Establishment of a Bureau of Mineral Research at the Michigan College of Mining and Technology, initiated by the State of Michigan with legislation in 1951, is moving toward realization. The Michigan Legislature appropriated $24,000 to cover preliminary costs of plans and specifications for "engaging in a broad, widespread study of the beneficiation of lowgrade ores, of ore dressing, and all the problems of metallurgy that enter into such a program." Ralph C. Calder, of Detroit, who designed Michigan Tech's campus buildings, is preparing plans for the proposed Ores Research Building. Members of the college staff, Professors F. J. Tolonen, W. E. Keck, and Research Engineer Paul Jasberg are assisting in preliminary planning. C. Harry Benedict, retired chief metallurgist of Calumet and Hecla and a member of Michigan Tech's Board of Control, is assisting with technical details. Professor Nicholas Manderfield, head of the department of Mineral Dressing, was assigned to visit other research installations and suggest plans for the Bureau.

The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

Albert Sauveur writes, on Apr. 16, 1918, while the German offensive was at its height, as follows: "In spite of the German guns and air raids we are all in good health and spirits and shall leave Paris only as a last extremity. Our unlimited confidence in Foch, however, makes us believe that it will not be necessary. I trust that everything is well with you at the Institute." Harold Whittingham entered the active service with the heavy artillery in England at the beginning of the war and has been fighting in France since February, 1915. He now holds the rank of Major. On Dec. 17, 1917, after being wounded, he was taken prisoner by the Germans, and, so far as is known, is still in a prison camp in Germany. Charles W. Wright, who is a Captain in charge of the work of the American Red Cross in Sardinia, Italy, writes that the service there is giving aid to about 80,000 soldiers' families and is upholding the good repute of America in that place. W. S. Holloway in 1914 joined the Sportsmans' Battalion of the Royal Fusiliers as a private, but is now a Lieutenant in the Royal Engineers, Mining Corps. Stanley C. Bullock, Captain, Royal Engineers, has been awarded the Military Cross. Charles L. Cantley was commissioned Lieutenant in the Fifth Royal Highlanders of Canada and went to France with the first Canadian contingent early in 1915, being Quartermaster of the Battalion. He went through the second battle of Ypres, Festubert, St. Eloi and the other engagements in which the Canadians were engaged up .to July, 1915, at which time he was promoted to the rank of Major. He was later ordered home by General Sir Sam Hughes, then Canadian Minister of War, and his services were loaned to the Nova Scotia Steel & Coal Co., suppliers of shell steel and forgers of shells in Canada. He continued with this company as chief officer in charge of munitions until the latter part of 1917, when he sailed for England with his old regiment. John D. Cooner was wounded on Apr. 9, 1918, by shrapnel, and is now in a hospital in Paris. He is getting along nicely. T. C. Gorman was killed in action in France on Mar. 18, 1918.

K. Baumgarten has returned from active service in France. He reports that he saw C. W. Campbell, formerly with the 2d Engineers on the Chateau Thierry front, and believes that the latter returned to the United States on August 1. He also saw J. J. Croston; G. J. Sielaff, recently transferred to the Gas Service; Thomas M. Smither, survivor of the Tuscania after a 10-mile swim to Ireland. While in Paris he en-deavored to see Prof. Sauveur, but was unsuccessful. F. K. Borrow was given a commission as Lieutenant in the Royal Garrison Artillery in 1914, but had to relinquish it, on account of ill health, in August, 1915. His health has much improved and he hopes to resume active work toward the end of this year. Davis, A. W:, see British Columbia Engineers, below. Alfred Fox, Jr., enlisted in the Public Schools Brigade, Royal Fusiliers, in September, 1914; was gazetted Lieutenant in the Royal Field Artillery in December, 1914, promoted to Captain in November, 1915, and Adjutant to 78th Brigade, Royal Field Artillery, in January, 1916. He was appointed Staff Captain of the 12th Divisional Artillery in November, 1917. He has served continuously in France since July 1, 1915. He was awarded the Military Cross in January, 1917, and four times mentioned in despatches. E. Fraser-Campbell writes that he joined the London University 0. T. C. in January, 1918, for five weeks; enlisted with the Argyll and Sutherland Highlanders in February, 1918, and attended a training course for officer cadets at Chatham for six weeks. He was commissioned 2d Lieutenant, Royal Engineers, in April, 1918. After two months on home training at Chatham, he landed in France on June 23, 1918, posted to 180th Tunnelling Co., R. E., and is now with his unit up on the line.

