Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 13, 2008 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. This will be the 21st Annual National Mining Museum and Induction Banquet. The four inductees are Lew Eklund, 76, Carrie Jane Billings Everson (1843-1914), ?Colonel? William C. Greene (1851-1911) and Arthur L. Hawkesworth (1860-1905). Lew Eklund founded Eklund Drilling that is now based in Elko, NV. He invented many designs that play a major role in today?s mining industry. His Cyclo Blower and various sampling devices he designed helped to revolutionize gold deposit exploration by allowing mining companies to effectively sample microscopic gold. Carrie Jane Billings Everson discovered and proved a method for bulk oil flotation concentration of mineral ores, the precursor to modern froth flotation methods of minerals concentration. She patented her process in 1886. In the early 1890s, coworkers built and operated demonstration plants incorporating her bulk oil flotation process. ?Colonel? William C. Greene was responsible for the development of the great copper mining properties of Cananea, Mexico. In seven years, he went from ragged cattleman and adventurer to the greatest captain of industry the borderlands have ever seen. Arthur L. Hawkesworth was a master mechanic for Anaconda Copper. He invented the detachable drill bit. His invention generated tremendous savings for the mining industry in time, in dollars and in safer operating conditions underground. His bit?s long lasting contribution to improved mine economics is immeasurable. The 21st Annual National Mining Museum and Induction Banquet will begin with an open house and reception at 5:30 p.m. followed by the dinner and program at 7 p.m. The inductions will bring to 201 the number of mining ?greats? whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

The 16th annual Mining Hall of Fame induction banquet will begin with a reception and open house at 5:30p.m., followed by the dinner and program at 7 p.m. The six inductees include James M. Gerstley, the only living member, and George O. Argall, Jr.; John F. “Leadville Johnny” Campion; Charles R. Nailler; Edwin N. Pennebaker and Russell L. Wood.

"The National Mining Hall of Fame and Museum (NMHFM) announced the 2018 National Mining Hall of Fame inductees. This year’s inductees, selected by the National Mining Hall of Fame’s Board of Governors, represent exploration, extraction, management, education and research and development in the U.S. mining industry. Their contributions have had significant and lasting impacts on the mineral and mining industry; these individuals were selected for being mavericks, thought leaders, researchers, educators, mentors, wealth builders and philanthropists.Professor John M. Guilbert, Dr. Leo J. Miller, Robert E. (Bob) Murray and Douglas (Doug) B. Silver will join 240 other mining industry luminaries when formally inducted into the National Mining Hall of Fame on Sept. 29, 2018. Additionally, the Prazen Living Legend of Mining Award will be presented to the Freeport- McMoRan Foundation. Guilbert was a renowned geologist and professor of economic geology at the University of Arizona; he had a distinguished 50-plus year career in academia and business. Guilbert, together with J. David Lowell, worked on the most important breakthrough in mineral exploration in the last 100 years, the Porphyry Copper Model. This work, known as the Lowell and Guilbert Model, was utilized by exploration geologists worldwide over the next four decades to discover hundreds of millions of tons of copper metal and numerous profitable mines including the prosperous Bajo de la Alumbrera copper mine in Argentina. Guilbert was a founder of The World Museum of Mining in Butte, MT. He was the recipient of countless awards including the Society of Economic Geologists (SEG) R.A.F. Penrose Medal as well as the D.C. Jackling Award from the SME.Dr. Leo J. Miller was a maverick in the mining industry and no armchair geologist. He believed that active fieldwork, on foot with a rock pick, was indispensable for exploration. His basic tenet was to absorb as much information about an exploration target up front, formulate ideas – sometimes novel ones — and then get out into the field to prove those ideas. Miller was known to diverge from the standard interpretation of the geological processes, which formed the mineral deposits, and to apply innovative applications of high-tech tools to more usual exploration programs. This approach resulted in a 50-plus year career that included the discovery of the Kidd Creek massive sulfide deposit and the development of the Lee Creek phosphate deposit; which other explorers had previously given up on, believing whatever phosphate might be present would be too difficult and expensive to mine. The recipient of many honors and awards, Miller received the SME Robert M. Dreyer award in recognition of outstanding achievement in ore discoveries."

