Rumania produced during 1936 some 62,500,000 bbl. of oil. Of this production, 99 per cent comes from an area running east and west along the southern foothills of the Carpathian Mountains just north of Bucharest. This almost rectangular area measures 20 by 40 miles and is located in the districts of Dambovita and Prahova between the cities of Targovigte to the west and Mizil to the east. The remainder of the production is about evenly divided between the oil fields north and east of Mizil in the Buzh district and those to the north on the eastern flanks of the Carpathian Mountains in the district of Baciiu. The Transylvanian Basin to the north and west of the Carpathian Mountains has produced to date only dry gas from its numerous salt domes. Bucsani Field The Bucgani oil field produced 15,600,000 bbl., or 25 per cent of the total production of Rumania in 1936. Bucgani is a deep-seated salt dome 7 miles south of the old Moreni oil field. A slight surface doming, not dissimilar to the topography observed on some of the oil fields of the Californian basin, called attention to the area. It is the southernmost oil field and, together with the deep-seated and prolific Boldesti field, points to the great oil possibilities of the deep-seated domes along the northern edge of the Rumanian plains south of the Carpathian foothills. The Government is the principal owner of the oil and gas subsurface rights in the areas south of the foothills. The acquisition of leases by the operating oil companies may be made either by application for an exploration permit, the company being assigned part of the acreage in case of successful wildcatting, or, if the area has already been declared as proven territory, through competitive bidding. A block of 164 acres was auctioned recently for $200,000, or $1200 per acre. The largest producer in the Bucgani oil field is the Steaua Romana, which produced 39.5 per cent of the total for the field. The Steaua Romana is a post-war company and 50 per cent of its shares are owned by the British Steaua and the Steaua Franpaise and the other 50 per cent by a group of Rumanian banks and by the Government. The importation of liquid fuels in Brazil amounts to about 1,300,000 tons; 30 per cent of this total being gasoline for automobiles and airplanes. Statistics show an increasing consumption of gasoline notwithstanding the use, daily greater, of fuel alcohol, a domestic fuel of low cost in the producing areas. The Brazilian market for petroleum products has shown a tendency to grow as the country has steadily developed— expansion of the industries in the areas already developed, and also the recent occupation and population of new zones. The war has brought many difficulties to Brazil. It has limited the importation of petroleum products, which came mostly from the United States, Venezuela and Mexico. During the first days of the present crisis automobile and truck traffic was vastly curtailed; but the national activity in the production of more fuel alcohol, and principally in the development of producer gas, has done much to provide a solution for the transportation crisis threatened at the beginning of the gasoline shortage. Many thousands of cars and trucks in Brazil are now burning producer gas made from charcoal. Producer gas for automobiles has been improved by Brazilian engineers and many new types have appeared. - Production There is only one producing oil field in Brazil—the one in the State of Baia, near the Baia de Todos os Santos. The first producing oil well was drilled in Lobato in 1939 by the Federal Government following studies carried on in that area by Oscar Cordeiro, S. Froes Abreu, G. Paiva and J. Amarai. The field and laboratory work done by these men was published in 1936 in a paper entitled " ContribuicBes para a Geologiado Petroleo no Reconcavo (Baia)," which indicated the potentialities of the area as an oil producer. After the discovery of the first producing well, the Brazilian Government issued a decree establishing an area, 60 km. in radius, as a National Reservation. This first well was drilled in Lobato. In no other locality in Brazil is any petroleum produced. Although many wells have been drilled in the southern part of Brazil, on the northeastern coast and in the Amazon Basin, they yield nothing. Actual production is below 1000 bbl. daily. The producing area covers Itaparica Island, Candeias and Arath, Joanes Island and Lobato. Since very little geological information was available, especially about subsurface structure, it was necessary to drill several wildcats in order to collect the data essential in the choosing of good locations. The United Geophysical Co. was contracted to perform a geophysical survey to clear up the major problems concerning the oil deposits in the Reconcavo beds. The best wells in Reconcavo are on Itaparica Island, where the daily flow amounts to about zoo bbl.; in other sectors production is considerably lower and most of the wells are pumping. In the Aratfi sector, near an area of very light oil, there is an important gas field, with wells producing about I0,000,000 cu. ft. daily.

