There is a need for direct tailpipe sampling of diesel vehicles in mines in order to determine the effects of an emissions-based maintenance program, evaluate control technologies such as diesel particulate filters and identify the worst diesel particulate matter (DPM) emitters in a fleet of vehicles. therefore, this study examined the performance of three portable instruments: a personal dust monitor (PDM) manufactured by thermo Scientific, a prototype elemental carbon monitor (Airtec) manufactured by FLIr and a prototype Ae91 instrument from Magee Scientific. These instruments were evaluated on the basis of their ability to provide direct reading tailpipe analysis for DPM. It was determined that the average bias of the tailpipe results from the PDM and the Airtec were 3±12% and 4±20%, respectively, when compared to the standard method of determining tailpipe particulate concentrations from a diluted exhaust. It was also determined that the Ae91 instrument correlated with the standard method.

HERBERT M. WILSON, Pittsburgh, Pa. (written discussion).-Permit me to endorse the author's conclusions and their form of presentation as ,being, in my judgment, the last word 'on the subject of lights for the illumination of coal mines. I also feel that the open-flame oil lamp has outlived its usefulness, and that it should go, in the interests not only of safety but of efficiency. Where an open-flame lamp can be used with safety in non-gaseous mines, the acetylene light adds materially to efficiency by its better illumination, and to safety for the numerous reasons given by Mr. Chance. The latter, however, lays chief stress on the value of the acetylene because of its non-fouling and non-obscuring effect on the atmosphere. Another important advantage over any other form of illumination is the clear, bright light projected at the point where the workman may look for danger. The better illumination materially safeguards the worker against obstacles over which he may stumble when traveling, and against dangers from falls of roof or of coal, weakness in timbering, and similar conditions. The acetylene lamp, where it may be used with safety, has advantages even over the present electric cap lamp, in that it gives a higher luminosity; and when the miner comes to learn its signals, as he will in time, just as he learns those given by the open-flame or the safety lamp, he will find that the acetylene lamp is a fair detector not only of methane but of carbon dioxide, as clearly shown by Mr. Chance. The only, serious objection, raised against the use of carbide lamps. has been recently in Pennsylvania, due to the belief of the State Mine Inspection Department that it endangered miners working on pillar work, or other places where carbon dioxide might accumulate, or where there is lack of sufficient ventilation, and because it was believed that the indications of the carbide lamp would not give the miner sufficient warning. On this point Mr. Chance has clearly shown the fallacies of the objections. I may add that for those unable to detect carbon dioxide with the acetylene lamp, the maximum of protection would be afforded by using an open oil lamp or a flame safety lamp in such places; or, because the miner might not watch his oil light, a better, protection still would be offered by a sufficient number of daily inspections of such working places by a fire boss or other official, with flame safety lamp.

DURING the past 10 years, the safe and efficient lighting of the coal mines of this country has received an ever-increasing amount of attention. Several States have passed laws attempting to regulate the type of lamp to be used and the nature of the fuel to be burned, and the mining departments of coal-mining States have generally shown a keen and intelligent interest in this subject. The passage of the recent Employers' Liability Act in Pennsylvania has made it necessary for many coal-mining companies to take out liability insurance, and the companies underwriting such insurance have made it desirable for the insured to permit the use of, none but illuminants of established worth. While these conditions have not obtained for a sufficient length of time to permit the statement that the illumination of coal mines by portable lamps has been standardized, still, considerable progress has been made and the direction of future practice in this branch of coal-mining technology is very evident. Under these conditions it seemed that a review of the methods now used in coal-mine illumination, together, with a brief consideration of the principles underlying these methods, might be of some interest. Miners' lamps may be divided into three classes: The open light, the electric cap lamp and the flame safety lamp. It will be desirable to consider each of these classes separately, as each has properties peculiar to itself and one class is hardly comparable with another. In this country, without question, the open light is the most generally used of all miners' lamps. This fact is explained by the relative freedom of a large proportion of our mines from gaseous conditions, and by the admirable systems of ventilation installed in those that show a tendency toward such conditions. A MATERIAL contribution to the success of our Armies in the field has been the portable pipe-line system. These are the words of Brigadier General R. F. Fowler, chief of the supply division of the War Department. The portable pipe line is one of the "secret weapons" the American forces employed in their swift advances through Tunisia, Sicily, and Italy. Constructed of a light steel so flexible it can be snaked around trees, it can be laid at a rate of ten to thirty miles daily right up to the fighting fronts. It has played a major role in supplying combat troops with products varying from petroleum to water.

