The prevention of frictional ignition with a ripper-type continuous mining machine using conical bits was investigated in the laboratory using cutter-drum-mounted water sprays. Results indicated that frictional ignition during dry cutting of sandstone with conical bits was readily obtained even at low drum rpm, while wet cutting with a carefully-designed water spray nozzle located behind the bit substantially reduced the likelihood of frictional ignition. However, the orientation and operation of the spray nozzle is critical and involves almost no margin for error. A Lee-Norse 265 ripper drum has been modified to include durable water seals and is presently being field tested underground.

Frictional ignitions (also called face ignitions) is defined as the rapid oxidation of a mixture of methane and air with a visible flame that could last from a few seconds to several minutes. These ignitions have a potential to turn into a mine explosion and eventually a large-scale mine fire. Over the last 22 years, U.S. coalmines have had 1566 frictional ignitions. There were no fatalities but serious injuries have occurred. Every effort, therefore, should be made to prevent frictional ignitions. The preventative measures fall under four categories: (a) degasification of coal seams prior to mining, (b) adequate ventilation, (c) wet cutting or water-jet assisted cutting and (d) machine design to minimize ignitions. The paper discusses each of these techniques in detail.

THE prevention of illness among the employees of the mining industry is especially important in view of the importance of the industry, the unsettled conditions of labor, which emphasize the economic necessity for conservation of labor, and for humanitarian reasons. The burden of chronic illness is altogether unwarranted and unnecessary. If the industry is to maintain its labor supply in an efficient manner and keep the standard high, it is essential that it make every effort to keep its labor in good physical condition. The basic principles underlying health conservation are the same for any industry, but they are here applied especially to the mining industry, and more particularly, perhaps, to metal mining, as it is with this phase of the industry that the writer is most familiar, and as it is conceded that metal mining presents more health hazards than coal mining. The first step in the prevention of illness lies in securing employees who are in sound health and free from organic disease. I do not mean that all men who go underground should be physically perfect, but they should be free from organic defects of the heart, lungs, and other organs, or from anatomical defects that would- markedly increase their liability to accident. The number of men working underground in mines in this country whose physical, condition totally unfits them for such work presents-a situation that should not be allowed to continue, and which I believe is 'not equalled in any other, industry in the country. There is but one way to secure men who come up to the required standard, . and that is by a thorough physical examination before employment. I am fully aware of the objections felt toward such a procedure by many employers and employees. There is much to he said on both sides, but to any one who is at all familiar with the mining industry as it is today in this country, and who approaches the matter with an unbiased mind, there can be absolutely no doubt as to the necessity for physical examination. (written discussion*).-I think all who have had experience in the operation of metal mines will agree with Dr. Lanza that many improvements can be made in the underground workings to improve health conditions. Physical examination would no doubt be a good thing and would do a great deal in abating the diseases now so common among metal miners, but I cannot see how it would be possible to put this examination into practical working order. Dr. Lanza says, "For the sake of argument, this physical examination should be under state supervision." I think if, this were attempted it would result in nothing but argument. While such a law possibly could he passed in a few states, I feel certain that in the greater number the miners would fight such legislation with the same determination that they would

WILLIS,* Bisbee, Ariz.-(written discussion?).-The consensus of the discussion of the paper of Dr. Lanza indicates that the physical examination, while it is probably a good thing, is fought by the workingman, and that, because of this fact, it has been proved unsuccessful. The physical examination standing alone is worth but little, and could easily be made a subject both of ridicule and dissension unless the company having such examination shows its own good faith in promoting a thoroughly better health program. It is easily seen why a workman would resent his employer expecting him to be physically fit, if at the same time the employer provides un-healthful, unsanitary, working conditions, or if the town in which the employees are expected to live is dirty and unkempt. One mocks the other. The employer cannot say, "You must remain healthy so that I can get by with unhealthy conditions." But if working- conditions are as good as can be obtained to keep men well, the employer can ask his men to be in a healthy condition. A State examination and standard would have many difficulties, owing to the fact that a man would pass or would not pass the standard set, thus eliminating the discretion on the part of the employer in placing men whose physical condition might well permit working in one place and not another. Any physical examination that is run for the purpose of eliminating the physically unfit is unjust, both to the worker and to the nation as a whole; a State examination would make a distinct dividing line, whereas examination by the employer is conducted with a vision of the positions available. The workman's opposition to the physical examination comes from the fact that he has been taught to believe that it is an interference in his personal affairs, that he can be clean or dirty as he chooses, that he can he healthy or unhealthy, and that it is nobody's business but his own. The war has taught us, however, that the individual is no longer the unit and that all such propositions must be based on the greatest good for the greatest number.

