There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. I refer you to a number of bills before Congress that would permit the EPA to ban any product if it is determined that its

A speiss is an artificial arsenide, sometimes an antimonide, formed in lead smelting, smelting of oxide copper ores, and in some lead-refining operations. The production of speiss is closely allied with the amount of arsenic and metallic iron in the blast-furnace charge, while dross is produced mostly from the copper and sulphur, with varying amounts of antimony, arsenic and nickel. Most speiss is essentially an iron arsenide containing some sulphur, copper and nickel, if these elements are present in the furnace. The recent introduction of the soda treatment of lead drosses has produced a speiss high in copper. Speiss is not miscible to any extent with molten copper, lead, matte or slag. Miscibility increases with temperature. This property of the speiss is clarified in the latter part of this paper. Most speisses are produced in conjunction with matte and their sulphur content points to the solubility of matte in speiss. . Some plants have insufficient speiss to warrant separate treatment. When arsenic is high in the blast-furllace charge, there may be sufficient speiss to tap separately from the first settler. Arsenic From the foregoing, it is obvious that a study of the treatment of speiss would not ,be complete without consideration of arsenic. Inasmuch as perhaps go per cent of the blast-furnace feed may be sinter, a definite knowledge of the properties of arsenical ores and compounds that go in to the roaster and sinter feeds is of value. Lcad smelters obtain their arsenic from ores and concentrates, as well as from flue dusts shipped from other plants, particularly copper smelters. The percentage of arsenic in ores is usually low, although occasional lots of high arsenical products are smelted. These crude ores may be sulphides, as arsenopyrite; or oxides like scoiodite, which carry gold or lead minerals. The small amount of arsenic in the original ores received is greatly increased by a circulating load of arsenic in secondary products at are resmelted for their lead or precious metals. More important than the arsenic present directly in the concentrates treated is that in fumes and dusts that may originate in the blast furnace or sinter plant of the lead smelter, or may come from a copper smelter as lead-bearing converter fume or roaster dust. Thus the lead smelter not only must treat its own arsenic but is compelled to handie that from some copper and perhaps other lead plants. Where copper and lead plants exchange products, each plant may be forced to re-treat part of the arsenic it has shipped ,outside its own confines. Speiss from the lead blast furnace contains chiefly iron and arsenic with some lead, copper and sulphur and often appreciable amounts of gold and silver. If its copper content is sufficient this speiss may be sent to the copper smelter where usually it is treated in the converter and the copper is separated as blister. FOR the last 15 years lead has been the standard material for anodes in electrolytic zinc production and it has been generally accepted that this lead should be as free as possible from impurities. Laist1 says, "Next in importance to the purity of solution is the purity of the electrodes and tank lining material. The purest lead obtainable should be used for anodes." The same conclusion is expressed by Ingalls2 and by two German investigators who say that experiments have demonstrated that the purer the lead, the greater is its resistance to corrosion during electrolysis.3 Pure lead, however, while the best material hitherto available for anodes, is not entirely free from objection. The plain lead anode gradually disintegrates under electrolysis, so that the life of an anode, say ¼ in. thick, is frequently not more than two years. Part of the lead from the anode finds its way to the cathode, lowering the purity of the deposited zinc and decreasing the hydrogen overvoltage. The rest of the lead that comes from the disintegration of the anode goes into the manganese dioxide which is precipitated in the cells, rendering unsaleable what might otherwise be a valuable by-product. Yet a further disadvantage of plain lead anodes comes from their tendency to bend or buckle during electrolysis, as a result of intercrystalline oxidation. This makes it necessary to use a fairly wide spacing between anode and cathode to avoid short circuits, and thus leads to a higher power consumption than would otherwise be necessary. The power consumption is also affected by the high decomposition voltage at a lead peroxide surface.

JUST as the ancients used the products of their crude mining endeavors to fashion tools with which to make digging easier, so today mining enterprises are dependent upon the very metals they mine for the efficient conduct of mining and metallurgical operations. In fact, the outlet afforded by the production of minerals in the United States is no mean market for the nonferrous metals. I believe that mine managers frequently lose sight of the opportunity they have to select from competitive products those which will help the market for their own metal output. For example, some years ago a large lead mine used storage-battery locomotives for its haulage, common practice, of course, throughout the United States. These particular locomotives, however, were powered not with the ordinary lead storage battery but by a competitive battery product made from an imported metal. After studying this situation, the manager saw how he could help himself by purchasing a product made from his own mineral output, and in his next order turned tip the use of the lead storage battery.

