Peru produced approximately 15,838,610 bbl. of oil during 1938, which was 1,618,406 bbl. below its production during 1937. As in recent years, the entire output of the country came from the La Brea-Parinas, Lobitos-Restin, and Zorritos fields, which are all situated along the northwestern coast. Outside of the proven areas, the drilling of test wells was continued by the Peruvian Government on the reserved zone near Zorritos. Six wells have been completed or are drilling. Of these one is a gas well at 2619 ft. and one is dry at 1415 ft. It is reported that three standard and two rotary rigs are being used. In southern Peru, in the Pirin region north of Lake Titicaca, the Government made a geological study of the National Reserve. In eastern Peru, the Cia. Petrolera El Ganso Azul continued its activities in the montana region, where its first well was reported to have had a show of oil at 1000 feet. Essentially all production for Peru came from the three established fields in coastal northwestern Peru (Fig. 1). These fields are known as La Brea-Parinas, Lobitos, and Zorritos, in order of importance. Together they produced 13,496,880 bbl., as compared with 15,838,605 bbl. in 1938. Zorritos Field.—Of the total production shown on Table 1, the Zorritos field was responsible for a relatively negligible amount estimated at 40,000 bbl. This small field, which is over 50 years old, was purchased by the Peruvian Government in the spring of 1939 from the Piaggio interests. The Government operated this field along with its near-by National Reserve areas, largely under supervision of Department of Mines officials, and the total production rate for both old and newa-areas was estimated to have increased by Oct. 1 to 166 bbl. per day. as compared with the 1938 average of 110 bbl. per day. Construction is said to have begun on a refinery that is to have a capacity of 1000 bbl. per day and is to include a gasoline-extraction plant, and on a pipe line to bring fresh water 20 miles from the Tumbes River. Lobitos Fields.—The Lobitos fields, some 70 miles south of Zorritos, produced approximately 2,650,000 bbl., or almost the same amount a* in 1938. La Brea-Parinas.—The International's La Brea-Parinas property, immediately south of the Lobitos property, produced 10,806,880 bbl., or 80 per cent of Peru's production. During the year 73 wells were drilled on the Estate, mostly in the semiproved area: 44 by rotary, 13 by cable and 16 by star rigs, as compared with 34 by rotary, 11 by cable and 20 by star in 1938. The reports for the years 1942 and 1943 were written in 1943 and 1944, respectively, and were summarized at the meetings of the Institute in February 1941 and February 1944, but were held in manuscript form until released for publication in 1945. 1942 During the year 1942, developments in the Peruvian oil industry continued to be subject to repercussions from the swelling war effort, which steadily diverted more of the normal supply of men and materials into war channels, and necessitated the rerouting of supply lines. The result in Peru was an increasing demand for crude oil and products. The production of petroleum in Peru in 1942 was 13,626,259 bbl., as compared with 11,935,584 bbl. in 1941—an increase of 1,690,675 bbl., or approximately 14 per cent. The largest increase, amounting to over 61 per cent, was from the Lobitos fields, but this increase was caused largely by the subnormal production in 1941. International Petroleum Company's production in the La Brea y Parinas field increased 727,111 bbl., or 7 per cent, whereas the Peruvian Government's production in the small Zorritos field declined 10,380 bbl., or approximately 20 per cent. The final production figures for the Ganso Azul field at Agua Caliente were not available for 1942 at the end of the year, but the production was believed to have increased approximately 80 per cent from 1941, or from 13,750 to approximately 25,000 barrels. Development and Exploration Exploration in Peru in 1942 was very limited and confined to areas adjacent to the older producing fields, and the efforts there were largely expended in the extension and development of the producing areas. This situation resulted partly from the shortage of transportation and drilling equipment, and also from the strong demand for increased production of oil. . International Petroleum Co. completed 69 wells during the year, including seven exploratory wells, three of which added moderate extensions to the proven areas. Sixty of the completions were oil wells and nine were dry holes. Lobitos Oilfields, at Lobitos and Restin, is understood to have concentrated its drilling effort on development rather than on exploration. The Peruvian Government operating at Zorritos confined its drilling to the development of the small producing areas previously found. During the year it announced plans to drill three exploratory wells in the Pirin area of southern Peru (see map on p. 638). It was reported that the Government had made a survey of the Sechura area (representing the southern part of the Northern National Reserve as shown on the map), but no work under this arrangement was announced. The Cia. Ganso Azul, at Agua Caliente, completed its No. 6 well as a producer on March 27, and during the year it completed the installation of a 400-bbl. topping plant.