Federal regulations require refuge alternatives in underground coal mines to sustain life for 96 h while maintaining an apparent temperature below 35 °C (95 °F). Research by the U.S. National Institute for Occupational Safety and Health (NIOSH) has shown that heat and humidity buildup is a major concern with refuge alternatives because they have limited ability to dissipate heat, and high internal air temperature and relative humidity (RH) may expose occupants to heat stress. The heat transfer process within and surrounding a refuge alternative is complex and not easily defined, analytically or experimentally. To investigate heat and humidity buildup in refuge alternatives, NIOSH conducted multiple in-mine, 96-h tests on a 10-person tent-type refuge alternative, a 23-person tent-type refuge alternative and a six-person metal-type refuge alternative. The results show that when moisture was introduced to represent perspiration and respiration from miners (wet tests), the average temperature at midheight increased by 10.5 °C (18.9 °F) and the RH approached 88 percent for the 10-person tent-type refuge alternative; the average temperature at midheight increased by 9.4 °C (16.9 °F) and the RH approached 94 percent for the 23-person tent-type refuge alternative; and the average temperature at midheight increased by 7.7 °C (13.9 °F) and the RH approached 95 percent for the sixperson metal-type refuge alternative. For the dry tests, where no moisture was introduced, the average internal temperature increased by 12.6 °C (22.7 °F) for the 10-person tent-type refuge alternative, by 10.3 °C (18.5 °F) for the 23-person tent-type refuge alternative and by 8.4 °C (15.1 °F) for the six-person metal-type refuge alternative. These results may provide refuge alternative manufacturers and mine operators with guidelines and considerations for evaluating temperature profiles for portable refuge alternatives. The information may then be used to make decisions on occupancy ratings and heat mitigation strategies based on the thermal environment in which the refuge alternatives will be installed.

To enhance safety and efficiency when moving large mining equipment under energized trolley lines, and to assist in compliance with Section 75.1003.2, 30 CFR. Approach A system was designed, using established technology, that permits a remotely located circuit breaker to be controlled from the cab of a mine locomotive moving large mining equipment under energized trolley lines. This control consists of setting the desired trip current, automatic or manual tripping, resetting, and voice communications between the locomotive and a remote Circuit breaker location. How It Works According to 75.1003.2, 30 CFR, whenever a piece of off-track equipment (such as a longwall chock or a continuous miner) is moved by rail under energized trolley or feeder lines, power for the locomotive that is moving the equipment must come from only one' circuit breaker. This circuit breaker must be adjusted to permit no more than one-half its rated short-circuit current to flow. The intent is to lessen the danger if an accident should occur, and if the equipment contacts the trolley line. Even so, the danger is great. This half setting can still represent many hundreds or even thousands of amperes, enough to endanger personnel, the equipment, or the mine. The Remote Control System reduces this danger substantially by giving the personnel associated with the move total control over the associated circuit breaker. The system as designed, is intended to be used with portable circuit breakers that are pulled on a small flat car by a mine jeep, and either precede or follow the equipment, depending on the direction of the power. This portable circuit breaker is equipped with a commercially available solid state overcurrent relay and associated shunt. This circuit breaker is connected via heavy duty clamps around an open trolley line tie breaker such that the current through the shunt is also the current in the trolley line. A receiver, interfaced with the overcurrent relay and shunt, completes the remote system.

