Transport Canada has regulatory requirements that pertain to the transportation of explosives. An important component includes the requirement for an approved Emergency Response Assistance Plan (ERAP). The ERAP may be traced to the recommendations made by Justice Grange following the enquiry into the Mississauga train derailment of December 1979. Justice Grange recommended that any shipper of dangerous goods must have a plan to control any release of dangerous goods in the event of an accident, and that the plan must be submitted to the Minister and approved by the Minister or by an organisation or person designated by the Minister. The right to ship could be withdrawn at any time if the plan is found inadequate either in its conception or in its operation.

Beaver (Castor canadensis) are responsible for economic losses exceeding $4 billion over the last 4 decades in the southeastern United States alone. A large portion of these damages occurs to public roads and highways, forests, agricultural resources, and other property from flooding caused by beaver dams. The United States Department of agriculture, Animal Plant Health Inspection Service, Wildlife Services (WS) program is a non-regulatory Federal program directed by Congress to assist resource owners with managing damage caused by wildlife.

When investigating citizen complaints about blast vibration and airblast, it is important to be able to establish the spatial relationships between blasts, blasting seismographs monitoring the events, and complainant structures to assess any directional impacts. The Pennsylvania Department of Environmental Protection (DEP) routinely uses hand-held GPS receivers to document these relationships. The waypoint (structures and seismograph monitoring locations) and tracking (blasting and permit areas) features are used to map a site. These data are imported into the software for editing and conversion to GPS Exchange (.gpx) format.

I have seen changes in people, changes in ownership of companies-both small and large, domestic and international; changes in products; changes in the way we use products; changes in the way we handle products; changes in regulations; and last, but not least, changes in our perceptions of threats to our industry.

The following situation was submitted as an ethics case study for inclusion in the Journal. To the best of our knowledge, they are based on actual circumstances encountered in the field. Blowing the Whistle Protecting Confidentiality or Doing the Right Thing? This case centers around a construction job and involves a contractor, subcontractor/blaster, and a farmer/homeowner who lives near the job site. It is essentially a study of professional ethics versus morality, our professional code of conduct versus what is right or wrong.

In the March/April 2006 issue of the Journal, we published an ethical dilemma called “Blowing the Whistle.” We received many interesting responses to the article as requested. Some of the responses are printed here. We’ve also included “Blowing the Whistle” again in this issue as a refresher on page 37. Dear Editor, It is in my own personal belief that it would be extremely important if I were the blaster to take the following steps. 1. Hold an immediate emergency meeting with the contractor to convince them to stop work at this point.2. This meeting would need to be held with all powers that be in this construction company. This helps eliminate the hearsay (excluding the farmer). 3. Explain the entire situation to the contractors as it has been presented to the blaster by the farmer. 4. Recommend calling in an engineering or geological firm with the expertise to investigate this matter immediately, and take all immediate action based on findings. 5. Follow up with farmer allow him to speak, (a.k.a. vent) and assure him proper steps are being taken to come to resolve this matter. 6. Be a good listener, and communicator with the farmer while investigation is being conducted. 7. Should the contractor not want, or take any of these recommendations, the blaster himself and his company should question even working for this company ever again. This in itself would not be the class of people we would want to be associated with EVER.

Prepare ATF Report of Theft or Loss (ATF Form 5400.5). A Report of Theft or Loss - Explosives Materials must be prepared when it is discovered that explosive materials are missing from inventory. Submit the original to the U.S. Bomb Data Center and keep a copy for your records. The form can be obtained from the ATF Distribution Center or from www.atf.gov. Although the U.S. Bomb Data Center should be notified as soon as possible, Federal law requires notification within 24 hours of the discovery. A full inventory check is also highly recommended (but not required) to locate missing explosives and to prevent future losses.

"In July 2004 workers at the ABI Smelter in Bécancour (Quebec, Canada) went on strike. Contingency plan were ready to face the situation and plan was done to operate one potline out of three. Two lines were stopped; keeping in mind the restart on cold metal after the strike was over. The subject to be presented and shared includes a summary of work organization including training, schedule of restart, pot cleaning, pot preparation, crash start method, follow up after crash start, safety and environment. This major project has been a very big challenge. It shows that people involvement is a must and the key success. It is then true to say : ""People who believe in success will work and act in order to get there"" and ""People who don't believe in success will act in such a way to fail"" Then both will prove they were right to think their own way ! Sharing such experience can be interesting because it's a true story and people like true stories."

