The reduction of accidents will play an ever increasing role in the mining of coal and hardrock ores as mining operations become more mechanized, the equipment becomes more costly and sophisticated, and as mineral production exploits deeper and more marginal coal and ore deposits. The most effective means to reduce accidents is through the design of mining systems and equipment. Results of safety research by the U.S. Department of the Interior, Bureau of Mines, to design safer coal extraction and haulage systems and to reduce electrical accidents are presented.

The Closure Risk model was developed as a new tool to aid decision makers in the complex area of mine closure. It uses a simple analytical technique that allows the decision maker to simplify what is often a complex mine closure process into more easily managed sub components. This systematic approach ensures that critical factors in the closure process are not overlooked. It also allows the most important issues to be highlighted. The model can also be used to produce quantitative estimates of risk by weighting and prioritising the issues to produce the Closure Risk Factor (CRF). Field trials at several mine sites in the Northern Territory of Australia in 2001 tested the model. The trials confirmed that the model has significant potential as a tool for decision-makers to assess in a structured, systematic manner, the major closure risks at individual mine sites. The risks include not only environmental impacts but safety and health, community, legal, financial, technical and other issues. The trials confirmed the value of a team-based approach and the inputs of key staff including environmental, production, mine planning, and community liaison personnel as well as mine management. Although the usefulness of the qualitative component of the model was established, it was found that, due to the influence of subjectivity, the utility of the prototype model to determine quantitative risk was of limited value. Using a continuous improvement approach, improvements to the model were sought. A refined model, incorporating the Australian Standard 4360 definition of risk and facilitated in-house risk assessment sessions was developed and tested against the data obtained in the field trial. This model, while maintaining the qualitative strengths of the original, allows more accurate absolute and relative quantitative scores to be calculated. This in turn facilitates comparisons between the issues at a single site as well as between different mines.

HOW often have those who make mining a career said that, "mining is different"? This kind of feeling often expresses itself in talking shop with men of other industries. And there is no doubt about it; mining is different. There are different marketing problems, different production problems, and we certainly have different personnel problems, to cite but a few. Mining people have recently been discovering though, that many of their problems are not unique to mining. They are beginning, in fact, to find that many of them are dead ringers for problems that other industries have had to face and solve years ahead of mining.

The mining industry often needs to operate in remote or climatically harsh locations. The industry has recently been forced to deal with extreme conditions including floods, heatwaves and droughts. As these are becoming progressively frequent occurrences, mines typically build ‘downtime’ into production schedules and expect to incur costs to manage the various risks arising from climate extremes. Importantly, many environmental conditions are becoming more extreme and consequently, risk management based on past data can become increasingly ineffective. Market and shareholder demand for fewer interruptions are another pressure on mines to avoid prolonged or frequent downtime. Hence, adaptation to climate is becoming an important strategic move for many companies, many of whom are using future climate scenarios and alternative risk evaluations.We present here a method that uses commonly available mine site data to assist decision-making for reducing vulnerability to sudden flood. The method, ‘climate-related adaptation from terrain evaluation results’ (CRATER), identifies a mine’s flood ‘hot-spots’ and presents them as a ‘traffic lights’ warning map. The process then requires a failure analysis process such as fault-tree analysis to identify both the cause of possible failures and a range of possible failure-avoidance adaptations. In the final stage, management can assess the most suitable option for the mine, based on the availability of capital such as time, facilities, labour and money in addition to social acceptability of the options. CRATER has been tested in an open cut mine environment and is now being further developed to identify how subsidence over underground mines may impact on flooding and ponding over the mining life cycle (CRATER II). Compliance with Diesel Particulate Matter (DPM) exposure regulation is currently performed using timeweighted average (TWA) sampling on underground mine workers. These samples are collected in the span of an entire shift and the resulting concentrations are compared to a legislated exposure limit. While this is very useful to determine the exposure level of an individual to DPM, it fails to clearly identify causes of exposure and highlight opportunities that could help reduce the exposure of workers in the course of the work shift. Real-time DPM monitoring measures the worker?s exposure as a function of time and helps identify circumstances where corrective actions can be taken or design changes can be made by the individual or the employer to reduce the overall exposure of the worker and peers. This work focused on obtaining DPM concentrations using a real-time polycyclic aromatic hydrocarbon (PAH) monitor. The aim was to demonstrate that this instrument, while not a direct DPM analyzer, was able to provide a concentration profile that could easily be linearly correlated to standard TWA elemental carbon measurements. In addition, several instances of improvements that could be implemented to reduce the exposure of underground employees were demonstrated.