John M. Cairns, in an interesting letter dated June. 19, 1918, tells us of his experiences in Italy. He says, "It may interest you to know I came out to Italy after being on the Afghan frontier of Indian Baluchistan, in August last year, and for some time was posted at Turin as Railway Transport officer. At that time Turin was in the toils of the riots which were the forerunners and preliminaries which led up to the great Italian retreat (Capretto). Since then I have been all over Italy from (deleted by the censor) in Transportation intelligence, and now have just been transferred to the Directorate of Requisitions and Hirings, which now permits great opportunities of going nearly all over Italy (deleted by the censor). Lieut. Louis J. Brunel, now in France, was commissioned on July 27, 1917, as Second Lieutenant in the Engineers Reserve Corps, assigned to the 7th U. S. Engineers, Dec. 10, 1917, and has been with the American E. F. since Mar. 26, 1918. He was assigned to the staff of the General commanding the 5th Field Artillery Brigade, as Engineer Officer, on Aug. 6, 1918. E. Ross Housholder writes that "the record for pontoon bridge building was broken Sept. 25, 1918, by Section A, Co. 4, 5th Engineer Officers' Training School, at Camp Humphreys, Va., of which I am a member. The time was 15 min. 11 3/5 seconds. We then proceeded to break the record for dismantling in 9 min. 57 1/5 seconds. The length of the bridge section was 200 ft. The post band was sent out to meet us, and we feel proud of this record. I have met quite a few A. I. M. E.

Thomas H. Beddall, so we are informed by Major J. B. Carlock, has been promoted and is now Adjutant of the 1st Battalion, 1st Gas Regi¬ ment. He was awarded, last summer, the Croix de Guerre. R. A. Bull. See letter in Proceedings of Milwaukee Meeting. Captain Stanley C. Bullock's record since entering the service is given as follows in a letter recently received from Mrs. Bullock: Resigned position of mine manager in Chile in November, 1915, to return to England to obtain commission in Royal Engineers. Joined Officers' Training Corps, Dec. 20, 1915. Commission gazetted, Jan. 27, 1916, 2d Lieut., R. E. Landed in France, Feb. 6, 1916. Posted to 179th Tunnelling Co., R. E. Took part in following battles: Somme, 1916; Ypres;1917; Arras, 1917; Somme, March and July, 1917; Messines, 1917. Gazetted: Acting Captain, July 11, 1916; Temp.-Lieutenant, Oct. 26, 1916; Captain, Sept. 29, 1918. Awarded Military Cross, Jan. 1, 1918, for conspicuous bravery and devotion to duty under a heavy enemy gas bombardment, when, by his example and perseverance in spite of every difficulty and obstacle, mining work was successfully completed which was vital for the success of the operations. The Cross was presented to Capt. Bullock by the King, on Sept. 25, 1918. First Lieut. J. J. Cadot, in a letter sent to Mr. H. `V. Hardinge from France, says he has been at the "Front." He also mentions that the Boche "is a good sprinter."

H. McD. Lorain says in regard to his son, Captain S. H. Lorain; "It might be of interest to you to know that, although but 23 years of age, my son is captain of Co. C 107th U. S. Engineers, Thirty-second Division. He landed in France about the middle of February, 1918, and was commissioned a captain on Sept. 5, 1918. He started for the front the latter part of June and was there continuously until the armi-stice was signed, on Nov. 11, being on the front lines in the Argonne at that time. He is, at present, in Coblenz, Germany, with the Army of Occupation. Although much of his work was clone under artillery and machine-blur fire, as well as airplane bombs and fire, he escaped without a scratch. Once, he was the only one of a group who escaped without a scratch from an exploding shell." Lieut. Bernard H. Lasky, on a post card received a short time ago, gave the following brief record of his military career. "I have been serving with the 316th Engineers in France and in Flanders and had the satisfaction of being in the last big drive in Belgium which sent the enemy beyond Avaenarde and did much to increase their gait on their way to Brussels. On Oct. 1, I received a commission as second lieutenant and was assigned to Co. C of the 316th Engineers."