FerrAus Ltd's Robertson Range and Davidson Creek Projects are located in the Hamersley Province about 100 km east of Newman, Western Australia. Significant iron mineralisation defined by an aggressive exploration program within the Marra Mamba Iron Formation is shallowly north dipping at Davidson Creek, and mainly shallowly east dipping at Robertson Range, forming part of a regional scale anticline with the granitic and greenstone basement of the Sylvania Inlier as its core. With minor exceptions, the stratigraphy is comparable with that seen in the main Hamersley Basin. Granite and greenstone basement rocks of the Sylvania Inlier are unconformably overlain by shales and volcanic rocks of the Fortescue Group. The overlying Hamersley Group is locally represented by interbedded chert, banded iron-formation (BIF) and shales of the Marra Mamba Iron Formation (Nammuldi, MacLeod and Mount Newman Members), and dolomites, cherts, BIF and shales of the Wittenoom Formation. Iron enrichment occurs predominantly in the Mount Newman Member, and to a lesser extent in the West Angela Member of the Wittenoom Formation. Enrichment varies from 20 - 30 m in thickness in elongate bodies up to 3 km in strike length, and generally thins down dip. At Davidson Creek iron mineralisation is a haematite-goethite-ochreous goethite assemblage, while at Robertson Range this assemblage is consistently overprinted by a later, goethitic alteration related to 'hardcap' weathering. Near surface hardcap alteration in both project areas comprises more siliceous, aluminous and vitreous goethite. Initial exploration completed by Rio Tinto Exploration between 1999 and 2001 indicated the potential for about 20 Mt of iron mineralisation at Robertson Range. Since 2005 a detailed exploration program undertaken by Australian Manganese Pty Ltd (a wholly owned subsidiary of FerrAus Ltd) has defined a global indicated and inferred resource totaling 164.4 Mt at 58.6 per cent Fe (ASX: FRS 17 April 2009).

THE failure, or disintegration, of concrete in structures, even when the cement, sand, and coarse aggregate used have passed satisfactorily all tests and inspections, is not uncommon. Such failures occur even when proper methods of mixing and placing have been used and where, weather conditions were correct. In these cases, the origin of the trouble must be sought in the cement, therefore some additional mode of determining the quality of cement must be employed. The problem is to find a simple, usable; easily applied method that will supplement the standard tests. The solution of this problem in-volves a knowledge of the chemical composition of Portland cements, also of their constitution (or componental composition), as the behavior of a cement, when gaged, is dependent on the physical and chemical characters of the compounds of which it is composed, the proportions existing between them, and the fineness of grinding. It is likewise essential to know the character, behavior, and composition of the hydration, products of Portland cement. The most promising method of attack makes use of chemical, mechanical, and petrographic methods. Chemical, by determining quantitatively not only the usual constituents, but the carbon dioxide and water. Mechanical, by determining the fineness with the air analyzer,1 which separates into fractions of various grain dimensions all of that portion, which in the ordinary sieve test passes the 200-mesh sieve and constitutes at least 75 per cent. of the total cement. These fractions may be further studied chemically and petrographically and micrometric measurements made of the grains. Petrographic, by the method of immersion, and by making thin sections from test pats of both neat cements and standard` mortars.

The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

Tal sistema é denominado CGSIS – Coil Grading Surface Inspection System – e tem a função de interpretar as ocorrências de defeitos superficiais, identificados por um sistema de inspeção automático através de câmeras CCD auxiliado por técnicas de visão artificial, à luz da necessidade requerida pela aplicação final do material. Todas as ações sugeridas pelo sistema são baseadas em regras de aplicação e nas informações obtidas do sistema de inspeção automático, requerendo para isso taxas de acerto de classificação de defeitos adequadas para uma boa tomada de decisão. Para tanto, várias melhorias foram necessárias, envolvendo questões de ambiente, desempenho, confiabilidade, disponibilidade e treinamento do sistema, para se obter com isso melhores níveis de detecção e acerto. Outras questões envolvidas em tal processo concernem às mudanças aplicadas a políticas já estabelecidas de julgamento e comunicação do novo sistema com os sistemas já existentes. Vários benefícios da implantação do projeto já estão sendo percebidos provenientes das etapas de preparação para a instalação e espera-se que após a operacionalização um ganho superior a R$320k entre redução de custo com pessoal, aproveitamento de material e redução de reclamações de clientes seja alcançado.

FEW men are better known in fuel engineering circles in the Middle West than the present Chairman of the Coal Division of the A.I.M.E. - Julian Elnathan Tobey. Now vice-president in charge of engineering of Appalachian Coals Inc., of Cincinnati, he has served that pioneer regional marketing agency since Aug. 1, 1934, when he became manager of its engineering department. His duties have included field promotion work in the interest of use of the agency's coals from eastern Kentucky and Tennessee, south western Virginia, and southern West Virginia in new plants of all types. He has been especially interested in certain industries which have shown an alarming tendency to change to natural gas or hydroelectric power; also in the development and practical application of small stokers and other mechanical equipment.

