FEBRUARY GENERAL MEETING The January General Meeting of the Institute was held in Kelvin House, Johannesburg on 21st January, 1970, at 4.30 p.m. Mr V. C. Robinson (Vice-President) was in the Chair. OBITUARY The Vice-President: "It is my sad duty to announce the death of the following members of the Institute: Reginald Gordon McConnell, Member, who joined the Institute on 24th April, 1946 and passed away on 26th September, 1969. James Henry Moore, Member, who joined the Institute on 28th February, 1951 and passed away on 2nd January, 1970. As a mark of respect to the memory of the deceased and in sympathy with the bereaved I would ask those present to stand and observe a few moments silence." 2. MINUTES The Vice-President: "May we confirm the Minutes of the General Meetings held on 15th October and 19th November, 1969, as published in the December, 1969 issue of the Journal?" 3. GENERAL BUSINESS The Vice-President: "I wish to announce that except for the student prizes awarded at the November meeting, Council has decided to make no awards for 1969. Are there any further matters to raise under the heading of General? If not, we will proceed to the next item on the agenda which is the presentation of tonight's paper. 5. PAPER FOR PRESENTATION The Vice-President: "Professor Starfield may I call on you to deliver the paper entitled "A rapid method of calculating temperature increases along mine airways". After the presentation of the paper, the Vice-President said: The Vice-President: "Thank you very much, Professor Starfield. Gentlemen, I think that many of you here, who have to do with the design of mines in an age where costs and difficulties generally, are increasing at a rate which we find almost impossible to keep up with, I would agree with you that we are fortunate to have a band of people like Professor Starfield, and others who are dedicated to producing the tools, and methods which we need to sort out these problems. I am sure that you would agree with me, that the old rule-of-thumb methods are finished forever, that we can never go back to the methods which served us in the past, when we were close to the surface and had not met the conditions which we are meeting now, and which we are going to meet in an increasing degree in the future. It is to people like Professor Starfield, with these clear, completely logically described new methods, that we look for the solution of our problems in the future. I think the whole problem of layout of any mine, is one where you can reliably prognosticate what you are likely to find in a variety of circumstances to meet the wide range of things which must happen when you consider the costs in these modern operations. Thank you very much, Professor Starfield, for coming and giving us this paper. Thank you for making plain to me how these mathematical models of yours are used. I am sure that what you have said will be a very valuable addition to the archives of this Institution. Thank you very much, indeed, and Gentlemen, will you please show your appreciation in the normal way." (Applause). Professor J. de V. Lambrechts, Mr R. Hemp and Dr A. The February General Meeting of the Branch was held in the St. Helena Club at 8.00 p.m. on the 10th February, 1971. Mr G. Y. Nisbet (Chairman, O.F.S. Branch) was in the chair. There were also present: Seven Fellows: Messrs. N. A. Honnet, C. J. Isaac, J. M' Meyer, I. Thomas (Committee Members), J. Lorenzen, S. L. S. Swart and D. Waterman. Six Members: Messrs. R. Campbell, D. J. Couperthwaite, R. Cross, A. H. Edwards, C. G. J. Vermeulen and G. J. C. Young. Two Graduates: Messrs. J. McLuskie and M. H. Smith. Six Associates: Messrs. J. Dean, W. F. de Lange, J. S. Freer, A. Hooper, A. Paschalides and L. Vorster. One Student: Mr D. J. Hammond and nine visitors, a total attendance of thirty-two. Minutes As the minutes of the General Meeting held on the 17th November, 1970 had not yet been published in the Journal, the Chairman moved that the adoption and discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. Office-bearers The Chairman informed the meeting that this branch had received the resignation of Mr J. N. Saunders. Following his resignation the Committee elected the following office-bearers: Chairman - Mr G. Y. Nisbet Vice Chairman - Mr J. M. Meyer The Chairman also announced that Messrs. J. M. Meyer and G. J. C. Young had been co-opted onto the Committee. General Members were advised that arrangements had been made for the Cookhouse Tunnel visit towards the end of March. Talk by J. Freer The Chairman called on Mr J. Freer to deliver his talk on "Uranium Extraction, Processing and Conversion for Fuel Element Manufacture". The presentation of this talk, illustrated by sketches, proved very interesting and entertaining and was received with applause from all present. Mr I. Thomas proposed a vote of thanks to Mr Freer on behalf of all members of the O.F.S. Branch. After thanking Mr Freer for his talk and all present for their attendance, the Chairman declared the meeting closed at 9.30 p.m.

