THE material available for mineralogic study, consisted of drill cores, 2 to 3 in. thick, supplemented by small well cuttings. Such study has added no essential new information regarding the minerals, though the refractive indices, used for determinative purposes, have been determined more accurately than before, permitting the development of a scheme for the rapid identification of these minerals. The essential points brought out by the investigation are two: (1) that certain mineral associations evidently point the way to an understanding of the geologic history and (2) that a definite sequence of mineral formation has taken place so that the original minerals formed have been in part-reacted on producing new compounds and associations; Twenty minerals have been found. THE Ross mine, a subsidiary operation of Hollinger Consolidated Gold Mines, Limited, is situated near the north end of lot 1, concession 2, Hislop township, Ontario. The property comprises the north half of lot 1, concession 2, and the south one-third of lot 1, concession 3. It is readily reached by a good motor road from the village of Ramore, 7.5 miles to the southeast on the Temiskaming and Northern Ontario railway. The-mine has been developed to a depth of 900 feet and the current daily production rate is about 260 tons. From the inception of operations in March, 1935, until December 31st, 1942, 455,720 tons of ore with a total value of $4,169,-316 have been milled. The silver to gold ratio of 1.48 to 1 is unusually high for Ontario gold mines. The deposit is interesting because the relationship between hydrothermal metamorphism and three successive stages of fracturing and mineralization is marked with considerable clarity. During the past seven years, detailed geological maps of the mine have been kept up to date, many thousands of feet of diamond-drill core have been logged, and numerous thin and polished ore sections have been studied. The present paper describes the structure and mineralogy of the orebodies.

The porphyry copper minerals of Melanesia occur within a host of narrow veinlets in predominantly quartz diorite stocks or as contact metasomatic masses in skarns adjacent to the intrusion. Some 90 per cent of the constituent minerals comprise pyrite or marcasite, chalcopyrite, and magnetite with the remainder mainly bornite and hematite with accessory rutile and chalcocite together with several trace minerals. Gold is found mainly as inclusions in chalcopyrite, and minor molybdenite occurs likewise.Of particular significance is the persistent occurrence of accessory rutile of hydrothermal origin intimately intergrown with chalcopyrite. The rutile occurs relatively late in the hydrothermal sequence and upon weathering of the deposit may be released on a cumulative basis possibly in sufficient amounts to constitute a particulate pathfinder mineral which may aid in prospecting.Rutile is present in all the Melanesian occurrences studied and is also prominent in several American deposits.The porphyry copper mineralogy is characterized by the presence of accessory hydrothermal rutile intergrown with chalcopyrite.

The San Luis deposit is one of the few documented gold deposits on a detachment surface. This paper presents mineralogic and geochemical data that was gathered to characterize the mineralization, classify the ore deposit, and provide details of the ore forming process. Included are data on the paragenesis; alteration-mineral assemblages major and trace element geochemistry, and fluid inclusions. The San Luis deposit occurs on the western slope of the Sangre de Cristo Mountains adjacent to the San Luis Basin about 5 miles northeast of the town of San Luis in Costillo County, south-central Colorado. Mineralization was discovered in the district in the early 17th century. Production began in 1890 on lead-silver ores from which the district took the name the old name of "El Plomo". From 1897 through 1934 gold was intermittently produced. Battle Mountain Gold Company took an option on the property in 1987 and proved on ore body comprising an eastern block that has 1,277,300 t ore at a grade of 1.68 g/t and a western block of 9,744,000 t with a grade of 1.34 g/t. Production began in 1990. A companion paper by Benson (1994) describes the San Luis district and the ore body, hence the reader is referred to this or Robert and David (1990) for details of the geology from which the following is summarized.