Lieut. Maxwell E. Erdory, now with the Army of Occupation in France, writes as follows: "The 602d Engrs., many of whose officers are members of the Institute, started its active service in France at Avocourt, where we built a road across `No Man's Land.' This road from Avocourt to Montfaucon started us on a career of road building which lasted from Sept. 26 to Nov. 9. The engineer in war has no working hours. Our first job meant 50 hr. continuous work, a layoff of 4 hr. and 18 hr. more. That was our initiation in this war game. "Back in the States we practised building trenches, dugouts, and underground shelters of all sorts. In France we were unfortunate enough to come upon the scene when the so-called open warfare started. That made all the above unnecessary. Roads was the cry and our job was to see that all the artillery got their roads and got over them. "I might mention here that the roads of France, which were in excellent condition except for numerous shell holes, w re one of the leading factors in the rapid termination of the war. "We built a narrow-gage railroad from Romagne to Landre St. George which cost us a few men. At Stenay we did our first bridge building. We built nine bridges across the Meuse, capable of carrying tanks, in 18 hr. The next day the American army crossed these bridges on their way to Virton, Belgium, and the Rhine. " Our course from Virton, Belgium, took us through Longwy, Musson, and Athus, in which towns I inspected the steel plants. In Musson as well as Longwy the Germans had destroyed most of the blast furnaces. This destruction began in August, 1917. In Athus the furnaces were in good condition, the Germans having removed all motors land electrical apparatus, rendering the plant inoperative. I have taken several photos of interest of these plants. "It is but fitting that I say that the engineer in this war has contributed much toward its success but the "Doughboy" is its hero and we engineers one and all say "All hail the Doughboy."

Major William R. Grunow, in a brief account off his military services, says: "I take pleasure in informing you that since my return from France I have been stationed at Camp A. A. Humphreys, Va., and am now on duty as a Senior Instructor at the Engineer Officers' Training School. While in France, I served as a company commander in the 305th Engineers and was later ordered to return to the United States for assignment to new troops. Upon arrival in the United States, I received my majority." P. F. Rodegerdts gives us the following account of his military service: "I enlisted in the Naval Reserve Flying Corps in San Francisco on Feb. 12, 1918. On February 10, I was ordered to Cambridge, Mass., where I was enrolled for the course in technical aircraft construction given at Massachusetts Institute of Technology. After successfully completing the course of instruction, I spent six weeks in practical construction of seaplanes at the Curtiss aeroplane factory in Buffalo. Following this, I was assigned to active service at Akron, Ohio, on June 22, 1918. At the same time I received my commission of ensign U.S.N. R.F. The following letter was received from Prof. Kemp in reply to a telegram expressing the greetings of the members attending the Annual Meeting in New York. "Melbourne Beach, Fla. Feb. 17, 1916. Dear Mr. Stoughton: The welcome telgram from the members of the Institute, which you kindly trans-mitted to me, came safely yesterday and I catch the next available mail with a heart-felt acknowledgment. I cannot express to you how greatly the remembrance cheers and braces me during the days of patient waiting for the feeling of over-strain to fully pass, and for the time when I can again be back among the friends in the Institute who are very clear to me. While I cannot reach all the members who joined in the telegram I will ask you to say to such as are available that I am profoundly sensible of the thoughtfulness which prompted the message. I write from a little bungalow on the ocean. side of the half mile or more of sand dunes, thickly grown with palmetto, which separate the ocean from the Indian River. Two miles or more of Indian River still intervene between the little colony of Melbourne Beach and Melbourne on the mainland and on the Florida East Coast R. R. where the telegraph station is. I was thus unable to respond at once by wire. Sincerely yours, (Signed) J. F. Kemp."