In the 10 years from 1998 to 2008 the annual number of fatalities in the Australian mining industry has plateaued (MCA, 2007-08 and abc.net.au website). Despite significant efforts to eliminate fatalities, this is not a comfortable statistic in this very public performance indicator.GHD has been working with the mining and minerals processing industry to identify the key risks that lead to fatalities utilising a semi quantitative risk assessment technique (SQRA®), initially developed to assist Major Hazards Facilities prepare Safety Cases (OH&S, 2007-08) in response to the Longford Incident in 1998 (Dawson and Brooks, 1999).Workshop cross functional teams are assembled from the sites and led by the GHD facilitators to identify the incident types that can have fatal consequences, the causes of those incidents and the controls that are utilised (or could be utilised) to reduce the risk. The risks for each incident type are quantified to produce a risk profile for the facility and the critical controls – the controls that have the greatest impact at reducing the risk of fatality – are selected. These controls are assessed for their adequacy and improvement actions are identified. Prioritisation of the actions is achieved by re-estimating the incident risk profiles.A review has been undertaken using a small sample from the more than 100 individual studies that GHD has completed at mining and minerals processing sites. The five most significant risks reported by sites are:1. Fall from Heights,2. Vehicle/ Vehicle and Vehicle/Pedestrian interactions,3. Entanglement,4. Molten Metals and Materials, and5. Electricity.The most significant reductions in risk identified were found to be by implementing engineering controls. Examples include:1. Chutes to contain splashes and spills of molten materials,2. Redesigning instrument and equipment layouts to take personnel away form high risk areas,3. Designing remotely operated equipment to remove personnel away from high risk areas,4. Proper fire fighting equipment provisions such as deluges around flammable materials, and5. Adequate risk assessment to ensure equipment is designed to handle the real situations and not a design case to meet an arbitrary specification.All of these cases and many of the actions identified in the studies could have been handled through better design and construction early in the life of a project rather than retrospectively fitted after operations have begun.

"Soft technology" computers and computer programs-brings to mind a room full of machines, tape drives, disks, plotters, and printers spitting out financial reports. Computers now have a much broader scope of applications because of reductions in equipment size and cost. For example, people now interact directly with computers to control events. Such computers and associated equipment-called interactive control systems-are often small, relatively inexpensive, and can be designed to increase productivity at mining operations. This is accomplished by improving communications between individuals; giving employees the information needed to make decisions in real time, as events are happening; and giving individuals the background needed to perform more effectively. This paper will describe a procedure for determining the return on investment for interactive control systems, and describe four such systems. The analysis process is general in nature and can be applied to any type of mining operation or production process.

The difficulty in screening of ores when the moisture contents reach certain critical levels has resulted in mining circuits using wet processes for screening. While this has been acceptable in past years it is no longer acceptable in certain countries and where the mining company is looking to reduce its impact on the surrounding environment.   Various mining companies have been looking at ways to remove the need of using water, with all its inherent drawbacks and to be able to produce its desired products in a dry process.   This would have the benefits of less environmental impact and cost, (due to not requiring wet processing equipment), less power consumption (reduced equipment needed), no corrosion issues, no contaminated waste waters and reduced maintenance activities.   Until recently this has proven elusive or with technical restrictions with current available acceptable technologies for high capacity plants.   One major mining company began seriously exploring ways to overcome this dilemma so that they did not replicate their current ways of operating for their new expansion plans.   They partnered with Metso Minerals to undertake extensive groundbreaking laboratory test work and provide potential solutions as to how to solve this. The laboratory test work proved interesting enough to design, manufacture and test on the actual mining site a prototype screening machine in the circuit.   This break through in screening technology reduces the environmental impact on the area in which the mine is located by: eliminating the storage and use of water, reduction in energy consumption due to having no pumps in the plant, reduction in plant costs and the upstream affects on the environment process used to manufacture and ship the materials the plant structure is built from, and no large tailings dams to take up land space and affect the environment through groundwater/ water table contamination and the negative effects on animals and ecosystems Laboratory test were conducted and a full size machine was installed at the plant site along side conventional machines. The screen size (2.4 m wide x 6.1 long double deck) was determined by the size of screens currently in operation at the mine. The parameters that were explored were: types of screen surface (polyurethane, woven wire etc), types of screen motion (linear, circular or elliptical), angle of motion ( 40,45,55,60 degrees etc), and throw (amplitude), speed and 'g' force.

