Changes in coke hardness affect the working of the blast furnace, for soft coke is an obstacle to proper furnace operation. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged; increasing this ratio increases the hardness of the coke. The best means of determining the hardness of coke is the combined tumbler and ball-mill. What is Good Coke? It is not always appreciated that the correct answer may be such a reliable forecast to the physical condition of the blast furnace, and incidentally its entire operation, that among the ordinary variations in other raw materials and also in operating conditions, it assumes a position of primary significance. Inasmuch as coke forms two-thirds of the total bulk of material charged, this assertion will not seem exaggerated, and in the subsequent discussion its applicability will be presented. Coke is the ideal blast-furnace fuel because it is strong and hard enough to resist the crushing and grinding effects of the furnace burden, and its porosity allows the ready passage of gas upward through the charge, and rapid combustion before the tuyeres. Coke deprived of its strength and with a cell structure physically frail and chemically susceptible to solution by carbon dioxide has its chief asset eliminated. When the melting zones are approached the fluid cinder trickling toward the hearth will envelope the small pieces of coke and form a sticky mass that will retard the free passage of gas. Blast pressure will then rise, driving will slow up and fragments of coke will lie inert before the tuyeres, rendered practically incombustible by their slaggy envelop. It is believed also that coke messes at cast are attributable to quantities of such coke floating unburned in the hearth. TIIe milling of talc, as is the case with many non-metallic minerals, until recently, has not received adequate technical consideration, for the talc industry has become of importance only within the last decade. At first, talc was used only in the massive form, for foot warmers, griddles, and so on, and milling methods were unnecessary. As the demand for ground talc increased, producers adopted the machinery used in the milling of flour; in fact, many talc mills were rebuilt flour mills. Improvement has been slow, but today several types of grinding and separating machinery are in use; many of them, however, are still inadequate and inefficient. To determine the best methods of milling talc, it is necessary to understand the essential properties a talc must possess to fit it for a particular use. For toilet purposes, whiteness, freedom from lime and grit, fineness of grain, and good "slip" are essential. As a paper filler or coating, the talc must be white, uniform, and fine grained, have a good slip, and be free from grit and iron; freedom from lime is a disputed point. Fibrous talc is supposed to be superior to massive on account of the interlocking of grains in the paper, thus increasing its strength; this point, though, is in doubt. In general, talc for the paper industry need not be of as high quality or as fine grained as that used for toilet purposes. Talc is usually bought by sample, for which reason it is difficult to state the essential properties for use in paint, rubber, roofing, and so on. The adoption of standard screen tests and standard grades by producers is necessary before an accurate basis for manufacturing or selling standards can be established. Off-color talcs might be utilized, as in Germany and Austria, by the establishment of standard grades of colored talcs. The machinery to be used depends on whether the talc is fibrous, foliated, or massive; hard or soft; of uniform or variable grade; pure or impure. In some cases, it is possible to change the mining practice or to utilize different sections of the deposit in order to vary some of these factors, but in many cases these factors are fixed, so the milling must be designed to suit the conditions.

When we see the magnificent passenger-trains of from 8 to 12 coaches, drawn by locomotives weighing from 100 to 110 tons, at speeds of from 50 to 60 miles per hour between terminals, to make a schedule of 45 miles per hour, and freighttrains of from 50 to 75 cars of 60,000 pounds capacity, drawn by one locomotive, it is hard to realize that it lacks a few months of fifteen years since my pioneer 5-inch 80-pound rail for the United States was laid by the New York Central aid Hudson River Railroad Co., in July, 1884, on the Harlem line. Shorter passenger-trains, of from 4 to 5 coaches, are run much faster, notably the Empire State Express, the schedule of which for the 440 miles between New York and Buffalo requires 53.3 miles per hour, calling for a running-speed, for much of the time, of from 65 to 75 miles per hour, while higher speeds are very common. On other railroads laid with my 5 1/8-inch 80-pound rail, speeds of from 60 to 75 miles per hour obtain in daily practice. On many of the important railroads east of the Mississippi high speeds of from 60 to 70 miles per hour are part of the daily service. So many instances of speeds of 90, and even 100, miles per hour have been recorded that they must be considered as likely to occur on important lines, and provision must be made for them in the track. Solid mail-trains of from 6 to 8 cars are run from New York to Chicago, 1000 miles, in twenty-four hours; and, commeneing with the present year, shorter trains are running from Chicago to San Francisco, 2000 miles, in three and one-half days. ThE Coalinga oil field is located on the west side of the San Joaquin Valley, California. The structure is in general a monocline, the edges of the oil horizon resting on the foot hills and dipping gently toward the east. One prominent anticline occurs plunging southeast. The earlier drilling was done in the foot hills comparatively near the outcrop and the wells were shallow. The sands were followed eastward and, in the case of the anticline, along the plunge, the wells becoming deeper and deeper until the depth of 4,000 ft. was reached and passed. There is nothing to show that the oil will not be found in quantity at still greater depth. In fact, some of the best producers have tapped the sand at close to 4,000 ft. The recovery of oil still farther to the east, and therefore at greater depth, seems to be mainly a question of drilling. In this territory