A mineral exploration manager's prime function is to provide a frame- work within which new mine production can be achieved. As part of this framework, the manager should know his employerb future requirements, and should direct exploration towards those particular mineral commodities which indicate satisfactory growth in consumption and price. Selection of these commodities can be assisted by studies of world reserves, and long term trends in price and consumption. Exploration planning is most efficient with an assured and reasonably uniform supply of funds.

Mineral exploration management has undergone major changes particularly in the last decade. Parallel to these changes in management, and partially responsible for them, have been the changes in governmental laws and regulations at both National and State levels reinforced by a highly competitive climate created by the exploration boom in Australia. The influence of overseas methods and approaches have been married to the Australian techniques resulting in a management climate which is not only familiar with the technical aspects of exploration, but is also familiar with the personnel, economic and legal phases associated with the expenditure of very large sums of money. The utilization of all the geosciences coupled with mathematical models and computer techniques for pre-selection and assessment of areas are now normal aids used in management decisions. Management techniques developed and being developed will ensure that successful exploration will be carried out if sufficient incentives are guaranteed.

Past successes of low impact mineral exploration and rehabilitation of mined areas in developed land of subdued contour provide little guidance for similar activity in more sensitive high country or mountain environments. Land management agencies and environmental pressure groups have expressed considerable concern about mineral development in these areas by land especially where the land involved has high environmental or productive values. Mineral explorers are responding with detailed proposals for integration of environmental assessment and mineral exploration at an early stage. A model programme for Fiordland National Park presented in this paper illustrates this approach.

Mineral exploration carried out in Ireland since the mid-1950s has resulted in the discovery of ore deposits that are now in production atTynagh (Pb-Zn-Cu-Ag), Silvermines (Zn-Pb) and nearby Ballynoe (barite), and Gortdrum (Cu-Ag-Hg); a major Zn-Pb deposit at Navan that is now being drilled prior to development; potentially productive deposits at Keel (Zn-Cd-Pb), Ballinalack (Zn-Pb) and Aherlow (Cu-Ag); and a number of interesting prospects, including one of spodumene. Underground exploration of a formerly extensively mined copper deposit at Allihies has outlined new, albeit currently uneconomic, reserves at depth. The copper and pyrite deposits at Avoca have in recent years been re-explored and are now again being worked. Most Irish ore deposits are in the lower half of the Lower Carboniferous succession of limestones and subordinate shales and sandstones, and this stratigraphic zone is being most intensively explored at present. Other geological units under active exploration are Ordovician sediments-volcanics belts, Caledonian granites, and parts of the Old Red Sandstone and Dalradian series. Surface prospecting is made difficult in many places by glacial and other superficial deposits, including peat and alluvium. Geochemical prospecting methods have been outstandingly successful and primarily responsible for most new discoveries. Boulder hunting and outcrop prospecting have proved effective in detailed investigations of geochemically anomalous areas. Some parts of the country have been covered by three separate airborne geophysical surveys, albeit without success so far. The induced polarisation technique, the most widely used ground geophysical method, has contributed to several discoveries. The scope of application of electromagnetic surveys is more restricted than that of induced polarisation, but the method has been effective in a few cases and has contributed to the Tynagh discovery. To date, the resistivity and self-potential methods have found little application. Magnetic surveys are not applicable directly in the search for ore deposits of the various known types, but can be helpful in outlining geological structures in some areas. The gravity method has been used successfully in a survey over the Zn—Pb deposit at Navan ; it has also proved effective in trials over a blind sulphide deposit at Tynagh that cannot be detected with geoelectrical methods. While specific definitions of the main categories of mineral reserves and mineral resources are becoming well established through the efforts of the Australasian Joint Ore Reserves Committee (JORC) and the Combined Reserves International Reporting Standards Committee (CRIRSCO), there has been perhaps less attention paid to the standardisation of language used in the definition and reporting of Mineral Exploration Results and a clear understanding of the transition to Inferred Mineral Resources. This is an area of significant importance to small and medium sized enterprises in the mineral exploration sector as it represents in many cases the only tangible information by which the reader or potential investor can evaluate the future potential of such enterprises. By its very nature information in the Mineral Exploration Results category is incomplete, and frequently complex, and it is open to a broad range of interpretation by readers of various competency levels and disciplines. Many will have a short-term speculative view rather than a long-term perspective, with others out deliberately to misrepresent the information, and as such it can have an enormous impact on investment decisions if the risks associated with this information being reported are not fully understood. Authors of reports on Mineral Exploration Results, who may be Competent Persons or company directors, have to put themselves in the shoes of the reader of the report, second-guessing if you like what the reader will understand by a report, which in many cases will be of a highly technical nature. This raises reporting dilemmas and questions that require to be understood and addressed. Looking at reports on Mineral Exploration Results from the other side, readers have a degree of responsibility as well, particularly if they engage in an advisory or communications role. The tendency of commentators, journalists, analysts, and bulletin board posters to over-exaggerate the significance of a particular exploration result is all too familiar. Questions arise here as well about whether there should be more regulatory supervision and control exercised over those who use this information, all of whom greatly influence investment decisions, and many of whom have no idea there is a Reporting Code, far less an understanding of it. Examples are given and questions raised to illustrate the dilemmas surrounding the reporting of Mineral Exploration Results. In order to retain credibility with markets it is incumbent on companies to be transparent, not to be selective and to report all material information. On the other hand, information has to be taken and read in its proper context in order to avoid fuelling dramatic and unjustified company share price escalation. Timing of course is another factor that can affect the market price of shares, which may be beyond the control of those making the reports. Emotive and imprecise language, however, when reporting Mineral Exploration Results, coupled by speculation, can trigger damaging short runs on shares and destroy credibility where formerly there was long-term promise. The paper will review how Mineral Exploration Results are dealt with in various jurisdictions, and conclude that there has to be a balance between prescription and the tempering of undue optimism on the one hand, and the entrepreneurial spirit, which the industry needs, on the other.