The selection of an underground mining method stems from a multivariate analysis that considers geomechanical, geological, economic, and operational parameters. Even after identifying the most compatible method, there is no assurance that the mining company will achieve the best performance. The geological complexity of some deposits requires adaptations of methods described in the literature to obtain more selectivity and reduce mining waste. There are some studies on geometry of underground structures, but a methodology that describes an adaptation of a room-and-pillar mining method for ore bodies with down-dip varying from 20° to 25° is novel. The present work aimed to reduce dilution by adapting the traditional room-and-pillar mining method (TRP) to inclined ore bodies. This new method is entitled short-hole room-and-pillar (SHRP). The equations that measure the dilution are defined according to the geometry of stopes and openings. The results comprise comparative analyses of the operational and planned dilutions to measure the performance of the SHRP method. The average operating dilution of the SHRP method was more than five times lower than the planned dilution according to the TRP method. Low operational dilution indicates high selectivity of the method and its potential to reduce underground mining tailings.

The present work aims to describe the changes made in the operational procedure of the reheating shell furnace, of the hot-rolling of seamless tubes line at Barreiro Plant of VSB, during non-production periods, focusing on reducing natural gas consumption. According to the previous procedure, the furnace was kept at 750°C on these periods, using the main burners. With the new procedure, the furnace is naturally cooled, maintaining only the auxiliary burners with a pilot light turned on, without worrying about the conservation of temperature. Subsequently, the furnace is heated with a rate of 150 ºC/h until it reaches the setpoint temperature of production. This procedure change was successful and didn’t cause operational and security problems. The minimum stoppage time needed for the natural cooling to be economically favorable is 6 hours and 30 minutes. The new procedure reduced the natural gas consumption in 4.500 Nm³, considering 24 hours of stoppage, achieving an estimated annual economy on the thermal energy costs of R$440.000,00 in 2019.

Newmont has been on a focused path of improving operations for many years. After the merger of Newmont and Santa Fe Pacific Gold, Newmont created significant synergies of over $50 million per year in Nevada, primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. This paper will describe the methods and programs that continue to be implemented at Newmont's many mine facilities in Nevada. Newmont has used a combination of computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and a variety of available metallurgical processing options to decrease the cost of operations and increase profitability.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research with the objective of preventing hearing loss in the mining industry. Longwall mining is one sector that has received considerable attention. Studies involving the monitoring of worker noise exposures, characterizing equipment sound levels and dominant noise sources, evaluating engineering noise controls, analyzing hearing protection device (HPD) effectiveness, and testing of improved sound level monitoring techniques specifically for longwall mining systems, are being conducted. The research efforts revealed that stageloader operators are the most exposed longwall workers, with the discharge end being the noisiest location along the stageloader. In addition, the studies have shown that using stationary dosimeters, coupled with observational data of the cutting cycle and worker habits, has the potential for improved monitoring of the effectiveness of engineering noise controls. To address the ineffective use of soft foam earplugs, a simplified 3-step method was developed for inserting soft foam earplugs. Results indicate a 9 dB greater attenuation after training subjects on the 3-step method. Finally, muff type HPDs are being evaluated for effects of speech intelligibility in noise. The combined results of these studies illustrates that much can and has been done to prevent noise-induced hearing loss (NIHL) in the mining industry, especially with respect to longwall mining workers. This paper presents an overview of ongoing studies, a progress report of results, and the implications for reducing worker noise exposures and preventing NIHL in longwall mining workers.

