INTRODUCTION Volatile markets and pricing, increasing imports, constraining but effective laws related to the environment, health and safety and price controls lead to concerns which generated pious laws stating non-fuel policy and authorizing studies but resulting in ineffective implementation. Several commissions, reports by the Secretary of Interior and even the President have led to many recommendations but little or no action. No single comprehensive policy could solve problems which are diverse, commodity specific and not categorizable (Landsberg 1982, 1983). Thirteen laws administered by 27 agencies regulate or affect minerals and materials. Political instability created by communist regimes in Southern and Central Africa jeopardized sources of critical imported materials. This situation led to a Resource War mentality. It was feared that the U.S.S.R. was seeking to control this area and exclude the United States from resources (Vogely, 1980). The success of the Organization of Petroleum Exporting Countries with a petroleum cartel led to fears of an Organization of Minerals Exporting Countries which might create more cartels and/or make the existing ones more effective. Economic needs of developing countries required export to maintain employment and balance of payments have led to world surpluses, weak markets, low prices, and large loans from the World Bank which have under- mined U.S. industry (Landsberg, 1982a). Un- cooperative environmental laws, obsolete facilities and non-competitive costs have led to shipping U .S. ores to other countries for processing into ingot and bars which are imported back to the United States. Yet massive internal turmoil has interrupted supplies, and led to un- certain availability and higher prices. This situation could happen again. Included in this category of critical materials with uncertain sources are metals required in the manufacture of military aircraft, which has led to concern regarding the defense industry base (Morgan 1983). Remedies have been proposed which include: updated stock piles, material substitution, international cooperation and coordination, foreign policy aimed at resolving racial and national stresses in South and Central Africa, relaxing U.S. environmental and public land regulations and action under the Defense Production Act (Goth 1982). The President's report (1983) to Congress has stated a national materials policy which recognizes: that materials play a critical role in our economy, defense, and standard of living; that public lands contain a vast untapped mineral wealth; that the role of government is to identify mineral issues and act on them; and that there is a need for long term high potential pay off research (Bureau of Mines 1983). There is a serious question as to whether or not a comprehensive national mining, minerals, and materials policy is feasible let alone necessary. One solution is to abandon the attempt at comprehensiveness and to target specific is- sues with realistic policies (Comptroller General 1979). In the following sections, the major studies of the 1970s will be reviewed, major issues yet to be faced will be identified, the principles involved in these resolutions will be reviewed,

INTRODUCTION The Alimak method of raising (Fig. 1) was intro¬duced in 1957. Because of its flexibility, economy, and speed, it soon became the most used system of raising in the world. With the same unit, raises of various areas, inclinations, and lengths can be driven. Air-motor¬-driven raise climbers normally are used in mines with short raises (Fig. 2). For longer raises electric or diesel-¬hydraulic drives are used. The Alimak raise climber is designed entirely in ac¬cordance with the instructions of the Swedish Board of Industrial Safety (Arbetarskyddsstyrelsen). There are good margins of safety concerning the breaking strength of the material and the raise climber comprises safety devices and features that practically eliminate the risks of accidents. The drive gear of air-driven climbers is equipped with an air-operated brake which is automatically activated when air for the motors is shut off. There is a safety device which activates automatically at overspeed and a speed-regulated brake for descent by gravity, by which the raise climber can be taken down to the bottom of the raise in case of cutoff of the air supply. The raise climber climbs along a pin rack welded to a guide rail which also comprises pipes for air and water. The guide. rail can be extended by using 1- or 2-m (3.2¬or 6.4-ft) sections as the driving progresses. Each guide rail section is bolted to the rock wall by special expan¬sion bolts of Alimak design. Men ride up to the face in the cage, traveling com¬fortably and easily while material is transported on the platform. There is no dangerous climbing up ladders. The men are well protected during ascent and arrive in good condition at the face. The greatest advantages of raise climber systems are flexibility and versatility. Fine coal flotation using gaseous carbon dioxide has demonstrated the potential for producing superclean coal. The success of this new flotation .procedure is attributed to the coal's high adsorption potential for CO2. To understand the nature of gas-phase CO2 adsorption at the coal surface, in-situ FTIR spectroscopy in a controlled-environment chamber with an ultravacuum sys-tem has been used and the results are discussed in view of other experimental results from differential scanning calorimetry. It has been found that specifically adsorbed CO2 molecules at the coal surface are polarized and have a characteristic doublet at 2336 and 2361 cm-1. Two adsorption states have been proposed to account for the doublet observed from in-situ FTIR spectroscopy measurements. It is believed that the band at 2336 cm-1 originates from the activated site adsorption of CO2 and that the band at 2361 cm-1 arises due to the molecular aggregation of CO2 within the coal pores.