The high-grade Th-U-Y zone is one of the numerous mineralized zones found in the El Garra El Hamra hydrothermally altered syenites in southwestern Egypt. It is characterized by the thorium minerals thorite and thorogummite, which are closely associated with xenotime-(Y). This zone of mineralization is localized in the eastern part of the El Garra El Hamra hydrothermally altered syenites. This zone does not relate to the first phase of syenites that appeared on the surface but is linked to the other, hidden phase of the syenitic body. Additionally, the fluids responsible for the mineralization of this zone belong to the late-stage hydrothermal event as well as the fault action due to the fact that it had continued reactivations for a long period of time. The studied mineralized zone also contains ceriopyrochlore-(Ce),(Ce,Ca,)2 (Nb,Ta)2O6 (OH), fluorite (CaF2) and barite (BaSO4), which are found in considerable amounts, whereas apatite (Ca5(PO4)3F) and chromite (FeCr2O4) are rarely found together with Fe-oxi-hydroxides (hematite and goethite) with a minor amount of jarosite (KFe33+(OH)6(SO4)2). Finally, the main constituent mineral in the zone is the pseudomorph perthite in addition to quartz, which is found as deformed crystals. A technological sample was collected from this zone and was found to assay 4.62 weight percent thorium (Th), 0.37 weight percent uranium (U) and 3.12 weight percent rare earth elements (REEs). From the chemical and mineralogical composition of the studied technological sample, the leachabilities of Th, U and REEs were investigated using sulfuric acid (H2SO4) agitation leaching and pug leaching methods. The latter was found to be preferred under the conditions of 0.54 ton H2SO4 per ton of altered syenite at 110 °C for two hours.

"The Magnet Cove barite-sulphide deposit is a raking pipe-like body that replaced and partly filled a large brecciated zone at the junction of two faults at the contact between sedimentary rocks of the Horton and Windsor Groups of Mississippian age. The principal minerals in the deposit are siderite, barite, hematite, pyrite, marcasite, galena, sphalerite, chalcopyrite, tennantite, proustite, pearceite, acanthite and stromeyerite. The mineral assemblage and textural relationships indicate that the minerals were deposited from low-temperature solutions. The source of the elements in the deposit is believed to be the enclosing sedimentary rocks, with connate or ground waters as the transporting medium, and solubility products as the governing factor controlling the abundance and order of deposition of the minerals."

En este sentido, se encontró similitud en la composición mineralógica a niveles macro y microscópico entre los yacimientos mencionados anteriormente. La mineralización en "Río Seco" presenta carácteres geométricos semejantes a los mencionados para el tipo "veta", con un desarrollo notable en el tamaño de todas las fases minerales. Para mantener su ritmo de desarrollo industrial, Latinoamérica necesita divisas provenientes de la exportación de materias primas, donde la conservación de los mercados y el aprovechamiento de los mismos. Several years ago, North American mining companies began to realize they needed to expand their spheres to remain viable. This strategy has been successful, according to Robert W. Schafer. Today, companies from other continents have also recognized the need for an international view for long-term growth and viability, he said. Schafer is vice president for exploration with Kinross Gold. He was the program chairman and moderator of the keynote session at the 1997 SME annual meeting, held in Denver, CO, Feb. 23-27. The theme of the meeting was "Minerals - Serving the Global Community." A record attendance of more than 6,000 people participated in the meeting, which featured 415 exhibitors occupying 582 booths. The title of the keynote session was "Corporate Perspectives on a Global Minerals Industry." Each of the three keynote speakers discussed a different perspective of a global minerals industry.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. Of the six forms of asbestos, only three have been used to any significant extent in commerce. These are chrysotile, crocidolite, and amosite. Between 1870 and 1980, approximately 100 million tonnes of asbestos was mined worldwide, of which more than 90 million tonnes was the chrysotile variety, about 2.7 million tonnes the crocidolite variety, and about 2.2 million tonnes the amosite variety. The three principal diseases related to asbestos exposure are (1) lung cancer, (2) cancer of the pleural and peritoneal membranes (mesothelioma), and (3) asbestosis, a condition in which the lung tissue becomes fibrous and thus loses its ability to function. These diseases, however, are not equally prevalent in the various groups of asbestos workers that have been studied: the amount and type of disease depend on the duration of exposure, the intensity of exposure, and particularly, the type or types of asbestos to which the individual has been exposed. Lung cancer is caused by exposure to chrysotile, amosite, and crocidolite asbestos; however, increased risk of this disease is usually found only in those who also smoke. Asbestosis is caused by prolonged exposure to all forms of asbestos, whereas mesothelioma is principally caused by exposure to crocidolite asbestos. There is good evidence that chrysotile asbestos does not cause any significant amount of mesothelioma mortality, even after very heavy exposure. The common nonasbestiform amphibole minerals, cummingtonite, grunerite, tremolite, anthophyllite, and actinolite, which are often defined as "asbestos" for regulatory purposes, have not been shown to cause disease in miners. Chrysotile asbestos, which accounts for about 95 percent of the asbestos used in the United States, has been shown by extensive Canadian studies to be safe when exposures do not exceed 1 fiber per cm3 for the working lifetime. Chrysotile dust levels found in buildings rarely exceed 0.001 fibers per cm3. Such dust concentrations will have no measurable health effect on the building occupants. Present and future controls of minerals defined as "asbestos" and removal of asbestos from buildings and homes may cost many billions of dollars. Much of this expense is unnecessary and even counterproductive. Asbestos abatement could in fact produce a health risk to those exposed to dusts during and after removal operations overly restrictive controls could force the use of poor or dangerous substitutes, and could greatly affect the hard-rock mining industry.