THE 143d* meeting of the American Institute of Mining and Metallurgical Engineers was held in New York, Feb. 19-22, 1934. It consisted of the annual business meeting, 45 technical sessions at which 217 papers were presented (more than ever before), two sessions of the Board of Directors, two meetings of Section delegates, three formal lectures, luncheon Monday, Tuesday and Wednesday for members and guests, three group dinners and five group luncheons, eight committee meetings, the annual reception and dinner dance, an informal dance, a smoke-dinner and the annual meeting of the Woman's Auxiliary. Attendance showed an improvement over the previous year, as follows: Total, 1534 in 1934, and 1475 in 1933; dinner dance, 543 and 426; smoker-dinner, 425 and 394; informal dance, 295 and 250; women's registration, 160 and 133; luncheons, 1034 and 734. The Coal Division held a general session and three sessions on Coal classification. It also met jointly with the Committee on Ground Movement and Subsidence. At the general session, John B. Dilworth presented a report of the Committtee on Methods of Valuing Coal Proper- ties and R. H. Sweetser a report of the Committee on Evaluation of Coal for Blast-furnace Coke. C. B Huntress, Executive Secretary of the National Coal Association, was the principal speaker at a luncheon on Monday, at which Eli T. Conner, Chairman of the Division, presided H. N. Eavenson, newly elected President of the Institute, and Edward W Parker, Secretary-Treasurer, of the Anthracite Institute, also spoke. The Executive Committee of the Division met Tuesday afternoon. The Sectional Committee on Classification of Coal met on Thursday morning and the Technical Committees on Scientific and Use Classification of Coal on Thursday afternoon. The Committee on Mining Methods held two general sessions, one for presentation of a half-dozen interesting papers on strictly mining subjects, the other on Aerial Transportation. It also participated jointly in a session on ground movement and subsidence with the committee of that name and the Coal Division The Institute's Standing Committee on Aviation had its inception at the session on Aerial Transportation

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. We extend our sympathy to his wife and family and as a mark of respect I would ask you to rise and observe a few moments silence." PAPERS FOR PRESENTATION The President: (i) "Mr Lee, may I call on you to deliver your paper entitled 'A new bubble pick-up technique as a rapid flotation test method'." After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. GENERAL BUSINESS The Vice-President: "Are there any matters which you wish to raise under 'General'? There being no matters to raise under 'General', we will proceed to the next item on the Agenda." PAPER FOR PRESENTATION The Vice-President: "It is my pleasant duty to call on Dr du Toit to deliver his paper, entitled, 'The functional relationship between dust hazard and the rate of collecting funds to pay compensation for pneumoconiosis'." After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. I am sure there were casualties then, in the criteria of certification. "Nevertheless, this paper is a worthy addition to the long list of scientific work done on this so-important

