Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

This paper, describing milling practice at Mount Ira Minis, is one of a series covering milling methods and cost that is being published by the Bureau of Mines, United States Department of the Interior. The Mount Isa concentrator began operations in day 1931 by treating a mixture of oxidized and sulfide ores. Since March 1935 only sulfide ores have been milled; this change involved major alterations to the flow sheet. The maximum capacity on mixed oxide and sulfide ores was 2,650 tons per day; the present capacity is approximately 1,880 tons of sulfide ore per day. The installation of additional crushing, grinding, and flotation equipment when completed early in 1939 will increase the maximum capacity of the concentrator to 2,240 tons of sulfide ore daily.

The spontaneous combustion of coal lies at the bottom of the subject of storage. It is useless to store coal that is to be lost by fire from spontaneous combustion. Every engineer is familiar with the phenomena of the self-heating of coal, yet, for all that, spontaneous combustion is relatively rare. If we counted the times a portion of cod was stored where it would be undisturbed for a few weeks, the number of such storage operations in any one year would mount into the millions. Of these, a relatively small number show the phenomena of spontaneous combustion and time risk per ton is very small. It is extremely rare that in the smaller operations involving; only a few tons there is any heating. There is no spontaneous combustion of anthracite, and very rarely does the domestic consumer of bituminous coal find troublesome heating. The main interest in the subject lies in the large piles needed as reserves for public-service utilities, and the industries. Everyone desires to have directions for storage that are perfectly simple and yet will insure against loss. Unfortunately, the problem is too complicated for a simple solution. The present discussion first presents data to justify the fireproofing of mine shafts. This is followed by a brief outline of fireproofing methods with examples from practice. A summary of authoritative recommendations on fire prevention concludes the discussion. Acknowledgment is made to D. J. Parker, district engineer, Mine Safety Station, Salt Lake City, Utah, for his valuable criticism of the paper. Fireproofing a mine shaft implies lining the shaft with fireproof material or rendering fireproof the material already composing the shaft lining. A brief study of the part mine shafts and shaft stations have played in disastrous end tragic underground fires furnishes convincing evidence that every possible effort to make all mine shafts fireproof is amply justified. The fire hazard in coal minus obviously is much greater than in metal mines. In this discussion the point of views is mainly that of the metal miner; it is tine opinion of the writer that all fires in metal mines are preventable.

The Bureau of Mines midget impinger dust-sampling apparatus was described first in 1937.4/ Two supplementary reports5/6 were published in 1938. These reports are now out of print. The material published previously is combined in this paper to make information on this device available for distribution. The impinger was developed by the Bureau of Mines in cooperation with the United States Public Health Service in 1922. The underlying principle of this instruments is based on impingement land wetting, of the dust particles by drawing air through a nozzle at high velocity onto a smooth surface under a bubbling column of liquid. The dust particles are retained in the liquid. The apparatus has been used widely and permissible limits of dustiness have teen established in the United States on the basis of results obtained with this device in correlation with medical studies. However, it has been criticized for its bulk, weight, and power requirements.

This is one of a series of papers published by the Bureau of Mines on mining and milling methods and costs. The Tennessee-Schuylkill Corporation, Chloride, Ariz., mines and mills a lead-zinc ore containing gold, silver, and a small amount of copper. The mill products are lead and zinc concentrates that are shipped to smelters. The company was the second largest producer of lead and zinc in Arizona in 1937 and was seventh in gold production. Operations discussed are those being conducted at the mine in October 1938 and are representative of the complete operating period from 1936 to date.

In the interest of safety in metal mining, the Bureau of Mines recommends: That underground metal mines be equipped with a main fan in a fireproof housing, located preferably on the surface. The fan installation should be designed to ventilate the mine adequately throughout and to permit prompt reversal of direction of air flow. Many metal mines depend for ventilation upon natural flow of air, assisted by the exhaust from pneumatic drills and by compressed air blown into the workings. Others also ventilate separate headings or sections with fans and blowers. Relatively few have o mechanical ventilating system that controls the coursing of air throughout the mine.