INTERGRANULAR corrosion in corrosion-resistant chromium-nickel steels has been widely discussed in the last few years. So far as the author knows, nothing has been published which definitely shows that this tendency can be eliminated, although suggestions have been made that a remedy is possible if certain specifications are satisfied. Strauss, Schottky and Hinueber1 suggested an increase in chromium content to an extent that would prevent the impoverishment of chromium on carbide precipitation sufficient to cause impaired corrosion resistance in the matrix. Pilling2 suggested an increase in nickel, so that the stability of the austenite matrix would be increased. Aborn and Bain,3 say that "intergranular attack-may be eliminated by preventing carbide precipitation (e. g., by lowering the carbon content or somehow raising its solubility) or by precipitating it permanently under conditions which will not remove chromium from solid solution so drastically at any points." In a later paper Aborn and Bain4 state that many different metallic elements, tungsten, vanadium, copper, aluminum, molybdenum, titanium and zirconium, have been added in small per-centages to increase the stability of these alloys, but that it has been reported that according to the copper sulfate test these added elements act only to retard the intergranular corrosion, and that increased nickel and chromium contents have similar effects. Newell5 showed that the lower the quenching temperature before reheating, the less severe was the intergranular attack.

As part of the construction of a multi-span pre-stressed concrete girder bridge for Japan’s new high speed rail line, landslide preventive piles were installed on the flank of a steep slope. The rotary pressin piling method was selected to install three parallel rows of long (up to 36m, i.e., 118ft) and large diameter (1,200mm, i.e., 47.2in) pipe piles safely into the slope as a deterrent measure. They were spaced at 2.5 Dia (3.0m, i.e., 9.8ft) on center and were staggered to allow the groundwater to migrate between the piles. Each pile had a sacrificial cutting shoe welded at its toe for speedy installation and was rotated and simultaneously pressed into soil on the slope through the stable bedrock thereunder to achieve a robust landslide prevention in a relatively short period of time.

"Mattagami Lake Mines Ltd operate a zinc-copper mine with an annual output of about 200,000 tons of zinc and 30,000 tons of copper concentrates. Zinc concentrates arc shipped to a company owned smelter in Valleyfield (a distance of 690 miles), for Export to Quebec City and also to Josephtown, Pennsylvania (1,060 miles, Figure 1.)The protection of concentrates in open gondola rail shipments has been a matter of concern since operations commenced. Considerable financial losses did occur at times because of wind erosion. Operating difficulties were also encountered by customers because of excessive moisture accummulation in the concentrates. Test shipments made in 1969 established the magnitude of losses in open cars. The results and subsequent investigations at our mines and elsewhere confirmed that load protection is an economic necessity.Many types of covers were experimented with, more or less successfully. In 1972 we agreed on a joint program with Dupont of Canada Limited. A new type of cover was developed by early 1973. It has been in use since, undergoing several improvements as experience accumulates."

"Low back pains account for about 13 per cent of all compensation claims made to the Quebec Workmen's Compensation Commission and cost the employers a sum exceeding ten million dollars. The frequency and cost of these health problems in Quebec metal mines are proportional to the provincial trends. An elaborate review of the literature on the causes, nature and prevention of low back pain is made in this presentation. A prevention program for low back pain has been designed in cooperation with a team of seven medical specialists and two physiotherapists for the Quebec metal mines. The program is especially designed for persons who have had low back pain, in order to prevent a recurrence, and for persons beginning to feel chronic difficulties. It is based on existing programs at the Hawthorne Plant of Western Electric Company and at Minnesota Mining and Manufacturing, but it requires a much different approach because of the nature of medical care available at the mining sites. The program is difficult because it involves a change of attitude for every employee and every supervisor. The program, so far, is beneficial because several men are now seriously engaged in an active program of reconditioning and because the problem of low back pain ie beginning to be seen from a new angle."

