Introduction Net Present Value (NPV) techniques are becoming widely used in industry as a standard analytical tool in making capital budgeting decisions. However, NPV techniques are often misused in "common practice." A comparison was made between the use of NPV techniques in common practice and an Adjusted Net Present Value (ANPV) approach to capital budgeting in the financial analysis of a mining project. The comparison was made by applying both methods to a hypothetical copper project. The intent of the analysis is to provide an example for practitioners to follow when financially analyzing mining (or other) projects. To maintain the thrust of the analysis, the project has been evaluated as a stand alone, total project. No consideration has been made of the division of cash flows accruing to various owners over the life of the project. This omission will not affect the comparative nature of the analysis. This discussion assumes that the reader is familiar with present value as a concept and as a tool in capital budgeting. Finance theory has embraced NPV analysis as the correct way to evaluate capital budgeting alternatives. Many articles have been written expounding the virtues of NPV over other capital budgeting methods, such as Internal Rate of Return (IRR), Payback, Accounting Rate of Return, and others. It is not the purpose of this article to review all of the literature in this area; suffice it to say that in academic circles NPV concepts are accepted as the norm. A survey by Schall, Sundem, and Geijsbeck (1978) indicates that major US companies are finally following in academia's footsteps. Fifty-six percent of the companies responding to the survey use NPV techniques in their capital budgeting process. Further, some 86% of the companies surveyed use discounted cash flow methods (NPV or IRR) for capital budgeting decisions. This compares with a survey by Klammer (1972) that showed 57% of companies using both techniques, a considerable increase in seven years. With the increasing use of NPV techniques in industry, there are certain uses in common practice that can give misleading results. Five common errors in NPV analysis of large projects are: • No distinction is made between real and nominal cashflows. • The discount rate(s) used in the NPV analysis is not formally adjusted for risk. • There is no distinction of possible differences in the riskiness of different project cash flows; i.e., revenue vs. depreciation. • There is no recognition of the cash benefits to the project from interest tax shields (interest payments on the project's debt that are tax deductible). • There is no clear recognition of subsidies to the project from concessionary debt financing. No Distinction Between Real and Nominal Cash Flows Often, expected cash flows for a project are stated as a mixture of real (in constant dollars) and nominal (in current dollars) cash flows. For example, expected revenue cash flows may be stated in real terms and depreciation may be stated in nominal terms. If cash flows are added together to give an after tax cash flow, and this single cash stream is discounted, care must be taken to ensure that cash flows are consistently stated. All cash flows should either be stated in nominal terms or in real terms. In addition, the discount rate used must be stated in the same terms as the cash flows being discounted. Real cash flows must be discounted using real discount rates and nominal cash flows using nominal discount rates. Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. Zeolites are crystalline, hydrated aluminosilicates of the alkali and alkaline-earth metals. Their crystalline framework is based on a three dimensional network of SiO4 tetrahedra with all four oxygens shared by adjacent tetrahedra. The alkali and alkaline-earth cations are loosely bound within this framework structure and may be exchanged, to varying degrees, with other cations or molecular water. Most zeolites can be reversibly dehydrated. At present, close to 40 natural zeolite minerals have been identified and over 100 zeolites have been synthesized. Zeolites are a family of hydrous aluminosilicate minerals whose physical properties provide unique features for a wide variety of practical applications. Zeolites have been known for more than 200 years, but it was not until the middle of this century that their economic potential and widespread occurrence in sedimentary rocks were known. Since 1950, literally thousands of articles and patents have appeared in technical literature, and commercial pro¬duction of natural zeolites may now exceed 1 Mt worldwide an¬nually. In the past 40 years, the zeolite mineral group has changed from that of a museum curiosity to one of an established industrial mineral commodity. According to Breck (1974), zeolites are characterized by the following properties: 1) High degree of hydration, 2) Low density and large void volume when dehydrated, 3) Stability of the crystal structure of many zeolites when dehydrated, 4) Cation exchange properties, 5) Uniform molecular-sized channels in the dehydrated crys¬tals, 6) Ability to adsorb gases and vapors, 7) Catalytic properties. All zeolites are molecular sieves, but not all molecular sieves are zeolites. Activated carbon, activated clays, alumina powder, and silica gels are also molecular sieves. Molecular sieves are materials that can selectively adsorb molecules on the basis of their size, shape, or electrical charge (Clifton, 1987). Commercial application of zeolites is based on the following physical properties: molecular sieving, ion exchange, adsorption, and catalysis. Potential commercial utilization includes hundreds of possible applications. The principal uses at this time, however, are as fol¬lows: -Ammonium-ion removal in waste stream treatment, sewage treat¬ment, pet litter, and aquaculture, -Odor control, -Heavy metal ion removal from nuclear, mine and industrial wastes, -Agricultural use, such as soil conditioner and animal feed supplement. An estimated 800 kt to 1 Mt of natural zeolites were produced and consumed worldwide in 1991. Eight small operators reported collective production and consumption of an estimated 18 kt of natural zeolites in the United States during 1991, mostly for feed additives and for odor control, aquacultural, agricultural, catalytic, and ion exchange applications (Eyde, 1992).

INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.'" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). 24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

"The dissolution behavior of lateritic nickel ore containing 1.2% Ni, 40.6% Fe, 9.5% SiO2 and 9.59% MgO by sulfuric acid was investigated. The ore was characterized adequately by different techniques such as chemical analysis, scanning electron microscope (SEM), X-ray diffraction (XRD), field emission scanning electron microscope (FESEM), thermal analysis and Fourier transform infrared (FTIR) spectroscopic measurements. The characterization results did not reveal any distinct mineral phase for nickel; it was associated with mineral phases like goethite, hematite, chromite and serpentine in various proportions. The beneficiation studies by hydrocyclone, magnetic separation and flotation did not enrich the nickel value. Reduction roasting followed by magnetic separation indicated only 2%Ni with 28.9% yield. Consequently, the recovery of nickel values from the lateritic ore by acid leaching under different conditions was studied. The kinetics of leaching obey the first order rate equations. The recovery of nickel was found to be influenced by temperature. It was observed that at an acid concentration of 2M, leaching temperature 363 K, time 240 min and solid-to-liquid ratio of 1:10, it is possible to leach out more than 95% Ni.IntroductionThe demand for nickel is ever increasing. Nickel is used to impart specific properties to steel, titanium and aluminium, and also is used in petrochemicals, catalysts, batteries, etc. It has been estimated that nickel oxide ores account for about 70% of the world nickel reserves. However, most nickel is sourced from sulfide ores. Nickel is extracted from sulfide ore by size reduction, followed by flotation to obtain a nickel-rich concentrate. The concentrate is then pyrometallurgically processed by smelting to produce a nickel-rich matte after discarding an iron-rich slag. Due to the increasing demand for nickel in stainless steel and other alloys, nickel is also extracted from many secondary sources. The recovery of nickel from oxide ores is now gaining momentum, and more exploitation of this ore is being attempted by advanced as well as environmentally feasible, cost-effective techniques. Dalvi et al. (2004) has reported that, due to the increase in demand, the world nickel production from laterites is expected to increase every year from the current level of production. In recent years, investigations of the use of low-grade ores, spent catalysts, clays, etc., have intensified to meet the market demand and also due to a shortage of high-grade nickel bearing ores (Al-Mansi and Abdel, 2002; Baba et al., 2009; Ismail et al., 2011)."