Ferromanganese (FeMn) crusts form by precipitation of iron and manganese oxides from seawater onto a rock substrate and are therefore considered hydrogenetic in origin. Diagenesis does occur however, through the process of phosphatization. During phosphatization, abundant dissolved phosphate in seawater replaces carbonate in the detrital fraction as well as directly precipitates within the FeMn matrix as carbonate fluorapatite (CFA). This process is likely accompanied by the partial dissolution or replacement of the oxide phases [1]. As a result of these diagenetic processes, trace elements adsorbed on the oxides are released and can either be depleted or enriched in the phosphatized FeMn crust layers. Pb, for example, has been shown in sequential leaching experiments to associate with the iron oxyhydroxide (FeOOH) phase in purely hydrogenetic layers, while >95% of Pb in phosphatized crust layers is found in the CFA fraction [2, 3]. However, previous sequential leaching studies analyzed bulk layers of phosphatized crusts and only a few crusts, from the Pacific Ocean. Here we present concentration data for Pb and other trace elements in the CFA fraction leached from thin stratigraphic intervals of the phosphatized portion of FeMn crusts from the Pacific and Atlantic oceans to confirm consistency of trace metal association with CFA both throughout the phosphatized section and in two ocean basins. The Pb and trace element concentration data from this study will also be compared with data from non-phosphatized crusts from the global ocean. We can then determine the effect of phosphatization on the concentration of Pb and other elements of greater economic interest in FeMn crusts, specifically whether there is overall enrichment, depletion, or possibly even phase transfer of each metal in the phosphatized layers.

IN this paper I propose to give a short and, I must confess, a rather incomplete description, as regards many details, of the process used in Chicago, Ill., for smelting the argentiferous ores of the far West, and shall confine myself in this description, principally, to the process used at the Chicago Silver Smelting and Refining Company's Works, known as the Balbach process, as all the other smelting works in that city follow the same method, with the exception of one, which has the Cordurié, process for the desilverization of argentiferous lead. In all, there are five silver smelting and refining works in and near the city of Chicago. The Chicago Silver Smelting and Refining Company's Works are situated at the little station of South Lynne, about seven miles south from Chicago. The plant at these works consists of one horizontal steam-engine, principally used for running the ore pulverizer, four reverberatory smelting-furnaces, connected by horizontal flues with a common chimney 85 feet high, three lead-softening furnaces, one so-called zinc or mixing furnace, one separating furnace or liquation hearth, one lead-refining furnace, three zinc distillation retorts, one English cupellation furnace, supplied with blast by a No. 3 Sturtevant blower, which is run by a small steam-engine having a vertical tubular boiler, and an assay office, in which there are two wind-furnaces of the ordinary construction, and also a small muffle furnace. The assay office is supplied with all the necessary apparatus and reagents for fire assaying. There are also a superintendent's office, various store-rooms for coke and charcoal, and for the preparation of fire-clay, etc. Recently a small slag hearth (Krummofen) with one tuyere, has been put up for the purpose of working over such slags as assay too high in silver and lead to be thrown away, of which there are large amounts. The principal ore worked while I was in the employ of the company was that of the well known Emma mine in Utah, and also small quantities of Colorado ore. Zinc ranks third and lead fourth in world nonferrous metal conumption. In 1972 the free world consumed 3,333,000 mt of refined lead and 4,422,000 mt of refined zinc. The lead tonnage was divided into the following end uses: storage batteries (42%), lead allows (7%), pigments and chemicals (11%), cable sheathing (9%), gasoline additives (13%), pipes and sheets (8%), and miscellaneous uses (10%). The corresponding distribution of zinc uses in 1972 was galvanizing (39%), die casting (26%), brass (15%), rolled zinc (8%), oxide excluding American Process zinc made directly from concentrate (6%), and other uses (6%). The pattern of usage of lead and zinc varies considerably from country to country. During 1972 in the USA 49% of refined lead was consumed in storage batteries, 19% in gasoline additives, and only 3% in cable sheathing, whereas in the United Kingdom 28% of the lead was consumed in batteries, 14% in cable sheathing, and 14% in gasoline additives. For zinc the major US uses were die casting (41%) and galvanizing (37%), with about 3% consumed as rolled zinc; corresponding usages in the same applications in France were 12, 28 and 28% and in Australia 12, 67, and 3%, respectively. Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