Provide a portable crushing capability to keep conveyor haulage close to the working face and permit more efficient and safer ore handling in low headroom, hardrock mines. Approach A readily portable jaw crusher is used which meets machine size, feed rock size, product size, and throughput requirements for low headroom, hardrock mines. How It Works The crusher is mounted on wheels to expedite frequent moves and to allow crushing of mined rock or ore near the working face. The crushed product is then placed on conveyor belts that are ex-tended as the crusher is moved. Keeping crushing and conveyor haulage near the face minimizes the haulage distances for trucks and loaders. Loading and haulage of run-of-mine ore is frequently the highest operational cost in underground mines. These costs can be significantly reduced by use of a belt conveyor, which is a common practice in coal and other soft mineral mines. The new low-profile hard rock crusher gives the same advantage of extensive belt haulage capabilities to low headroom, hardrock mines. The low-profile crusher will accept feed up to 30 inches when operating under 11 feet of headroom. Image-based rock fragmentation analysis methods have been applied by blast engineers to estimate rock size distribution for over 25 years. These methods utilize a wide range of image segmentation techniques, from manual to fully-automated, to delineate the edges of the rocks in the image. In most commercially available image-based rock fragmentation analysis systems, rock delineation results are converted to physical rock sizes by introducing one or more reference objects (e.g., basketballs or other objects with known geometry) to the scene as size-scaling references.

The Hladysz Rock Tester was developed at the South Dakota School of Mines as a portable rock strength tester. The hand held device is placed against a rock surface and struck by a hammer. The impacted force causes a steel ball in the device nose piece to indent the rock and simultaneously indent a standard steel bar also contained in the nose piece. By comparing the two indented diameters the compressive strength of the rock can be calculated using laboratory determined correlation coefficients.

Approach A small lightweight pagerphone, having crocodile clips which pierce the phone line insulation, was developed. How It Works The Portable Telephone/Intercom is temporarily clipped onto an existing pagerphone line at any location, and operated like an intercom. It is riot necessary to strip the insulation from the pagerphone line to make the connection. In addition to the clips for connecting to pagerphone line, the Portable Telephone/Intercom consists of a small belt-carried control box, an ear-phone, and a bone-conduction microphone which is attached to the webbing in a miner's helmet. The question of alternating current vs direct current has become an important consideration to the mining industry. Rising production costs demand lower investment, which, in many instances, can be realized by the use of ac mining machines. Generally ac motors, control systems, and distribution and power conversion equipment can be installed for approximately 50 pct of the first cost of their dc equivalents. This basic saving has made ac mining a serious competitor for the traditional dc mining systems. With the increased use of ac voltages underground, there has developed the problem of conveniently converting distribution voltages to usable 480-v power. Power at low voltages should not be carried for comparatively long distances, and the transformation should be made at the point of use. Otherwise, serious voltage regulation problems and objectionable line losses will occur.

A commercially available portable X-ray spectrograph, lightweight and of rugged construction for vehicle or field camp use, was used for the determination of Ba, Cu, Fe, Mn, Pb, Rb, Sr, and Zn in stream sediment geo- chemical samples. Investigations showed a relative standard deviation of 1-3 percent, detection limits of approximately 100 ppm; and significant matrix effects. Coefficients of correlation greater than 0.9 were obtained between portable X-ray and emission and atomic- absorption spectroscopy analyses. A geochemical map of a known mineralized area showed good agreement with maps prepared by other methods of analysis and sample media.

This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

Pennsylvania has been a leader in the pageant of industrial America because of her natural mineral re- sources, geographical location, and the ingenuity and industry of her citizens. Brick and other clay products were manufactured in Philadelphia in William Penn's time. Ores of iron, zinc, lead, and copper were mined and smelted in eastern Pennsylvania long before the Revolution. Coal was mined on a commercial basis in the anthracite region as early as 1820 and in the bituminous fields in 1830. The first canals and railroads were constructed to transport minerals and mineral products. Oil was struck at Titusville in 1859. A significant event occurred in 1855-the establishment of the Farmers' High School-Pennsylvania's first attempt to provide higher education for its youth. The Farmers' High School included instruction in geology, mineralogy, and assaying. In 1859 the laws of Pennsylvania transferred to the School the state geological and mineralogical collections formerly located in Harrisburg. Well-informed people are familiar with the effects of the Land-Grant Act of 1862.