the formations drilled through are chiefly sands and shales; they will not "stand up" in an open drilling hole; the casing has to be carried close to the bit, and it is always difficult to keep the casing free for any considerable distance. Ability to carry casing of comparatively large diameter without conductor pipes for distances of 2,000 or 3,000 ft. or over is desirable in such territory chiefly for two reasons. It makes it possible to enter the oil sand with a pipe of ample diameter; it eliminates one or more expensive strings of casing which act only as conductors for the water string, and furthermore, in territory where waters are encountered which corrode steel rapidly, it makes possible the construction of a rust- and alkali-resisting water string. It is always desirable to shut off top waters, which may lie within 100 ft. or less of the oil sand, with 10-in. pipe. Where the depth is so great that a practical weight of 10-in. pipe will not withstand the probable collapsing pressures, 81/4 in. at least is desirable. About the limit of rotary drilling to date in California seems to be the setting of the 10-in. string at 3,200 ft., although the rapid advance in rotary work during the past year seems to indicate that this depth may soon be increased. Having been requested to prepare a paper referring especially to my patents as applied to blast furnaces, I shall confine my discussion to those improvements and inventions pertaining directly to the blast furnace itself, omitting a number of patents pertaining to blast furnace operations. I spent the early part of my life in the construction of blast furnaces, from rivet-heating to drafting and designing, much of the work relating to repairs and rebuilding. Later, as I became more interested in maintenance and operation of a group of blast furnaces, one fact especially made a lasting impression on me; namely, that a very expensive piece of equipment was very short lived, and the expense of replacement, relining, etc., in many instances consumed most of the profits made while in actual operation. As far back as 1910, I began to lay plans to build with a view to permanency and not merely for a blast, the common expression at that time, which really meant only one or two years in southern practice. Since we did not then blow so hard most failures occurred in the bosh and hearth. The failure of either generally meant a complete new lining, as the inwall did not look good enough to last another blast. At that time we were using two types of hearth, one of heavy steel plate protected by well and sprays on the outside, and one of heavy cast iron, made in sections and bound together with wrought-iron bands. The former type proved dangerous, for if the iron should come through, as it frequently did, it would cut away the steel plate, quickly turning large quantities of molten iron into the water, causing a severe explosion and costly repairs. The cast-iron type gave trouble also by the iron finding its way through the joints between the sections, which was not so serious, since the iron would not cut a way the heavy cast-iron sections very quickly, and generally caused only small damage, and repairs were easily made. Both types have been improved; the former by the introduction of cast-iron water-cooled plates, placed on the inside of the steel jacket. This has proved to be very good construction, but has no real claim to permanency. As the cast-iron plates cannot be replaced from the outside, the operator must assume that some time, at no late date, he must replace them from the inside, which will mean a blowing out of the furnace. The property of the Spring Valley Coal Company, situated in Bureau county, Ill., comprises something more than 30,000 acres of coal-lands, on which have been opened four mines, designated as Nos. 1, 2, 3 and 4. Figs. 1, 2, 3 and 4 are plans of the first three; and Fig. 7 is a view of the surface-plant at No. 4, the workings of which it is not necessary to illustrate, as this mine has been practically merged in No. 2. No. 4 shaft is only 500 feet from No. 2, and both are ventilated by the same fan, and are in the same circle of air-supply. In speaking of No. 2, we now include No. 4. The system pursued in all the mines is " long-wall advancing," and the shafts are all vertical. The seam worked is locally and commercially known, in the Illinois series, as No. 3; but its position in the geological series is that of No. 2. It averages in thickness about 42 inches, arid has no partings, but mines in rectangular lumps, which stand a large amount of handling before breaking. An analysis made from Colliery No. 1 gave the following : Per cent. Petroleum occurs, in nature, as a fluid saturating the pore spaces between the grains of porous rocks or aggregations of rock particles such as sand, sandstone, conglomerate, shale, limestone, etc. The oil, under the influence of gas pressure, hydrostatic pressure, gravity, earth pressure, and, perhaps, other natural forces, is caused to flow through the porous "reservoir rock1' into wells penetrating the stratum in which the oil occurs. The principal moving force is the pressure of dissolved or occluded natural gas within the oil, though this force is assisted by gravity and by the hydrostatic or buoyant pressure of ground water about the edges of the "pool." The wells, providing outlets to the surface, are centers of reduced pressure and the flow of rock fluids into a particular well is usually an expression of the difference in pressure existing between the space within the well and that of the stored oil within the reservoir rock. The greater this differential pressure, the more rapidly will oil flow from the source rock into the well. Opposing movement of the oil from the reservoir rock into the well are certain natural forces related to the rock structure, such as pore friction and capillarity, and certain others related to the physical properties of the oil, such as viscosity and adhesion. The differential pressure between the well and the boundaries of the area drained by it must be sufficient to overcome the forces opposing flow if there is to be movement of oil into the well. If by any device the resistance to movement of the oil may be reduced, the oil will flow into the well at a more rapid rate and the effective area of drainage will be increased.