Since my previous review of the Persian fields, presented in 1929,' considerable progress has been made. The main feature of drilling development has been the delimitation of the Haft Kel field and its extensions. Although the limits have not yet been reached, a productive area of about 40 square miles has already been proved and it is now certain that the field will be of the same order of importance as the Masjid-i-Sulaiman field. Production to main pipe line from Haft Kel was begun in November, 1929, and to date about 4,500,000 tons have been produced. Normal production has continued from the Masjid-i-Sulaiman and Naft Khaneh fields. The search for oil in horizons below the main producing limestone is perhaps the most interesting and important exploratory drilling work in progress. Promising results have been obtained in the first well deepened in the Masjid-i-Sulaiman field with this objective, and the exploration of these lower formations is being continued. In this connection an allied program of geochemical research work on the nature of the oils and oil-bearing rocks of different horizons is at, present being undertaken. Masjid-i-Sulaiman Field Since the Haft Kel field was brought into production in 1929, production from Masjid-i-Sulaiman has been reduced in order to equalize to some extent the producing lives of the two fields. Official daily output of the Reconcavo (Bahia) oil fields, which amounted to 300 bbl., increased by the end of 1944 to 500 bbl. The new productive wells are in the district of Candeias. This figure is expected to further increase during 1945. The Itatig Company, which had drilled five wildcats in the state of Sergipe, stopped in 1944, but intends to resume work during the current year, or as soon as the war is over, in order to try the Cretaceous areas around its salt deposits. Several concessions applied for in the states of Sao Paulo, Parana arid Santa Catarina were favorably considered by the Conselho Nacional de Yetroleo, which is interested in fostering prospecting activities in the country. Several national groups are interested in exploring the federal gas field of Aratu (Bahia), a proposal having been made to use the gas in the manufacture of Portland cement. Undoubtedly the most important fact in the 1944 activities was the visit by two outstanding petroleum geologists, who had the opportunity to examine some of the principal areas and reported their opinions to the Brazilian Government. By special courtesy of the U. S. Government, Mr. E. DeGolyer spent a few weeks inspecting the gas and oil fields of the so-called "Reconcavo" of Bahia (a large tract surrounding All Saints Bay, on whose shore lies the city of Salvador) Later he exchanged ideas with Colonel Joao Carlos Barreto, President of the Conselho Nacional de Petrolco, as to the most adequate measures to develop production. Considering the oil problem in the southern part of Brazil, in the sedimentary belt including formations from the Devonian to the Triajsic, Mr. DeGolyer suggested a visit there by Mr. Lemis MacNaughton. The latter traveled during the months of June, July and August, accompanied by Brazilian geologists Avelino de Oliveira, Vice-president of the Conselho Nacionial de Pctroleo, Pedro Moura, Annibal Bastos, Burdot Dutra and J. Felicissimo, and verified the actual possibilities of the region, thus confirming the opinion of Pedro Moura, Avelino de Oliveira and Froes Abreu as to the advisability of thoroughly prospecting the south of Brazil. It is to be hoped that on the recommendation of these proficient American experts the Brazilian Government will take the necessary measurcs to carry out a complete search 01 such areas, which hitherto have been unsuccessfully drilled because knowledge of the structure was not adequate. The old Government policy of monopolistic essence has now given way to the more enlightened tendency of reconciling official action with private enterprise, which should in no way be curbed but rather encouraged. There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia. Company Activities The South American Gulf Oil Co. shut down its operations during the year, and now employs only watchmen at its camps, Las Monas and El Tigre. During the year 1938, there was some drilling in Queensland, New South Wales and Victoria, as follows: Queens1and.—At Hutton Creek, lat. (approx.) 25° 45' S.; long (approx.) 149°, drilling was done by Drillers limited (subsidiary Oil Search) to a depth of 4688 ft., to the Lower Permian(?). There were small gas showings. The hole mas abandoned. At Mt. Bassett, lat (approx.) 26" 20' S.; long. (approx.) 149", Roma Blocks Oil Co. No Liability drilled to a depth of 4033 ft. The hole bottomed in granite. There were small showings of' oil and gas above bedrock in what may be Permian but is not yet determined. The company intends to run a formation tester. New South Wales.—At Kulnura, lat. (approx.) 33" S., long (approx.) 151°, the Kamilaroi Oil Company Ltd. (subsidiary of Oil Search Ltd.) drilled to a depth of 6293 ft. The Permian, probably Upper Marine Series, was reached. Drilling is to continue. Victoria.—At Romawi, lat. (approx) 37" 50' S., long. (approx.) 147" 45', a dry hole 3246 ft. deep bottomed in the Jurassic and was abandoned. It was drilled by the Governments of the Commonwealth and the State of Victoria. At Lakes Entrance, 1st. (approx.) 37" 50' S.; long. (approx) 748", a small showing of' oil (a few pints a day) was obtained from a well drilled 1275 It., to the Upper Oligocene-Glaucnnitc series, by the Austral Oil Drilling Syndicate, No Liability. Future Drilling Preparations is are being made by companies fur further test drilling in 1939, and the Governments of the Common wealth and the State of Victoria are continuing test holes for information only in the Gippsland district of Victoria. In Papua and New Guinea, no test drilling was done in 1938, but several companies are carrying on geological investigation and it is expected that, some test holes will be drilled during 1939.

