Following three major mining accidents in 2006, the MINER Act of 2006 was enacted by the U.S.Congress. The U.S. Mining Safety and Health Administration subsequently released the Final Rule on Refuge Alternatives for Underground Coal Mines, which required every underground coal mine to install refuge alternatives to help prevent future fatalities of trapped miners in the event of a disaster. The following paper documents the research that was performed on a structural wall to be used in conjunction with a breathable air system to create a refuge alternative. A 103.4-kPa (15-psi) safe haven polycarbonate wall for use in underground coal mines was designed and modeled using finite element modeling in ANSYS Explicit Dynamics. The successful safe haven wall design was modeled for an actual underground coal mine environment using the explicit finite difference formulation program FLAC3D to determine the responses of the wall and surrounding strata within a mine. A full-scale design was fabricated and installed in an underground coal mine to determine any construction constraints and as a final step in proof of concept for the safe haven wall design. This paper is meant to introduce the reader to a new wall concept to be used in conjunction with current technology.

Iron ores may be upgraded by flotation of iron oxides or siliceous gangue using either cationic or anionic collectors. The electrostatic mechanism of adsorption can account for the complex chemistry involved. In industrial practice, only cationic silica flotation is used at present in North America. Some of the seemingly paradoxical phenomena of cationic silica flotation behaviors in meeting the demand for low silica concentrates are reviewed.

Refractory gold ores have been processed by bio-hydrometallurgical process at B.R.G.M. (Bureau de Recherches Géologiques et Minières), Research Centre ,Orleans,France. The liberation of gold has been studied and the following steps for gold recovery improved. The overall process flowsheet has been established comprising different ways of treatment before the final discharge of the effluent. Iron and arsenic are successfully precipitated under well controlled Eh-pH conditions. Long term stability tests have been conducted and the research programme is to be continued with the crystallo graphic studies of the precipitates. Economical studies have been performed on the base of data obtained on parameters studies.

SHELDON P. WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized. Wastewater sludge is a problem for environmental control and it is necessary alternative researches for its reuse. Industries can research the association of clay and sewage sludge as a source of ceramic mass. This procedure can contribute for the industry sustainability including in its raw materials, wastes of environmental concern. This paper presents the results of sewage sludge and clays characterization being analyzed particle size distribution (sedimentation), mineralogical (X-ray diffraction), chemical composition (X-ray fluorescence), thermal analysis, density, and Atterberg proprieties (liquid and plastic limit; plasticity index) and also their applications in ceramics. Results were used to determine moisture for mass of raw material and sewage sludge and there were realized tests of fired in kiln at temperatures used in ceramic industry for bricks production. In the test pieces were analyzed the properties for application as bricks.

Acid rock drainage (ARD) resulting from the natural oxidation of sulfide mineral wastes has become a major concern to the mining industry, both during the operational period and after mine closure. ARD is generally characterized by high acidity and high concentrations of dissolved metals and sulfates. If the generation of acid cannot be prevented or controlled, it must be treated to eliminate acidity and to reduce the concentration of heavy metals and suspended solids before release to the environment. Microorganisms play an important catalytic role in the generation of ARD. Several prevention, control and treatment technologies that are based on microbiological activities have been developed. The role of microorganisms and biotechnology in the generation of ARD and their role in the methods used for prevention, control and treatment are discussed in this paper. Recently developed passive and biological treatment processes that have been implemented at mine sites are emphasized in this paper. Benefits, limitations and design criteria for passive biological processes are also presented.

Predicting when and at what rate seepage will occur from waste-rock facilities is becoming an integral part of permitting and closure at mines situated in dry climates. Such predictions require development of a conceptual framework that accurately describes how water will percolate through a waste-rock facility. Also needed is a detailed hydrological characterization of the waste-rock facility, including measurement of the hydraulic properties of the waste rock and any potential cover materials. This paper presents a conceptual framework describing unsaturated water flow in a waste-rock facility and describes methods for characterizing the hydrology of a waste-rock facility in a dry climate. The methods are designed to collect site-specific data to support accurate and defensible predictions of long-term seepage rates.