We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions. This investigation was undertaken for the purpose of determining, in a systematic way, the effect of the rate of cooling of steels, heated to above the transformation range, on their various mechanical properties. This paper gives the results obtained in the investigation of the heat treatment of carbon steels carried out under the auspices of the Committee on The Heat Treatment of Carbon Steels of the Engineering Division, National Research Council. The objects of this committee, of which Dr. Henry M. Howe was chairman, were to increase knowledge of the influence of heat treatment on the mechanical properties of carbon steel. The mcthod pursued was to subject specimens of steel of the carbon contents most used for engineering work, 0.34 per cent., 0.52 per cent., and 0.75 per cent., to various heat treatments, and to test the mechanical properties thus induced. The steels were the same as were used by the committee on fatigue phenomena. This project was financed jointly by the U. S. Bureaus of Mines and Standards; industries and university laboratories have cooperated. A large part of the work was done at Doctor Howe's private laboratory. The committee consisted of F. B. Foley, H. AT. Boylston, H. C. Boynton, G. K. Burgess, H. J. French, J. H. Hall, Zay Jeffries, R. S. Johnston, F. C. Langenberg, H. F. Moore, E. H. Yeirce, H. S. Rawdon, W. E. Ruder and 11. J. Stagg. Although portable fire extinguishers are valuable for fires in an incipient stage, some medium that will dissipate a large amount of heat is needed to fight a fire in mine timbers, because of the size to which the fire will probably have grown before it is discovered. Scaling off, or otherwise smothering such a fire with gases that will not support combustion, is often ineffective for the residual heat will cause reignition when the area is opened and fresh air reaches the hot charred timber. The most effective ways of fighting mine fires, therefore, are to drown and cool the hot zone with water, and to "load out" the partly burned material. Either of these methods requires a direct attack of water ; upon the inflamed material; therefore, every mine containing a large ' quantity of timber or other combustible should be as completely equipped with a fire-hydrant system as it is with compressed-air mains. Mine managers may object to the expenditure, especially if they have not suffered from mine fires. The cost of such preventative measures, however, is only a small portion of the possible losses, and the water pipes can be used for other purposes, which will pay the carrying charges. They can supply water to the rock drills, which will encourage more wet drilling with hollow-drill steel, for the trouble and expense of packing water to individual tanks at the drills will be removed. The carbon-tetrachloride hand extinguishers seem to have no place in mining except for fires that start in electrical equipment. They give off noxious gas, which may prove poisonous in confined quarters; and as it is heavier than air it is of no value for smothering fires overhead or in side timbers and would be dissipated by a good ventilating draft. The old soda-acid extinguisher or the more modern "foam" types ' are preferable. The former probably does not rely for its efficacy on the carbon dioxide generated but on the smothering and cooling effect of the water and the trajectory of stream that may be obtained because of the gas pressure developed. The mechanical behavior of metals and alloys is presumably conditioned by two factors; namely, the crystallinc symmetry and the interatomic forces. Considerable attention has been given to the first of these factors through the recent advances in X-ray technique. It is the purpose of the present paper to call attention to the importance of the second of these factors, to point out promising methods of investigation, and to present some pertinent data. Plastic deformation takes place by slip along atomic planes.' This slip may be inhibited in a number of ways: by the interatomic forces of, cohesion which bind the atoms rigidly in a lattice structure, which in pure metals is usually of high symmetry; by latticc distortion caused by solid solution formation or by mechanical strain; by the intercrystalline boundaries whcrc slip is restrained, probably by the non-registration of the atom planes in adjacent crystal1ites;2 and by the presence of small hard particles which serve to "key" the slip along the atom planes.5 In pure metals, and perhaps also in solid solutions, the atom planes of easiest slip are those exhibhing the greatest density of atomic population and the greatest interplanar distance4 and apparently can now be pre-dict,ed from the analysis of the lattices. Concerning the interatomic forccs, which resist this slip by holding the atoms firmly together, little is known. Most textbooks on physical metallurgy, following the work of Bot-tone,5 correlate the hardness of the pure metals with the atomic volume,

The relation between the course, or path, of the fracture of metals and alloys, produced in service or as a result of certain laboratory tests, and the crystalline units of which such materials are composed is of utmost importance. The fracture of normal material is, in general, intracrystalline, i.e., it consists of a break across the grains rather than of a separation between them. An interorystalline fracture indicates either that the metal is of very inferior quality or that the break occurred under very unusual conditions, e.g., at a very high temperature. The usual mechanical tests, when applied to metals of the type that breaks with an intercrystalline fracture, merely measure the coherence of adjacent grains for one another and reveal little as to the real properties of the metal itself. Even such a soft plastic substance as lead, under suitable conditions, may be rendered so weak and brittle that the metal can be easily crumbled