Technological changes in programmable logic controllers (PLC)'s and the need to improve the architecture of Mine Wide Monitoring Systems (MWMS) has resulted in the design of a PLC based system at the Virginia Division of Island Creek Coal Company. The system which is presently in the installation phase, is a joint effort of Island Creek Coal Company, Westinghouse Electric Supply Company and Mining Controls Incorporated. The system uses an ethernet based network for graphic display of system data operating under the Genesis software package. Telemetry for the system utilizes the Seimens/Westinghouse L1 network operating over two twisted pairs. Remote telemetry uses fiber optic links and modems operating over standard telephone lines. 500 and 2000 series PLC's provide distributed data processing for the system with hierarchial processing operating under the Genesis software on the ethernet network for individual mine site monitoring along with the remotely located division office monitoring. System control and data acquisition is provided for underground MWMS operations and on the surface for a vast methane gathering system that is used for degasification of the mines and collection of pure methane for sale to the Columbia Gas Company as natural gas. The inability of industrial MWMS companies to keep up with the vast changes in technology, along with economic considerations associated with expanding the existing MWMS created the need for the development of the PLC based system to replace the older industrial monitoring systems.

The McLaughlin Mine is a world class epithermal gold deposit located in the coastal thrust fault of Northern California, U.S.A. Homestake adopted a proactive strategy in the permitting of the Mine. Extensive environmental baseline studies were undertaken. Engineering and process alternatives were evaluated for environmental impact along with other factors. A unique pressure oxidation process was selected. Screening studies were conducted as a basis for the selection of waste rock and tailings disposal sites. Project engineering and permitting were fast tracked. Construction required eighteen months, and the first gold bar was poured in March of 1985, six years after the initial discovery. Project facilities are designed and operated so as to minimize environmental impacts. A comprehensive monitoring program demonstrates permit compliance. Reclamation of the site is ongoing throughout the Mine's twenty year life. Nonmined lands are managed to maximize wildlife habitat value.

INTRODUCTION Much of present fracture toughness testing con¬cerns chevron notched specimens (Newman Jr., 1984) since these, in principle, require neither fatigue precracking nor more registration than failure load to determine fracture toughness. Two such specimens which can be made from diamond drilled rock cores with minimal machining are the Short Rod (Barker, 1977) and the Chevron Edge Notch Round Bar in Bend¬ing or CENRBB Specimen (Ouchterlony, 1980). Even if the precracking property is especially valuable for a material like rock, practice has made the relative advantages of these chevron notched specimens much less apparent (Ouchterlony, 1982; Ouchterlony and Sun, 1983). Enough remains, however, to have the Commission on Testing Methods of the International Society for Rock Mechanics (ISRM) focus on them as standard configurations in a "Suggested Method for Determining Fracture Tough¬ness of Rock Material", which is in preparation. This paper presents material which supports the ISRM effort: 1. An experimental compliance calibration of the Chevron Bend (CENRBB or CB for short) and re¬sulting formulas. 2. Specimen tolerances, evaluation formulas, and loading rate requirements relating to both Short Rod and Chevron Bend Specimens of suggest¬ed standard proportions. 3. Some fracture toughness values obtained with the Chevron Bend Specimen. This material is mainly based on two reports (Ouchterlony, 1984 and 1985). The Florida Institute of Phosphate Research (FIPR) is an independent, state of Florida research agency. It was created in 1978 to conduct research to enhance the competitiveness of the Florida phosphate industry. The institute also conducts research to prevent, minimize or rectify environmental impacts caused by the industry. And it helps educate the public concerning phosphate-related technology and issues. FIPR is funded by a severance tax on the industry and is governed by a five-member board of directors appointed by the governor. FIPR's research is playing a role in enhancing the competitiveness of the Florida phosphate industry. Its technology research program seeks to improve surface mining and pipeline transportation while reducing the energy cost for pumping phosphate matrix. It is developing new and improved methods of beneficiation and fertilizer production. This includes new process flowsheets and on-line analyzers and process control methods. FIPR is also developing uses for the phosphogypsum byproduct of phosphoric acid production and evaluating the risks associated with its uses.