The mechanism of resulfurization in the desulfurization process with magnesium vapor produced in situ by aluminothermic reduction of magnesium oxide was clarified in the present work. The influences of various operating parameters on the resulfurization were studied and the methods that could prevent resulfurization were proposed. There are two kinds of mechanisms of resulfurization in the desulfurization process with magnesium. One is decomposition of the desulfurization product of MgS under the inert atmosphere. The other is oxidation of MgS under the oxidative atmosphere. Under the present experimental conditions, lowering operating temperature and oxygen partial pressure in the atmosphere could effectively prevent the resulfurization. Adding CaO onto the melt surface was an effective method for preventing the resulfurization due to transformation of the desulfurization product of MgS into the more stable compound of CaS. Since addition of the activated charcoal powders greatly decreased the transfer rate of oxygen in the atmosphere to the melt surface, it also reduced the resulfurization remarkably.

Scale build-up in titanium palladium alloy spent electrolyte heat exchangers in the residue treatment plant commissioned at Risdon, Tasmania in 1971 was shown to be a mixture of manganese dioxide and anhydrite (CaSO4). The manganese dioxide was deposited as a result of thermal decomposition of permanganate ions present in the spent electrolyte. It was shown that deposition of manganese dioxide and associated anhydrite scale could be prevented by prior reduction of permanganate ions to the manganous (Mn++) state by the addition of ferrous ions. In the plant this was conveniently accomplished by injecting into the inlet line to the heat exchangers sufficient zinc plant solution containing ferrous sulfate to decolourise the spent electrolyte. This action prevented deposition of such scale for another 21 years, until the heaters were finally decommissioned in March 1992. Measurements indicated that addition of the reducing solution lowered the anodic potential of the titanium alloy by 200 - 300 mV (depending on the solution resistance), but that it was still +300 to 400 mV with respect to a standard calomel electrode. It was shown that, if necessary, a small impressed current could be applied to provide anodic protection. Before scale deposition was overcome by the addition of ferrous sulfate solution, badly scaled heat exchangers were cleaned by recirculating a solution of hydrogen peroxide in spent electrolyte or dilute aqueous sulfuric acid, after laboratory testing of a variety of possible solvents for the scale. Corrosion tests indicated that attack on the titanium alloy by the acidic peroxide cleaning solution was insignificant.

Refractory ores and concentrates containing silver tend to form Ag-jarosite during autoclave oxidation. Silver extraction from the oxidation products is therefore low, unless a hot lime treatment step to decompose Ag-jarosite precedes cyanidation. Since silver iodide is very stable but soluble in cyanide solutions, the formation and decomposition of Ag-jarosite in the presence of iodine species was studied. Results indicate that Ag-jarosite formation could be prevented in favour of H3O-jarosite and AgI while oxidizing Ag2S under industrial autoclaving conditions, when the total iodine species to Ag mole ratio exceeded 5. Lower ratios gave proportionally more Ag-jarosite and less AgI. Under these conditions existing Ag-jarosite was also found to decompose in H30-jarosite and AgI.

The paper traces the pattern of spontaneous combustion in the workings of what was originally Hemsworth Colliery, but since July 1967 is now part of South Kirby Colliery. Examination is made of the Barnsley Seam sections and the part played by the top section of the seam as it comes in close proximity to the main seam. In this area of the colliery nine mechanised faces were set away between the years 1953 and 1968, every one "fired" at the pillar edge and six "fired" at the face line when production had ceased. The paper deals with the different preventative measures used, from sandbag walls, cement injections, spraying with polyurethane, until finally using Mandoseal as a sealant. Since the latter method was first used, the last three faces worked in this particular area were all salvaged completely, without any sign of a heating developing.