Masjid-i-Su1aiman.—There have been no new developments in the Masjid-i-Sulaiman oil fields during the year 1938. In spite of the age of this field, the fall in dome pressure shows no appreciable variation from the low rate of about 0.3 lb. per sq. in. per million tons net production. Drilling has been limited to deepening old wells and to new wells required for maintenance of production and general reservoir control. The rate of offtake has been reduced over the past few years, partly because of depletion of the oil column, and it is expected that future offtake from the Masjid-i-Sulaiman field will be stabilized for some years at around the present figure of 3,000,000 tons per annum. Haft Ke1.—An exploratory well to test deeper formations in the Haft Kel field has proved the existence of productive conditions in the Eocene, which underlies the Asmari limestone (the main producing horizon). Drilling to the northwest in the white-oil springs area has revealed the presence of a separate structure with productive potentialities. One well with a satisfactory production rate has been completed. Offtake from the Haft Kel field has steadily increased since it first came on to production in 1929. Naft-i-Shah.—Production from this field has continued to supply market requirements in northwest Iran. The policy of returning surplus products to the reservoir, which was adopted at the beginning of 1936, has been continued.

Drilling has continued on the white-oil springs structurc northwest of Haft Kel. Naft-i-Shah.—No developments of interest have occurred in Naft-i-Shah field. Offtake is for local markets only. A further large produeer was completed during the year. Gach Saran.—By the end of 1939, work on plant and pipe lines to put, the field on a production basis was approaching completion. Two substantial producers were also drilled in the initial production area. Pazanun and Agha Jari.—No further drilling was carried out on the Pazanun structure during the year, gas only having been obtained to depths exceeding 8000 ft. On the adjacent Agha Jari structure, however, a second satisfactory oil producer was completed.

The total production of crude oil in Canada showed only a small improvement in 1936 over 1935, but developments of great importance took place in Alberta on the west flank of the Turner Valley field in the foothills southwest of Calgary. These have led to renewed activity in drilling such as has not been experienced for many years, and undoubtedly this will result in a very considerable increase in the oil production during 1937.

The reported production of petroleum in the Dominion of Canada for 1930 was 1,555,199 bbl., an increase of 455,373 bbl. over 1929. Alberta accounted for nearly all the production with Ontario and New Brunswick, the other two productive provinces, contributing less than 1 per cent, of the total. The completion of about 25 producing wells in Alberta was more than sufficient to offset the decline of the older wells in that province and the small decline in Ontario. The production of about 5000 bbl. in New Brunswick represents a restricted output to meet the market demand. Table 1 shows the production by provinces for the past 10 years. The consumption of natural gas for all purposes in Canada reached a new record of practically 40,000,000,000 cu. ft. in 1930, which was a considerable increase over 1929. The estimated value of the gas output was $10,500,000, against a little over $5,000,000 for the total petroleum production. Gas wells in Alberta accounted for over 75 per cent. of the total, with Ontario second and New Brunswick a poor third. The outlook for 1931 is for very little change in production of either gas or oil in Ontario and New Brunswick but for a substantial increase in both in Alberta.