"A cationic surfactant, tetradecyl tributyl phosphonium chloride (TTPC), was first used as a collector. Flotation characteristics of muscovite using TTPC have been investigated through flotation tests. And dodecyl trimethyl ammonium chloride (DTAC) was tested for comparison. Their adsorption mechanisms on muscovite surface were clarified using zeta potential measurement, DFT calculation and molecular dynamics (MD). The flotation results indicate that the recovery of muscovite decreases when the pH increases in the presence of surfactants. When a maximum of recovery was reached, the dosage of TTPC was 2×10-5mol/L which was half of that of DTAC. Zeta potential measurements confirm that the TTPC displays a stronger collecting power than DTAC and is a superior collector for the muscovite flotation. DFT calculation and MD simulations show that TTPC interacts with the muscovite mainly through electrostatic attraction and hydrogen-bonding. The conclusions drawn from purely theoretical computations matched remarkably well with the experimental results. Keywords: Quaternary phosphonium salts; Flotation collectors; Flotation INTRODUCTION Muscovite mica is widespread in igneous, sedimentary and metamorphic rocks. It has the general composition KAl2(AlSi3O10)(OH)2. Muscovite mica exhibits perfect cleavage along the (001) plane, which exposes interlayer potassium ions[1-3]. In aqueous suspensions, the potassium ions readily enter into solution, leading to the development of a net negative charge on the (001) plane[4-6]. The surface of the muscovite mica is negatively charged at all pH > 1[7]. Due to the negative charge surface over the whole pH range of 2–12, the muscovite mica would not be expected to respond to anionic collectors in the absence of an activator. Conversely, the mineral is readily recovered using cationic collectors. However, until now, various amines and their derivatives (with N atoms as the center) are still the only available cationic collectors which still had their shortcomings such as weak selectivity, low flotation speed. Since few types of cationic collectors could be used, in some sense, the limitations of collectors are increasing significantly and the cationic flotation is facing more and more challenges. Quaternary phosphonium salts, as novel cationic surfactants, are widely used in antimicrobial, catalysis and surface modification field due to their biological activities, hydrogen bonding capability, stability and superior group electrical property[8-10]. There are a number of processes where quaternary phosphonium salt surfactants have shown better properties than quaternary ammonium salts and amines. Although the adsorption of quaternary phosphonium salt surfactants at the bacterium–liquid interface has been studied thoroughly, the case of adsorption in mineral surface has not been investigated thus far."

"PROJECT OVERVIEW Crossrail, Europe’s largest construction project, will increase London’s transportation capacity by 10% when it opens in 2018. The Crossrail scheme is a combination of surface and underground railway that stretches 118km east-west through central London from Reading, Berkshire and Heathrow airport in the west to Shenfield, Essex and Abbey Wood in the London Boroughs of Greenwich and Bexley in the east. Crossrail will serve 40 stations, ten of which are new, and bring 1.5 million people within 45 minutes commuting distance of London’s key central business districts. 21km of the Crossrail route comprises twin-tunnels beneath the heart of central London. It is the central section of the route, and the challenges that had to be overcome to construct its tunnels under the historic capital that forms the subject of this paper. The route of the Crossrail tunnels can be seen in Figure 1. These tunnels weave their way through the city’s underground landscape, linking eight new underground stations which connect to the existing London Underground network, providing interchanges with nine existing lines as well as the National Rail and Docklands Light Railway networks.Crossrail began construction of enabling works in May 2009 and launched the first of eight tunnel boring machines (TBMs) in May 2012. 42km of major tunneling work was completed in May 2015, and included 11km of sprayed concrete lined tunnels at the five mined stations (Bond Street, Tottenham Court Road, Farringdon, Liverpool Street and Whitechapel) in addition to the bored tunnel sections. The remaining three sub-surface stations at Paddington, Canary Wharf and Woolwich were constructed as large open boxes prior to the TBMs passing through. Crossrail, Ltd. is a special purpose company formed by the project’s joint sponsors, Transport for London and the Department for Transport, to manage design, construction and commissioning of the project. In 2009, Crossrail engaged Bechtel Ltd. as its delivery partner and a joint venture, Transcend (comprised of CH2M, AECOM and the Nichols Group), as its programme partner. The project is being managed by an integrated programme management team which is staffed by Crossrail and its partners. The railway, when opened, will be operated by Rail for London. With tunneling completed in accordance with the project’s master control schedule, the new railway is scheduled to commence dynamic testing in late 2017, with a phased opening of the tunneled sections and stations through Central London in 2018."

