect the cost of transportation. Were the details of railway equipment constructed alike, much work, which is now necessary, would be saved. It is not uncommon to find upon the same road 10 to 30 different patterns of something in construction to subserve the same purpose, which more or less modifies the friction of the cars. Take the majority of our trunk lines, with this diversity of construction, together with the varying conditions of track and manner of operating, and it will be at once seen that the labor and time to do the work and arrive at correct conclusions will occupy from two to three years. The results already attained in the short time in which they have been carried on, wholly by private enterprise, simply show what may be expected when the aid necessary is given to render them of the highest value to the great industries of the country. An informal meeting of the Conferees of the Development Committees of the four Societies was held in New York on July 2, 1919, at which the scope of the work was considered, and a sub-committee oil Procedure, consisting of the chairmen of the Conferees from each of the four Societies, was appointed to arrange the program for and the time and place of the first formal meeting. The Conference subsequently adopted the name, " The Joint Conference Committee." The Joint Conference Committee convened at the Hotel Montclair, Montclair, N. J., Aug. 13, 14, and 15, and in New York, Sept. 15, 16, and 17, 1919. The Committee has divided its report into two parts, that covering the public activities and that covering the society activities of common interest to the four societies.

The Library belonging to the Institute is now administered as part of that of the United Engineering Society, the members of the Library Committee representing the Institute on the Library Board of the United Engineering Society. The main collection now consists of 115,900 books, 3680 pamphlets, 5811 maps, and 4402 searches, making a total of 129,793, a net gain of 7701 within the year. There is in addition a lending collection of 1004 volumes and one of duplicates amounting to 11,310. The library grows steadily both by gift and purchase. The cataloging is now substantially current covering 124,100 items represented by 362,145 cards. There are many rare and notable books, especially those relating to early engineering. It is truly a great treasure house of knowledge. While no severe effort is made to record all visitors the books showed 23,470 to have used the Library in 1928. In addition 5102 telephone requests for information were answered, 202 searches and 196 translations made and 34,964 photo prints furnished. The service department is maintained by small fees which cover the cost. The total amount appropriated for operating expense for the year was $46,300, of which $8,240.02 was furnished by the Institute, $5,399.45 being derived as income from the Douglas Library Fund and the remainder from current receipts. Within the year a slight change was made in the method of meeting the expenses of the Library, a flat charge of $5,000 per year being made against each of the four Founder Societies and this being supplemented by a surcharge based upon membership. The effect of this has been for the present to decrease slightly the amount that the Institute would otherwise need to pay. Placing in one collection all the books of the four societies greatly increases the number of books accessible to the members of each and opening the Library to the public is an important factor in keeping the tax exemption privilege enjoyed for the building. The Director and Staff of the Library make every effort not only to accommodate those who come in person to consult the collection but members resident elsewhere who communicate by letter or wire. The facilities of the Library are truly available to all.

In accordance with the requirements of By-Law LX,- I beg leave to submit herewith the report of the Library Committee for the year 1916. The activities shown by the sale of the Institute's publications during the year are somewhat larger than last year, due principally to the increased sale of special editions on account of the larger sale of the Posepny and Emmons Volumes, owing to increased advertising and to the reduction in price of the Emmons Volume. The sales were distributed as follows: Sale of Transactions $3,237.07 Sale of Special Editions 1,722.50 Sale of Bulletins and Pamphlets 2,263.95 Total $7,223.52, The Institute library has now been merged with the libraries of the. other three Founder Societies and is known and administered as the Library of the United - Engineering Society. When this merger, was effected, a proviso was made that the books contained in the Institute library up to the date of the merger were still to be considered as the individual property of the Institute, and this arrangement applied also to the libraries of the other two Founder Societies. At the time that the American Society of Civil Engineers joined as a fourth Founder Society, they immediately turned over their entire library to the United Engineering Society, relinquishing all property rights in the books entirely.

I have the honor to submit herewith the report of the Secretary for the year 1915 showing the principal activities of the Institute: Meetings.-The 110th Meeting, including the Annual Business Meeting, was held in New York City, Feb. 15 to 17, 1915. The full report of this meeting is given in Volume LI of the Transactions. The number of papers presented was 53, and the attendance was 357 members and guests. The 111th Meeting was held in San Francisco, Cal., Sept. 16 to 19, 1915. Sixty-eight technical papers were presented, and the attendance was over 400 members and guests. The full report of this meeting is given in the Bulletin for December, 1915. Local Section.-A new, strong Local Section of the Institute, with head-quarters in Arizona and known as the Arizona Section, was formed during 1915. Your committee's secretary submits the following report, or summary, to the- members of the committee, in an endeavor to lay before them a general review of the information so far received and also his own knowledge .of the work as carried on at a number of plants, this being done in part to secure further information and suggestions from members and lead to a more effective means of furthering the work of the committee. It is suggested that more detailed data be compiled regarding engineering features involved, and that papers be contributed which will deal with the safeguarding of underground electrical installations. There are few operating companies which have not started a more or less systematic campaign to safeguard their employees from accidental injuries and unhealthful surroundings, but a great deal is to be gained by experience. All may welcome the advice and cooperation of those who have been actively engaged in the work and have demonstrated the results obtainable by organized effort, and it is, therefore, exceedingly gratifying to note the ready assistance and hearty cooperation rendered by the companies that may be truly termed pioneers in the movement. No solution of the safety problem is to be found in a strict standardization of methods, rules or devices, as' the various mining, milling and metallurgical practices present too' many conditions differing broadly in general principles, but some standard system embodying principles, already proven to be efficient should be created, which may be modified or elaborated to meet specific requirements of each individual. company, or to fit working conditions as they exist in the various mining camps throughout the country. An industrial plant is -primarily a business undertaking, therefore the economic side-of a safety or welfare campaign is of importance. Many small operators have been deterred from undertaking the work by their belief that it involved an expense beyond their means, and one that could not be counterbalanced by greater efficiency or saving along other lines. This idea is generally clue to a lack of knowledge of the actual costs of such work, and of the results secured by judicious selection of a method commensurate with the. size and nature of the opera-