The estimated production of petroleum in the Dominion of Canada for 1931 was 1,582,000 bbl., an increase of 60,000 bbl. over 1930. Nearly all of the production came from Alberta, with a small quantity from Ontario, and a very minor amount reported from New Brunswick. At the beginning of 1931 it was hoped, and predicted, that a substantial increase in production would be shown for that year, but such was not the case, since Alberta did not show the anticipated gain. The production from Ontario and New Brunswick has not varied more than a few thousand barrels during the past 10 years and aggregated 124,000 bbl. in 1930, with 126,600 bbl. estimated for 1931. Unless new fields are discovered, production in 1932 will decline, with Ontario and New Brunswick showing little change and Alberta declining appreciably. NO important discoveries of petroleum during 1932 are reported from Canada. New Brunswick, which has a small production from one field, was inactive, and the production showed a decline from 6600 bbl. in 1931 to about 6300 bbl. for the year 1932. The old fields in Ontario increased from 123,000 to about 131,000 bbl. Alberta showed a decline of more than one-third, from 1,413,631 bbl. in 1931 to about 913,000 bbl. in 1932. This decline was due principally to the restrictions placed on the flow of gas wells in the Turner Valley field, from which the crude naphtha is obtained that accounted for more than 93 per cent of the production of Alberta and for more than 80 per cent of the production of all Canada in 1932. The starting of new wells to the limestone that produces the naphtha-bearing gas was prohibited late in 1931, and only wells started before that time were finished during 1932. One well was drilled in the Turner Valley field to a depth of 7555 ft., establishing a depth record for Canada. It passed out of the Madison limestone at 5560 ft., and encountered showings of oil in the underlying formations, probably of Devonian age. Commercial production had not been established by the end of the year. Commercial oil wells were brought in in two areas in Ontario which had previously been considered as productive of gas only— in the Dawn gas field, Lambton County, and in Raleigh Township, Kent County. The discovery wells had initial productions of about 50 bbl. per day, but no production of major importance is indicated. In Alberta, outside the Turner Valley district, two wildcats were drilled northwest. of Lethbridge in the Keho Lake vicinity. Both failed to make commercial producers in the Madison limestone, but one was testing upper sands at the close of the year. Good showings of oil are reported. A very small production was found in the Madison limestone in a wildcat well on the Twin River structure southeast of Lethbridge and another well has been started near by on what is considered on geophysical evidence to be a better location structurally. About 15 locations were made on the Canadian side of the border north of the Cut Bank development in Montana.

The rapid development of transportation routes on the African continent in recent years has greatly stimulated the demand for motor fuels and this in turn has led to more extensive exploration of such limited portions of the continent as seem to give promise of commercial oil production. In 1930, however, only two countries were classed as producers of petroleum and only one, Egypt, attained any importance. Egypt The petroleum production of Egypt is derived from the Gemsah and Hurghada fields on the west coast of the Red Sea and the Abu Durba, on its eastern shore in the Sinai peninsula. The Gemsah field, which began to produce commercially in 1912, has now practically ceased production, owing to the invasion of salt water. The Hurghada field has been producing since October, 1914. It now has about 60 producing wells. During 1929, a deeper sand with flowing produition was discovered in the eastern part of the field, producing oil of lighter gravity and free from water. The Abu Durba field was discovered by the exploration work of the Egyptian Government in 1918, oil having been found at a depth of 172 ft. This field has now 15 producing wells but a very small production. During the year 1941, there was another increase in the production of oil in Argentina, to which the fields in the Comodoro Rivadavia zone in the Territory of Chubut and those of the Provinces of Salta and Mendoza all contributed. The total production for this period reached 22,013,472 bbl., which represents an increase of 6.8 per cent over that of 20,609,538 bbl. in the preceding year. This result is again attributable to the Government oil company, the Yacimientos Petroliferos Fiscales, which had a total production of 14,006,559 bbl. representing an increase of 1,531,904 bbl., or 12.3 per cent over that of the 12,474,655 bbl. of the year before.