In 1960 the management of International Salt Company made the decision that all waste material from the Watkins Glen plant would be stored in underground salt cavities. The cavities which they contemplated using had been depleted of salt to a point where continued operation would have impaired their structural stability. Originally, the waste to be disposed of included vacuum pan bleeds, cinders, contaminated salt and sewage. It was proposed that this material, in a slurry form, was to be injected into the salt cavity through one of the abandoned wells. Brine, displaced from the cavity, was to be recovered from an adjacent well and subsequently injected into the Cherry Valley limestone, This Cherry Valley limestone which underlies a large portion of north central New York contains a connate water with high concentrations of ammonia, hydrogen sulphide and the chlorides of calcium, magnesium and sodium. A number of questions were immediately raised on various aspects of the technical feasibility of the project. Of major concern was the buildup of insolubles adjacent to the bore of the injection well. Another pertinent question was the carryover in the displaced liquor of finely-divided, mechanically-suspended particles. Criticism was leveled at the inclusion of sewage. Engineering studies were started by the company's Mineral & Mines Development Department and on April 3, 1961 a preliminary feasibility report was issued.

Mathematical models of mineral processing unit operations have been developed and used for a variety of purposes. Models, defined as equations which mathematically approximate the behavior of process units, are being employed in simulators to evaluate proposed flowsheets, to investigate flowsheet modifications, to study the effect of variables on circuit behavior, to optimize the performance of circuits off-line, and to compare alternate control strategies (Mular and Herbst, 1978). Models developed for mineral processing operations may be placed in one of two general categories: phenomenological (based on mechanism) and. empirical (based on experimental data only). Dynamic models (including time as a variable) .are useful for control studies, while steady-state models (independent of time) are employed in flowsheet evaluations. Phenomenological models are potentially more flexible and accurate than empirical models. However, models constructed from theoretical knowledge are less easily developed compared to empirical expressions fitted statistically to experimental data. The latter apply only over the range of data acquired. Most often, models used in practice are the result of a combination of theoretical and empirical approaches.

The need for dimensionally stable filled polymer composites has spurred the quest for materials that possess a negative coefficient of thermal expansion (CTE). Finding minerals and materials with a negative CTE large enough to counteract the substantial CTE found in polymers proves challenging. Much research has been per-formed over the last decade to uncover various materials that possess this unusual behavior. A list of materials that have demonstrated negative properties are discussed, as well as the experimental use of one such material (ZrW2O8), in a polymer matrix composite. Mineral Processing Wastes, as defined by the Environmental Protection Agency (EPA), has determined that most of the mine wastes will be regulated pursuant to subtitle D (Solid Waste Regulations) of the Solid Waste Disposal Act while specific mine waste categories will be regulated within the framework of the Toxic Substance Control Act. Though EPA's determination currently relieves the industry of the regulatory constraints mandated by the Resource Conservation and Recovery Act (Hazardous Waste Regulations) Subtitle C regulatory framework; the industry is not granted immunity from historical or current environmental regulations related to listed or characteristically hazardous or solid wastes. Because of the current regulatory trends and the need to implement cost effective remediation alternatives; advanced currently available on-site remediation technologies are available to minimize, reduce, contain or prevent environmental impacts related to mining and processing activities. In light of industry technical needs, an overview of the research and commercially available remediation technologies will be discussed and a brief discussion of the strengths and weakness of each technology will be presented. Technologies to be discussed includes stabilization, solidification, soil wash, soil flush, thermal distillation, pump and treat, metal extraction, centrifuges, filter presses, bioremediation, and incineration.

Water chemistry data were used to identify the sources of ground-water and surface-water inflow to the IOZ block cave mine. Water samples were collected to obtain vertical and lateral hydrochemical profiles within different levels of the underground workings. Water chemistry data were evaluated in conjunction with geologic and structural information to define controls on locations of ground-water inflows, and to select targets for drilling and interception of water. Drilling has intercepted water-producing zones that were previously unidentified through mapping and drilling. The program has resulted in a reduction in water inflows to the block cave area.