Generalizations therefore are made whenever possible and not always is the source of the information meticulously cited. The United Nations regularly publishes trade data on mineral commodities. E. J. Gealy, and C. L Kimbell, of the U S Bureau of Mines (USBM), work with these data and estimate that they cover approximately 78% of total mineral commodities traded. THE NATURE AND SCOPE OF INTERNATIONAL TRADE The two and a half decades since World War II have witnessed an unprecedented growth international commerce The end of the war found the world economy seriously crippled. Many countries had suffered severe war damage; international trade was disrupted and nations had to resort to exchange controls and bilateral trading arrangements. The postwar recovery, however, was remarkably rapid Within two decades, world Income more than doubled, and world trade which was less than $60 billion in 1948 exceeded $200 billion in 1968, 8 and reached $278 billion in 1970.18 The growing world trade contributed to world prosperity which in turn fostered growth of trade. This dramatic growth of international commerce was made possible by the progressive liberalization of trade and capital movements by the major trading nations of the world which began immediately after the War and has not yet completely lost its steam. INTRODUCTION Environmental impacts are most commonly associated with air and water pollution. Not- withstanding this fact, to many people the primary disruption caused by mineral extraction is the change in the character of the locale. That is, the environmental impact of mining includes, but is not limited to, the generation of residuals. The dramatic transformation of wilderness or rural land often creates strong reactions to mineral development. Thus, the basic issues of land use management are a useful addition to environmental discussion. In this section, we take up a discussion of federal, state, and local land use management regimes, along with a brief introduction to the potential role of economic analysis. Elsewhere in this volume, land management issues are discussed from other orientations, and the interested reader may wish to look there as well. Locatable Minerals on Federal Lands Legislation and Administration: Access to hard-rock minerals on the public lands is governed by the General Mining Law of 1872. This law declares that "valuable mineral deposits in land belonging to the United States . . . are hereby declared to be free and open to exploration and purchase . . . ." In order to initiate rights, prospectors are required to physically stake claims of specified sizes and shapes following basic procedures set by federal law which may be supplemented by the individual states. Rights to these claims are protected at the exploration stage so long as actual possession is maintained and diligent exploration activity is underway. If a valuable mineral deposit is discovered on the claim, the claimholder earns the exclusive right of possession as against private parties so long as the claim is properly maintained. To maintain this exclusive right the claimholder must per- form $100 worth of labor or improvements, known as assessment work, on each claim every year and make related annual filings with the U. S. Department of the Interior. If the existence of a valuable mineral deposit can be demonstrated, and other legal requirements are met, the claimholder may receive a patent giving full title to the claimed land, including the surface in most cases. The purchase price is either $2.50 or $5 .OO per acre. The Mining Law has remained largely un- changed by legislative amendment during its now more than 100-vear existence. However, while the law itself has not changed, its interpretation and administration have changed considerably. Written at a time of rapid western expansion of the U.S. following the Civil War, the intent of the law was to promote mineral development by inviting unrestricted prospecting and by selling the lands containing mineral deposits at a minimal charge. As federal land policy shifted from one of rapid disposal into private ownership to one of retention and management for a number of uses, mineral patenting requirements have been administered more strictly. The most critical issue concerns what must be demonstrated to establish the existence of a valuable mineral deposit. The so-called "prudent man" standard was established in the case of Castle v. Womble (19 L.D. 455 (1894)):

INTRODUCTION What I want to discuss is the future pattern of manpower in the mining industry, and I should like to begin by examining some relevant statistics. There are four areas that must be examined. Firstly, the future rate of production of different minerals must be estimated. Secondly, an assessment must be made of the balance of different mining technologies likely to be used for each mineral. Thirdly, the manpower requirements for each technology must be determined.
