Despite many years of a successful policy for our Journal, the Journal Committee is in the course of adopting a new approach with which to enter the present decade. The objectives are to improve the readability of the Journal, without forfeiting the quality achieved in the past, by adding an extra dimension through the inclusion of applied-engineering papers, i.e. technically oriented papers.

An editorial in the April 1990 edition of Mining Magazine is worth a wider audience in South Africa, particularly as the SAIMM enters its own centenary decade and the process of change in the minerals industry world-wide makes increasing demands on the professionalism of its leaders. The editorial considers the changing status of engineers, who up to the 1880s had been held in high regard by society. Alumina and bauxite Economists forecast a slower economic growth rate in 1990, but expect continued increase in demand for aluminum at a 3 per cent annual rate during the decade. Structural and numerical analysis Struceng & Femcad (structural analysis and finiteelement method) is a conference and exhibition that is to be held in Grenoble (France) on 17th and 18th October, 1990. It is sponsored by the Institute for Industrial Technology Transfer (ITT-International).

The first prize of the President's Prizes has been awarded to J. J. Beeson for his paper entitled "Disseminated Copper Ores of Bingham, Canyon." When this paper-was written, Mr. Beeson was a student at Stanford University, and was president of the Stanford Geological and Mining Society. The President's prizes were established in 1915, funds being provided, at that time for three prizes of $50, $30 and $20 respectively, for the best essays, or other papers submitted in competition by Junior Members and Members of Affiliated, Student Societies. The original intention was to award all three during the year 1915, but the committee has deemed it advisable to extend the time for the second and third prizes, and the Secretary of the Institute will be glad to hear from any member who wishes to compete for one of these prizes. A competitor for the President's Prizes must be, at the time of submitting his essay, either a Junior Member or a Member of an Affiliated Student Society of this Institute. The essays must be upon some subject related to Mining, Economic Geology, or Metallurgy. Papers and Contributions Since the Institute's inception, it had been our practice until some years ago to meet regularly for discussion of new developments, using as a basis a paper read by one of the members. Usually, the Journal issue containing the paper would have been circulated well before the meeting, giving members plenty of time to absorb it and perhaps to prepare contributions. Discussion was generally lively, often controversial. The author always had an opportunity to reply.

The President's Prizes, which consist of $30 and $20, were established for the best essays on some subject related to Mining, Economic Geology, or Metallurgy by a Junior Associate or a Member of an Affiliated Student Society of the Institute. In making the awards, special weight will be given to originality in investigation and treatment and to literary merit. As a general rule, the essays should not be less than 3000 nor more than 10,000 words.

In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

May I first of all say that I am fully conscious of the great compliment paid to me when I was invited to accept the Presidential Chair for this current year. I realise that it is an onerous task by reason of the fact that the Chair has been occupied in the past by so many able and distinguished men, and I realise also that I have been set a standard which is hard to emulate. As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. For the past several months 1 have been considering the functions of this Society and its reasons for continuance. The fact that it is now sixty years old indicates that it must have been of value and we all know that it has contributed much that was worthwhile to Nova Scotia and the Maritime Provinces. The question arises: "What is the future of the Society, and how might its activities be altered to suit present-day activities and to be of even greater value?" Let us analyse the various activities in which we are interested and determine which, if any, are of more value than others. First of all, at least once a year we have a two-day convention which constitutes a holiday for the members and their wives. This has always been well planned and has been much enjoyed. Second, there are many social and business contacts made during the meetings and interim meetings. These certainly tend toward better relations and co-operation between the various people concerned. Mine operators meet other mine operators, engineers, people from the education fields, Department of Mines, and so forth. Various sales contacts are made at these meetings which can be of value and use to both the Company selling and the customer. Third, and of greatest importance in any conference, is the exchange of ideas by the members and by authorities from outside, and the presentation of slides and drawings, or actual visits to operations. It is upon this phase that 1 wish to elaborate. These papers are not only presented to our meetings but are generally published in the C.I.M. Bulletin so that members throughout the Dominion have access to them. Many important papers describing new phases of operations have originated through our Society.

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. Broken Hill was therefore really the birthplace of the Institute.A circular headed Broken Hill, September, 1892, with the signature of Uriah Dudley, Acting Hon. In presenting this address I am conscious of the honour that has been paid me in my election to this important office, and I am very aware that I follow, in the position of President, many distinguished men who have led the Institute over the 70 years since its inauguration in Broken Hill in 1893.It is perhaps appropriate tonight that I intend to talk about a metal which recalls the birth-place of the Institute, and is also one with which I have had a direct association throughout the whole of my working career. This metal is Silver.Silver is associated traditionally in everyone's mind with money and silverware, and has always been prized for its natural beauty and elegance. It is today one of the few metals in which world consumption has outstripped production, and the events which have occurred to bring about this situation make an interesting story.In telling this story, I propose firstly to indicate our development as a silver producing country, give an historical review of the metal, trace its use as currency and the factors influencing its price, and then say something of the old and new uses of silver. The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.

The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. As a basis for my address to you tonight I thought it might be opportune if we considered the great history of the mineral industry in Australia, and the contribution it has made to the development of the country. While it is perhaps interesting to review the achievements of the past there is also the opportunity to examine the developments of the future.The names generally given to the three periods of man's life on the earth-the Stone, the Bronze, and the Iron Ageand to which should perhaps now be added the Atomic Age, imply the vast importance of the progressive steps in 'man's discovery of minerals and the means of working them. They tell the story of his advance from the flint knife to the bronze celt, and then to the keen-edged iron weapon, and now to the possibilities of the peaceful application of atomic energy. Not only have the stories of gold, iron, copper and tin told a great deal of the history of the progress of mankind, but they have also traced the commercial and industrial growth of Australia over the last century.Gold in the 1850's was responsible for the most significant period of immigration Australia has ever had-when the population almost tripled in the ten years to 1860. Minerals were also responsible for opening up Australia and determining the pattern of settlement. As mineral finds were made, railways were constructed to these fields, then agricultural development followed.Then, as the industrial era started, minerals provided the raw material for Australia's rapid industrial expansion, and they have all contributed to the extent that they have made...
