The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) amended the Federal Mine Safety and Health Act of 1977 to improve the safety of mines. The MINER Act established a Technical Study Panel (the Panel) to provide independent scientific and engineering review and recommendations with respect to the utilization of belt air and the composition and fire retardant materials in underground coal mining (1). Because frictional heating is a common cause of belt fires, the Panel recommended that the Mine Safety and Health Administration (MSHA) evaluate the drum friction test to determine if such a test would contribute to conveyor belt safety beyond that provided by the Belt Evaluation Laboratory Test (BELT). This paper compares the results of the drum friction test to results from the BELT and large-scale tests for six different conveyor belts. The results are used to evaluate the drum friction test as a method to determine the fire resistance of conveyor belts.

The last decade has witnessed a rapid development and application of slurry and EPB type tunnel boring machines. Both soft ground types are able to excavate tunnels in unstable ground conditions below the water table with positive face support. The most significant component of the excavation process is the cutterhead and tool con-figuration were the excavation and face support meets the geological challenge. The TBM downstream processes cannot take place unless the cutterhead and tools effectively do their job. This paper will review the current state of the art design for both slurry and EPB cutterheads and highlight both common as well as geological specific design features.

One of the major problems of mineral exploration is the ability to reliably distinguish between uneconomic mineral deposits and economic mineralization. While the mining industry uses many geophysical methods to locate the mineral deposits, until recently, there was no reliable technology for mineral resources identification and characterization. The main goal of this project is to develop a new geophysical technique for subsurface material characterization, mineral exploration and mineral discrimination, based on electromagnetic methods. The proposed new technique is based on examining the spectral induced polarization effects in electromagnetic data using the modern distributed acquisition systems and advanced methods of 3-D modeling and inversion. The recovered parameters of the relaxation model will be used for the discrimination of different rocks, and in this way will provide an ability to distinguish between uneconomic mineral deposits and zones of economic mineralization using geophysical remote sensing technology (Zonge, 1976). The proposed research and development is undertaken using multi-partner collaboration between the University of Utah, four major mining companies, Kennecott Exploration, BHP Billiton World Exploration Inc., Placer Dome Inc., Phelps Dodge Exploration, and Zonge Engineering Inc., which is equipment manufacturer and service provider to the mining industry. The multi-partner collaboration between the academic institution, the University of Utah, and mining industry helps to identify the appropriate mining target and conduct the field experiment for practical demonstration of the developed new technology, which is an important part of the this project.

The mining industry is no stranger to hard times. Throughout its history, the industry has faced the ups and downs of commodity prices, difficult-to-mine-and-process ore bodies, labor issues and other problems. Throughout it all, though, the mining industry continues to provide the materials needed for society —even in the face of attacks by those who seek to cripple the industry or have it go away. The reason the mining industry survives, of course, is that mankind requires the products the industry produces. And, in recent decades, the industry has developed new technologies and improved on existing ones to produce those products in environmentally sound ways. At the same time, the economic benefits have been enormous to communities throughout the world where mining takes place.

The ST separator utilizes electrical charge differences between materials produced by surface contact or triboelectric charging. When two materials are in contact, material with a higher affinity for electrons gains electrons and thus charges negative, while material with lower electron affinity charges positive. This contact exchange of charge is universally observed for all materials, at times causing electrostatic nuisances that are a problem in some industries. Electron affinity is dependent on the chemical composition of the particle surface and will result in substantial differential charging of materials in a mixture of discrete particles of different composition. In the ST separator (Figures 1 and 2), material is fed into the thin gap 0.9 ? 1.5 cm (0.35 -0.6 in.) between two parallel planar electrodes. The particles are triboelectrically charged by inter-particle contact. For example, in the case of coal combustion fly ash, a mixture of carbon particles and mineral particles, the positively charged carbon and the negatively charged mineral are attracted to opposite electrodes. The particles are then swept up by a continuous moving open-mesh belt and conveyed in opposite directions. The belt moves the particles adjacent to each electrode toward opposite ends of the separator. The electric field need only move the particles a tiny fraction of a centimeter to move a particle from a left-moving to a right-moving stream. The counter current flow of the separating particles and continual triboelectric charging by carbon-mineral collisions provides for a multi-stage separation and results in excellent purity and recovery in a single-pass unit. The high belt speed also enables very high throughputs, up to 40 tonnes per hour on a single separator. By controlling various process parameters, such as belt speed, feed point, electrode gap and feed rate, the ST process produces low carbon fly ash at carbon contents of 2 % ± 0.5% from feed fly ashes ranging in carbon from 4% to over 30%.