Unwanted impurities, present in raw materials, are often coextracted along with desired constituents during leaching. Due to its abundance and ease of extraction, the presence of ferric iron in leach solutions, solvent extraction circuits, and subsequently in electrowinning circuits, has always been a problem. In the case of zinc hydrometallurgical processing, iron is frequently an impurity in leach solutions. Purification of such solutions by solvent extraction, using di (2-ethylhexyl) phosphoric acid (D2EHPA) in a kerosene diluent, results in ferric ions being readily extracted along with zinc into the organic phase. Ferric iron has proven difficult to strip from the organic phase, but it is known that ferrous iron may be easily stripped from D2EHPA, and hence a process to effect reduction of iron present in the organic would have great potential. This research investigated a process to directly reduce ferric to ferrous iron in the organic phase, and to strip the ferrous iron using a dilute acid solution. The process utilized metallic zinc as the reductant and a low concentration sulfuric acid stripping solution. The results of the laboratory tests illustrated that iron could be readily removed from the organic phase by simultaneous direct reduction and acid stripping. The reductive stripping process was subsequently utilized in industry at the laboratory and pilot plant levels. The results of the industrial tests were encouraging and demonstrated the potential of this novel concept.

Early in 1977, Amoco Production Company and Houston Chemicals, a subsidiary of Pittsburg Plate Glass (PPG) Industries, started producing iodine commercially in northwestern Oklahoma. This is significant because it is the first plant in over 40 years to be built in the United States with iodine as its sole commercial product. With the exception of a limited amount of iodine produced by Dow Chemical in Michigan, the United States is dependent upon imports from Chile and Japan for its iodine needs. The two million pounds of iodine produced annually from the Woodward plant will supply over one-third of the United States' requirements. Routine analysis of subsurface brines by the Formation Water Lab at the Amoco Production Company Research Center in Tulsa, Oklahoma, revealed unusually high concentrations of certain potentially economic minerals. Investigations determined that, of the minerals in question, iodine appeared to offer the best potential. The brines in question are located in the Morrow sands (basal Pennsylvanian) at a depth of 7,175 to 7.400 feet, in an area where Amoco has been active in a gas play for the past 20 years. The regional iodine concentration ranges from 10 to 700 ppm and averages around 300 ppm with the project area. The project is located 8 miles north and slightly east of the town of Woodward, where the well-developed, porous, and permeable sands of the Woodward trench contain large volumes of brine.

The problem of fine coal slimes has been addressed in a unique way at A. T. Massey Coal?Company. Several plants have employed two-stage classifying cyclones to separate the minus 1 mm raw coal into 3 sizes. Larger cyclones make the initial cut at approximately 150 µ (100?mesh) sending the underflow to a cleaning circuit (usually spirals) while the overflow is pumped to a secondary cyclone circuit using smaller cyclones. The small cyclones make a cut at near 70 µ (200 mesh) and produce an underflow that is a des limed flotation feed. The overflow is discarded to refuse due to its high ash and superfine size which would produce a high moisture product even if suitably recovered.

The large jointed chalk reservoir situated at 3 km depth in the North sea's Ekofisk field is undergoing major compaction after nearly 15 year of oil and gas production. Approximately 150 km 3 of the overlying sediments, mostly shales, are involved in the subsidence. A maximum central subsidence of nearly 3 meters, and a maximum present rate of 45 cm per year has set in motion numerous studies of the phenomenon. Non-linear finite element (FEM) and non- linear distict element (DEM) analyses of the compaction and large scale subsidence were performed. Consistent differences between the continuum and discontinuum analyses were noted. In the latter, slip on hypothetical bedding planes and sub- vertical or vertical faults was allowed, which possibly gives a more realistic simulation of the real processes of subsidence in such a large body of rock. Laboratory studies of the reservoir joints included roughness measurement, JRC and JCS characterization, direct shear tests while saturated in heated Ekofisk oil, and coupled closure-shear-flow tests with heated oil followed by heated sea water. Discontinuum modelling using Cundall's UDEC was performed on representative jointed assemblies (two sets of steeply dipping conjugate joints) to investigate the effect of a major reduction of pore pressure within the deformable matrix and along each joint. It was found that the large shrinkage deformation of the matrix allowed joint shearing to occur despite the constraint of uniaxial strain. Relative mass bulking due to small but widely distributed joint shear possibly explains the observed maintenance of excellent productivity despite large vertical strains in the reservoir.