The centennial celebration of the AIME provides an opportunity to review some aspects of developments in mineral exploration since 1871 and to reflect on the changes that have occurred. During this period seven Factors have fundamentally altered the procedures, techniques and philosophy of mineral exploration. Although most of these developed gradually, and unheralded, they have drastically altered the art of exploration and discovery. 1. ADVANCES IN MINING AND MILLING The development of huge shovels, draglines, trucks and track-mounted drills, to replace the wheelbarrow and single Jack has drastically expanded the rate of production for both underground and surface mining. The development of selective flotation has had a far-reaching affect on mineral exploration and has made it possible to extract metals from the metallurgically complex deposits discovered years before. These developments have reduced the costs of mining and treatment, and have transformed material into ore that was considered waste one hundred years ago. These advances have permitted exploration for progressively lower grade and larger mineral deposits.

Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

AN ADEQUATE, dependable, and continuing supply of raw materials is indispensable to tile the United States and its industries in meeting the needs of an expanding Population, a rising standard of living, and the national security. The primary responsibility for appraising the status of the country's mineral supply and for making appropriate recommendations within the executive branch and to the Congress has been pinned in the U.S. Department of the Interior. In fulfilling its role of governmental responsibility for raw-material supplies and their efficient utilization, the Bureau of Mines has analyzed the factors in current and future mineral supplies and demands and has developed 87 statements for specific commodities that assess the national position and problems for these metals, minerals, and mineral fuels. These statements, which constitute the chapters of this volume, are based on lire assumption that nearly till production and consumption of materials in the United States are to be by private individuals and organizations, in accordance with the Nation's devotion to a private-enterprise economy.

With an expanding population, a rising standard of living, and the instability inherent in a constantly changing international situation, the mineral supply outlook is a major national concern. Structures, roads, and machines are built largely of mineral products; the energy to heat the structures and to power the machines is derived mostly from minerals; agricultural out-put is sustained with the aid of mineral fertilizers; and the Nation's economic and military security both are founded ultimately on its ability to obtain and utilize essential metals, nonmetals, and mineral fuels.

