Problem: CFOI and SOII data show that 2,287 U.S. workers died and 32,807 workers sustained days away from work due to electrical shock or electrical burn injuries between 1992 and 1998. Method: The narrative, work activity, job title, source of injury, location, and industry for each fatal electrical accident were examined. A primary causal factor was identified for each fatality. Results: Electrical fatalities were categorized into five major groups. Overall, 44% of electrical fatalities occurred in the construction industry. Contact with overhead power lines caused 41 % of all electrical fatalities. Discussion: Electrical shock caused 99% of fatal and 62% of nonfatal electrical accidents. Comprising about 7% of the U.S. workforce, construction workers sustain 44% of electrical fatalities. Power line contact by mobile equipment occurs in many industries and should be the subject of focused research. Other problem areas are identified and opportunities for research are proposed. Impact on Industry: Improvements in electrical safety in one industry often have application in other industries.

Ergonomics is the art and science that tries to understand the complex interrelationships among employees, their work environment, equipment, work methods and job demands. Coal and metal/nonmetal miners are exposed to a higher number of ergonomic risk factors than in non-mining occupations. In addition, studies have shown that these miners experience more degenerative disc disease and osteoarthritis than comparable industrial populations. A general discussion of the risk factors that cause overexertion injuries and disorders will be presented. In addition, the basic principles of ergonomics will be discussed with specific cases to show how successful programs have been developed. A successful ergonomics program should simultaneously improve health and enhance productivity.

"Inco Metals Ltd. (Manitoba Division) operates a mining, milling, smelting and refining complex, 500 miles north of Winnipeg in central Manitoba. The Thompson Mill is presently operating at 12,000 S.T.P.D. on ore from both underground and open pit mines. The ore is treated in two separate milling and flotation circuits utilizing a common crushing system which is located inside the main mill building. The milling facility employs approximately 43 operating employees, 30 maintenance employees and 20 staff in supervisory or process development roles.In recent years an increasing awareness of the potential hazards of contaminants in the work place has made it mandatory that all employers maintain careful and accurate records of the work environment to which each employee has been exposed during his working career.The importance of this record keeping and general observation of the work place cannot be over emphasized. Proper monitoring of the work place provides an accurate and complete record of the contaminants and physical agents to which an employee is exposed during his work career. This can aid in studies which might be conducted in the future and can also be used as a basis for instituting improvements to the workplace."

Today's emphasis on the enterprise bargaining process must be seen as an opportunity for organisations to further develop occupational health and safety standards at work. In particular, this shift from a centralised industrial relations system to employer, employee bargaining, presents organisations with an excellent opportunity to develop OH & S at the `shop floor' level. This is despite real difficulties in presenting hard data on the cost benefits. Unfortunately, examination of enterprise agreements ratified by the Australian Industrial Relations Commission (AIRC), show that less than 32 per cent contain provision for occupational health and safety. Those addressing the issues of occupational health and safety have included segments such as: ò rehabilitation activities; ò a new emphasis for workplace occupational health and safety committees; ò formalising procedures related to hazard identification and control; ò the use of personal protective clothing; and ò occupational hygiene and health monitoring issues. For example, an enterprise agreement reached between CIG-Gases and their unions, included clauses which commit employees to attending ten safety meetings and two work place inspections each year, in order for them to receive any further pay rises.

A resource document, prepared for the Royal Commission on the Health and Safety of Workers in Mines, which outlines aspects of occupational health and safety in the Canadian metallurgical industry has been expanded to provide examples of some practical solutions. General process descriptions are provided in conjunction with some of the major potential hazards associated with each step. Emissions to the working environment, particularly around converters, are discussed. Newer metallurgical processes, the role of automation and other advances in the metallurgical industry are described with respect to their impact on the work place. The role of staff and unit employees in providing safe working conditions in the complex metallurgical plant of today is outlined and the need for close cooperation within the human sector emphasized. The technology is available and is being applied to integrate the complex process requirements with realistic regulations to control emissions and provide a safe, healthy environment in metallurgical plants.

This paper examines the occupational health and safety performance (OHS) of the South African mining sector against the backdrop of changes in the composition of the sector, international trends in OHS performance, and the agreement on OHS milestones and targets by mining stakeholders at the Mine Health and Safety Summit of 2003. Although OHS performance has improved, progress is slow and there is need for significant rather than incremental change if the targets are to be realized. Since 2003, fatalities and injuries are 20?25% short of annual milestones and not all commodities show consistent improvement. Statistics on occupational health impacts are unavailable, but noise and respirable dust levels are known to be high in mines, with much work lying ahead to address exposures at source. Trends in regulating and addressing OHS hazards are discussed with reference to the notion of ?systems-thinking? and the targets. Efforts to improve OHS and to respond to changes in the sector are constrained by a lack of training and consistency in risk management, guidance for junior, small and artisanal miners, and holistic approaches to risk. For example, treating risk holistically would involve taking proper account of contractors and women in the workplace, and attending to human factors and ergonomics.

Labour protection, that is prevention of occupational disease and reduction in the frequency of accident, has always been a matter of major concern of mining industry. Management and the government should promote and maintain high safety standards through some measures to reduce accident frequency and occupational disease. This can be achieved by using the science and technology for improving the working conditions, educating workers and managers about accidents and prevention techniques. The detailed analysis of an accident requires knowledge of many factors such as location, time, type, cost of accident, victim, nature of the injury, personal and environmental factors etc. that can be obtained from the standard coded accident report form. There is a need to prepare safety data in a common format to produce a common safety reporting system and ‘Occupational Health and Safety Management Tool’ is being designed to manage this by using database and Internet technology. Precautions should be taken according to results from database queries by providing comprehensive and accurate national data. To have an accident is unfortunate, however, to have an accident and learn nothing from it is unforgivable. INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.