The thin film balance (TFB) technique was used to measure the equilibrium film thicknesses (H3 between two air bubbles in sodium dodecyl sulfate (SDS) and electrolyte (NaCl) solutions. The results were used to determine the magnitudes of the hydrophobic forces (K232) using the extended DLVO theory. The Km values determined from He measurement allowed us to predict disjoining pressure isotherms, which were found to be in excellent agreement with those obtained experimentally using a bike-wheel film holder. The rate of film thinning was measured at low SDS concentrations with varying amounts of electrolyte (NaCl) added. In general film thinning was controlled by the capillary pressure during the initial stages, while it was controlled by the surfaces forces during the later stages. At low NaCl concentrations, it was possible to predict the rate of film thinning using the Reynolds equation, provided that the driving force was corrected for the contributions from the hydrophobic force, which in turn were determined from the KZ32 values obtained from the He values measured experimentally. At high NaCl concentrations, where it was difficult to measure the equilibrium film thicknesses, the contributions from the hydrophobic forces were determined by fitting the film thinning data to the Reynolds equation. The K232 values obtained using both the equilibrium film thickness and the film thinning measurements showed that hydrophobic force deceased with increasing surfactant and salt concentrations. It was found that the hydrophobic force in foam films was very sensitive to the added electrolyte concentration.

The complexity of surface mining operations is increasing as attention is directed towards mining larger tracts of lower grade, higher cost deposits. Large tonnage requirements from these mines necessitate utilization of many large pieces of equipment. This equipment must be utilized efficiently, with production maintained at or near designed capacities. Basically, the problem is to select, size, and schedule equipment to maximize profits and minimize adverse environmental impacts (Anon., 1977). The time, manpower, and cost limitations required to analyze a wide variety of situations and alternatives in planning surface mines have been sidestepped with the application of simulation methods using a digital computer. Since a simulator can be programmed to represent the situations which are to be analyzed, many alternatives can be evaluated in a relatively short time. Input variables are easily changed and the resulting changes which take place in the system can be analyzed. When standard methods of analyses are applied, weeks and many man-hours are involved in analyzing large-scale mining operations. At the same time many simplifying assumptions must be made since these operations are dynamic and transient. Hence, it becomes difficult to make sound engineering decisions and take proper and timely corrective action in the absence of simulation methods. This chapter is concerned with the application of one such method, namely, the open-pit materials handling simulator (OPMHS) developed by the Mining Engineering Section, The Pennsylvania State University (Manula, Albert, and Ramani, 1977).

The Mission Valley Light Rail will loop through San Diego State University (SDSU)and to minimize the impact of construction most of the works will be underground. The project will require construction of a 330-m long (1080-ft), 11.24-m wide (36.9-ft),single twin track tunnel through Stadium Conglomerate, a poorly cemented dense sandy gravel with cobbles. Key technical issues are discussed including the ground conditions and predicted ground response, the use of sequential excavation methods to control deformations and specific construction concerns such as instrumentation and monitoring. Management of the construction process to minimize risk is particularly important in this environment and the strategy selected to control the works is also considered.

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from a high-extraction retreat room-and-pillar operation in southern Illinois. The objective of this monitoring program is to study the inter- action between the ground surface and a structure during a subsidence event. Data from such a study should enhance the understanding of the mechanisms that produce structural damage and aid in the design of structures that resist such damage. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tiltmeter to detect and follow the tilt of the foundations caused by the mining subsidence sequence is demonstrated. Using data from this tiltmeter, the development of curvature in the foundations as they conformed to the displaced ground surface is shown. This curvature is rep- resented by differences in tilt at various points on the foundations, indicating a change in tilt over a horizontal distance. Also, even though subsidence damage has not been fully analyzed, preliminary observations of the cracks that formed in the foundations are reported. These cracks resulted in the separation of one footing into distinct pieces; therefore, their effect on the tilt readings is cited.