INTRODUCTION Today, flotation is clearly the dominant mineral concentration method. Since it is a relatively selective process, it is used for almost all sulfide minerals. A recent U. S. Bureau of Mines study indicated that approximately 225 million metric tons of sulfide ore was processed in 67 plants in the United States in 1980 (USBM Staff, 1981). There were over 100 plants processing copper ores in the world (Bassarear, 1985). Sulfide ores containing lead, zinc, copper, molybdenum, precious metals, cobalt, nickel, and iron are generally separated and concentrated by flotation. This chapter briefly reviews the plant practice related to the recovery of the above-mentioned sulfide minerals with emphasis on chemical reagents used for the production of marketable-grade products. PROCESSING OF SULFIDE ORES It is beyond the scope of this chapter to review the milling data for operating plants which have been extensively covered in literature (Tveter and McQuiston, 1962; Rausch and Mariacher, 1970; Weiss, 1985; Crozier, 1979). However, the following generalizations can be made regarding the processing of sulfide ores: 1. The primary grind is targeted to produce as coarse a product as necessary to provide an economic degree of liberation. 2. The concentration process, generally flotation, is designed to produce a concentrate consisting predominantly of valuable minerals and a middling fraction which may require further grinding to produce an optimum release of minerals. 3. The chemical reagent suite (collectors, frothers, etc.) for the separation of sulfide minerals from gangue minerals is generally complex. Total reagents used in the flotation process can be as high as six to eight, as is the case for lead and molybdenite separation from complex sulfide ores. 4. Chemical reagents are generally expensive because of the high selectivity for sulfide minerals. The process flowsheet is dependent on several factors, including ore grade and mineralogical composition. Generic process flowsheets for processing different sulfide ores have been developed for discussion in this chapter. However, there appears to be a consistent relationship between the reagent combination choice and the mineralogical composition of the ore (Tveter and McQuiston, 1962). These are covered in detail in the following sections. LEAD AND ZINC Galena (PbS) and sphalerite (ZnS), which commonly occur together, are the only minerals of lead and zinc, respectively, in most primary deposits. Feed ore grades are typically 1 to 5 percent Pb and 1 to 10 percent Zn. Very often economic quantities of copper and precious metals, silver and gold, also occur with these base metals.

The Mining Engineering Handbook is written primarily for persons interested in the economic extraction of minerals. Not everyone referring to this book will be knowledgeable about mining and, therefore, this section is intended to explain to interested persons the scope of mining as well as fulfilling the title of "Mining's Place and Contribution" among the industries of society. 1.1-MINERALS, ROCKS AND ORE In the year 1971, the number of known elements amounted to 104. Fifteen of these have been made only in the laboratory, others may have persisted from the primitive atmosphere, but, by and large, elements originated from magmas or igneous rocks of the outer rocky shell of the earth. Only eight elements constitute 98% by weight of the earth's crust. These are oxygen, 47%; silicon. 28%; aluminum, 8%; iron, 5%; and sodium, magnesium, potassium and calcium, less than 4% each. These common elements and the other less common ones are the building blocks of minerals, of which there are over 2,000 varieties. According to Webster: "A mineral is an inorganic substance occul.ring natura!ly in the earth and having a consistent and distinctive set of physical properties and a composition that can be expressed by a chemical formula. The term is sometimes applied to organic substances, such as coal." Thus, minerals are precise combinations of elements. Rocks, as distinct from minerals, are composed of assemblages of minerals. When minerals are found in sufficient concentration to warrant extraction by mining, the mineralized area is considered an ore deposit. The definition of ore is mineral that can be extracted from the ground at a profit. The economic connotation is implicit in the word ore. Since most of the useful elements compose such a small percentage of the earth's crust, the occurrence of ore deposits as we know them would not have transpired had not geologic processes concentrated the elements (see Sec. 4). 1.2-DEFINITIONS OF MINING TERMS Extensive coverage of the many descriptive terms used in mining may be found in a good mining glossary, such as is available from the Superintendent of Documents (see Sec. 35), but for convenience a number of the more common definitions are given here. Mining may be defined, as by A. B. Cummins, as the act, process or work of extracting minerals or coal from their natural environment and transporting them to the point of processing or use. Mining techniques are applied to extracting metallic minerals, such as ores of gold, copper, lead or zinc; to fuels, such as coal, anthracite, lignite and tar sands; and to nonmetallic minerals, such as lime-

Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

The compared advantages of digital and analogue computers for solving ventilation problems have for many years been a matter of discussion among the specialists whose respective arguments have prevailed in turn depending on the progress of technology. In the French coal mines however none of these two techniques has superseded the other so far. In France, between 1956 and 1962 only the digital computer and from 1962 to 1967 only the analogue computer was used. Since then they are both used concurrently and complementarily. Depending on the problems dealt with, the most advantageous method is chosen in each case. In the case of ventilation planning for projected workings, it is possible to test variant forms of the development plans and many parameters can be varied. In such a case the flexibility of the analogue computer is a great help. Wrong lines taken will be rapidly abandoned and little by little solutions will be found. By examining the results of a test, new ideas will generally come into the mind and they can be tested right away. Such an investigation is always-carried out in conjunction with the engineers of the mine concerned. In complex networks it often leads to solu¬tions which could not have been devised from the start. The same work could be done by using a numerical method and the digital computers operating in the different coal mine districts, but for the same tests, the time required would be much longer and the participants would not be encouraged to use their imagination so intensively. Or the other hand for calculations of ventilation networks in ventilation surveying, use is made of the digital computer which gives the possibility of storing the data corresponding to the different mines concerned. The questions to be solved concern problems for which the ventilation network is essentially known, and in which only a small number of parameters can be varied. The few possible alternatives to be calculated can therefore be handled by the digital computer in spite of the relative lack of flexibility of the method. To sum up our ventilation studies are conducted in France as follows: - For ventilation studies and modifications due to projected workings use is made of the ana¬logue computer. For a given mine the updating of such ventilation studies is carried out every 3 or 5 years according to the progression of the workings. - For ventilation surveying while normal working operations are in progress, use is made of the digital computer.

Introduction In modern society, vanadium is defined as a strategic metal. Some 90% of the global consumption is used as an alloying agent for carbon steels, tool steels, and high-strength low-alloy steels (particularly for pipelines). Advanced titanium-aluminum-vanadium alloys are seeing application in the aerospace industry. Small but ever growing amounts are finding application as catalysts or in electronics. New uses are continually being discovered for this metal. One example of a new application is the vanadium-redox battery for use in generation plants and back-up power sources. Vanadium is found in a large number of minerals, of which the most important are carnotite, roscoelite, vanadinite, mottramite, and patronite. Just over a third of the world's vanadium is produced as a primary product; the balance is a by-product of the iron and steel, oil refining, power generation and uranium enrichment industries. Vanadium can also be sourced by recycling spent catalysts from the petrochemical industry and ash produced by the combustion of oil emulsion in power stations. However, recycling activities are believed to account for only a small amount of total world supply. Vanadium is recovered from these ores largely as the pentoxide (V2O5) [1]. The major sources of vanadium-bearing magnetite ores are scattered throughout Australia, China, Russia, and South Africa. Current estimates of world’s Proven & Probable vanadium reserves are of the order of 41.3 million tones [2, 3]. Commercial vanadium-bearing titaniferous magnetite deposits can be found in Kachkanar, Russia; Pan Zhihua, China; Bushveld, South Africa; and Windimurra, Western Australia [4]. Other deposits have been found in New Zealand, Canada, and India, among other countries. Vanadium consumption in the steel sector has increased some 7% per ton of steel over the last 10 years as new alloying applications have been found to improve steel's strength-to-weight ratio. Future demand from the aerospace and nuclear industries for non-ferrous vanadium alloys such as titanium and super-alloys is also likely to grow. Vanadium is usually added in the form of ferrovanadium, a vanadium-iron alloy. Vanadium compounds, especially the pentoxide form, are used in the ceramics, glass, and dye industries, and are also important as catalysts in the chemical industry. While established approaches may be used at an industrial scale to treat vanadium-bearing titaniferous magnetite ores in several countries, new alternatives are being developed worldwide. This review will give short overview of the treatment of vanadium-bearing titaniferous magnetite ores, an overview of direct reduction and direct smelting processes and an approach to determine technical alternatives for the property.