The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

"This paper examines the grinding and wear processes in drum mills. A summary of the industry’s long-term experience with the proposed linings is presented. A method is proposed for assessing the efficiency of the grinding energy distribution between the successive stages. A case study is presented of grinding energy redistribution at Talnakh Concentrator by replacing spiral classifiers with a drum-type hydraulic screen. The problems of the kinetics of grinding processes in ball mills and semi-autogenous (SAG) mills are examined. It is demonstrated that in ball mills the feed particles are disintegrated by triaxial compression in the mill zones where discrete slippage of the charge occurs at major force interactions between the layers. Mechanism underlying increases in the specific energy consumption in grinding circuits based on SAG mills is shown.The problem of improving the throughput and reducing the specific energy consumption in mineral feed grinding is highly relevant because of the significant energy intensity. Up to 80% of the consumed energy is used to disintegrate ore fed into the drum mill. At all development stages of the drum mill grinding theory, the researchers have paid a great deal of attention to studying the patterns of the charge motion and the kinetics of the feed particles disintegration processes. In [1], it was shown that, due to the slippage between the charge layers being lifted, drum mills at concentrator plants operate in a mixed cascade and waterfall mode. A feature of the mixed mode is the toe zone, where the charge contacts the lining and the transition to a circular path takes place. Studies of the charge motion in the toe zone made it possible to develop a method for designing cross-sectional profiles of lining plates [2] for ball mill drums. The method is based on the principle of interaction between the balls and the lining, where the non-working rear surfaces follow the relative motion path of the balls before impacting the lining, while the working surfaces are orthogonal to the rear ones. Lining with the proposed profile provides contact with the charge and slippage-free transition to a circular path. This ensures an longer service life of the lining, a reduction in specific energy consumption, and an increase in the mill’s feed rate. The proposed method is applicable when designing lining plates of various materials. Steel liners with the proposed profile have been successfully operated [3] for more than 40 years at a number of projects in the industry."