into powder by the fingers although the constituent grains have lost none of the intrinsic properties of lead. Various erroneous explanations of this behavior of lead have appeared in the scientific literature, the change being described usually as an allotropic one. The importance, in an industrial sense, of a proper explanation of this type of the corrosion of lead justifies the description of the type of metal deterioration that follows. Corroded Lead Sheathing In Figs. 1 and 2 are shown two typical specimens of corroded lead sheathing selected from materials submitted to the Bureau of Standards for examination. Fig; 1 shows a section of the sheathing of an aerial cable; Fig. 2, that of the lead covering of a subterranean feeder-line of an electric light system. In this case the deterioration had proceeded to a much great'er extent than in the case shown in Fig. 1 so that certain portions of the metal could easily be crumbled into a coarse gray powder by the fingers. In substance, the international aspects of the petroleum industry, as these relate to the United States, are as follows: The domestic production is not keeping pace with the domestic demands; our best engineering talent warns us of the imminence of a decreased production by our oil wells, although more oil is needed; and the only practical source whence this increasing demand can be supplied for some time to come will be the foreign fields. Other nations have given thought to the future and, in recent years, have shown a tendency to adopt strong nationalistic policies regarding their petroleum resources, policies that hinder or prevent the exploitation of these resources by other nationals. In consequence, we find that, facing a probable shortage of the domestic supply, our nationals are excluded from foreign fields; and this in spite of the fact that foreign nationals have been permitted to enter into and exploit our own oil resources on an equality with American citizens and without hindrance or restrictions. This country has supplied the larger part of the petroleum consumed by the world and yet, with a failing supply imminent, it finds that those countries that, have been drawing upon our resources to supply their needs are showing a tendency to exclude us from their resources. I was wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind—that is to say, his religion. Our President asked me if I would say something this afternoon and I find in the bulbtin that the text of the discourses which we are to have here this afternoon is "Internlttional Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-—to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources; some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity—or, to use the word now more common and of deeper significance—brotherhood. In the exploration of a copper deposit by drilling, obvious advantages are to be gained from a distinction between primary and secondary ore.' Perhaps the chief of these is the aid which such a distinction renders in determining where a given hole should stop. The copper assay, often a sufficient guide, cannot always be exclusively relied upon. Primary ores may extend downward indefinitely and may fluctuate in value independently of depth: if primary ores are consistently lean for a considerable vertical distance, there is little reason to expect that, still deeper, they will increase to the commercial grade; on the other hand, rich primary ores may persist uninterruptedly downward or may come in again below a lean interval. Secondary ores, however, have a comparatively limited vertical extent; in a large way enrichment decreases with depth and finally gives out. It follows then, that when a hole descends from profitable ore into ore of less than the commercial minimum, the practical significance of the situation depends upon whether this decrease results from a decrease in secondary enrichment or is a variation in primary content: if the copper of the ore passed through has been chiefly secondary, little is gained in the average case by extending the hole much below the point at which the commercial limit is reached; but, when copper is chiefly primary, due weight must be given to the possibility that, still deeper, the ore may again improve. BefoRe a new coal-washing plant is installed, or an existing washery is remodelled and improved, considerable experimental work on the coal to be washed should be done. A thorough examination of a coal, to determine whether it can be washed successfully and the best and most economical process for securing a satisfactory grade of washed coal, calls for mine sampling, analytical work, and experimental coal-washing tests which may require several months' time and the expenditure of considerable money. Having collected the required data on the characteristics of the coal and the results secured with different types of machines under different sets of conditions, it is necessary to decide what method of treatment should be used. The interpretation of the experimental data is no small part of the problem. The first step in the investigative work is to determine from the characteristics of the coal and the manner of occurrence of the impurities whether it is possible to separate the dirt from the coal and produce a washed coal of the required quality. Then it is necessary to select the type of washer or the system of treatment that will produce the greatest amount of washed coal of this grade for the least cost. To secure this information, tests may be made at laboratories operated by consulting or contracting engineers, at the testing plants of machinery manufacturers, at commercial washeries, or in an experimental washery erected on the site of the proposed plant. Such tests will produce figures in which every factor, including analyses of raw coal and washed coal and yield of washed coal, may vary widely. To reduce these results to a common basis for comparison is very difficult. A number of plans