Production in the Argentine in 1930 amounted to 1,415,099.7 metric tons, which converted into barrels of 42 gal., using the factor of 6.29, amounts to 8,909,773 bbl. This is a decrease of 481,613 bbl. from the 1929 production, which was 9,391,386 bbl. The production for 1930 was divided among three fields, as shown in Table 1. ProUuction of crude oil in Venezuela increased from 186,134,000 bbl. in 1940 to 2~8,131,ooo bbl. in 1941, or 22.6 per cent, to establish a new all-time high for the country. While the average production for the year was 625,000 bbl. per day, production during the month of December 1941 averaged 751,000 bbl. per day, and during the last week of the year, 766,000 bbl. per day. Production from the Lake Maracaibo basin averaged 454,000 bbl. per day during the year, or 72 per cent of the total for the country, compared with 73 per cent of the total produced in 1940. Drilling during the year was approximately on the same scale as in 1940, with 438 wells completed in 1941 as compared with 429 the year before. Exploratory completions decreased from 18 in 1940 to 6 in 1941. Of the drilling operations in 1941, 56 per cent was concentrated in the Lake Maracaibo basin and 44 per cent in eastern Venezuela, success being 98 per cent in the Lake basin and 83 per cent in the east. Successful completions for the country as a whole amounted to 92 per cent of the total wells drilled. Exploratory drilling in 1941 resulted in the discovery of three new fields, all in eastern Venezuela; viz., Guara, about II km. to the northeast of the Oficina field but on a separate structure; Santa Rosa, which is east of El Roble field on a structure forming a part of the major Santa -Ana- San Joaquin-El Roble uplift; and Santa Barbara, which is southwest of the Jusepin field on an extension of the main Jusepin anticline. At the close of the year three wildcats were drilling, all of which showed prospects of obtaining production; that is, Mercedes No, 2 in central Guarico, Las Ollas No. I on the Anzoategui-Guarico border near the town of Zaraza, and Quiamare No. I in Anzoategui northeast of the town of San Mateo. In spite of heavy withdrawals and the resultant natural decline in the potentials of older producing areas, new drilling during the year increased the potential production of the country from an estimated 780,000 bbl. per day at the end of 1940 to an estimated 810,000 bbl. per day at the end of 1941, or approximately 4 per cent. Since domestic consumption of petroleum products is insignificant compared with total production, exports of crude and products during the year increased in line with production. Crude exports totaled 196,800,000 bbl., compared with 158,400,-000 bbl. in 1940, and exports of products were 26,100,000 bbl., compared with 21,900,000 bbl. the year before. Exports of crude from Venezuela to the United States amounted to 36,500,000 bbl. In addition, about 2,200,000 bbl. was imported in bond into the United States for transfer to Canada. Total refining capacity of the country in 1941 was approximately 125,000 bbl. per day, including a crude-conversion plant with a capacity of 32,000 bbl. per day, capable of making fuel oil only. For the first time in the history of the Venezuelan petroleum industry production exceeded 200 million barrels. The total production for all fields amounted to 205,430,869 bbl., which is more than 9 per cent of the world's 1939 total. This is an increase of over 15 million barrels or 8.0 per cent above the 1938 figure, which, compared with the slightly less than 2 per cent increase of the 1938 figure over 1937, shows the marked activity in Venezuela during the past year. The Maracaibo Lake fields are still the predominating factor in Venezuelan production, showing an increase of approximately 9½ million barrels over last year's figure and accounting for 71.8 per cent of Venezuela's total. Lagunillas continues to hold precedence as a single field, having yielded 47.1 per cent of the accumulative total and 39.4 per cent of 1939's total. This field showed an increase of slightly more than 3½ million barrels over 1938. Tia Juana, the second largest field, attained a record production, increasing its percentage of the Venezuelan total from 23.4 in 1938 to 23.7 in 1939. The La Rosa field, which includes Punta Benitez and Ambrosio, declined from 13.7 to 12.0 per cent; Bachaquero, the southernmost Lake field, which came into regular production at the end of 1938, contributed over 31/3 million barrels. Quiriquire, in eastern Venezuela, ousted La Rosa as the third largest producing field, and, although production increased by 11/3 milliorl barrels, percentage of the total declined from 13.2 to 12.9. Mene Grande, the oldest field, declined from 6.6 per cent in 1938 to 5.9 in 1939. Tem-blador produced for a whole year for the first time and yielded 3,647,867 bbl. The Colon district, in the Maracaibo Lake area, comprising the Tarra-Los Manueles fields, showed slight increases, as also did Cumarebo and Pedernales. Construction of the 16-in. pipe line from Oficina to Puerto La Cruz (Guanta), the longest line of this size in the world, was completed toward the end of the year and this new field in eastern Venezuela started shipping oil in December. Production of crude oil in Bahrein Island during 1938 reached the new high of 8,297,998 bbl., an increase of 535,734 bbl, over the 1937 production of 7,762,264 bbl. The monthly average during 1938 was 691,500 bbl. and the daily average 22,734 barrels. To the close of December 1938, a total of 52 producing wells have been drilled. During the year 13 producing wells were completed and 11 wells were drilling or partly completed as of Dec. 31, 1938. The total footage drilled as of Dec. 31, 1938, amounted to 165,339 ft., of which 60,739 ft. was drilled during 1938. The production from the main pay comes from a depth of approximately 2200 ft. and the gravity of the oil is 33" A.P.I.