WALLACE MCKEEHAN, Douglas, Ariz. (communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

E. MALTBY SHIPP.-It was the intention of the Committee on Safety anti Sanitation to collect information and useful data from the companies having well-organized safety departments and print this in pamphlet form for distribution among the small companies that have no way of employing safety engineers nor have at their disposal these data. Consequently, I took these rules and the general data, especially the rules, went over them a great many times and tried to cut out whatever duplications appeared.

(member of the committee)- (communication to the Secretary*).-In the discussion of papers presented at the New York meeting of the Institute in February, 1915, and at the Arizona meeting of September, 1916, I referred to the activities of the Bureau of Safety of the Anaconda Copper Mining Co., and I am now submitting a few thoughts by members of the staff of that Bureau. TORGUS H. OAAS, Safety Engineer, Butte, Mont.-The report of the Committee on Safety and Sanitation has described different organizations and methods of promoting safety work. The effectiveness of these methods would aid the beginner in his campaign for safety in choosing the kind of organization and methods best adapted for his field. This can he obtained only by a discussion by those who have long promoted this kind of work, and have met with successful results. As the field is new, the different organizations promoting safety work have not established a common basis of rating for their fatal, serious and slight accidents, so that it is now difficult to get a comparative basis from which to judge the merits of the different systems. C. W. GOODALE.-The U. S. Bureau of Mines adopted, at the beginning, as a basis for its yearly summaries, the number of accidents. per 1,000 men employed, and it is now (quoting from its report for 1915, Technical Paper 168) making the following "classification of injuries:" "Many of the States now have. compensation laws, and in order to conform with their classifications, the bureau's classification of serious and slight injuries for 1915 is on a 14-day (2-week) basis instead of 20 days, as in previous years. The following financial report of the Treasurer of the United Engineering Society is published for the information of members NEW YORK, February 15, 190S. To the Board of' Trustees, United Engineering Society I beg to submit herewith the report of the Treasurer as of December 31, 1907. Your attention is called to the fact that the resources and liabilities, receipts and disbursements statements cover all the financial transactions of the United Engineering Society from its organization up to December 31, 1907. The income and expenses of operating the building during the whole operating period from December 1 to December 31, 1907, somewhat in excess of twelve months, are given. Included in the expenses, amounting in all to $52,647.11, will be found an item entitled "Building Equipment (construction account)." The expenditures under this item were not made for the operating expenses of the building, they represent a construction account, properly speaking, covering expenditures for furnishings and equipment of the building. The Founders' Agreement specifically provides for this class of expenditure under the provision that the Founder Societies shall each be liable for a charge not to exceed $200,000 of principal, which shall include the land and building completed and ready for occupancy, together with the " furnishings, equipment and personal property therein." Certain details of equipment are yet to be supplied, and it. is proposed in the near future to call upon the Founder Societies for an assessment on their respective land and building funds to cover this item of building equipment. Such action would enable the item of $10,039.85 to be transferred to the income account and reduce correspondingly the assessment

Your esteemed favors transmitting my discharge as your representative on the War Minerals Committee have come duly to hand and the kind words of commendation contained are greatly appreciated. Like other war committees, The War Minerals Committee's business in Washington was to meet an emergency as best it could, and as soon as the emergency had passed pressure of personal responsibilities immediately scattered the individual members. A detailed report of the Committee's work is therefore impossible. But before the matter is closed I feel it incumbent on me to ask you to report to the Directors and the Council, and through them to the members of the Institute and of the Society, the inestimable value to our Committee of the unstinted support given by both your officers and members. The instant response to all requests for funds was of the greatest assistance in getting started with office force, stationery, etc., and led later to a regular organization in the Bureau of Mines, working under a special appropriation, which is still doing good work as the War Minerals Investigation under Dr. Spurr. The voluntary work of the special sulphur and manganese committees formed by the War Minerals Committee was of great value to the Government. Copies of private reports supplied were of much assistance. But the great service of engineers and geologists as a whole was rendered in connection with the passage of the War Minerals Bill by Congress. Though every assistance possible was rendered by the Bureau of Mines and the Geological Survey, by the close of 1917 our Committee had about reached the limit of its usefulness in the way of stimulating the various Government executive committees, bureaus and departments to a realization of the country's need of preparation for domestic production of "war minerals" and had found that special Congressional action was imperative if the war was to continue for anything like the time then generally feared. This was necessary not only 'to insure a. supply of war minerals but to make possible the appointment of some able mining administrator of large experience in the mineral industry who, with ample authority, could sit in the councils of the Government and see to it that the ever increasing autocratic powers the war was developing were used toward the mining industry so as to foster rather than crush the latter in its effort to produce sufficient raw material for war and essential civil requirements.