OBITUARIES The President: "Before starting on the agenda the first item, of course, is unfortunately obituaries and it is my sad duty to announce the death of the following: I would like to start with a person who is not actually a member of the Institute but who, in his capacity as President of the Chamber of Mines, was Honorary President of this Institute three times and I refer, of course, to Mr Herman Calderwood Koch who passed away last Saturday. Then I would refer to Richard Beaumont Tasker, Life Fellow, who joined this Institute in 1932, and who died on the 22nd of October, 1970. Then, lastly, Mr Jean Francois du Plessis, a student, who joined the Institute on the 19th June, 1968, and passed away on the 11th of November, 1970, as the result of an accident. Mr du Plessis was to have received a Student Prize today for his paper entitled, Displacements and stresses in the vicinity of a horizontal long-wall'. We were all most upset to learn of his death last week, and we are now going to make arrangements to hand his prize to his widow on a suitable special occasion. As a mark of respect to the memory of the deceased, and in sympathy with the bereaved, I would ask you all to stand and observe a few moments' silence. Thank you." A Silver Medal to Dr Finkelstein for his paper entitled 'The Influence of sulphydryl and cationic flotation reagents on cyanidation of native gold' written jointly with Dr K. G. Ashurst (Visitor), and presented in June 1969 at the Symposium on the Recovery of Pyrite. ' May I congratulate these gentlemen on the high honour they have won with their papers. After the presentation of the paper the President said: "Gentlemen, I would like to thank Dr Wyndham and his colleagues for once again reporting through the medium of this Institute the results of the very important work they are carrying out at the Human Science Laboratories. It is most appropriate that this work which is leading to a better understanding of the capabilities and efficiency of the human body under the arduous conditions encountered underground should be reported to this forum. In this way our members, who are actively engaged in the job of mining, can firstly learn something of this research and secondly, can, with their practical knowledge of conditions underground, contribute to what has been learnt and possibly pose new problems for our scientists in the laboratories. The scientist should always have the opportunity of subjecting his research to the scrutiny of people engaged in practical operations. By the very nature of our gold mines we are unfortunately heavily dependent on a large labour force and while mechanization has been introduced wherever feasible, we are likely to continue to be heavily dependent on this labour. In accepting this fact we can be proud in this country of what has been achieved, not only in obtaining the best efficiency from labour but in ensuring that their working conditions are reasonable and that their health and well-being are adequately cared for. When one visits our gold mines, one cannot help being impressed with what is being done to ensure that we have a satisfied, happy and healthy labour force. The Human Sciences Laboratory with its scientific approach has assisted greatly in promoting a better understanding of the problems associated with labour under the conditions experienced on our mines. "Professor Wyndham, may I call on you to deliver the paper entitled 'Acclimatizing men to heat in climatic rooms on mines,' written jointly with Prof Strydom." After Dr Wyndham had presented the paper the President said: "Thank you Dr Wyndham for so ably describing the work associated with the acclimatization procedures on our gold mines. It has certainly been an eye-opener to those of us not familiar with this work and I believe it is very important that everyone and not only people in the gold mines should know about it. It is fortunate that all industries do not have the same arduous heat conditions experienced on our mines but other industries such as our chemical and metallurgical industries do have other problems relating to the adjustment of labour to the work situation. PAPER FOR PRESENTATION The President: "This paper is entitled 'The Design, Erection and Operation of a Purlex Plant at Buffelsfontein Gold Mining Company Limited'. It is presented to the Institute by Mr B. G. Meyburgh, a visitor to our Institute. He is a graduate of the University of the Orange Free State and is the Uranium Plant Superintendent at Buffelsfontein and he, therefore, is in a very strong position to describe this very excellent job which is being done as he has been associated with this plant from the inception." After the presentation of the paper the President said: "Gentlemen, the paper you've heard from Mr Meyburgh is a very concise and interesting account of an important piece of work, and I think the title is so completely descriptive of the subject, which is admirably set out in the paper which you have heard. You probably haven't all had the opportunity of reading it, but you very soon will. I found it interesting to note that the results predicted were surpassed in the operation of the plant to date. The actual results obtained are significantly good, I think. Any process which, in this country, increases production and decreases costs, is to be welcomed, particularly when it is so necessary for South Africa almost to bend over backwards to utilise every avenue available in order to increase the scope of the production for overseas' markets, of her metallurgical and mineral potential. In lighter vein-and there is no reason why we should always be so serious-I am glad to see that, in a scientific journal like this, such words as the American word 'crud' which I have been picked out about so often, because my grandchildren use it, is now given an aura of respectability. Thank you very much, Mr Meyburgh, for an interesting paper. We have a long list of contributors, and I am not going to waste any more time. T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.

Report was made by the Committee of National Engineering Societies on the Reserve Corps of Engineers and it was voted that a committee of - three be formed-consisting of the President of the Institute, Dr. Henry -S. Drinker and the Secretary of the Institute-to select members in different parts of the country to-advise with the local U. S. Engineer Officers as to qualifications of applicants for the Reserve Corps of Engineers.

The urban environment presents special challenges for the design and construction of earth retention systems. Complications arising from difficult subsurface conditions are compounded by the presence of urban infrastructure and existing and prior construction. The proximity of adjacent structures as well as intense prior use can cause special concerns including the potential for archeological artifacts or contaminated ground or ground water. Utilities and structures may be particularly vulnerable to the effects of ground movement, dewatering and vibrations. Difficulty of access, congestion and limited work areas may severely restrict means and methods of construction. Dewatering may be limited or prohibited because of concerns for disposal of clean or contaminated water, depletion of aquifers, drawing of contaminants to the site or dewatering induced settlements.

Rroundtable 2009, a Knight Piésold and Co.-hosted roundtable discussion on mine closure and cover design was held at the Red Lion Inn and Casino in Elko, NV on Feb. 12, 2009. Knight Piésold?s Bryan Ulrich and Steve Boyce, as well as Knight Piésold representatives Cynthia Parnow and Corey Conrad from Denver, CO, and Rick Frechette from the Tucson, AZ office were on hand to help facilitate the discussion. The meeting played host to approximately three-dozen attendees from four states. Attendees included personnel from seven mining properties and attendees from corporate offices. The majority of attendees were people directly involved with environmental work on a day-to-day basis. Other attendees were project managers whose jobs involve some level of environmental focus. The purpose of Roundtable 2009 was to exchange ideas and information pertaining to mine closure and cover design associated with almost any aspect of a mining operation. This type of forum provides a less inhibited format for discussion, when compared with traditional conferences and symposia. In the roundtable format, lively discussions are encouraged. This discussion was the fourth in the series of Elko Roundtable events. Previous roundtables pertained to heap leach pad design, construction and operation; design, construction and operation of tailings storage facilities and site-wide water considerations. M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.