One of the major ignition sources of fires and explosions in underground U.S. coal mines is flame cutting and welding. On May 20, 2006, a flame-cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On Jan. 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame-cutting and welding operation at the Loveridge Mine caused a fire that required sealing the mine for an extended period. On March 19, 1992, an explosion initiated by welding at the Blacksville No. 1 Mine resulted in four fatalities. These examples of mine incidents demonstrate the need to conduct research to develop best practices for safely conducting flame cutting and welding in underground coal mines. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame-cutting and welding operations to determine the root causes of these types of incidents. The methodology included interviewing mining personnel who perform flame-cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations. In addition, MSHA reports of investigations and accidents statistics were analyzed. The findings were used to identify and compare differences between flame-cutting and welding practices and techniques in small and large mines, eastern and western mines, low-seam and high-seam mines, room-and-pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices were developed to reduce the number of ?res and explosions caused by flame cutting and welding. This paper provides a summary of this research.

New permit discharge standards instituted at Hecla Limited?s Lucky Friday Mine required installation of water treatment plants to manage water quality at two outfalls to the South Fork of the Coeur d?Alene River. The 002 Outfall Water Treatment Plant (WTP) is a clarification-filtration plant for treating the combined mill and underground discharge water flows. Process optimization efforts were a significant challenge until the negative impact the exploration diamond drilling products had on the clarification process was identified and resolved. The products were being wasted directly to the mine water discharge system which was pumped to the surface WTP. Anionic soluble oil and polyacrylamide based products were causing TSS particle hydrophobicity and dispersion that greatly affected coagulation and flocculation response, resulting in excessive chemical usage and treatment control issues. This paper details how problems associated with the drill products negatively impacted the 002 WTP and how system changes, alternative product usage and treatment at the source resulted in more consistent plant performance.

Mitchell Point Tunnel near Hood River, Oregon is one of the more unique segments of the Historic Columbia River Highway and State Trail being constructed through the Columbia River Gorge. This 650-foot bike/pedestrian tunnel set to open in 2024 is being delivered by FHWA in partnership with Oregon DOT, Oregon State Parks, and the U.S. Forest Service. Primarily driven using drill & blast excavation methods through basalt, the shotcrete and dowel-supported tunnel features masonry portals and ve window adits that provide illumination and views of the river similar to the original highway tunnel of many vistas built in 1915 that was removed in 1966 to make way for Interstate 84. This paper summarizes the planning, design, and construction.

"Iron ore in Minnesota probably carries a heavier tax burden than any mineral in any other place in the world. The State Tax Commission, created in 1907, originated the system, and with the assistance of the School of Mines is constantly making such adjustments, changes and increases as appear necessary, in order to place mineral reserves on the assessment rolls at their true and full present taxable value. The ore bodies on the Mesabi are so well defined by drilling and underground devel¬opment that it is possible to estimate very exactly the volume on every forty acres of land taken as a unit. This is done by the operating or holding company and reported annually to the Tax Commission, Who check the estimates, having all data, and- proceed to fix the valuation for taxation purposes.The first step is to ascertain a general average selling price in open market, over a period of years ; then the total cost per ton (exclusive of royalty) to produce and market the ore. The difference between the average selling price and producing cost per ton is taken as the future full value per ton. This is then discounted at a rate of interest that represents the present and possible future worth of money, over a period of years that will be required to exhaust the ore body, giving the present full value per ton., Iron ore is taxed at 50 per cent of its full value, while other property is taxed at 33 1/3 per cent and 25 per cent."

The Escalante Silver Mine in Southwest Utah produces an average of 71.000 kg (2.3 million troy ounces) of silver dore annually. Precipitates from a cyanide leach circuit are treated by either acid leaching prior to fusion or a direct fusion with nitre. Process development, plant experience, and a comparison of both methods will be discussed. Plant experience from the custom treatment of a gold/silver precipitate containing matte producing elements will also be covered.