J. B. Haffner, or "Barney" as he is known to his wide circle of friends, was born at Landskrona, Sweden, on Christmas Day, 1886. He attended grade and preparatory schools there and then went to the Royal Technical Institute at Stockholm from which he graduated as a mining engineer in 1910. During these school years he gained practical experience in his summer vacations by working in various mines in Sweden and other European countries. Upon graduation he set forth for the land of opportunity, the United States. Upon arrival in this country he found people everywhere talking about the fabulous gold fields in Alaska and thereupon set sail for Nome, to take part in placer gold mining operations. Returning to the States, Barney worked in Illinois coal mines for a time and then carried on some construction work in Oklahoma. The characterisation of the flotation kinetic response in future mining deposits is important because the flotation response is affected by changes in ore mineralogy. Current methods for characterising the flotation response of different ore types, such as the JK floatability index test (JKFIT) methodology, require at least 10 kg of feed material. In geometallurgical applications, this material is taken from core samples. Core samples are generally obtained using specialised drills and are limited in nature. Thus, it would be beneficial to develop a laboratory technique that required less sample material but still characterised the flotation response of different ore types. The JK mineral separation index (JKMSi) is a small-scale flotation test that requires significantly less feed material (10 g of sample/data point). This study aims to investigate the JKMSi system kinetics and to validate this technique using the JKFIT proven methodology. The JKMSi flotation kinetics were manipulated by varying selected system parameters. The relationship between these parameters and mineral recovery was used to obtain floatability characteristics of the ore. For an ore sample containing chalcopyrite and pyrite, it was found that the chalcopyrite floatability parameters determined from both the JKMSi and JKFIT tests were of the same order of magnitude and the mass fractions of the fast, slow and non-floating components were similar. For pyrite, the floatability parameters were not of the same order of magnitude, but modifications to the test procedure have been identified, which may correct this.CITATION:Morgan, S, Bradshaw, D J and Schwarz, S, 2012. Mining companies have recognised that characterisation of particle breakage plays an essential role in the design and optimisation of comminution circuits. Recently the JKMRC comminution research team has developed a new breakage model incorporating the effect of particle size, and a new breakage characterisation testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions. The latter is believed to be the dominant breakage mechanism in AG/SAG mills. Existing devices, such as the JKMRC Drop Weight Tester, are not suitable for performing repetitive impacts since they are too time consuming. Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalised experimental test program on professionally designed and manufactured JKRBT machines. The first JKRBT was installed at the Anglo Research laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the project in 2008, with commercial release expected in early 2009. The JKRBT has the potential to revolutionise ore testing, with applications in laboratory impact breakage characterisation of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control of comminution circuits since it is readily adaptable to on-line ore hardness measurement. Downer’s mining division has made an operational and financial commitment to developing engineered solutions that mitigate the risks associated with operator proximity to uncontrolled development drill boom movements, and unguarded rotating drill steels.With the potential for serious injury or fatality, these identified risks are categorised as critical. Previous attempts by the industry to engineer them out have produced limited success, with numerous incidents still occurring year on year. Ultimately, the industry (as a whole) remains reliant on procedural prevention for operator safety.Downer understood the success of such an initiative would largely depend on the effective collaboration between operational experience, technology experts and automation. With so many variables requiring consideration; such as physical operator movement, machine boom movements, variable machine positions, and underground environmental impacts – challenging traditional technologies was necessary to deliver an optimal solution.For that reason, discrete detection (similar to laser curtains or beams) was considered not fit for purpose. The use of situational mapping, using rotating lasers, however, provided the optimal solution. The lasers collect data that is then processed using a custom software application.The software application is specifically programmed for tracking and classifying objects within detection zones, using advanced algorithms and filtering. Recognition and removal of non-positive disturbances are possible without losing personnel detection capability. The detection of relevant classified objects (humans) is determined by analysis of object size, age, movement, and speed etc. When the relevant object is detected, an alarm and inhibit function is applied preventing drilling functions.Any breach of the safety zone (forward of the front jacks) will automatically disable the hydraulic boom function. This can only be reset in the cabin once the person or persons have returned past the front jacks of the development drill into the safety zone.Downer, in collaboration with partner YUMARR Automation, has successfully developed this reliable boom isolation system, and is called JumboGuard.