U.S. Steel Uncovers Massive Iron Ore Deposits in Nevada United States Steel Corporation has confirmed that mineral investigation in Lyon County, Nevada. has been under way since 1960. Confirmation followed press reports of a statement attributed to a Nevada State inspector of mines to the effect that the Corporation has found a major iron ore deposit that may also contain copper ill West Central Nevada. Drillings over the years in a number of locations have indicated extensive iron ore bodie containing a possible quarter of a billion tons of ore of a basically magnetite composition. analyzing less than 40% iron, which would require beneficiation for commercial use. Some of these deposits are deep- lying while others would permit open pit mining. These bodies contain copper in quantities of approxiimately 0.3%. More recent drilling in another area has disclosed evidence of additional deeply-lying deposits of a lower fe content but with more promising indications of copper. A realistic estimate of fe and cu ore reserves cannot be made until more drilling is completed.

The new saw mill at Cache Bay of the Geo. Gordon & Co., Ltd., a subsidiary of International Nickel Co., of Canada, is equipped with the first fully electric saw carriage drives in Ontario. It has a capacity of 120,000 ft of lumber in an 8-hr shift. About half of the mill's production is high grade white pine lumber which is shipped to the general market. The other half, red pine is used in the mining operations of International Nickel in the Sudbury district, 55 miles west of Cache Bay. [ ] Inco with a potential need of 77 million board ft a year, gets only part of its supply from the new mill. The milling firm became an Inco subsidiary Jan. 1, 1948.

[ ] Utilizing tendencies for low grade ores in the Sudbury District of Ontario to cave after higher grade ore has been mined, International Nickel Co., of Canada, Ltd., is recovering millions of tons of nickel-copper ore once regarded as submarginal. Inco is working lower grade ore than ever mined before from its underground operations because of the caving method and metallurgical practices. In the caving method, blocks containing as much as 1.5 million tons of ore are undercut. As ore from the undercut block is withdrawn, the block to be mined breaks away and starts to disintegrate as it moves downward. Inco is also using the blasthole method, using explosives to break slices of harder, tougher ore from solid material. Inco has built a new concentrator at one of its most recent shafts for handling the increased tonnages of low grade ore. The concentrator presently has a 10,000-ton per day capacity, and is scheduled to be increased to 12,000 tons. Hoisting from the mine is by push-button control and the ore is milled on the spot. A 7 ½ -mile pipeline carries bulk concentrate to reduction plants at Copper Cliff. Giant crushers, weighing 165 tons each, have been installed underground. Twenty-ton electric locomotives haul ore to the crushers. The expansion program is expected to lift total annual production of nickel in the free world to 375 million pounds annually, an increase of 150 million pounds. Inco is presently mining more than 1 million tons of ore per month from combined surface and underground operations.

After months of negotiations, the U. S. has agreed to buy between 6000 and 7000 long tons of Bolivian tin now stockpiled at Peruvian and Chilean ports, at $1.175 per lb, f.o.b. South American Ports. Harry A. McDonald of the Reconstruction Finance Corp. signed the contract with Victor Andrade, Bolivian ambassador. The Mercantile Metals and Ore Corp., of New York City, acted as the agent of Bolivia's Banco Minero in negotiating the deal. The contract is a short term one. Throughout the talks, the U. S. refused to make a long term agreement because of the possibility that Bolivia will soon nationalize its mines. The Bolivians desired to sell the U. S. 18,000 tons during a one-year pact. The price agreed upon is roughly the same as with Malayan producers. In the meantime, American Smelting & Refining Co., signed over control of its operations to the Bolivian Government. The formal act of leasing the mines to the Bolivian Government follows the announcement last July by the company that it was closing operations because of high costs. Contract terms were not disclosed.