Paper and paperboard manufacturers need to quantify the carbon footprint and environmental impact of their products to satisfy market, social and government demands. Coated paper products contain minerals, such as kaolin and calcium carbonate, at significant levels; some coated paper grades have mineral contents as high as 45% by weight. Some uncoated paper has no mineral content, but most uncoated paper contains some mineral to improve appearance, process efficiency and cost. Super-calendared paper grades can contain levels of mineral up to 35% by weight. This paper describes how to calculate the carbon footprint of kaolin and calcium carbonate minerals used for white pigments. The carbon footprint of these minerals strongly correlates to the primary energy sources, final product form and energy used to calcine kaolin and lime. Kaolin and calcium carbonate pigments have a favorable impact on the carbon footprint of paper and paperboard products by directly substituting for fiber and by reducing the energy needed for paper making. With the world’s ever-expanding push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source found in the USA is bastnaesite, a rare earth bearing fluorocarbonate mineral, currently mined at the Mountain Pass Mine in California. To increase production, it is essential to optimize existing processes and create new ones to better utilize current resources. Therefore, a US Department of Energy Critical Materials Institute sponsored research program was carried out at the Kroll Institute for Extractive Metallurgy to expand the fundamental understanding of the industrial bastnaesite concentrate leaching system. With the help of prior knowledge, thermodynamic calculations and design of experimentation based lab testing, a novel single-stage hydrochloric leach system was created to optimize the rare earth extraction from bastnaesite. Historically, the existing industrial process has utilized a two-stage leach system involving a high-temperature hydrochloric acid leach with liquid solid separations followed by a caustic crack stage of the leach residues. A series of single-stage leach experiments were run by reacting locked cycle flotation concentrates with hydrochloric acid to test common leaching parameters. The results of these patent pending single-stage tests have shown rare earth recoveries significantly higher than reported recoveries of historic two-stage caustic crack processes, all while decreasing the equipment required and the type and amount of reagents needed.

Atmospheric monitoring systems (AMS) are required when using air from conveyor belt entries to ventilate working sections in U.S. underground coal mines. AMS technology has the potential to increase fire safety mine-wide, but research is needed to determine the detection and response times for fires of a variety of combustible materials. To evaluate the potential of an AMS for fire detection in other areas of a coal mine, a series of full-scale fire experiments were conducted to determine detection and response times from fires of different combustible materials that are found in U.S. underground coal mines, including high- and low-volatility coals, conveyor belts, brattice materials, different types of wood, diesel fuel, and a foam sealant. These experiments were conducted in the Safety Research Coal Mine (SRCM) of the U.S. National Institute for Occupational Safety and Health (NIOSH) located in Pittsburgh, PA, using a commercially available AMS that is typical of current technology. The results showed that through proper selection of sensors and their locations, a mine-wide AMS can provide sufficient early fire warning times and improve the health and safety of miners.

Simulation of the multi-entry and multi-crosscut (MEMC) ventilation systems commonly employed in U .S. underground coal mines can be very tedious, due to the large number of crosscuts with stoppings to be represented in the network models. In order to reduce the amount of work needed to build the models, a common practice is to represent a number of crosscuts with one equivalent airway. However, this introduces certain errors into the simulation results. In this paper, algorithms have been proposed to simplify the ventilation networks of common MEMC systems encountered in panel development operations. The algorithms can be used to reduce a MEMC system into one airway with an equivalent resistance and to determine the airflow distributions in the system and the leakages through the stoppings.

"Underground mine diesel equipment generally offers more flexibility as compared to electric powered systems. Diesel exhaust is an adverse agent which affects the health of underground miners. The National Institute of Occupational Safety and Health (NIOSH) regard diesel exhaust as carcinogenic. The NIOSH 5040 method is an established technique for measuring Diesel Particulate Matter (DPM). This process inherently involve a lag time before an accurate exposure determination can be made during which miners are potentially overexposed to DPM. This issue can be addressed by using realtime DPM monitors. This paper presents underground mine shift average based and realtime monitored DPM values monitored in US mines. A FLIR Airtec instrument has been used for realtime measurement whereas shift average based DPM has been determined by the use of NIOSH 5040 method. A log of diesel equipment movement was kept. DPM concentrations versus time were plotted and analyzed. High DPM sources were identified and the FLIR Airtec was demonstrated to be satisfactory for realtime DPM measurements. INTRODUCTION The use of diesel equipment in mines is an attractive option due to its ability to convert a large fraction of available energy into useable work. Diesel engines are rugged, dependable and fuel efficient. It is very common for diesel engines in heavy duty trucks to have a life of 1,600,000 km [Anon, 1999]. Generally in underground mines compared to electric powered equipment, diesel equipment provides more maneuverability. It can be assumed that the underground mining industry will maintain its reliance on diesel powered equipment keeping in mind the recent developments in other energy alternatives [Anon, 2001a]. A harmful aspect to the use of diesel as a fuel is its resultant emission as an adverse environmental exposure agent. Generally diesel particles are approximately one order of magnitude smaller than respirable dust aerosols in underground mines (typically less than one micron in size) [Kittelson, 1998]. Force of gravity has less effect on DPM due to its small particle size. The phenomenon of less gravitational attraction increases the settling and residence time of DPM in the mine atmosphere. High residence time of DPM as compared to other mechanically generated particles increases the chances of diesel particles deposition in the human respiratory tract. The small sized diesel aerosols penetrate deeply into regions of the human lung [Morawska. et al. 2005], which increase the health risks associated with long term exposure to diesel aerosols. Published studies documented the adverse health effects of DPM exposure [Walsh M.P., 1999]. Continuous and long term DPM exposure can result in respiratory disease, lung cancer, reduced lung capacity, and heart disease. NIOSH has declared that the reductions in DPM exposure would reduce cancer risks. In underground mines DPM determination is a challenging task and it is becoming a matter of serious concern due to the harmful health effects associated with the exposure of DPM. The current study involves the determination of realtime and shift averaged based DPM in underground mines of United States of America (USA). Realtime DPM was measured using FLIR Airtec monitors and shift averaged based measurement was performed by the MSHA approved NIOSH 5040 method. FLIR Airtec uses laser scattering approach to measures the Elemental Carbon (EC) component of the DPM. The results from the FLIR Airtec were compared with the results of NIOSH 5040 method and its performance was found satisfactory."