INTRODUCTION Phosphate, one of the three major elements essential for all living plants and animals, has been mined in Florida for over a hundred years. Comprising roughly 80% of the U.S. total and 25% of the world's supply, the bulk of the 35 to 40 million annual ton output is converted to chemical fertilizers. With the exception of one mine in north Florida near the Georgia state line, today's mining activities are centered in the middle of the peninsula just east/southeast of Tampa in Polk, Hillsborough and Hardee counties. These "bone valley" deposits extend into Manatee and DeSoto counties, but there is little active mining there as yet. Because strip mining is, perhaps, the ultimate environmental insult and because Florida has a proactive environmental community, it is not surprising that the mining of phosphate rock has become increasingly controversial. This paper describes how phosphate rock is currently mined, the environmental problems presented by mining and processing the rock, and some mitigating technologies being employed to answer such problems. THE PHOSPHATE DEPOSIT AND ITS EXTRACTION Florida's phosphate deposits containing the calcium phosphate mineral, carbonate-fluorapatite, are between ten and fifteen million years old. The typical "bone valley" matrix is 15 feet thick and lies under 20 to 30 feet of overburden.(Fig. 1) Both the sandy overburden and matrix are unconsolidated and can be removed with standard 45 to 65 cubic yard, walking electric draglines. After removing the overburden, which is windrowed nearby, the dragline operator casts the matrix into a "slurry" pit where it is broken up by high pressure water monitors. Pit pumps (with boosters where necessary) transport the matrix slurry through 16 to 20 inch pipelines to a washer where the three components of the matrix (sand, clay and apatite) are separated. The phosphates contained in central Florida matrix are approximately half pebble/half flotation feed, through the pebble ratio decreases as the industry mines southward. Again, the matrix is roughly equally divided among sand, clays and apatite. The phosphatic clays, 75% of which are less than one micron in size, leave the washer as a 3 to 5% colloidal suspension. The impoundment of these waste clays is one of the environmental challenges to be discussed later. The sand (silica) is separated from the similarly sized phosphate particles by a double float process (fatty acid followed by a reverse mine or cleaner float), and the sand tailings are then pumped to disposal or reclamation sites. The apatite flotation product is combined with the screened phosphate pebbles and stacked to dewater before shipping.

BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. "INTRODUCTION An inherent aspect of any tunnelling project is ground risk: how it is identified, quantified and managed throughout the various stages of a project. Early identification of these risks, such as adverse ground conditions or potential obstructions is crucial; however specific identification of all risks will inevitably be limited by the extent of the desk study, ground investigation and accuracy of as-built information available, particularly in a densely populated urban environment such as London with a long and varied history of development. It is therefore crucial to have suitable plans and procedures in place for dealing with potential ground risk scenarios if they occur during construction work to ensure the safety of the workforce and to protect nearby critical assets. A number of experiences of potential ground risk were encountered during the Sprayed Concrete Lining (SCL) works on Crossrail contract C300/410 which was constructed by a joint venture of BAM Ferrovial Kier (BFK). The C300/410 works, undertaken in the heart of London, comprised of over 2.5km of SCL tunnels for Bond Street and Tottenham Court Road Stations and the Fisher Street crossover, as well as two 6.2km TBM tunnel drives between Royal Oak and Farringdon. BFK appointed Donaldson Associates as their SCL designers for the works; together they were responsible for excavation stability up to the point of ring closure. Despite the majority of SCL tunnelling works at Bond Street and Tottenham Court Road being through the favourable medium of London clay, there remained areas of local geotechnical challenges. Some of these were expected from the outset, some became apparent as works progressed from records of other nearby excavation works, and some were only encountered during tunnel excavation. Being located in the centre of London meant that there always remained a possibility of meeting some form of obstruction from previous structures. However, identification of all potential issues prior to the commencement of the works was challenging and proved to not be entirely possible. Through a series of case studies, this paper documents incidents where obstructions or adverse ground conditions arose. These scenarios all had the potential to cause safety risks, impact the tunnel design and/or construction methods and ultimately add time and cost to the works. The paper discusses how these challenges were overcome which utilised in part, a progressive risk reduction cycle, feeding back knowledge gained at all stages of construction into the approach for undertaking the works. It also examines what could be done in future to further reduce the ground risk through early identification, communication, education and appropriate contingency measures."

"The Eglinton-Crosstown Light Rail Transit line is a 19-kilometre corridor with a 10-kilometre underground portion currently being constructed by Metrolinx in Toronto through a densely populated urban environment. Tunneling works are being completed through two separate design-bid-build contracts that include consideration for a phased handover to a follow on contractor who will take ownership of the tunnels, including warranties, and will complete the stations and remainder of the system through a PPP delivery model including maintenance of the system for 30 years. Warranty provisions, settlement apportionment, tunnel leakage, potential delays and conflicts between contractors are just some of the risks the team managing tunnel contract integration had to consider when developing the PPP contract. This paper will present an overview of how these risks were assessed and allocated through the contracts and the strategies adopted to minimize risks to Metrolinx while ensuring successful procurement was maintained. INTRODUCTION The Big Move is a 25 year, $50 billion ($-CAD) plan for coordinated and integrated transportation in the Greater Toronto and Hamilton Area (GTHA) in Ontario, Canada. This plan has been initiated by Metrolinx, a division of the provincial government of Ontario, and its vision, goals and objectives are rooted in creating a high quality of life; a thriving, sustainable and protected environment; and a strong, prosperous and competitive economy for the GTHA. The Big Move will triple the length of rapid transit service in the GTHA to 1,725km, significantly increase the percentage of the GTHA population living within two kilometers of rapid transit, reduce commute times to an average of 77 minutes per person per day and decrease greenhouse gas emissions from passenger transportation per person by 29%. Work is currently underway on several projects and more than $16 billion ($-CAD) of the planned investment has already been committed. A key project that forms part of this commitment is the Eglinton Crosstown Light Rail Transit (LRT) Project which is being delivered in the City of Toronto under Metrolinx’s Rapid Transit (RT) Program. This complex and sizeable undertaking has been broken into a number of separate contracts comprising: LRT Vehicles contract; Eglinton West Tunnels Project; Eglinton East Tunnels Project; and a Public-Private-Partnership (PPP) contract to complete the underground stations, at-grade stops, all rail infrastructure and systems and to maintain the entire system for 30 years. The PPP contract, which includes an initial capital portion of approx. $5.1 billion ($-CAD), has recently been awarded to Crosslinx Transit Solutions, a Special Purpose Vehicle (SPV) consortium comprised of SNC Lavalin, Aecon, Dragados and EllisDon."