Problem: It is estimated that 5 to 10 arc flash explosions occur in electric equipment every day in the United States. In the mining industry the largest single injury category of electrical injuries are caused by non-contact electrical arcs. Method: This investigation progressed in two phases: (a) 836 Mine Safety and Health Administration (MSHA) reports of electric arcing incidents that occurred over a period of 11 years were reviewed, and (b) personal interviews were conducted with 32 individuals. A theoretical Safe Job Performance Model guided the study. Results: Behavioral dimensions were identified and included the effect of worker experience, judgment and decision-making ability, behavioral and organizational controls, and safety culture. Summary: The National Institute for Occupational Safety and Health (NIOSH) conducted an investigation of behavioral components associated with arc flash incidents and developed recommendations for interventions based on findings. Impact on Industry: This study fills a vacuum in electrical training with a focus on the organizational and behavioral aspects of arc flash incidents. There search is cross-cutting in its scope, in that the results apply not only to mining and construction, but many other industries employing electricians. Although the majority of mine electrical injuries are the results of burns from electrical arcs, few miners are aware that such a hazard exists. A safety training program, which includes a video and an instructor's discussion guide, was developed for electricians based on this study's findings. “Arc Flash Awareness” was released in 2007 (DHHS NIOSH PublicationNo.2007-116D) and is available through1-800 CDC-INFO. Coal winning in the Latrobe Valley exceeds 45 mtpa uses a small number of Bucket Wheel Excavators and high speed conveyor systems. While this equipment offers many advantages in the production cycle, incorrect use can lead to low productivity and risks to the safety of the operators and equipment. The mining equipment is of high capital value and easily damaged when used outside the correct operating range. In the extreme case, this can result in total machine collapse, having major implications for personnel safety as well as production and costs. With an active productivity improvement program in the Latrobe Valley in the last two years resulting in a 50 per cent reduction of personnel, many experienced operators have retired. Mine management are facing the urgent need to rapidly train new operators to maintain high productivity levels and reduce the risk of accidents to personnel and high capital cost plant. With the assistance of the Central Gippsland College of TAFE a Certificate Level course has been developed for open cut operators. The course covers all essential training needs for the Latrobe Valley mines. The training is developed from National Competency Standards, allowing transfer of skills, and is flexible to suit other enterprises. It has been written for self-paced learning with the total job understanding, and to have competency-based learning outcomes, training tasks and assessments built-in to modules. With the introduction of this new training program, management is convinced that the element of risk within the mine will be significantly reduced. For these reasons it is an ideal training model for other enterprises.

For shooting rock properly, some relatively fixed quantity of rock work is required from the total charge mass, while keeping the overall toxic fumes to a minimum. The overall fumes weighted for the toxicity of different species and taken per unit charge mass, ??, are represented by a relative fume toxicity (RFT) formula. The worst two contributions are often carbon monoxide {CO} and total nitrogen oxides {NOX}, so the traditional Russian formula RFT-R formula suffices, though a generalized form RFT-G with more terms is worth checking. Using the work-principle model from thermodynamics, the rock work per unit charge mass, ??, is found from the reduction in internal energy for the reaction zone. This resolution technique for rock-work invokes the usual assumption that the quick irreversible process occurs without notable heat transfer to the rock (adiabatic); rock-work is not resolved, when this restriction is untenable. The ratio of ?? to ?? yields the weighted toxic fumes divided by the rock work or the readjusted fume toxicity ??, where ?? = ??/??. For convenience, graphical trends of ??, ?? and ?? were normalized using reference results for a stoichiometric (ANFO) mixture of ammonium nitrate (AN) and fuel oil (FO) shot under nominal rock confinement, noted later.

Kennecott Utah Copper aims to extend anode furnace campaigns to more than three years. As part of that goal improvements are sought on anode-furnace tuyere-area refractory performance. Kennecott and Praxair developed high pressure nitrogen refining for the Oxidation Stage which shortened anode furnace fire refining cycles by up to two hours per cycle. Future developments include optimizing the Reduction Stage’s steam-gas reforming and achieving coherent jet tuyereless refining.