The last 40 years has seen a dramatic reduction in the prevalence of pneumoconiosis through improved mining engineering associated with continuing medical surveillance of those at risk. Presently the dust particle count standard is being correlated with gravimetric dust standards. Chronic Bronchitis and Emphysema are also coal mining related diseases. Methane is the commonest of a number of coal mine gases. Oxygen deficiency symptoms may result from high gas content of mine air. The explosive nature of methane-air mixtures is well known. Mine gases will always present a potential threat to safety.

The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. When OSHA came into existence in 1970, it adopted national consensus standards to improve safety and health conditions in work places. Coke oven emissions, which are proven to cause cancer and respiratory diseases, were regulated by the coal tar pitch volatile standard, adopted from the 1969 edition of the Threshold Limit Values for Airborne Contaminants by the American Conference of Governmental Industrial Hygienists. The coal tar pitch standard, based upon the benzene soluble fraction of total particulates, limits the personal exposure to 200 micrograms of the benzene soluble fractions of total particulate per cubic meter of air. This standard can be classified as a performance standard because only general limits are set which allows the employer to choose for themselves the means to comply. Both the United Steelworkers of America and the American Iron and Steel Institute petitioned the Secretary of Labor to write a new standard for coke oven missions, each thinking the coal tar pitch standard unsatisfactory.

Historically, mine ventilation practices as it was referred to then and which was enforced by legislation of those days, focused primarily on the conditions in the working place and little attention given to actual exposures of workers to contaminants in the working environments. With the advent of the Leon Commission of Inquiry into Safety and Health in the South African Mining industry in 1994, findings in the report indicated that more attention should be given to occupational health of workers. The upshot of this report resulted in the promulgation of the new Mine Health and Safety Act (MHSA) with certain sections of it devoted to all the aspects of occupational medicine and occupational hygiene. This paper describes the present situation with regards to statistics on occupational hygiene performance and compensation paid out to persons who have contracted occupational diseases, as well as the way forward in terms of legislation implemented in September 2002 on the chronic and acute issues affecting the mining industry in SA.

Occupational illnesses are more difficult to identify than on-the-job injuries. Many illnesses related to occupational exposures may not be diagnosed until years after exposure; by that time, exposed workers may have changed jobs or left the workforce. Other approaches to identifying occupationally related illness are analysis of death certificate data (see chapter 2) and medical examination studies of workers known to have high exposures to hazardous agents. Figures 5-1, 5-3, 5-4, 5-6, 5-8, and 5-10 show, for each commodity, the percent of illness conditions reported to MSHA by nature of condition. Heart attacks that occurred on the job are reported without regard to work-relatedness. Figures 5-2, 5-5, 5-7, 5-9, and 5-11 show rates by year during 1986-1995 for selected conditions. Since there are many limitations on the accuracy of illness reporting, the frequencies and rates shown here should not be considered directly comparable across commodities. Figure 5-12 shows estimates for hearing loss by age among coal miners compared to a nonoccupationally noise-exposed population. These data come from a study by Franks [1996] of a group of audiograms obtained on coal miners by a commercial company. Using the NIOSH definition of hearing impairment, i.e., an average hearing threshold level for both ears that exceeds 25 dB at frequencies of 1,000, 2,000, 3,000 and 4,000 Hz, the figure shows that by age 30, more than 10% of miners suffer hearing impairment; by age 50, 90% of miners have hearing impairment. In contrast, only 10% of the nonoccupationally noise-exposed population suffer hearing impairment at age 51, and 50% of the nonoccupationally exposed population have hearing impairment at age 69. Figure 5-13 shows a similar analysis of commercial audiograms on male metal/nonmetal miners [Franks 1997]. At age 20, approximately 2% have hearing impairment using the NIOSH definition of hearing impairment described above. This increases to 7% at age 30, 25% at age 40, and 49% at age 50. In contrast, only 9% of the nonoccupationally noise-exposed comparison population have hearing impairment at age 50. Franks' analysis showed a different pattern for female metal/nonmetal miners; they developed hearing loss at the same rate as would be expected for a non-noise-exposed female population.

Coal is one of our oldest known commodities. Historic evidence indicates that this fossil-formed fuel was used in China and in Wales some 3000 to 4000 pears ago. Coal was discovered in North America in 1679 by French explorers in northern Illinois, and in 1700 a colony of Huguenots came across bituminous coal in Virginia. One might think by this long history of a single commodity that the string was about played out. Quite the contrary, coal is in greater demand than ever before and coal mining today is a modern industry. It is in an unprecedented growth period as the nation-and the world-demands more and more energy coincident with dwindling reserves of other fossil fuels. By the year 2000 the demand for coal is expected to at least double the current level of some 600 million tons annually despite the advent of nuclear power. To meet this challenge, the coal industry is vitally in need of an increasing supply of technically trained and progressive manpower. And, coupled with a serious shortage of engineers and technicians, it represents a rich vein of occupation opportunities-all the way up to top career levels. Today, coal mining is a complex, highly specialized industry concerned with more than just getting coal from the earth and putting it into the furnaces of the consumer. The industry is concerned with the environment, with maintaining a viable ecology. Recognizing the ramifications of global economics, the industry is very much aware of its important position in contributing to a constantly rising standard of living throughout the world. The key to rewarding employment in the coal industry is skill-skill that has been developed by education, training, and experience. None of these alone is enough; all three are necessary today to produce the skill needed to meet the employment requirements of the coal industry. Routine manual labor will no longer do the job in coal mining. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s7 the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world.
