COAL occupied a large place in the technical sessions of the Institute at its annual meeting for in addition to three sessions specifically de- voted to coal the two sessions on mine ventilation and the two on ground movement and subsidence, which are reported under their own headings, were primarily concerned with coal. The first session on coal was a joint one with the Iron and Steel Division, on Wednesday afternoon, with F. H. Crockard and J. R. Campbell presiding as joint chairmen and the latter actually officiating. The principal topic of discussion was G. S. Scott's paper "Evaluation of Coal for the Making of Blast- Furnace Coke," which has been published as T. P. 159. The author made a brief statement of its con- tents to start the discussion and the chairman, after briefly reviewing it himself, called on C. A. Meissner to start the discussion. He briefly reviewed the economic factors in the use of coal for coke-making, saying that not only .does the removal of 1 per cent of ash from the coal reduce the cost of pig iron 12 or 13c. per ton, but it also permits coke of satisfactory structures to be made from a coal which otherwise could not be used. He stressed the importance of uniformity in blast-furnace fuel and discussed the benefit of mixing different coals as raw material for the coke oven and cited experience with Illinois coals.

Coal supply analysis has since about 1973 become a major activity of many scholars and consulting firms. The present paper is an effort to explain in as nontechnical fashion as possible the state of the art and what implications, if any, the research has for those actually engaged in producing coal or regulating the industry. l The discussion stresses the coal supply side of the models and makes limited comments about other elements in the analysis. To orient the appraisal, it is desirable to recall the features of coal supply that an adequate model should capture. The first considerations are the locational aspects of the industry. Transportation costs can, in some cases, exceed the production costs of coal, and thus any adequate model must incorporate a treatment of the economics of transporting coal from one location to another. A second major issue is that of the heterogeneity of coal; models should treat as well as possible such key differences among coals as their Btu and sulfur content. Third, we recognize that, with given technology and labor, capital, and supply costs, an expansion of the supply of a given type of coal in a specific region will occur only if prices rise. This is the familiar proposition of textbook economics that supply is an increasing function of price. Finally, over time, changes in technology, input cost, and depletion interact to cause changes in the price of given amounts of coal. Economics represents the net effect of this process by a shift over time in the supply curve. During the 1950s and 1960s, the trend was to reduce the production costs of a given output; subsequently costs rose sharply.

A HIGHLY successful joint conference on coal-mine transportation was held at Pittsburgh on Oct. 20 by the Pittsburgh Section of the American Insti-tute of Mining and Metallurgical Engineers and Mining Section of the Engineers' Society of Western Pennsyl-vania. C. E. Lesher, executive vice-president of the Pittsburgh Coal Co., presided over 215 members and others in the morning and Graham Bright, sales en-gineer with the Mine Safety Appliances Co., presided over about 180 in the afternoon. There were four prepared papers and much discussion, as well as a good luncheon between the sessions. Mechanical loading in the Pittsburgh district was discussed by L. E. Young, production vice-president of the Pittsburgh Coal Co. More companies in this district are using loading machines, more types of machines are being tried, and more coal is being mined by them than heretofore. The draw-slate above the Pittsburgh seam is the main problem; but devices for supporting and moving draw-slate are being tested. Except in two mines, the slate is being taken down. The fundamentals of the machines are similar, but the electrical drive and other parts have been improved. The problem is to recover or move as much coal as possible without hand labor. Methods of cleaning coal must be improved to meet the new methods of loading. The Pittsburgh Coal Co. has ten Joy machines and others are under order, a Myers-Whaley machine, Jeffrey conveyors, and Eichoff conveyors. The last mentioned are used in entries and other conveyors in rooms. At Montour No. 10 mine, one Joy machine is worked in rooms and one in entries.