The Bureau of Mines has been performing research to lower the dust exposure of workers at mineral processing operations for a number of years. This research has mainly been directed at source control techniques in an effort to lower a worker's dust exposure at a particular job function. In some cases, this control technology provided a carryover effect in lowering the exposure of workers at other locations, but for the most part had very little effect in lowering dust levels throughout an entire mill building. Recently, the Bureau became aware of several mineral processing operations having problems with high over-all mill dust levels. These operations were all using baghouse-type collectors to address their most serious dust contamination areas. Although these major dust sources were being controlled, there were numerous minor dust sources that were not. These minor dust sources were causing dust levels in these operations to gradually increase as the day or shift progressed. The intent of this work was to determine general guidelines and design criteria for operations that may be interested in implementing a total mill ventilation system. Most mill buildings can be considered a closed system and thus any dust that is not being controlled within the structure, will cause dust levels to gradually increase over the shift. A total mill ventilation system should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust laden areas throughout the mill structure. This air should be discharged at or near the top of the structure, where it is not a contaminant to plant personnel working outside. Without this exhaust system, dust can exit the building through open doors, windows, etc., and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. A total mill ventilation system is not a stand-alone technique, but is a supplemental technique to assist other localized dust control systems.

The US Bureau of Mines has designed and evaluated total mill ventilation systems (TMVS) at two mineral-processing operations. Both systems have proven proficient at cost-effectively reducing respirable dust levels throughout the mills. An 11.8-m3/sec (25,000-cfm) system installed at a clay-processing mill provided about 10 air changes per hour(acph). This system reduced respirable dust concentrations by about 40% throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 23.6 and 47.2 m3/sec(50,000 and 100,000 cfm) of ventilation to the mill building, corresponding to 17 and 34 acph. Average mill-wide respirable dust reductions were 36% and 64%, respectively. This work was done to determine general guidelines and design criteria for operations that may be interested in implementing TMVS. TMVS should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust-laden areas throughout the mill structure. It is discharged at or near the top of the structure. Without the TMVS, dust can exit the building through open doors, windows, etc. and contaminate outside plant workers. A quick, safe, and effective method has been developed that allows workers to clean their dust laden work clothing periodically throughout the day. For the mining industry, this technique is much more effective than the current federally approved method of using a vacuuming system. This newly designed method is relatively inexpensive and can be easily installed at any operation to allow workers to clean their clothing without contaminating the worker, the work environment. or co-workers to elevated respirable dust levels. This clothes cleaning process uses an air spray manifold to blow dust from a worker's clothing in an enclosed booth, which combines the dust for capture and removal by a baghouse dust collector. Since the air exhausted by the dust collector causes the booth to be under negative pressure. no measurable quantities of dust were ever measure escaping from the booth to contaminate the work environment and/or other workers. The worker performing the cleaning process is required to wear a half-mask fit- tested respirator with an N 100 filter, hearing protection, and full seal goggles. Dust samples taken inside the respirator of test personnel performing the clothes cleaning process showed very minimal to no respirable dust. This clothes cleaning process was performed in less than 20 seconds and was significantly y cleaner than either the Federally approved method of vacuuming, or the most common method or using a single compressed air hose. It was also determined during this research that polyester-cotton blend coveralls clean more effectively than coveralls which are 100 percent cotton. The newly designed clothes cleaning process has potential application to any industry where workers' clothing becomes contaminated with most any type of dust or product.

Coal shearers are one of the major sources of dust and fines in underground coal mines. Despite considerable research investigations, no comprehensive in situ investigations coupled with extensive laboratory studies on the effects of drum design on generation of dust and fines have been found. It may be for this reason that many major shearer drum manufacturers persistently employ a certain drum-lacing pattern on current coal shearers, which is believed to cause excessive dust and fines in coal mines. This paper shows how respirable dust and fines are minimized under near-identical conditions when the drum lacing pattern was changed from a triple-tracking to a single tracking arrangement. A series of laboratory trials simulating in full scale the practical cutting action of tools was followed by extensive long-term underground trials during production operations in OAL (Cayirhan) Lignite mine in Turkey. The results are presented and discussed, and recommendations for proper drum-lacing in terms of respirable dust and fines are made.