This paper examines the desired blast fragmentation results associated with mining fleet performance at Sidney Quarry of Pike Industries, A CRH Company by reducing cycle times and hauling less oversize material generated from the blast to the crusher to increase the overall plant throughput. We are constrained with blast patterns due to the poorly sorted and fractured seams in the quarry, which is angled at 35° NE and dipping at 80° and runs parallel to the Interstate-95 highway on the east of the quarry boundary about 600 ft, making it challenging to alter the blast patterns for optimal yield. We evaluated multiple relationships between blast patterns in conjunction with loader diggability. Results analyzed include the digging hours, fleet cycle times, and the fragment size with the optimized blast design through 3GSM software to arrive at the optimal yield to maximize the crusher throughput. Our primary objective is to focus on safety with efficient cycle times and clean floors & clean face generation for better operational efficiencies. Secondly, to optimize the crusher yield which is an integral part of quarry operation. Further, this paper provides the utilization of 3GSM blasting techniques in quarry applications with computer vision fragmentation analysis and VizaLogix, a fleet management software to analyze the cycle times sampling.

Due to the intrinsic variability in orebodies, similar metallurgical behaviour of all material sent to the concentrator is expected to have some variability. Still some specific ores have anomalous performance which can severely impact on the concentrator’s production of metal, in this case copper. The study first will show the mineralogical characteristics of “usual ore” and of this specific “abnormal ore” which will have to be processed by the concentrator in the future. After that base conditions on both ores and flotation test procedure will be explained. Later the different alternatives tested regarding collectors and modifiers results will be compared. Finally, after discussing the different results with different reagents and considering operational variables of the concentrator, Floticor PD 702 is recommended to obtain the best copper recovery without increase in excess mass recovery.

An Overall View of the Japanese Ferroalloys Industry 1) Depressed Demand for Ferroalloys: In Japan consumption of ferroalloys in the last ten years has decreased, although there has been some fluctuation from year to year. During this term production figures of the steel industry, which are closely related to consumption of ferroalloys, are as follows: Shipment of steel products for the domestic market has declined gradually from 69 million tons in 1979, which was the peak year for steel production, to 60.3 million tons in 1982 and 60.4 million tons in 1983, the level of 1978. In addition, exports also have been a downward trend since 1976, which was the peak year with tonnage of 34 million tons, to 28 million tons in 1982 and 31 million tons in 1983.

This study provides an effective determination process of the interface microstructural parameters in the numerical modeling of the mechanical interaction between two different geomaterials involved with frictional-bonded interfaces, such as the interaction between backfill columns and the surrounding rocks, or the soil-structure interaction, by using the coupled finite-difference and discrete-element (FD-DE) method. The test results validated the feasibility and rationality of the coupled FD-DE method for modeling the combined specimens with frictional-bonded interfaces or joints. Furthermore, this study provides valuable numerical modeling experience for investigating the shear behavior at the interface between cemented backfill columns and surrounding walls by using the coupled FD-DE method.