Spontaneous combustion in western U.S. coal mines has been recognized as a serious problem which requires unique solutions. Methods have been developed for longwall mining which rely on the existence of an oxygen-deficient atmosphere in the gob for control of the spontaneous combustion hazard rather than the use of bleeder systems. Monitoring of the gob atmosphere is required to protect against the possibility of an explosion and to detect spontaneous heatings. Data from an example mine employing such a system is included to illustrate normal gob gas trends and is compared to abnormal trends which resulted from and were indicative of a fire. Under normal circumstances the oxygen (O2) and carbon monoxide (CO) concentrations decline rapidly as the longwall face retreats. Samples taken from a leaking seal in the example mine prior to a spontaneous heating showed virtually no oxygen depletion, contained erratic CO concentrations, and indicated the existence of hydrogen, a fire indicator. The appearance of an abnormal trend in the gob atmosphere can be used as an early warning of spontaneous heatings.

This study summarizes the ventilation requirements for the highly mechanized PT. Freeport Indonesia's underground mine operation in Irian Jaya, Indonesia. The deep ore zone (DOZ) is a coppergold deposit that is being developed underneath the current intermediate ore zone (IOZ) mine. One of the company's current plans is to prepare this mine for a steady ore flow of 25 kt/d (27,500 stpd) by 2003. This study includes the estimation of airflow requirements for various mining activities, the design of major intakes and returns, the determination of airway resistances and specifications of fan duties. It also includes the results of air pressure/quantity measurements in existing airways and the standards stated by the current Indonesian mining law.

Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge. All mineral beneficiation processes require water for its execution. Therefore, the availability and adequate management of water are key to the existence of any mine operation. However, many mines’ operations are affected by water scarcity and risk an increase of operational costs or even production in some cases. This paper proposes a model to minimize the losses of water due to evaporation and re-absorption by adjusting the active and inactive periods of the discharge in different points of the tailing. When applied, the model determines optimal or nearly optimal discharge operation in all the scenarios that were evaluated.

"In August 2013, the Appraisal Practices Board of the U.S. Appraisal Foundation issued its “APB Valuation Advisory #4 - Identifying Comparable Properties,” which contains analysis and examples that may suggest a broader meaning of the term “comparable properties” than is current convention in real property value appraisal in the United States and internationally. The advisory is directed at the appraisal of real property of all kinds, including interests in mineral properties, as indicated by the inclusion of two mineral property appraisal papers in the appendix that lists suggestions for further reading.This paper firstly reviews as background the historical meaning of a comparable property, with its perceived constraints, against real-world examples of transacted mineral properties that are adjusted to subject properties to provide market value indications. The advisory’s findings are then examined and evaluated as to whether they may influence and benefit the work of mineral property appraisers, particularly in situations where their sales comparison analyses may be challenged. The conclusion is that the combination of constraints that the advisory’s findings specify for use of the term “comparable” will for mineral properties be met infrequently or rarely. As a result, mineral property appraisers are advised to avoid using the terms comparable or “comp” when referring to transactions of mineral properties that they analyze to derive data for appraising the value of their subject mineral properties. IntroductionA mineral property appraiser rarely finds a sale of a mineral property that meets the literal meaning of the term “comparable sale,” by being directly comparable to the subject property of the appraisal in all factors of significance in the determination of the value of the property interest being appraised. Real estate appraisers have long used a more liberal interpretation of the meaning of comparable sale and its commonly used abbreviation, “comp.” Real estate appraisers compare sales to their subject property on the basis of price per hectare or acre of land and price per square meter or square foot of building floor area. Adjustments totaling to within the range of +30 to -30 percent from the sale property to the subject, before factoring in the property area, have generally been viewed as appropriate for the sale to be considered a comparable sale."