The oil production in Bahrein for the year 1939 totaled 7,588,554 bbl., a decline of 709,444 bbl. from the 1939 production of 8,297,998 bbl. The production for the first seven months of 1939 remained fairly constant, the daily average by months during this period ranging between 20,000 and 22,000 bbl. per day. The daily average rose in August to the year's high of 23,800 bbl. per day, then dropped gradually to the year's low of 18,787 bbl. per day for November. The daily average for the year was 20,791 bbl. At the end of 1939 there were 59 wells producing and 8 wells drilling.

In view of the comprehensive accounts which have appeared in recent years of the oil fields of Burma, Assam and the Punjab,' this brief account will be restricted to an outline recapitulation of the position of the fields and a note on progress and developments in the last two or three years. It is actually peculiarly difficult to give an account of recent developrnents in the oil fields of the Indian Empire. The companies naturally are compelled to make a return to the Government of India of oil produced. These figures are published annually (about 10 months later) for each administrative district (which may include more than one field) where oil is produced, in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India). Some details of recent developments may be given in the Annual Report of the Geological Survey of India (also published in the Records), but otherwise the companies tend to preserve a policy of extreme secrecy. Some of the smaller companies usually publish wellhead production month by month in order to encourage their shareholders when such figures are encouraging, but the larger companies do not necessarily even give figures of production in their annual reports to shareholders. Occasionally details of new tests, new machinery, and so on, leak out through the daily or weekly press in India, but, except for generalized official statements, no details :ire available as to the number of new wells, depths, wells abandoned, or other figures which are common property in other parts of the world. In the country itself the geologists preserve the utmost secrecy, and at times quite a serious system of espionage is developed. The production of petroleum in India (including Burma) increased from 334,811,624 gal.' ill 1936 to 350,322,222 gal. in 1937, the highest figure in the history of the industry. The increase in 1937 was clue to an increase of some 20 million gallons from Singu, 51/2 million gallons from Attack, 11/4 million gallons from Thayetmyo, and 1 mi1lien gallons from Digboi, accompanied by decrcases of 91/2 million gallons from Yenan-gyaung and 2 million gallons from Yenangyat,. The amount of gasoline produced from natural gas during the year was 10,616,313 gal. in Burma and 456,780 gal. in the Punjab. Yenangyaung Field.—The Yenangyaung field maintained its reputation of being one of the most wonderful oil fields in the world. The total production during 1937 was less than in the previous year but the resources of the field as a whole are sufficient to ensure an adequate supply of oil for many years. At the end of 1037 there were 2910 wells producing in the field. Besides a large number of ells drilled to shallow sands, this total includes 180 hand-dug wells, whose continued existenice is one of the interesting features of the field. During the year the deep drilling activities of 1936 in the southern part of the field died down, owing to the disappointing results obtained. On the eastern flank the limit of present economic extension of the oil sands was approximately demareated. Satisfactory results continue to be obtained from gas drives in the leased blocks; gas is also injected for repressuring and storage. Casing policies continue to be carefully designed to protect the oil sands against the danger of flooding by water and, in general, production methods throughout the field are characterized by a realization of the importance of the conservation of oil and gas and the prevention of waste, whether simple or underground. Singu Field.—-In 1937 the increase in the output from the Singu field was continued. This increased production was due not only to the rapid development of the valuable area in the southern part of the field but also to the successful results obtained from the first wells to produce from behind the practically completed river training wall of the Burmah Oil

The corresponding figures for the year 1938 were 263,823,-265 gal. valued at £3,766,810 and 87,082,371 gal. valued at £1,234,563, respectively, which is a slight increase in total quantities but a fall in value for the combined outputs of Burma and India. The appreciable increase from India in 1938 is due to an increase of over 11 million gallons from Attock and a little from Digboi, while the decrease from Burma is due to a fall of nearly 9 million gallons from Yenangyaung, over 3 million gallons from Yenangyat (and Lanywa) and half a million gallons from Minbu (Table 1). The 'amount' of gasoline produced from natural gas during the year 1938 was 10,587,291 gal. in Burma and 496,163 gal. in the Punjab.