This paper covers some problems of treatment of complex gold ores and concentrates containing copper, lead, zinc, antimony and uranium. All these metals may present in ores both as major and associated components. The paper suggests recommendations for early determination of relative value of the metals in ores, which largely contribute to the selection of concentration and metallurgical flow sheets. The focus of this work is on treatment of complex ores in gold plants. The metal extraction technologies used by such gold plants are typically aimed at maximum gold recovery. Therefore, production of base metals as by-products requires significant updating of the existing process flow sheets based on economic, environmental and other considerations. At the same time, cooperation between gold plants and base-metal plants is of great importance. This paper provides an overview of worldwide existing and innovative processes of base metals extraction from complex and refractory gold ores.

There are serious problems in forecast- ing accurately and achieving this goal depends on good quality information, correct assumpt- ions and sound analysis. planner. The forecaster must focus attention on a number of key areas of interest. These areas include major economic trends and changing GNP structure, consumption time series, end-use consumption patterns and substitution potential, accurately updating data bases (up to 5 years ahead), random factor estimation and examination of both long term and secondary mine potential. While metal price forecasting has suffered due to recent uncertainties, with increased importance on planning tools and cost analyses, it is still a necessary function. Forecasting is subject to the real world and the metal industry is made up of imperfect markets in a dynamic state. The real world provides the challenge to improve the accuracy of forecasting.

"ACCOMPANYING Alberta's great natural endowments of oil, wheat, scenery, fishing, and hunting is also a generous endowment of geophysical problems to plague the interpreting geophysicist. These problems — by no means unique to Alberta — are sufficiently numerous and outstanding to be of major concern in exploration. Some of them have been adequately solved, others are well on their way to being solved, and still others remain almost completely unsolved. Often a problem readily solvable in one area can be solved only with great difficulty in another. Many are closely allied with the geological conditions and require the best co¬ordinated efforts of the geologist and geophysicist for their solution.It is a fairly general practice to study rather carefully the geophysical characteristics of known producing reefs in order to obtain data on which to base an interpretation of unproven areas. This practice obviously has a very sound basis, for, as discoveries become more and more widespread in the Alberta basin, it is found that the variation' in geological conditions has a marked effect on the seismic results, as would be expected. By carrying this analysis over an area it is possible more and more to anticipate the geophysical picture which should be obtained in connection with reefing under the varying geological conditions. Another phase of this procedure, and one that has received less attention, though it is certainly of importance, is the analysis of the all too numerous failures. A study of these failures may be more fruitful than a study of the successes for it may indicate weaknesses of field procedure, computations, or in¬terpretation not particularly obvious in the discovery areas. These studies must not only include the geophysical characteristics of the observed `anomalies', but should also be coupled with a thorough geological study to ascertain whether some unanticipated geological condition is responsible for the erroneous geophysical interpretation."

METALLURGICAL coke and the by-products of the carbonization of coal continue in strong demand. Nearly 500 new by-product ovens were constructed in 1943. Output of by-product coke in the first ten months of the year was about 2 1/2 percent higher than in the corresponding period of 1942, but beehive production remained on approximately the same level as last year and constituted about 11 per cent of the total coke output.

Coal Mining in India had been confined in the past primarily to two or three coalfields. Unscientific mining has led to huge degradation of land including massive subsidence of strata and disturbances of water tables to a wide extent. This has caused problems not only in flooding of mines from surface water but also in further planning of the surface drainage for current mining activities. Now, therefore, surface hydrology and land-use potentialities of the area have been endangered inflicting severe damage to the overall environment and ecology of the area. The paper Discusses certain investigative aspects of the problems highlighted as above in one of the coalfields, and encompasses mainly the following areas : 1) Quantitative estimation of the damage already done to the natural surface drainage system. For this purpose damage to topography and drainage for the last fifty years have been made out through the aerial photographs and topographic map sheets 2) Analysis and comparison of different states of such photographs are carried through to indicate the extent of damage to the hydrological conditions inducing undesirable changes in its land-use pattern. Based on the analysis, concrete suggestions are made to restore the water drainage system which will be most suitable for future mining in the area containing high grade coal. The design and planning of the drainage system is based on the total system approach including the cost benefit analysis as well as hydrological considerations.