The author has known Professor Wadsworth since the 1960s, when interest in the application of microbial technology for metallurgical processes was beginning its rapid rise. The development of bioleaching and mineral biooxidation was advanced, in part, by Wadsworth's belief in the potential for its application, as well as by his numerous contributions to the understanding of the fundamentals of hydro-metallurgy. Wadsworth is recognized for fostering research and development of the field and adding credibility to microbiological-based metallurgical processes, now often referred to as biohydrometallurgy. This Wadsworth Award is recognition of the field of biohy-drometallurgy. It is an honor to serve as a representative for all those individuals involved in research and commercial development of this technology. Modern commercial application of biohydromctallurgy began with the bioleaching of copper from submarginal-grade. run-of-mine material. Kennecott Copper successfully developed this process in the 1950s at the Bingham Canyon Mine in Utah. Other mining operations around the world followed Kennecott's lead. Today, dump bioleaching remains a very low-cost process for scavenging copper from rock that cannot be economically processed by any other method. Despite the commercial success of dump bioleaching, little effort has been made to enhance the micro Biological component of this leach process. Expansion of biohydro metallurgy into recovery of other metals did not occur until the mid-1980s, when the first commercial plant for the pretreatment of refractory gold-bearing concentrate was commissioned at the Fairview operation in south Africa. Now, processes for copper bioleaching and refractory gold pretreatment are engineered specifically to promote the activity of the microorganisms. This paper reviews the current state of commercial applications of biohydrometallurgy. It examines potential future developments and portrays the role of the microbiologist in facilitating continued growth and commercial acceptance of the technology. The commercia1 examples in this paper illustrate the expansion of microbial processing in the mining industry during the last 20 years. On the Corramandel Peninsula of New Zealand, the Waihi Gold Mine has undergone a major redevelopment. The upgrade included the construction of two very large overland belt conveyors, both rated for a capacity of 6000tph. The first of these conveyors (CVR2) traverses a total of 1600m over undulating terrain, including a significant section running through tunnels. A large hill is climbed, just after the mid-section of the conveyor run, before dropping back down prior the discharge point. The second of these conveyors (CVR8) traverses 1100m along an alignment with a horizontal curve, a number of vertical curves and a significant lift before the discharge point. The CVR8 conveyor also included a shuttling head pulley arrangement. The mine they service is inside the town of Waihi. The conveyor alignment runs through the town and out to the metallurgical process site on the outskirts of the municipal area. This paper documents the engineering process that took place in the design of these conveyors. The Martha Hill mine in Waihi, New Zealand is unique. The mine is placed in the township. Consequently there are quite stringent environmental limitations on the mine's operation. In [Figure 1] the proximity of the mine to the town is shown. In the top-centre of the photograph the alignment of the existing smaller overland conveyor can be seen leading from the mine to a tunnel through the hill in the background.

After the presentation of a co-authored paper, "The Cost of Transporting Ores and Raw Materials in World Markets", at the February SME meeting, one questioner commented, "You have been talking about the large shipper and ship loads. What does the small shipper do?" This paper will attempt to answer that question, at least in part. Probably the questioner hoped to hear about specific new tools and new techniques that he could apply. But one paper could only scratch the surface of the vast fund of information available; so rather than talk specifics we should take basics, that is, people, management and technology.

During much of the 1970s and 1980s, world metal consumption grew more slowly than during the 19505 and 1960s. The slowdown contributed to surplus capacity and low real prices because actual consumption was consistently less than expected as new mining and mineral processing capacity came on stream. Over the last year or so, however, world metal consumption has picked up noticeably, raising the question, Has metal demand returned to the long-run growth rates more typical of the 1950s and 1960s than of the 1970s and 1980s? This paper examines this possibility and, more generally, assesses the factors that will shape demand for the major metals over the longer term. TRENDS IN METAL CONSUMPTION The extent to which metal consumption has recaptured the brisk growth rates typical of the 1950s, 1960s, and early 1970s is shown in Figure 1. This figure traces the consumption of crude steel, primary aluminum, refined copper, refined lead, and refined zinc between 1960 and 1987 for the western world, consisting of the OECD countries (including the United States), and the developing countries. Consumption increased in 1987 for all five metals, and preliminary data for the first six months of 1988 suggest even more substantial increases, at least for the United States (U.S. Bureau of Mines, 1988). However, Figure 1 also shows that the recent increases in consumption are not untypical of similar surges during earlier periods of economic expansion and thus may reflect only cyclical or temporary factors. In short, the available data are unable to provide a clear indication of whether recent increases in metal consumption reflect the beginning of a new era of faster growth or simply a cyclical and temporary upturn associated with the expansionary phase of the business cycle. Consequently, to pursue this issue, we are forced to examine the underlying forces that will shape metal demand trends over the next decade. The approach we have taken involves two steps. The first examines the prospects for overall economic growth. The expectation is, the faster the economy expands, the faster the production of metal-containing goods grows.2

Ground freezing was chosen as an initial support method during construction of two deep shafts at the Mill Creek project. The Mill Creek, Phase 2 tunnel (MCT-2) is utilized to convey and store combined storm and sanitary sewage collected from the member communities in the greater Cleveland area. The main objective of groundfreezing was to provide a strong support structure to resist soil and groundwater pressures. This was achieved by creating a watertight, frozen-ground barrier around the shaft perimeter. The paper will provide an overview of ground freezing techniques applied during the construction of two shafts, each 250-feet deep.