Mineral fillers are employed in United States industries to the extent of more than seven million tons annually, valued in excess of a hundred million dollars. This substantial usage involves a wide variety of mineral materials. To this may be added products manufactured from minerals, such as carbon black, portland cement, lime or chemically precipitated calcium carbonates, which would add substantially to the total. The purposes for which fillers are used differ considerably. Minerals used as fillers are mostly silicates, silicas, and carbonates as referred to hereinafter. The term "mineral filler" has various meanings in mineral technology and in the arts. Fillers are comparatively inert and their action is mainly physical. Materials that are employed primarily for chemical reactivity, or for pigment or abrasive functions ordinarily would not be considered to be fillers when used for these purposes. Nearly all filler usages are based on advantages which are gained by desired modification of composition properties or by improvements in processing. A simple definition for a filler is an inert material that is included in a composition for some useful purpose. This definition may be amplified or made more specific for each of the filler usages, the major ones of which are: paints, paper, plastics, rubber, bituminous compositions, pesticides and fertilizers. There are in addition a whole host of minor usages. Powdered minerals when employed as components in paints, varnishes and lacquers are considered as extender pigments or low refractive index pigments. In paper, the term loading material as well as filler is used; in pesticides, the terms diluents and carriers connote different functions. For bituminous compositions, rubber and plastics, the usage of the simple word "filler" is more usual, but the designation loading material is sometimes used. Minerals Used as Fillers Most of the industrial minerals, and many rock powders are employed to some extent for different filler uses. These usages vary from year to year depending on availabilities, costs, technologic trends and advancements. For the major applications, however, and for the more particular requirements at any given period, there are general trends which favor a more or less restricted group of filler products for each of the major consumer fields. This selection of materials is determined by the characteristics of the individual filler products, their effectiveness in fulfilling the primary function or functions for which they may be employed, and the cost after incorporation in the finished product. The mineral-bearing materials of major importance as fillers are: limestones, clays of several types, talc, pyrophyllite, mica, barite, diatomite, crystalline silicas, asbestos, slate and other rock dusts. Others of secondary importance include: gypsum, vermiculite, phosphate rock, perlite, and pulverized wastes, such as slag and fly ash. A considerable number of other minerals are used to lesser extent. Among these minor mineral materials are: feldspar, pumicite, wollastonite,18 tripoli, nepheline syenite,6 coal, altered volcanic rock and others.2 Indeed, most mineral materials, when reduced to fine particle size may have some potential usage as fillers, depending on their properties, availability and price. POWDERED nonmetallic minerals and rocks of many different types are used extensively in industry for incorporation in compositions and manufactured products The term "mineral filler" is commonly employed to designate a material that is used for a specific purpose but not as an essential or reactive component Such a definition is not without objections, and it is indeed difficult to define fillers in any fully satisfactory manner, since the term has come to have so many different meanings and to cover such a wide range of uses. A filler is defined, for the purposes of this chapter, as a substantially inert material not specifically employed as a reactive or essential component, the primary function of which is to modify the properties or processing of a composition of matter or fabricated article Emery1 has emphasized that fillers change the properties of the product but are themselves unchanged in compounding or use The term "filler" appears to be rather general when referring to usages m bituminous compositions, rubber, composition floorings, fertilizers, plastics, textile finishes, and some others. In paper manufacture, in the paint industry and with insecticides, other terms are frequently employed, as is indicated, herinafter By placing emphasis on the function of the material used in modifying the properties of the composition or article, it is believed that a more useful classification of filler products and their applications may be derived. FUNCTIONS OF MINERAL FILLERS All of the manifold functions of mineral fillers cannot be listed in a summary review. A survey of the uses for these materials, however, shows that in nearly all cases the powders are employed to modify the properties of a composition of matter or those of a fabricated article, or to perform some useful function In the manufacture of either. Certain non-metallic minerals are used widely as fillers in the manufacture of many Canadian products. The first part of this paper deals in a general way with deposits of such minerals and their mining, with the concentration and preparation of the minerals for market, with specifications of the consumers, and with methods of control of the products to meet the specifications. The second part of the paper de-scribes talc as a specific example of mineral filler. Its production and uses in Canada and the possibility of producing higher grades of talc are discussed. Some suggestions are made for meeting the needs for mineral fillers as Canada's industry expands. RELATIVELY few people are sufficiently aware of the vast and important role that is being played in our everyday lives by mineral fillers. The minerals discussed in this section have experienced a gradual, although not spectacular, growth in general. Obvious exceptions are the gradual decreasing use of talc and bentonite as filler materials, partly because of availability and relatively lower sales price of competitive materials. Mineral fillers and filter minerals are used principally in those countries that are heavily industrialized. Except for diatomaceous earth of filter grade, most industrialized countries are reasonably self-sufficient in the various filler and filter minerals. Prices of the various mineral commodities during the period 1950-1970 increased approximately as follows: barite, 43%; diatomaceous earth (filler), 49%; diatomaceous earth (filter), 55%; fuller&apos;s earth, 55%; talc. 77%; and bentonite, 94%. Actual usage of these mineral commodities as fillers and filters, during this period, showed changes approximately as follows: (1) Decrease-fuller&apos;s earth, 6%; talc, 15%; and bentonite, 29%. (2) Increase-barite, 113%; diatomaceous earth (filler), 150%; and diatomaceous earth (filter), -194%. A relationship between the amount of the various fillers and filters used and price increases is apparent. For example, barite increased only 43% in price, but its use as a filler has increased by 113%. On the other hand, talc, which increased 77% in price, decreased in filler use by 15%; and bentonite, which increased 94% in price, has decreased for filler and filter purposes by 29%. The actual decrease in the use of some of these commodities is not entirely caused by an increase in price. Competitive materials frequently have made substantial gains in the various filler and filter markets. For example, much of the bentonite used in the late 1940s and early 1950s for clarification of mineral and vegetable oils has been replaced by competitive materials. BARITE Occurrences and Sources In the United States, barite is produced from about 14 states, listed in approximate order of importance as follows: Missouri, Arkansas, Nevada, Georgia, Alaska, Tennessee, Kentucky, California, New Mexico, North Carolina, Washington, Idaho, South Carolina, Texas, and others. During the 20 years ending in 1970, almost equal amounts of barite were produced from Arkansas and Missouri. Within recent years, Nevada has replaced Georgia as the third leading barite--producing state. West Germany is second to the United States in barite production. Other important barite-producing countries include: Mexico, USSR, Italy, Greece, Canada, and Ireland. Ireland has become an important barite producer only recently.