This is not by Any means a new condition, but never before has it loomed up in such' menacing form. - Those of us who have devoted most of our professional efforts to the discovery and development of 'new mineral supplies now suddenly find ourselves with the job apparently accomplished, waiting for some one else to find an outlet for excess mineral production before we can further. The management of the industry is in much the same boat. The psjrcho16gy of the industry has been so grooved in the direction of acquisition of, minerals that at the present moment the mineral industry confronts the new problem of surplus in more or less of a daze.

THE title of this paper, I understand, was suggested by professional mining engineers as an opportunity for someone to pose problems rather than to offer solutions for them, but the paper will merely attempt to pose some of the production problems of the mineral aggregates industry in such manner as to create professional interest in their solution by the mining engineer, geologist, geochemist and the metallurgical engineer versed in mineral-dressing technique. DEFINITION OF MINERAL AGGREGATES "Mineral aggregates" may be defined as fragments of any rock or mineral used to supply bulk or volume or substance for a given purpose. For example, mineral aggregates are used in portland-cement concrete to provide bulk with the expenditure of the least feasible amount of cement binder. Mineral aggregates are used without portland cement or bituminous binder in highway and railway roadbeds to provide substance, to carry loads. Mineral aggregates are used in filters for water and sewage, to provide substance for the liquid to trickle through. These are only a few typical uses of mineral aggregates. For all these uses, strength, toughness, resistance to abrasion, and durability are usually prime requisites; so, while theoretically mineral aggregates may be of any mineral composition, what really is desired is a mineral composition as nearly inert under the conditions of use as anything of earthly origin can be. EXPLORATION AND POSSIBILITIES OF DEVELOPMENT The distribution of deposits of mineral aggregate is universal, since almost any part of the earth's crust can be used; even the top soil is sometimes used in stabilized surfacing for highways or airport runways. Nevertheless there is ample opportunity for exercise of the talents of the mining engineer and the geologist in finding the particular deposit that will be most economical to develop, keeping in mind such considerations as: (1) quality and mineralogical characteristics of the material; (2) size and permanency of the market; (3) final cost of opening and development of the deposit; (4) selection of location of plant; (5) methods and costs of distribution of the product in comparison with both present and possible future competition; (6) selection of the proper type of operating equipment; (7) estimation of probable waste products and their disposal. These are typical but there are other considerations also. Because profit margins are far smaller than in any comparable mining operation, it is all the more logical to assume that a higher degree of expert knowledge is desirable to make a success of a mineral-aggregates business. IN AS MUCH as our Institute, by tradition, never adopts any official view of matters upon which difference of opinion exists, it may be taken for granted that the duty of its Production Control Committee does' not embrace the formulation of any general policy on that much-discussed subject. During the first years of its existence the Committee confined its activities to making arrangements for an annual general session at which the broader aspects of the general problem were discussed by men both within and outside the mineral industry. These general sessions, although interesting, did not indicate any definite path of progress, so during the last year the Committee has held a number of luncheon meetings at which the members might discuss in detail problems existing in the specific industries with which they are most closely acquainted, in the hope that discussions dealing with conditions rather than theories might result in the bringing to light of some general truths. Most of these truths have been fairly obvious from the beginning but they are of such basic importance that a periodic restatement of them seems worth while,

Mesothermal lode-gold deposits often pose problems during sampling because of their complex and erratic gold grade distribution, and the presence of coarse gold. Effective sampling and sample preparation protocols must form the basis of any resource estimate at whatever stage a project is at. Design of a sampling regime must be based upon a thorough understanding of orebody mineralogy and geology. This should include consideration of gold particle size and distribution. The sample type, size and density employed must also be based on the underlying geology of the deposit. Choice of sample preparation procedure and assay type is of critical importance if fundamental sampling error and analytical errors are to be minimised. Traditional fire assays, using small charge sizes, consistently understate assays gained from large charge sizes and techniques such as screen fire assay and bulk leach extractable gold assay. The proportion of coarse gold within samples will have a profound effect on the requirements for sample preparation and assay method. The application of Gy sampling theory can help to reduce errors within the processing of samples of broken rock. Quality control/assurance of sampling regimes must also be critically assessed. The problems associated with sampling mesothermal lode-gold type deposits are presented as case studies from Western Australia and North America.