The Ebliden Company, originally entering the field of mining with the workings of the gold-copper-arsenic deposit at Ebliden, commenced zinc benificiation at Kristineberg in 1940 and lead mining at Laisvall in 1943. During the three last decades a number of mines has been developed for production, Today the Mining Division of BOLIDEN produces ore from 22 mines, operates 7 ore dressing plants and produces: [ ] Over two thirds of the lead contents are treated in the lead smelter of the company at Ri6nnskarsverken. The other part of it is sold abroad. The zinc content of the lead concentrates is recovered from the lead smelter at Ri6nnskarsverken. The zinc concentrates are shipped abroad to European smelters in Norway and Germany. Today BOLIDEN has its plants in the northern and the middle parts of Sweden. Figure 1. Straight lead ore, lead-zinc ores, lead-zinc-copper bearing ores and complex lead-zinc-copper and pyrite ores are treated in local and central plants with a capacity of 8.600 tpd. BOLIDEN also operates the low grade copper ore at Aitik at 7.000 tpd.

The production of both lead and zinc in Canada has steadily increased during recent years until today Canada ranks among the world's leading producers of both of these metals. The high prices which they have commanded have led to an energetic search for new deposits and also to an investigation of abandoned properties which, under the present conditions of better prices and more efficient methods of treatment, offer chances of commercial success. It is confidently expected that during the next few years success in both these lines of activity will further increase Canada's lead and zinc output, giving her a still higher ranking among the world's producers. In 1926, approximately 140,000 tons of metallic lead was produced from ores mined in Canada, and of this, 125,000 tons was refined in Canada at Tadanac, B.C. During the same year the production of metallic zinc from Canadian ores amounted to 68,000 tons, of which 62,000 tons was refined at Tadanac. History Of Lead and Zinc in Canada The production of lead in Canada is much older than that of zinc. The chief source has always been the interior of British Columbia. As earl y as the 'eighteen twenties', Indians and Hudson's Bay Company's trappers had discovered an outcrop of lead ore on the site of the present Blue Bell mine on the east shore of Kootenay lake, but it was not until1865 that active prospecting for lode deposits began. In the early nineties the activity of the silver-lead-zinc region of the Slocan reached its culmination and a steady production has been maintained down to the present time. Up to the end of 1924 the Slocan area produced over 38 million ounces of silver, nearly 300 million pounds of lead, and almost 122 million pounds of zinc.

THE high prices which lead and zinc have commanded during recent months have given a great impetus to search for workable deposits of these metals, and there has accordingly risen a demand for information about deposits which have been worked in the past and which might possibly be opened up anew under these more favorable conditions. Production of zinc and lead in Canada has been on the increase during the last few years. In 1924, 175,- 485,499 lb. of lead with a computed value of $14,221,- 345 were mined. Of this, 96 per cent. was produced in British Columbia, 3 per cent. in Ontario, while Quebec and the Mayo district of the Yukon accounted for the remaining one per cent. During the same year the production of zinc amounted to 98,909,077 lb.. valued at $6,274,791. Of this 96,000,069 lb. were produced in British Columbia and the remaining 2,909,008 in Quebec. The large producer of zinc and also of lead is the Sullivan Mine at Kimberley, B. C. In comparison with the Sullivan, the deposits which are known to occur in eastern Canada are relatively small. Two, however, the Kingdoll lead mine at Galetta, Ontario, and the Tetreault zinc property at Notre Dame des Anges, Quebec, are steady producers. The object of this paper is to describe briefly these and other deposits of eastern Canada, to show their relation to geological events and to point out what are the chances of any of those which are idle at present developing into active producers or what are the possibilities of new deposits being discovered.

Because any product breakthrough must be accompanied by advancement and customer oriented thinking at every step in the chain of production and distribution, a concerted effort is required for market evolution to live up to its potential. As such, all those involved in the metals industries should not only track the progress made by technical and marketing innovations, they must participate as much as possible in their development and promotion.