The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

The dewatering of stable phosphatic clay suspensions generated from phosphate beneficiation in the central Florida is an issue of practical and theoretical importance. Because of its tiny particle size and surface charge, the phosphatic clay takes up to 20-30 years to settle in water and causes environmental, aesthetic, economic, and handling problems. An efficient and cost-effective dewatering/consolidation process for phosphatic clay is of great interest to the phosphate industry in Florida. In this paper, the consolidation and dewatering behavior of phosphatic clay was studied by use of anionic flocculants with and without sand addition. The effects of pH, initial polymer concentration, polymer dosage, polymer addition steps, and metal cations (K+, Ca2+, and Al3+) on the flocculation of phosphatic clay have been studied. Experimental results indicated that clay suspensions were well flocculated at pH 10.5 by DPW-1-1355 and Magnafloc 5250 flocculants acquired from Ciba Specialty Chemicals. Sand particles from phosphate flotation added to the clay slurry promoted flocculation and increased clay consolidation. K+ showed good performance to improve the flocculation characteristics by neutralizing clay surface charge. The adsorption mechanisms of flocculants on clay particles were also discussed in this paper.

Exploration record In preparing this paper, a list of world class discoveries prepared in 1983 has been updated. In both surveys, the following criteria were used in the definition of world class discoveries: • deposits that are continuously operated and consistently return a profit even in periods of low metal prices; • deposits large enough to significantly affect a medium sized corporation's profits; and • these deposits should be in the lower one-third cost per unit of metal produced for all similar deposits. Only 70 discoveries in the last 40 years qualified as world class deposits using these criteria. Unfortunately, this restricted population was too low to develop meaningful trends. The numbers were therefore enlarged to include all significant discoveries. The principal feature of a significant discovery is that its size and grade would yield more than $500 million in revenue using average metal prices for the last five years. A significant deposit should also meet some of the standards for a world class deposit. A tabulation of these deposits are shown in Table 1. The number of discoveries increased to 166 from 70 using the revised classification. The relationship between the number of discoveries per year and their location by continents was prepared from these data. Figure 1 shows the number of discoveries per year for the nonCommunist world. It also shows estimated and actual nonCommunist world exploration expenditures per year and the commodity price index. These data show that modern exploration started in the late 1940s, with the tempo picking up rapidly in the 1950s. The maximum discovery rate occurred in 1962. Thereafter, the discovery rate gradually declined to the present. This occurred despite a real increase in expenditures from about $200 million/a in 1955 (1982 constant dollars) to more than $900 million/a in 1980. Thus, these data suggest a significant decrease in the exploration success ratio (total exploration expenditures a year divided by the number of significant discoveries) in the last 20 years. As an example, $70 million was spent for each significant discovery in the early 1960s as compared with $225 million in the late 1970s (expressed in 1982 constant dollars). However, with the general declining trend of discoveries, one can perceive a more pronounced drop in 1973 and then a sudden increase in 1974, 1975, and 1976. This increase is probably related to the inflation of the 1970s that in turn created an environment for the explosion of commodity prices, as shown by the commodity price index on Fig. 1. Thereafter, the decline in discoveries resumed in 1975 until the present. Exploration performance by regions North American discoveries are shown in Fig. 2. The graph shows three pronounced high discovery peaks in 1962, 1975, and 1980-81.