There are two kinds of problems concerning the elements of a population : the first is to estimate the proportion of some specific kind of element in the population, e.g. the amount of gold in a block of ground (equals population) or the proportion of mercury in a sample; the second is to estimate the length, breadth, volume, etc., of a specific kind of element, e.g. the grain size of quartz grains in a beach sand or the size, shape and arrangement of lenses of ore in an ore deposit. Given a specific objective, a bounded population, identified elements and the element characteristics of interest, it is then necessary to select a sample of the elements from the population and the problem of sampling requires a decision on how to select the sample. It is also necessary to establish, either by heuristic analysis or empirically, based on long experience, the model frequency distribution of the desired element characteristics: in general, constant-probability models are used as models, the binomial or Poisson for count data and the normal distribution for measurements (or their transformed equivalents). The objective of sampling then becomes to obtain an appropriate statistical estimate of the desired population parameter: for example, the estimators may be the mean (X) and variance (a2): these should be unbiased sufficient estimators of their corresponding parameters (u, a2, respectively). Statistical tests are performed in order to determine that the estimators are of the appropriate kind: all statistical tests are designed to test against bias of a specific kind, although they are stated as tests against randomness. Given a random sample of some population, the estimators are usually stable and adequate to solve the sampling problem. Random samples are simple to define but exceedingly difficult to achieve in practice: in selecting a sample, if every element in the population has an equal chance of occurring, then the sample is a random sample. Interaction between the arrangement of elements in a population, i.e. its structure, and the sample selection process frequently introduces bias—that is, some elements have more chance than others of appearing in the sample and, hence, the sample is not random. An algorithm for dealing pragmatically with this aspect of the sampling problem offers one way of achieving random samples and, therefore, adequate estimators. Examples of the use of this algorithm on various kinds of geological populations, in both field and laboratory, illustrate the requirements for solving sampling problems and the achievement of appropriate estimators.

Experimentation with new methods, materials and machines to improve primary drilling and blasting is a continuing practice in the hard rock quarry operations of the BMI Group. These experiments will continue in the remote hope that one day we may produce a perfect feed for the primary crusher. As this day is still a long way off, the necessity to break oversize boulders will be a problem to be faced for the foreseeable future. To gauge the efficiency of primary blasting from this point of view, BMI monitor the tonnes of material crushed in the primary crusher for each boulder requiring secondary breaking. Over a period of about 10 years, this figure has improved from 30 tonnes througi the primary crusher per boulder, to 100 tonnes per boulder at our largest operation, which produces in excess of 2 million tonnes per year. Evan with this improvement, 25,000 boulders require secondary breaking each year This paper does not provide the solution to this problem, as like primary blasting, it will have to be constantly reviewed as new products and techniques become available. IT is with particular pleasure that I welcome the members of the Open-hearth Conference of the I American Institute of Mining and Metallurgical Engineers to this meeting, as I feel this is one of the most useful activities of the Institute in the field of ferrous metallurgy. For the information of our other members I might say the Open-hearth Conference was organized by Mr. Reynders when he was president, and is made up of open-hearth superintendents and metallurgists. All the plants are invited to send representatives, and practically all do, with the exception of the U. S. Steel Corporation. It meets twice a year to discuss various problems in connection with the manufacture of steel, and its minutes are published for the benefit of those attending, the expense being defrayed by the participating companies. This conference, .1 believe, should be a model for activities in the other branches of the work covered by this Institute. It works, not by reading formal papers, which we all know is not a very satisfactory method to bring out the experience of others, but rather by a round-table method of discussion. The spirit of the meetings is such that each member feels perfectly free to state his experience, and he gets as much as he gives. A series of topics for, discussion is brought to the attention of the chairman and after one is exhausted the next point is taken up. In this way there is a real interchange of ideas and experiences which cannot fail l to be of the greatest benefit to those attending. That these meetings are beneficial is evidenced by the "continued growing attendance and lively discussions at these half-yearly meetings.