Abandoned coal mines cause subsidence and structural damages. Shallow abandoned mines induce the most severe and harmful damages. In addition, they produce time-dependent subsidence which is difficult to predict. Backfilling of underground cavities with waste materials have been used to prevent the time-dependent subsidence or to mitigate its effect. However, this procedure is expensive. A new drill and blast technique has recently been proposed to prevent surface damage from time¬dependent subsidence over abandoned mines. It utilizes the principle that blasting in the caved rock and roof in the vicinity of a cavity will dilate the ground and create a self-supporting effect owing to increase in the volume. Physical modeling has demonstrated that artificial dilation of caved rock using the drill & blast technique creates positive effects due to the following sequence of events: the dilated rock creates a supporting effect for the suspended rock strata and reduces its span which decelerates 3.4 times the process of caving. The roof span is reduced by the next caved layer, which causes the hole boundaries to incline to each other. This effect converts the process of caving from a developing mode to a reduction mode. Finally, the sinkhole zone assumes a triangular shape with a negative angle of draw 64-700 in contrast to a rectangular shape of the chimney zone for natural caving. Vertical dimension of the triangular zone is 3.87 times of the room height. Final surface subsidence decreases at least 2.09 times; displacement 1.31 times, slope 2 27 times; curvature 3.42 times, horizontal strain 1 21 times in comparison to natural caving of the ground over an abandoned mine.

THAT the quiescence of a liquid while it is solidifying should favor the formation of columnar crystals, normal of the cooling surface, is seen readily on considering the mechanism of solidification. Coal and gas outburst is one of the serious natural disasters in the coal mines of China. Since 1950, more than 10,000 coal or gas outbursts have occurred in more than 200 underground coal mines of different types. The outburst prone coal mines are widely spread out. It occurs in different types of coal -ma and is very serious in some areas. Most outbursts occurred at the time of roadway driving in coal seam, serious outbursts occurred mainly when entering the coal seam during the cross-cut driving; of the outbursts, coal and gas outbursts We UP major proportion, while pressing out and pouring out ah account for a large proportion; outburst. occur under different operating conditions, but mostly occur during shotfiring. This paper introduces the prevention and control measures as practiced in China and illustrates the three types of outburst cla8sification. Both technology and management are equally important in outburst prevention and control. Measurement of the volume of drilling cuttings and the initial gas outflow rate fm- boreholes have proven to be effective. A special team and organization must be set up to deal with the problems.

6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. 10.1-1. Relative Position of Maintenance as Compared to the Overall Mining Costs. The basic issue regarding the importance of maintenance in the modern mining industry must be faced squarely by the top manage- ment of each company before any real progress can be made in organizing a maintenance program for optimum effectiveness. Just a few decades ago the maintenance at coal mines consisted primarily of a blacksmith for sharpening picks and shoeing mules; as a result, probably less than 5%of the total mining cost went to maintenance and some 80% was operating expenses (operating labor). With each succeeding advance in equipment design towards larger, more complex, and more productive units, the pendu- lum swings the other way. As an example, haulage trucks have progressed through various stages in the past 20 years from 15-ton units to a 240-ton truck now in the "shakedown" or experimental stage. The following com- parison between 15-ton, 50-ton, and 100-ton haulage trucks clearly illus- trates this changing cost pattern in terms of percent of overall costs for running each size unit. The presentation describes requirements of organization structure, program administration, implementation and operation, type of benefits expected, and actual benefits derived in selected areas. The principle objectives of the program are to provide quick, inexpensive, and effective controls over maintenance practices and requirements and to establish a nucleus of controls that subsequently can be expanded to cover all maintenance activities.

In the last decade or so, the importance of effective preventive maintenance controls and practices has taken on a new and accelerated emphasis. Advances in technology and changes in equipment and product designs impose more precise and demanding standards of quality, productivity and customer service at a very rapid pace. Daily, it is becoming more apparent that in order to fulfill current requirements, existing manufacturing practices and associated control programs must also be upgraded and expanded. This is particularly true in the field of maintenance services. As production and quality standards become more demanding, effective equipment maintenance takes on more importance and becomes more difficult to sustain. In modern plants, the failure of a single equipment component can shutdown a complete production line causing interruptions to operating and shipping schedules that result in costly downtime, dissatisfied customers, and reduced profits. These costly experiences can be minimized with an effective maintenance program that provides maximum equipment reliability and minimum downtime and readily adapts to revision and change.