Newtown Creek Water Pollution Control Plant in Brooklyn, NY is the largest of 14 Water Pollution Control Plants in New York City. It services over 1 million people with a current processing capacity of 310 million gallons daily. Upgrades to the plant have been underway since 1998. This paper details the foundation elements installed in three separate contracts during 2009: NC-41F, NC-36G, and NC-47G. The elements are Concrete-Filled Pipe Piles, H-Piles, Steel Sheet Piling, Secant Walls, Drilled Caissons, and High Capacity Micropiles. Soils on the site consist of fill over organic silty clay and silty sand. Beneath the organic layers lie lake sand and varved silt and clay, sitting atop glacial till and rock. Due to Federal Mandates, certain plant capacity and secondary treatment requirements had to be met by specific dates. Failure to meet the requirements would have an adverse affect on the NYC areas being serviced. Further complicating the project, the existing plant operations had to be maintained throughout the entire construction phase. To accommodate the constraints of the project, new specialty equipment and several key redesigns were used to maintain construction schedules

Discovered in 2014, the Arrow Uranium Deposit has undergone rapid development through successive drilling programs informed by geostatistical drill hole spacing studies. An independent third-party geostatistical drill hole spacing study was completed by Clayton V. Deutsch Consultants Inc. in 2017, evaluating the uncertainty of thickness, grade, density, and areal limit of the Arrow Deposit to determine a drill hole spacing suitable for Indicated Mineral Resources. Indicated spacing was defined to be 24 to 32 metres (“m”) to be within 15% of predicted for a nominal quarterly production volume with a probabilistic tolerance between 75 and 90%. The study not only defined the Indicated Mineral Resource resultant from the 2016 drill program, but also provided drill hole targeting criteria for subsequent drill programs aiming to convert Inferred to Indicated Mineral Resources. A subsequent geostatistical drill hole spacing study on the Arrow Deposit was completed by Clayton V. Deutsch with Resource Modeling Solutions in December 2018 to define Measured Mineral Resource spacing in support of the 2019 drill campaign. The study resulted in a drill hole spacing of 9 to 17 m to be within 15% of predicted for monthly and quarterly production volumes using an accepted industry probabilistic tolerance of 90%.

Since its discovery in February 2014, the Arrow Uranium Deposit has undergone rapid development through aggressive and systematic drilling programs and is now being progressed through advanced engineering and permitting. Based on the 2018 NI 43-101 Technical Report, the Probable Mineral Reserve estimate totals 234.1 million (“M”) pounds (“lbs”) triuranium octoxide (“U3O8”), contained in 3.43 M tonnes at an average grade of 3.09% U3O8. The proposed processing plant at the Rook I Project (the “Project”) will be capable of producing up to 31 M lbs of U3O8 per year, with a projected mine life of nine years based on the Probable Mineral Reserve estimate, although NexGen is permitting a 24-year operating life at the Project assuming the majority of Inferred Mineral Resources are upgraded to Indicated Mineral Resources with continued mineral resource development drilling. The Project will be developed through transverse and longitudinal longhole mining methods, pairing primary and secondary stoping techniques with a high degree of equipment mechanization which will provide a combination of good productivity, high extraction, and stable back support. This next generation of uranium operations combines the use of advanced tele-remote equipment and instrumentation with a low-cost bulk mining method and a best-in-class tailings management practice, effectively reducing operating costs and setting a new standard for elite environmental and social practices.

NexGen’s approach to uranium processing design including the crushing/grinding and leaching of raw ore through to yellowcake precipitation and tailings management focuses on minimizing surface footprint, freshwater consumption, and human radiation exposure. Applying the concept of best available technologies economically achievable (“BATEA”), NexGen continues to research, evaluate, test and validate various advanced technologies that can be incorporated into the Project design, including distinctive tailings storage techniques. Additionally, NexGen is proposing that tailings generated from the mill processes be used as cemented paste backfill of stopes, as well as stored in a purpose-built, Underground Tailings Management Facility (“UGTMF”) comprised of several dedicated chambers. The paste backfill method of tailings storage is used globally, however, constructing purpose-built tailings chambers in waste rock is a new concept in uranium mining, which would typically be cost prohibitive for most projects given the expense to develop non-economic material for the sole purpose of storing tailings. The Rook I Project is uniquely positioned to implement the UGTMF due to robust Project economics and favourable technical setting which provides NexGen with the opportunity to set an elite standard for tailings management. When compared to conventional surface tailings management facilities, storing tailings underground as cemented paste reduces geotechnical, geochemical, environmental, and human health risks associated with tailings management. Additionally, the UGTMF vastly reduces the area of surface disturbance and allows for progressive decommissioning during the life of mine operations.