Pure talc is a hydrous magnesium silicate (Mg3Si4010(OH)2). Pyrophyllite, although it resemble: talc in certain physical properties and uses, is a hydrous aluminum silicate (Al2Si4010(OH)2) - like kaolin, except that kaolin has a somewhat different composition (Al2Si205(OH)4) and structure. Soapstone can be considered essentially an impure talc grid when pulverized is used for many of the same purposes as talc. Massive, compact varieties of talc often are called steatite. PROPERTIES Talc and pyrophyllite are characterizes; by their softness (hardness on Mohs' scale, 1) their greasy feel, pearly luster, white color, and perfect basal cleavage. They have similar crystal structures, and this similarity explains the close resemblance of the two minerals in physical acid chemical properties. Talc is a good electrical insulator, resists the action of most acids and alkalies, and has an exceptional heat-retaining capacity. Its specific gravity is about 2.7.

The placing of much, sometimes practically all, of the burden of the expense of mine accidents on the shoulders of the mine operator by compensation laws, and the fact that the problem of protecting the life end limb of workers is now by public opinion largely if not wholly passed to each industry to solve (and present-day thought strongly supports the justice of both of these propositions), are forcing industrial organizations into accident-prevention. Work. This policy is being adopted not alone to protect the companies; in addition, executives alert to their opportunities and obligations are taking part in this work personally to protect themselves. The functions of industrial executives in accident-prevention work are becoming numerous and complex. Executives who are logical in their reasoning, quickly see that before a company can constantly ask or expect the workers to heed safety suggestions, the company and its officials must "put their house in order" by laying down a concrete, definite safety program. For mines this includes primarily adoption of a to a logical mining method, the installation of safe miming equipment and practice the netting forth in definite form (preferably do a printed pamphlet) of the company's minimum safety requirements, and the organization of its operating officials into an accident-prevention body. After the company has its own affairs so arranged that it can go to its workers with "clear, hands" in promoting a safety program, the real work begins; and this is especially applicable in mining.

This paper briefly describes the principal commercial and near-commercial deposits of gold-bearing gravel and the important placer-mining operations in Lemhi County, Idaho. It is on of a series on western mining districts being published by the Bureau of Mines. This paper is based on a field survey of the placer-mining districts of Lemhi County in the summer of 1938. Available information concerning gold-bearing gravels was obtained from prospectors and claim owners; operators supplied the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

This paper describes come mechanical raid electrical signal systems in common use in Metal-mine shafts, together with several distinctive systems that indicate or control the origin of the signal. The latter systems remove the hazard of the movement of the cage from one level in response to signals from another. Previous publications of the Bureau of Mines have covered several meritorious installations One of the best signal systems for deep shafts is at the Homestake mine4/. A successful installation of an induction system in the Lake Superior mining region permits signaling as well as telephoning from cages at rest or in motion5/. El Potosi mine uses a variation of the three-wire electric system6/. A mine in Utah has developed a system of the double trolly-wire type, in which the cage attendant may signal from a moving cage7/. At present no system of the sine-shaft signaling employing radio is available.

This paper is one of a series describing; mining and milling methods and costs being published by the Bureau of Mines. It deals with the mineral resources of western South Dakota and describes the mining and milling of tantalite and associated amblygonite by the Black Hills Tin Co. and the Fansteel Mining Corporation. Corduroy is used for saving gold in small Land large milling plants throughout the world. Investigations by the Metallurgical Division of the Bureau of Mine indicate that corduroy blankets, used with or without a trap or jig in the mill classifier circuit, often are effective in concentrating gold and sulfides, especially if the gold does not amalgamate readily and if not enough sulfides are present to warrant the use of a shaking table, flotation cells, or cyanide plant. Most cold-mining countries include several or many small miner, that produce siliceous ores low in sulfides and gold, which can easily be amalgamated or caught in traps or jigs or on corduroy and shaking tables. At these mines the ore is crushed by stamps or bill mills, and the flow sheets include plates, flotation cells, and cyanide treatment, yet probably nearly as much of the pair minerals may be recovered by the less expensive plant. A well-known western maker of mine and mill equipment asserts, as the result of considerable observation of installed plants, that old and other valuable minerals should be caught as soon as they have been released by a mill, end recommends jigs to do this. A supplier of corduroy has informed us that at some mines this material is being replaced by jigs that catch gold as fine as 400-mesh. But for the small operator, inexpensive equipment such as a corduroy table may be better adapted and give a good recovery of gold and associated minerals.