This paper describes the development of a life of mine schedule (LOM) for one of the world?s largest known sedimentary Copper-Cobalt districts located in the Katanga Province, Democratic Republic of Congo (DRC). A particular feature of the Tenke Fungurume LOM schedule is the considerable number of pits/phases for scheduling, each competing to provide the best ore available to a capacity constrained process facility. This paper discusses the main scheduling objectives and constraints, data pre-processing as a scheduling aid, the mine scheduling approach, and results and conclusions.

Hydraulic separators are commonly used for particle size classification and gravity concentration of minerals and coal. Unfortunately, the efficiency of these processes can be quite low due to poor equipment design and variations in feed consistency. To help alleviate these problems, an industry-driven R&D program has been undertaken to develop a new generation of hydraulic separators that are more efficient and less costly to operate and maintain. Two of the most promising technologies, the CrossFlow and HydroFloat separators, have now been tested at industrial sites. The data obtained from these sites have been used to illustrate the potential performance improvements that can be realized through the application of these high-efficiency separators.

Primary cementing is the process of placing cement in the annulus between the casing and the formations exposed to the wellbore. Portland cement was first used in 1903 in the Lopoc Field in California for well cementing. Since then, the major objective of primary cementing has always been to provide zonal isolation in oil, gas and water wells, i.e. to exclude fluid(s) in one zone from another zone in the well. To achieve this objective a hydraulic seal must be created between the casing and cement and between the cement and the formations, while at the same time preventing fluid channels in the cement sheath. This requirement makes primary cementing the most important operation performed on a well. Without complete isolation in the wellbore, the well may never reach its full producing potential. The industry knowledge on cements relies heavily on empirical data, but the chemistry, physics and structure of cement are not fully understood yet. The strength of concrete can be increased essentially by reducing its porosity through optimizing the size distribution of its components and filling the residual porosity of the hydrated cement phase with inorganic fillers. This approach has successfully utilized in different ways and several technologies for placing high performance oil and gas well cements have been developed over the last few decades. There are reasons to believe that the next source of improvement will lie in the fine-tuning of the hydrates themselves and of the different parameters that drive short (ionic?covalent bonding) and long (ionic correlation) interactions.

Cyanidation processes for the extraction of gold or silver frequently involve the processing of sulfur-containing solids which react with cyanide to form thiocyanate. The formation of thiocyanate is an undesired side-reaction, and in many cases thiocyanate formation results in a prohibitively high cyanide consumption. With the increasing number of gold and silver mining projects which involve the processing of sulfide ores or concentrates or which utilize a biological sulfur oxidation process, more attention has been focused on minimizing thiocyanate formation and in treating solutions to eliminate toxicity associated with thiocyanate. Though not yet commercially applied, there are several technologies available to recover cyanide from thiocyanate to both reduce tailings toxicity and allow the reuse of cyanide otherwise lost to thiocyanate formation. This paper presents an overview of technologies available for recovering cyanide from thiocyanate along with estimated operating costs for the technologies. Pilot testing data suggests that in some cases, cyanide can be recovered from thiocyanate for approximately the same cost as newly purchased cyanide.

There is a growing interest among transportation planners to make more use of the subsurface to preserve the landscape and make transportation more efficient and economical. At the present time, utilization of the underground for transportation facilities is severely restrained by the adverse environmental impact and high construction costs. However, recent studies performed by the United States Department of Transportation indicate that, in spite of such problems, the volume of underground construction has significantly increased during recent years and projections point to continuation of these trends(1). It is estimated that the total volume of transportation tunnel construction will exceed $4 billion in this decade. This level of Investment justifies a significant research program. Due to the common interest in transportation tunnels and to the similarities of problems encountered during their construction, the tunneling research activities of the Federal Highway Administration (FHWA) are closely coordinated with the programs other agencies of the U. S. Department of Transportation DOT); specifically, the Federal Railroad Administration (PRA) and the Urban mass Transportation Administration (UMTA). The FHWA is responsive to the particular needs of these agencies but will benefit from the research results obtained also. In 1971, the Office of Secretary, DOT, initiated plans for an overall coordination of the DOT, FICA, UMTA, and FHWA tunneling research activities. The objectives of this effort have been to reduce tunneling costs by 30% and to increase the rate of excavation by 200% within 10 years. Pre-excavation grouting is a predictable and reliable technique performed to prevent or minimize settlement in advance of, or during the tunneling operation. It safeguards the infrastructure above the tunnel alignment. Cement based suspension grouts and sodium silicate based grouts are frequently injected to consolidate and strengthen the formation and create a reinforced canopy above the tunnel trajectory. Grouting is typically performed through permeation and permeation in conjunction with hydrofracturing. Multiple injection passes through steel sleeve pipes are ideal, since they create an effective forespiling system to facilitate tunneling without causing unacceptable settlement, even with minimal overburden thickness. Ten pre-excavation grouting projects performed in the North America are discussed in this paper.