AT the meeting of the Board of Directors in March 1945, plans were discussed for a special General Meeting to commemorate, in an appropriate way, the founding of the Institute at Wilkes-Barre, Pennsylvania, in 1871. It was decided that seventy-five years of growth, progress, and achievement; of service to the profession, to the mineral industry in all its branches, and to society at large should be fittingly celebrated. Harvey S. Mudd, then President of the Institute, was authorized to appoint a General Committee on Arrangements as well as necessary working committees. On June 6, 1946, Louis S. Cates, as President, at a special meeting of the Pennsylvania-Anthracite Section at Wilkes-Barre, officially announced plans or a three-day meeting to be held at The Waldorf-Astoria, in New York City, September 16-18, 1946. Four major sessions to be addressed by eminent speakers had been-planned in some detail to constitute a "World Conference on Mineral Resources." The U. S. Department of State had dispatched a 1500-word airgram to all its diplomatic posts giving worldwide publicity to the scope and importance of the meeting; and formal invitations had been issued to more than 150 institutions in 40 foreign countries to send official delegates. These included scientific and engineering societies, educational institutions, and sundry government agencies connected with the mineral industry. However, about a month later it was found necessary to postpone the celebration. The reason was an unforeseen expansion in the requirements of the United Nations for hotel living space in New York to accommodate delegates to the meeting scheduled to start September 3; and, of course, U.N. delegates would be given priority. It was decided to postpone the Celebration-conference to the week beginning March 17, 1947; t6 devote the first three days primarily to the Celebration; and to follow it with the technical sessions, committee meetings, and other functions, that are regular features of the Annual Meeting. To accommodate the combined "show" it would be necessary to hold some of the Annual Meeting sessions at another hotel;

The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

The reports of the Committee in charge of the Arizona Meeting and the Committee on Transportation to the Arizona Meeting were accepted with the thanks of the Board. The By-Laws of the Nevada Section of the Institute were approved. The subscription price of the Bulletin to non-members of the Institute was increased to $12, per year beginning with January, 1917. This increase does not affect the reduced price of $5 on extra copies of the Bulletin which are sold to members, libraries and sister societies.

THE 144th* meeting of the American Institute of Mining and Metallurgical Engineers was held in New York, Feb. 18 to 21, 1935. It consisted of the annual business meeting, 45 technical sessions at which 216 papers were presented (approximately the same number of sessions and papers as at the previous annual meeting), two sessions of the Board of Directors, three meetings of Section delegates, two formal lectures and two addresses, luncheon Monday, Tuesday and Wednesday for members and guests, six group dinners and eight group luncheons, ten committee meetings, the annual reception and dinner dance, an informal dance, a smoker-dinner and the annual meeting of the Woman's Auxiliary. Attendance was generally greater than for the two preceding meetings; the statistics follow (figures are in the order 1935-1934-1933); total registration, 1609-1534-1475; dinner dance, 577-543-426; dinner-smoker, 490-425-394; informal dance, 279-295-250; women's registration, 179-160-133; general luncheons, 1132-1034-734. The Coal Division held two general sessions on Monday and a symposium on coal-mine ventilation on Tuesday morning. The Committee on Bituminous Planning, Edward Steidle, chairman, presented a report at the Monday morning session. C. B. Huntress, President of Appalachian Coals, Inc., was the principal speaker at the luncheon on Monday, at which Eli T. Conner, Chairman of the Division, presided. Mr. Huntress was preceded by Howard N. Eavenson, President of the Institute, who spoke briefly. The Sectional Committee on Classification of Coal met Wednesday afternoon. A feature of the meeting concerning three Divisions-Iron and Steel, Institute of Metals, Petroleum-was the symposium on Use of Metals in the Petroleum Industry, Thursday morning and afternoon. Five of the papers presented at this symposium have been published in METALS TECHNOLOGY'. Another feature, of general interest, was the Tuesday morning session in the Auditorium, devoted to Federal Government and Mineral Industries. Dr. C. K.