"One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

Investigations for safety of electrically operated mine equipment, safety lamps, and gas detectors are made at the Pittsburgh Experiment Station in accordance with published regulations termed "schedules." These schedules are revised from time to time, not only to keep in step with the progress of the industry, but also to permit much freedom of design as possible without lowering standards of safety. The occurrence of dust in mines has always been a source of trouble, but for any years, and virtually up to the beginning of the present century, relatively little of a definite nature was known as to the numerous ill effects of dust in mining operations. Even today, with the west amount of time given and attention paid (for at least 40 years in various, countries) to research and observation en dust in mining, and in spite of the experience with it, much information remains to be obtained, before definite, well-authenticated statements can be made as to numerous features connected with the occurrence of dust in Dines an of its effect upon the health and safety of the worker. One statement that can be made with relatively good assurance of being uncontradicted in that dust is a real menace to the well-being of mine workers, and this includes both health and safety. In addition, dust in and around mines and mining plants is one cause of large financial losses to mine owners and operators. FORMATION OF DUST IN COAL MINES IN THE UNITED STATES One definition of mining is "the processes by which useful materials are obtained from the earth's crust; " since virtually all of the useful materials of or in the earth's crust either are solids or must be reached by penetrating through solids, the materials that are moved in mining must necessarily be broken or disrupted, so that almost every phase of the work of loosening the material and transporting it is likely to produce dust.

Smoke abatement is a subject of which fuel technology, although absolutely essential, is only a part. Its successful accomplishment starts and ends with human factors that must be given thorough consideration; between this "start" and "end" fuel technology is applied. Smoke abatement usually starts from the desire of some person or persons to be free from uncleanness caused by the stack of someone else and ends with the sincere desire of the operator of the fuel-burning equipment to maintain a clear stack. Although "smoke abatement been discussed for many years, it is only recently that the public has been mindful of such expressions as "air pollution" and "air hygiene." The subject has duel in common with that of supplying pure water but is more complicated. The public desires pure water, expects pure water, is willing to pay for pure water, and expects to continue to pay for it indefinitely; it is a development of civilization. It is doubtless correct to say, however, that people in general do not et realize the detriment of air pollution to their well-being or give the question enough serious consideration. This is illustrated by the fact that in city smoke abatement it is the mass of small householders that sins the most and is the hardest to handle. It is rather difficult to assemble a group of people in a room without the air becoming contaminated with smoke. Smoke abatement will lag with the lack of desire for pure air - probably the biggest human factor involved in its accomplishment.

The number of completed petroleum refineries in the United States continued to decline in 1938, but the total capacity to process crude oil increased materially. This information was obtained in connection with the Bureau's annual canvass of refinery capacity as of January 1, 1939. In spite of the addition of a half dozen plants in Illinois and the inclusion in this year's list of several more "pot-stills" in Montana, the total number of plants, and inactive, declined from 551 on January 1, 1938, to 538 on January 1, 1939. was entirely in shut-down plants, as the number of operating plants rose from both active The decline 431 to 435. Yost of the plants dismantled were situated in Wyoming and Texas, parts or several from the latter being transported to Illinois. About 10 more East Texas refineries were dismantled in 1938, leaving about 15 plants in the field, only 8 of which were operating on January 1, 1939. Although the total completed capacity increased from 4,351,151 barrels on January l, 1938, to 4,508,555 barrels on January l, 1939, the operating capacity declined, and the inactive capacity increased about 50 percent, or from 380,955 to 574,770 barrels. These shifts in capacities reflect the comparative slump in the refining industry in 1938 after the prosperous year 1937. Daily average crude runs in 1938 were 3,192,000 barrels, from which it may be figured that the operating ratio for the active units was about 81 percent of crude and for all completed equipment 74 percent. The highest daily throughput in 1938 was about 3,400,000 barrels, at which time the reserve capacity represented in the active equipment was at least 500,000 barrels, in addition to about that much capacity shutdown. In an emergency, much more reliance could be placed on the reserve capacity of the active equipment, as much of the shut-down capacity is obsolete at present specifications and prices. Regarding obsolescence, the refiners reported 418,165 barrels of their idle capacity in good condition on January l, 1939 and 156,605 barrels in poor condition. However, it is probable that the former reflects an optimistic viewpoint. Refinery activity, as represented by new construction and dismantling, declined materially in 1938. The new capacity added in 1938 was 378,350 barrels compared with 394,680 barrels in 1937. Probably 1939 will see a much larger decline, as the new capacity under construction on January 1, 1939, totaled only 142,250 barrels compared with 283,020 barrels the preceding year. For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention.