Remote control is usually associated with deep mine, continuous mining machines. This is because thin-seam operation precludes an onboard operator's compartment or the mine has approval to conduct extended cut mining. Using a tethered or radio-linked control box, the remote operator is typically situated 3 to 15 m (10 to 50 ft) from the working face. The operator receives direct operational cues through senses like vision, hearing and feel. Remote control is sometimes touted as a safety feature. However, this is not always true, as operators are not provided protection from roof and rib falls or being crushed between the machine and a rib. Remote control operators are also left exposed to dust and noise. Teleoperation described here is the computer-based, distant control of mining machinery from a protected operator compartment located out of the line-of-sight from the operational site. Video, sound and other sensory information are gathered through sensors and electronically transmitted to and displayed at the operator's location. The teleoperator responds to the information and makes decisions that are initiated by control devices (usually switches). These control commands are then electronically transmitted to the re¬mote machinery and the appropriate machine function(s) are carried out. Teleoperation increases the safety of mining machine operators as it removes them from the immediate vicinity of hazards. The US Bureau of Mines' involvement with teleoperation dates back to 1979. Following feasibility studies, a highwall milling system (HMS) was developed and tested. A deep, thin-seam, room-and-pillar system (TSRPS) has been designed and is currently being surface tested.

Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.

An extensive programme of ground instrumentation and observation was carried out for the West Duff in Outfall Sewer tunnel project prior to and during construction, to establish the performance characteristics of the rock through which the tunnel and appurtenant openings were dug and to examine the nature of the lining-to-ground interaction. The existence of high horizontal residual ground stresses was confirmed, and values established by overcoring. Rock deformations and stress changes were monitored during tunnelling. Permanent stress and strain monitoring devices were set into the final lining and these are continuing to operate. INTRODUCTION The site is located on the north shore of Lake Ontario at Pickering, some 20 miles (32 kilometres) east of Toronto, Canada where a variable thickness of glacial or interglacial sediments overlies bituminous shale bedrock of. the Collingwood Formation which is lower Ordovician age. Approximately 50 feet (15 metres) of glacial cover exists at the shaft, though this thins abruptly at the regressing cliffed shoreline such that several small areas of exposed bedrock exist in the lakebed. The general location, overall geological section and detailed site plan and profile are illustrated in Figs.1,2 and 3 respectively. General properties of the rock as established during an extensive test drilling and site investigation programme are listed in Table 1, while stress determination by USER overcoring stress meter device are given in Table ll. These data formed the basis of analyses which were done to examine the intended outfall design, and to detail the construction procedure and the observational instrumentation programme.

An accurate and reliable prediction of Tunnel Boring Machine (TBM) performances, in terms of Rate of Penetration (ROP), utilization (U), and cutter wear rate, is a critical element in the successful planning and execution of mechanical tunneling project. Three open hard rock TBM projects were studied to establish possible trends and correlations between rock mass properties and machine performance. Based on this analysis and literature survey, three geological parameters, including RQD, RMR, and groundwater inflow rate, were identified as having the greatest impact on TBM utilization level. Rate of Penetration (ROP) and cutter wear rate were also correlated with fracture spacing, alpha angle, and Cerchar Abrasivity Index (CAI).
