MINUTES The Vice-President requested that confirmation of the minutes of the previous meeting be held over as they would only be appearing in the Journal of the following month. He also requested that confirmation of the minutes of the 75th Anniversary Meeting be held over. Joseph W. Richards was elected Vice-president and Director to fill the vacancy caused by the election of Philip N. Moore to the presidency. Benjamin B. Thayer was elected Director to fill the, vacancy caused by the election of Charles W. Goodale as Vice-President and Director. Sidney J. Jennings was elected First Vice-President of the Institute. George C. Stone was elected Treasurer of the Institute. Rossiter W. Raymond was appointed Secretary Emeritus of the Institute. Bradley Stoughton was elected Secretary of the Institute. Burr A. Robinson was appointed Assistant Secretary of the Institute.

Benjamin B. Thayer was elected as representative of the Institute on the John Fritz Medal Board of Award vice Albert Sauveur, whose term expires. Robert M. Raymond was confirmed as member of the, Engineering Foundation Board for two years in accordance with the By-Laws of the United Engineering Society. The following preambles and resolutions were passed: WHEREAS, the Chamber of Commerce of the United States is taking a vote, through the Chambers of Commerce, Boards of Trade and other constituent members of the National Chamber situated throughout the country, on the question whether or not the primary natural resources, comprising timber, the ores and deposits of useful metals, and' the deposits of minerals, which are a source of heat, light and power, should he exempt through remedial Congressional legislation from the restrictive limitations of the Anti-Trust Acts, and WHEREAS, a Committee of the National Chamber, the Chairman of which is a Past President of the American Institute of - Mining Engineers, has recommended favorable action upon this question, and

At the meeting of the Board of Directors of the Institute on Jan. 26, 1917, the following actions were taken: Messrs. A. C. Clark, Lawrence Addicks and G. D. Van Arsdale were appointed Tellers to count ballots for Officers and Directors. Messrs. T. T. Read, V. S. Harper, and. E. J. Hall were appointed Tellers to count ballots on revised spelling. The Finance Committee's audit for the year 1916 was approved and ordered filed. The Report of the Finance Committee upon the method of raising this Institute's share of the deficit on the additions to the building was approved and accepted. Upon the recommendation of the Secretary, increases in the salaries of some of the employees were approved. The St. Louis Section received an appropriation of $200 for the year 1917. The Columbia Section received an appropriation of $150 for the year 1917. The Montana Section received an appropriation of $100 for the year 1917. The Colorado Section received an appropriation of $175 for the year 1917. The Utah Section received an appropriation of $125 for the year 1917. The Puget Sound Section received a set of Transactions in standard binding. The International Engineering Congress received a loan of $300 until the Congress can realize upon some of its assets.

A special meeting of the Board of Directors was held on July 25, 1916, pursuant to notice duly given according to the By-Laws. This special meeting was for the purpose of giving authority for the signing of a contract with the American Society of Civil Engineers, as mentioned in another place in this Bulletin. The interest in the matter is indicated by the attendance of 11 members of the Board, some of whom came from a long distance. An invitation was received from the St. Louis Section of the Institute and from members in and near St. Louis to hold the 115th Meeting of the Institute in and near St. Louis in late September or early October, 1917. This invitation was accepted. Announcement was made that the Mexican Institute of Mining and Metallurgy had been dissolved and reorganized as the Mexican Section of the Institute.

Upon nomination of the President, _the following Committee on Membership was appointed: Karl Eilers, Chairman, Arthur. S. Dwight, Lewis W. Francis, Louis D. Huntoon, Arthur L. Walker. The following resolution was then unanimously passed: WHEREAS, the integrity and life of this nation is dependent upon its ability to successfully defend itself against foreign aggression and attack, and WHEREAS, it is necessary that the nation he properly prepared to the end that our untrained patriotic volunteers he not uselessly slaughtered and our country disgraced and defeated, be it therefore RESOLVED: That the Board of Directors of the American Institute of Mining Engineers believe that compulsory universal military training should be at once instituted and that adequate, complete and immediate preparedness, should he provided. BE IT FURTHER RESOLVED: That, we believe that thorough and complete preparedness in the army, the navy and the industries of the country is vital; anything less is unsatisfactory and inefficient and may result in disaster to the nation.

The following Nominating Committee having been already appointed and approved by the Executive Committee in accordance with authority vested in the Executive Committee by the Board of Directors, was approved by the Directors: John V. N. Dorr, Chairman, Percy G. Beckett, J. W. Hutchinson, Julian Kennedy, William H. Linney, Charles W. Merrill, and E. Gybbon Spilsbury. The question of the purchase of Liberty Bonds, as well as that of bringing to the attention of the members the advisability of the purchase of these bonds, was referred to the Finance Committee. Sixty Members, four Associates, and thirty-six Junior Members were elected. Two Members were reinstated. Eight resignations were accepted.