The Motor Truck Sections of the 20th Annual Automobile Shows of 1920, to be held in the 8th Coast Artillery Armory, New York, Jan. 3 to 10, 1920, and in the International Amphitheatre, Chicago, Jan. 24 to 31, 1920, will he the largest and most comprehensive exhibitions of the kind ever held. Approximately 125,000 sq. ft. of exhibition space has been alloted at each place and upward of seventy makes of motor trucks, together with trailers, pacts and accessories will be dis-played. In conjunction with these expositions, Highway Transport Conferences will be held, with sessions each afternoon and evening. While there is no immediate worldwide shortage of hard minerals, the consumption of natural resources is constantly increasing, and there are ominous predictions of shortages to come. Means of meeting rapidly increasing demands are being implemented. These include such methods as exploration and discovery of new ore bodies, development of new mines, increasing production at existing mines, working or reopening known deposits of lower grade ore and tailings, recycling old materials, and developing more efficient and less wasteful processes to convert ores and metals into useful products. The United States, although itself mineral-rich, depends in large measure on imports for many key minerals and basic materials derived therefrom. According to the Department of the Interior, the U. S. depends upon imports for more than half of its supply of six of the basic thirteen raw materials required by any industrialized society - aluminum, chromium, manganese, nickel, tin, and zinc. By 1985 the country will also depend upon imports for more than half of its iron and tungsten, and by the year 2000 imports will have to supply more than half of the copper, potassium, and sulfur that it requires.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

THE need for coordinated effort on public problem by engineers has long been felt. Early in June there will assemble in Washington a conference composed of delegates from all the engineering organizations in the country. The call for this conference is issued by the Joint Conference , Committee of the four national societies as the completion of its work on the organization of a congress composed of delegates representing all the engineering organizations of the United States. The plan for this confederation was presented at a joint meeting of the administrative boards of the national founder societies on Jan. 23, 1920; and was unanimously approved in principle by that meeting. The work of the committee since that date has consisted in drafting a constitution of the organization to be presented at the conference for discussion and, after such amendments as may be adopted, acceptance.

THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

The movement to reclaim abandoned mine sites has gained momentum as federal, state, and private organizations have increased their commitment and resources to tackle mutual, and often controversial, problems of health and safety. Numerous interorganizational agreements have been implemented to promote cooperation in the characterization of mine site hazards, development of mutually acceptable plans of remediation, and sharing of actual cleanup requirements. Working through these partnerships, the federal land management agencies have begun to focus on abandoned mine reclamation in selected, priority watersheds and other drainage basins. Although there are major difficulties to overcome, significant progress continues to be made.

The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. Explosives, originally used only in fireworks and warfare, became legitimate contributors to human progress when miners in Eastern Europe began using them to break rock in the early 1600%. Since that time these powerful materials have had a dual role in the world: as agents of destruction in war, and as irreplaceable tools necessary to advance civilization. In the latter role, they serve as agents to enable mankind to produce metals, build roads, and drive tunnels. In other words, to provide those materials, services, and infrastructure without which the modern world could not exist.

Last spring the suggestion was made that the national engineering societies offer to assist the War Department in the formation of an engineer reserve in the United States Army. The suggestion was brought to the attention of some of the officers of the Army, who commended it and confirmed the belief that the need of such a reserve was a real one; that the European war had distinctly shown that engineers in time of war are required on a scale never before realized and of great varieties of experience. In our own army no adequate provision is made for great numbers of engineers, for although the corps of engineers is composed of men of the very highest professional proficiency in certain lines it is greatly short of the numerical strength that would be immediately required. Acting on this suggestion, the American Society of Civil Engineers, the American Institute of Mining Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers and the American Institute of Consulting Engineers appointed committees authorized and directed to take such steps as might be advisable to urge the organization of such a reserve corps as part of the. regular army, and so assist in putting the United States in a better condition of prepared-

The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

National Steel Pellet Company (NSPC) conducted pilot scale testing and computer simulation studies which indicates that the capacity of the secondary grinding mill could be increased and that concentrate grade improvement could be expected with improved classification in the grinding circuit. Based on these studies, a decision was made to modify one secondary ball mill line at NSPC to include both cyclone and screen classification with magnetic separation applied to the circulating load. This paper will briefly discuss the studies leading to the decision to modify the circuit, the design of the modified circuit and the initial start-up and operating experience.

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."