A longwall coal mine in southwestern Virginia mining the Pocahontas #3 Coal Seam experienced a history of mining-related seismic events. The events were never large enough to cause concern until three major events occurred recording 3.4, 4.3, and 3.4 ML in 2005, 2006, and 2007 respectively. Two of the seismic events generated an air blast which damaged stoppings which fueled a mine fire in 2005 and 2007. The mine responded to the events by narrowing the longwall widths, changing ventilation controls, installing a 7-sensor seismic system around the active panel, and creating a mining hazard map to avoid similar geology in the future. All of the actions taken have prevented seismic activity from impacting mining operations, but it did not prevent other large seismic events from occurring (Van Dyke et al., 2018). In 2016, another large seismic event, measured at 3.7 ML, occurred in the gob that was reported by the local media and recorded by the United States Geological Survey (USGS). While the event did not directly impact mining operations, mine management wanted to know where and under what conditions could large seismic events occur in the future. The National Institute for Occupational Safety and Health (NIOSH) became involved to help understand what conditions precipitated these events so that future mine design could more accurately assess seismic hazards and reduce the risk to mine worker safety. Researchers at NIOSH and mine management created a seismic forecasting map that combined three factors: (1) overburden thickness, (2) sandstone thickness, and (3) the expected caving height of the gob. The criteria were developed based on the geologic data the mine collected from core drilling, e-log analysis, and fiberscope observations. The forecast map was able to provide an accuracy of 72%–85% of events 1.5 ML or greater and 100% accuracy of events that were 3.0 ML or greater based on historical data. The seismic forecasting map was applied to the entire future mining area to show areas where seismic potential could be the greatest based on current mine design planning, ultimately improving the ability of the mine operator to assess the seismic hazards surrounding active and future mining areas (Van Dyke et al. 2018). Following this research, the seismic forecasting map was implemented into the mine’s hazard recognition program and is continuously updated and evaluated prior to mining each longwall panel. This paper will cover in more detail how the seismic and lithologic data was processed and how the mine implemented a new seismic mitigation program based on the forecasting results.

Erratic distribution of values in free gold ore bodies presents severe problems in sorting material in large scale open pit mining. However, an intense program of modern blasting techniques and less than modern gold panning results in good sorting at Houston International's Manhattan mine. Blasting technique is important. If the sample location cannot be relocated because of blasted material movement, information acquired while drilling is useless. So short benches are critical to minimize dilution. Though not very accurate, panning allows for rapid analysis. The more accurate fire assay does not provide the needed speed. Panning can be fairly accurate and errors made are mostly on the low side. Samples of mixed and broken stockpile material are used as checks on pit procedure and to develop stockpile content in¬formation. Added tonnages discovered offset the higher labor costs of this careful sorting technique. The mine is located in central Nevada's Toquima Range in the small mining town of Manhattan, 322 km north of Las Vegas. The mine has four epithermal stockwork ore bodies that are mined in two pits. The mine problem was that conventional ore control was not separating ore from waste. Assays of 6-m blast-holes were used on 5-m centers. The blastholes were relocated by stadia survey after blasting. Holes assaying above the cutoff grade were flagged and mined as ore. This system is practical and useful in high concentration ore bodies or in evenly disseminated mineralization. But it was not practical at Manhattan because of large gold particles and small ore pocket sizes. Ore pockets were often missed when drilling a grid area for blasting. Also, large gold nuggets made assay results unreliable. The probability of a nugget being contained in an assay charge is small. So most results were low, compared to actual grades mined based on stockpile samples. When a nugget found its way into a fire assay charge, the result would be far higher than the actual grade of material represented. In addition, disturbance by blasting created problems in relocating ore. Because of these problems, the grade control program was intensified in September 1979. It successfully separated ore and waste in blocked out ore areas and located more ore in "waste" areas. Known reserves mined to date have increased up to 50% on some benches. The methods used are modern blasting techniques, detailed assaying, and traditional panning of samples collected from active mining faces. These methods allow mining flexibility, to match the variable mineral occurrence in ore bodies. The united effort of the geology and engineering departments has been important to the program's success.

"When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."