Mineralization is hosted by the Kayak Shale in veins, veinlets, and breccia. Sphalerite and galena, with supergene anglesite, occur in symmetrical quartz veins and between breccia clasts. The study sample analyzed 2.11 percent Pb, 5.37 percent Zn, 0.014 percent Cu, and 1.2 oz/ton Ag. Analyses of crushed products showed that 33 percent of the sample weight, and more than 50 percent of the Pb and 65 percent of the Zn, are in the minus 850 µ m fraction. Liberated grains of sphalerite and galena were found in crushed products finer than 300 µ m. Beneficiation tests indicate the material is amenable to processing by traditional gravity and flotation techniques.

Montreal, April 6-7. "Resilient" and "bullish" were the terms used by R. D. Mushlitz of Asarco and K. C. Hendrick of Noranda Sales Corp. respectively, to describe the near term prospects for lead and zinc. The two men delivered their predictions at a joint meeting of the Lead Industries Association and the Zinc Institute held here. In speaking before a packed audience, Mushlitz insisted that "the lead industry is far from the sedentary one which many would have us believe, and although it may be slow and tortuous at times, . . . it is a viable and progressive industry which won't give up easily to the various pressures. . . . and, in the long run, will prevail."

The properties and characteristics of lead and zinc have made these metals useful to man in many ways since the days of antiquity. Despite their long history of use, however, these metals have proved to be extremely resilient and responsive to modern needs. New alloys and compounds continue to be developed, adding to the growth of these metals. Consumption data is given for 1969 and compared with one and two decades ago. Trends in major markets also are cited and explained. Uses for lead and zinc which have come into prominence within the past few years are described and explained, with emphasis on the role played by the industry's cooperative research program. Current efforts in the research phase are discussed, with details given on major efforts for both metals, including new alloys, process developments, applications research, finishes, coating, paints and pigments, batteries and fundamental research. A forecast is given of promising new areas and a projection made on a longer term of new applications that may emerge from current research.

To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.

Traditional patterns of lead and zinc utilization are being evaluated in accordance with new paradigms that seek to ensure the long-term compatibility of global industrial activity with precepts of sustainable development and sustainable consumption. As a consequence, both industry sectors are experiencing intense scrutiny from the international community, and numerous regulatory options are being considered that may impact upon international industry practice. This paper reviews the growing expectations being placed upon industry, and highlights some of the common regulatory concerns being expressed regarding both metals despite their differing toxicological profiles.

"Lead and its alloys are proper candidates for anodes in electrowinning processes mainly because they are insoluble in the leach solutions and relatively cheap. However, the annual cost of corrosion problems associated with these anodes is millions of dollars. In this study lead-silver and lead-calcium anodes were tested under typical nickel electrowinning conditions and the effect of chloride on the corrosion performance of the anode materials was investigated. Corrosion rates of the anodes were calculated using the discharge plateau (reduction of lead dioxide to lead sulfate) after galvanostatic experiments. It was found that lead calcium anodes have the highest corrosion rate both in the presence and absence of chloride. Surface morphology of the electrodes was studied using SEM and the corrosion products were characterized using XRD.IntroductionLead (Pb) is usually the preferred material for commercial anodes since it is insoluble in the leach solution and the costs are manageable. One advantage of using an insoluble material as an anode is the higher purity of the cathodic deposits and better quality of the end product. During nickel electrowinning, metallic nickel is deposited on the cathode while oxygen evolution reaction (OER) takes place on the anode. In practice, relatively high potentials are necessary for the reaction to proceed at the desired rate because of the high overpotential of OER on lead. Lead anodes get oxidized in typical electrowinning conditions and usually have two to three years of lifetime. Although the price of each anode is insignificant, the overall cost of corrosion of these anodes is considerable, which is due to the large number of anodes used in a plant, typically two to three thousand. Therefore, corrosion is a significant problem associated with lead anodes in commercial nickel electrowinning plants and industries show interest in addressing this problem. Corrosion of lead electrodes in acidic environments has been previously the subject of many research studies [I-7]. It has been reported that, during the anodic polarization of lead, several phases may be present on the surface, depending on the potential range that is being studied [8]. Lander showed that lead is oxidized at potentials higher than 0.252 YsHE with tetragonal lead monoxide being the main reaction product [9]. At 0.666 YsHE lead can transform to lead dioxide; however, it is not stable and transforms to lead sulfate and lead oxide. At potentials higher than 1.684 YsHE, lead dioxide is eventually a stable phase and forms a protective layer on the surface [I 0, 11]. Under conditions of a typical nickel electrowinning plant, usually a 200 A/m2 current density is passed through the electrodes."