The report of the Comittee on Nominations was received and ordered to take the statutory course. Thereupon the chairman was authorized to appoint a committee of three members to report at the next meeting of this Board regarding the suggestions made by the Nominating Committee. The Institute Headquarters was established at the Hotel Schenley, where a bureau of information was maintained for the benefit of the visiting members and guests of the party during the time of the meeting. TECHNICAL SESSIONS. The first session, held Tuesday evening, Mar. 1, 1910, in the large lecture hall of the Carnegie Institute, was called to order by Harrison W. Craver, Secretary of the Local Committee. Mr. Craver introduced Dr. John A. Brashear, who extended to the members and guests a hearty welcome to the city of Pittsburg, to which David W. THIS meeting was held at the home of the Institute in the United Engineering Society Building, 29. West 39th St., New York, N. Y., Feb. 18 to 21, 1908. The first session, held in the large auditorium Tuesday evening, Feb. 18, was called to order at 8 p.m. by Prof. Henry M. Howe, Past-President of the Institute, who welcomed the members and guests in a few cordial and well-chosen remarks. The following papers, accompanied by lantern-illustrations, were presented in oral abstract by their authors Swedenborg and Humboldt, by R. W. Raymond, New York, N. Y. Electric Power in Steel Mills, by David B. Rushmore and Karl A. Pauly, Syracuse, N. Y. At the close of the session, an informal reception in the offices of the Institute was tendered to members and guests. The second session, held in Assembly Room No. 1 in the same building, Wednesday, Feb. 19, was called to order at 10 a.m. by Prof. Robert H. Richards, Past-President of the Institute. Before proceeding with the papers on iron and steel, which were scheduled for presentation at this session, Mr. F. E. Junge, a representative of the gas-engine and electric motor industry of Berlin, Germany, gave a short oral discussion of the paper by Mr. Rushmore and Mr. Pauly, Electric Power in Steel Mills. Printed copies of the paper, Uniform Nomenclature of Iron and Steel, were distributed among the members and guests present, and the request was made for a later discussion of this important subject by letter. This paper constitutes the Report of Committee No. 24, of the International Association for Testing Materials, which was presented at the Brussels Congress in 1906. THIS meeting was held in the new home of the Institute, the United Engineering Society Building, 29 West 39th Street, New York City, directly following the Dedication ceremonies. The first session was held in the large Auditorium, Thursday, April 18. The meeting was called to order by Mr. John Hays Hammond, President of the Council, who said Before taking up the reading and discussion of papers, I will call upon Dr. Rossiter W. Raymond, the oldest living past-President of the Institute, who has been in harness almost continuously for thirty-six years, and who has contributed more than any one else to bring this society to its present great success and to establish the reputation of the American mining engineer the world over, for a few words supplementary to those which were uttered to engineers generally, during the sessions of yesterday and the day before. ADDRESS BY R. W. RAYMOND. The generally accepted Darwinian doctrine of the survival of the fittest is sometimes illustrated by persons who are supposed to be the fittest because they have simply survived. I fear that I come under that category. Almost all of my contemporaries in the early history of this Institute have passed away. Only one or two of the original founders remain, and I may fairly say that scarcely any remain who were active at that : time in shaping the organization and the future career of the Institute. In May, 1871, I was thirty-one years old. Next week I shall be sixty-seven years old. All the intervening years have been devoted to the service of this Institute almost continuously, either as President or Vice-President or Secretary. You may easily imagine, therefore, with what pleasure I greet you on this occasion. I am not here to extend to you the welcome of the City - of

The Institute Headquarters at Spokane was established at the Spokane Hotel, and included a Bureau of Information for the benefit and comfort of members and guests of the party during the time of the meeting. The first session, held Tuesday afternoon, Sept. 28, 1909, in the beautiful Convention Hall ,of Masonic Temple, was called to order by Mr. E. J. Roberts, Chairman of the Spokane Local Committee, who introduced Mr. J. C. Ralston, City Engineer, representing the Mayor of Spokane and the Spokane Chamber of Commerce. Mr. Ralston extended to the members and guests of the Institute a cordial welcome to the city of Spokane, substantially as follows:

The first session, held Tuesday evening, February 23, in North Sheffield Hall, was called to order by Louis V. Pirsson, Chairman of the Local Committee, who introduced Prof. Russell H. Chittenden, Dean of the Sheffield Scientific School of Yale University. Professor Chittenden, in behalf of the Governing Board, felicitated the Institute on its visit to New Haven, and cordially welcomed the members and guests to the University and the city. Dr. James Douglas, who presided at the meeting, responded in behalf of the Institute.