For several hundred years the petroleum industry has flourished in Burma and at the close of the eighteenth century there were over five hundred producing wells in the Yenangyaung field. These were laboriously dug by hand and were exceedingly primitive, yet even today a small part of India's total production is obtained from hand-dug wells. The Indian Empire, the cradle of the oil industry, today produces but an unimpressive fraction of the world's supply of petroleum, not because the size of her contribution has diminished, but because it has remained more or less stationary while other countries have far outstripped her during the prodigious increase in the world's production of petroleum in recent years. Though for the past 10 years the total production in India has been remarkably constant, it has become increasingly difficult to maintain this output and at any rate from the older fields a slow decline may be anticipated unless new productive horizons are discovered. Production figures for the 10 years 192&1929 (the last year for which figures are available) are given by fields in Table 1. Crudes of Burma and Assam The bulk of India's production comes from the Yenangyaung and Singu fields, from which the crudes are very similar, the only important difference being that the oil from the Singu-Yenangyat structure contains a higher percentage of lighter fractions. The Burma crudes resemble that of the Panhandle of Texas and have a high content of solid paraffin, though strictly speaking the oil is of mixed base with a low content of asphaltum. With the exception of the negligible production from Sabe, the Burma crudes do not require dehydration; the sulfur content is very low and is innocuous. A small amount of naphthenic acids occurs in the kerosene and intermediate oil fractions while the lubricating fraction is practically free from acid. The ash content is low and the average A.P.I. gravity of mixtures of Yenangyaung and Singu oil is 36.4. The production of crude petroleum of the Bacuranao field, Cuba, fell off rapidly because no new wells Mere drilled. In December 1938, the total was 15 bbl. per day. The estimated average from this serpentine field for the year is 20 bbl. per day. The Motembo area produced an estimated average of 160 bbl. per day. Production in July was 215,946 gal of gasoline, or 165 bbl. per day. In August production was higher because a new well in the concession, the Luisa Marcela, produced 189 drums the first day and required pit storage. The Atlantic Refining Company of Cuba started a deep test upon a long, narrow, surface-defined anticline 3 km. south of Remedios, a town on the north coastal plain of Santa Clara province, in December 1938. The Atlantic Refining Co. is doing extensive seismograph arid gravity-meter work in Matanzas arid Santa Clara provinces. The Shell company was rigging for a deep test in western Havana province at a location about 2 km. west of the town San Antonio dc los Banos New Petroleum Law More serious attention was given by some of the major oil companies to the development of petroleum in Cuba as a, result of the passage of a Petroleum Law ill that country on May 9, 1938. Under the old mining lam of Cuba, which gave no special treatment to petroleum, the usual provisions giving reasonably satisfartory guarantees to encourage investmerit of foreign capital were either entirely lacking or were 30 ambiguously expressed as to require legislative action. Under the new law, Government royalty is fixed at 10 per cent with the provision that it will be reduced to 9 per cent on crude petroleum that is refined in Cuba. Royalty to the surface owner is 1 per cent. A surface tax on a sliding scale from 10¢ to 406 per hectare per year is applicable to all exploitation concessions granted under the law or adapted to its provisions. So export tax is payable upon petroleum. Stability of taxation