The United States Forest Service, as a land managing agency, is responsible for the surface administration of National Forest lands. The basic objectives of management are protection and utilization of renewable resources such as water, forage, timber, wildlife, recreation, and clean air. Much of the National Forest land in this country is open to mineral prospecting and development. When large de-posits of minerals are extracted from the forest environment, especially by surface methods, there are oftentimes conflicts between accepted mining methods and the objectives of other resource management goals. Such is the situation in Southeast Idaho where several members of the phosphate industry are operating on and adjacent to the Caribou National Forest. In 1966, the phosphate industry and the Caribou National Forest became mutually concerned with the problems of rehabilitating mined areas and minimizing potential damage to adjacent forest areas. A Cooperative Administrative Study was initiated with industry supporting the Forest Service financially and with equipment, material, and manpower, as well as interest and enthusiasm. The objectives of the study are to provide basic, applicable information pertinent to: 1. Protecting the quality of water emanating from mined water-sheds. 2. Providing for soil stabilization on mined areas. 3. Returning mined areas to surface resource production. 4. The feasibility of making mined areas esthetically acceptable. It was concluded that the following separate--yet intergrated--fields should be studied in order to obtain the desired information:

Tunnels and underground infrastructures assets, like all assets, deteriorate with time. At some point, they reach the end of their useful life. Therefore, frequent inspections, higher levels of maintenance, and rehabilitation are needed to address loss of life and safety concerns. The repair cost of tunnels will increase if maintenance of tunnels is not satisfactory and timely. Historically, tunnel inspections have primarily relied on visual and manual procedures. Due to their time-consuming nature and susceptibility to human error, there is a demand for alternative automated techniques that can enhance efficiency and reliability in tunnel inspection. By utilizing a tunnel scanning system, such as laser scanner and thermography, or photogrammetry system, tunnel inspection cost, time, and personnel can be reduced. The goal of this study is to utilize deep convolutional neural networks (CNNs) for automated identification of defects in tunnel lining inspection. This paper presents a framework to classify two types of defects in tunnel lining (water leakages and cracks) using CNNs. The CNNs were trained and tested using 4,608 images. The Precision, Recall, and F1 Score were each 99.6%, confirming the viability of this approach in the automated defect identification in tunnel lining.

"Numerous aspects of underground construction, from structural stability to construction costs, depended on the tunnel quality, including blast damage and the Excavation Damage Zone. Accurately quantifying the extent and severity of damaged rock is a problem. Recent technical developments in the field of Measurement While Drilling (MWD), including software for on-board logging and on-site analysis, have shown potential for rock-mass characterization. Ground Penetrating Radar (GPR) and P-wave velocity measurement have also improved and show similar potential. This paper explores the use of MWD, GPR and P-wave velocity measurements and uses them in techniques for excavation damage characterization and prediction. The paper is based on data collected from a small underground waste-collection site in central Stockholm, Sweden. The data is correlated against rock-mass characteristics and their responses are evaluated. Results indicate potential for excavation damage characterization for all tested techniques, which could minimize blasting damage and improve the over-all tunnel quality. 1 INTRODUCTION During underground excavation the rock mass is influenced in many ways. The Excavation Damage Zone (EDZ) is a result of these influences. The EDZ can be defined by an irreversible change in rock mass properties, for example increased permeability. EDZ is influenced by the excavation method, the rock mass properties and the in-situ stresses in the area of the tunneling. Since the 1990s research has been done on the EDZ by Emsley et al. (1997), Christiansson et al. (2005), Olsson et al. (2009), Ouchterlony et al. (2009), Ittner et al. (2014), and Siren et al. (2015). Based on past literature the EDZ have in this paper been separated in the following subzones: 1. Failure Zone or over-break is the area outside the planned tunnel profile, including the Look-Out and hole deviation. This zone consists of fracture networks (both natural and blasting-induced), that caused rock fall-outs. The extent of the over-break can be determined by volumetric scanning and photogrammetry and the half cast factor can be used as a damage indicator. 2. The Damaged Zone is split into three parts and but the quantity and depth of damage is difficult to measure. Although it can be visualized by sawing of rock slices in the tunnel wall (Olsson et al. 2009), diamond coring (DC) or P-wave velocity reduction (Jern 2001): a. Inner Damage Zone (Crush Zone): It is located directly around the drill hole, and is caused by the shock-wave energy of the detonation. The micro fractures in the Crush Zone produce a white-wash (rock dust) in the half cast. b. Transition Zone: This zone consists of micro fractures that connect and form macro fractures, both radially and parallel to the tunnel wall. The macro fractures are caused by the gas expansion during the detonation of the explosive; it increases the pressure in the (micro) fractures and creates the macro fractures. Seismic reflection, rock slicing and core drilling can be used for the examination. c. Progressing Zone: In this zone the existing radial fractures propagate due to the increase gas pressure inside these macro fractures. Examination methods are seismic reflection, rock slicing and core drilling. In addition, the Peak Particle Velocity (vibrations) could be used to estimate the depth (Tesarik et al. 2011)."