AS is well known, there are large and valuable deposits of coal in British Columbia, both on the mainland and on Vancouver island. These deposits are widely distributed over the Province. The chief sources of supply on the mainland are found in the Fernie and Princeton-Nicola districts and on Vancouver island in the Comox and Nanaimo districts. The coals range from a very high quality bituminous coal to lignite. On the Upper Skeena river there is said to be a very large deposit of anthracite or semi-anthracite, but this field has not been developed. Coal was first discovered in British Columbia on the north end of Vancouver island in the year 1835, but it was not until 1852 that coal mining was seriously undertaken by the Hudson's Bay Company at Nanaimo, where mining has been carried on continuously ever since that date. The production of coal in the Province continued to increase until the year 1910, when the annual output reached its peak at 3,100,000 tons and a total of 7,800 men were employed in the industry. Since 1910, the production has dropped steadily until, in 1934, only 1,347,000 tons of coal were produced and less than 3,000 men were employed. This continued decrease in production has in no way been caused by lack of coal reserves. It has been due entirely to curtailment of markets. I do not propose to discuss coal mining practice in British Columbia, where we have all sorts of mining conditions, including submarine mining. There is no lack of coal supplies for either industrial or domestic purposes, nor is there likely to be any shortage of coal in the Province for many generations. We have our mining troubles, which increase the cost of production, but there are no insuperable difficulties to prevent the extraction of a large and increasing supply of coal. Our main difficulty-in fact our only serious difficulty-is to find a market for our output, and we must consider means which can be evolved not only to conserve our existing markets but also to expand them, at any rate within the boundaries of Canada. I will therefore confine my remarks chiefly to the all-important factor of Markets for our coal.

This part of the symposium deals with the problems encountered by the consumer of nonferrous scrap, that is, the smelter and refiner who melts the selected scrap items and produces foundry ingots of specified compositions or billets for rolling or extrusion in nonferrous mills. A century ago, Thomas Carlyle sketched the Emblem of the Wasting Candle in one of his papers. "Terar Dum Prosim" he wrote under the candle-" May I be wasted so that I be of use." The application of his reasoning is an excellent guide for a discussion of the scrap problems of today. The General Electric Co. has addressed itself to the need of proper and careful preparation of scrap metals for many years. A supervisor of salvage directs this work in each of the works. Generally he is an engineer and has had broad factory training. He gives general direction to the collection, preparation and disposition of scrap materials. He operates the extensive facilities which each works has provided for the centralization and control of scrap accumulations, and also initiates studies leading to the reduction of scrap accruing from machining and assembly operations. r We recognize that each industry, each factory, each locality faces a different set of conditions. Irrespective of size, in a plant employing 20 men or a large works with 15,00 employees-certain fundamental principles can be applied for organization and the collection of scrap. The manufacture of electrical apparatus is a highly complicated intricate business. In one area we make electronic tube and adjacent buildings house the manufacture of steam turbines. Both are instruments for power-different in size and in many cases serving different fields of application. Unlike the great industries that build automobiles, trucks, or engines where repetitive operations, once solved, set the stage, electrical manufacturers' plants are large jobbing shops. Therefore, we must carefully plan every step in handling the scrap that "in so wasting to produce the finished motor or locomotive-we can return this product to reprocessing and ultimate use." ESSENTIALS FOR SALVAGE EFFICIENCY The essential steps for an efficient salvage department are: I. Selection of Personnel.-An able foreman would be a man of broad experience and understanding-one who commands the respect of the entire foreman group as well as that of his own men. In the interest of clean scrap, it is necessary to acquaint the foremen in the separate manufacturing units with the need of careful segregation in the shop and the best methods of obtaining it. At least 40 per cent contact time should be devoted for this purpose. 2. The physical equipment of the salvage department should be devised and selected to handle complete, at one point, all scrap operations. This paper first describes the essentials of the slurry shield method and its achievements, then problems encountered during driving tunnels and their countermeasures, and finally shows problems to be solved in the future. The author works at Tekken Construction Co., Ltd. as a director. All the data cited are based on material gained from the slurry shield tunneling works undertaken by the said company.
