Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau's mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation's existing and potential mineral supplies. The President's budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau's health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau's health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. There are three Federal agencies involved in mine health and safety. The contribution of the mining industry to the global economy has reached (and gone beyond) $1,800 billion in recent years that necessitates (more than before) the need to ensure workability, viability, health, and safety of mine sites and workers to meet the ever-increasing global demand for mineral resources. Amongst the many challenges facing the excavation industries, rockburst and spalling failures in deep mines in hard and brittle rock formations are yet happening that are still deemed as unsolved problems. During unconfined compressive testing of brittle rocks, microcracks initiate at approximately 0.3–0.5 of the peak strength (which is commonly known as the Crack Initiation stress level) mainly in the direction of the major principal stress, then grow unstably and coalesce to form macro fractures at approximately 0.7–0.8 of the peak load at a so-called Crack Damage stress threshold. From a stress-strain perspective, the crack damage stress threshold () is associated with the reversal point of the volumetric strain, which is also proved to be strongly affected by the intermediate principal stress. This paper extends the previous studies on the impact of true triaxial loading conditions on the CD stress level in high porosity rocks, and introduce a new Crack Mode-Changing Stress (CMCS) defined as the minimum principal stress required to change rock fracturing from splitting to a sliding failure mode. A large number of experiments on sandstone specimens were carried out at different true triaxial loading conditions and the effect of principal stresses on the CI and CD as well as CMCS were studied. The results show that not only the intermediate principal stress, but also the minor principal stress can significantly affect the CD and CMCS thresholds.

"INTRODUCTION The Crossrail project provides an East-West link across London enabling an additional 200 million journeys each year linking up major business centres and existing transportation interchanges, while reducing congestion at street level and within the current underground system. The project has built major structures in Sprayed Concrete Linings (SCL), including 5 new stations, 6 crossover caverns and numerous passages, adits and ventilation tunnels. Construction has taken approximately 4 years, and has involved the spraying of over 200,000m3 of concrete. At the start of the project there was a lack of available records from previous projects concerning concrete falls, which hindered risk assessments and the ability to make meaningful comparisons around spraying or material performance. This paper redresses this lack of data by providing information on falls experienced on this project and makes recommendations to assist future projects. Construction Methods Table 1 below summarises the main contracts with elements of permanent SCL. The listed primary lining lengths include pilot tunnels, side drift tunnels and enlargements as separate tunnels.A range of construction sequences were used in order to deal with the design requirements, geometry, and the ground and ground water conditions. The following briefly summarises the build up by layers, with typical design dimensions provided for a platform sized tunnel (approximately 9m internal diameter), excluding tolerance allowances. Some linings were sprayed in more than one layer to allow for inclusion of reinforcement layers or to avoid a too aggressive build-up of thickness: •,Initial shotcrete, or sealing, layer (ISL) of 75mm followed by a Primary Lining (PL) of 300mm. •,Regulating layer of 40mm followed by a Waterproof membrane (Sprayed membrane, 3-6mm). •,Secondary lining (SL) of 250mm with a separate sprayed fire protection layer (FPL) of 50mm."

During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

"INTRODUCTION The Liantang / Heung Yuen Wai Boundary Control Point (BCP) project, located in the north-east New Territories of Hong Kong, will form the seventh land crossing between the Hong Kong Special Administrative Region (HK) and Shenzhen in China (Figure 1). The BCP project comprises an 11km long dual two-lane trunk road linking the border crossing facility to the existing road infrastructure in HK and when completed it will facilitate future regional development and alleviate frequent traffic congestion at the existing Boarder control points.In December 2013 Dragages Hong Kong (a member of the Bouygues Construction Group) was awarded the 5.4km long Contract 2 section of the project, including the 4.8km long Lung Shan Tunnels, by the Civil Engineering and Development Department of the Government of the HK SAR. To overcome the difficult ground conditions anticipated along the Contract 2 section of the project the tunnels will be constructed using mechanical and drill and blast (D&B) excavation techniques together with a 14.1m diameter multi-mode Earth Pressure Balance Tunnel Boring Machine (TBM). Land constraints imposed on the project alignment require that the final 500m section at the northern end of the Lung Shan tunnels, under Princess Hill (Figure 2), takes an almost 90 degree turn towards the north. The resulting 354m radius curve restricts the sight-line of road users to below the minimum 110m at 80km/hr hence, the internal span of the tunnels needs to be increased from 12.6m, in the standard straight section, to 15.4m in this curved section to accommodate a widened shoulder which will provide the required sight-line distance."

This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.

Despite record production levels and still above-average prices compared to the lows of 2000, the industry is struggling to make profits and provide the returns on capital that investors are seeking. This represents a large-scale destruction of value over the last 15 years.The last 10 years have seen a sustained rise of operation expenses and capital development costs while there has been a rapid decline in productivity. This trend is unsustainable especially against other key structural challenges and forces shaping the future of the industry:1. Despite short-term fluctuations, there is longterm sustained demand for commodities.• Demand is driven by relentless urbanization, population growth and a rapidly growing middle class.2. Environmental concerns continue to mount.• Existing mining methods and their environmental footprint are becoming increasingly unacceptable to society.3. Geopolitical pressures and community activism are growing.• An estimated $25 billion worth of projects are on hold due to community activism.• Increasing nationalism tendencies and government expropriations of close to $30 billion.• Social license to operate is being challenged.4. Finding, building, operating and closing a mine just keeps getting harder and more expensive.• Costs have been increasing at an annual rate of 10 to 15 percent for the last 10 years.• More assets are stranded as they become uneconomical to mine under current mining methods, e.g. Olympic Dam.• Ore grades continue to decline.• Declining productivity at an annual rate of more than 10 percent for the last 10 years.5. The industry has consistently underinvested in technology and innovation."

"Keep calm and carry on mining. That has long been the conventional wisdom in the mining industry, a largely cyclical one that has weathered roller-coaster booms and busts. But in the years from 2002 to 2016, an unprecedented steep rise in commodities prices that lasted a decade and then took a sharp turn downward had made it hard for gold and silver miners to stay the course.“The last 15 years highlighted some of the structural and inherent challenges that our industry has, from product price uncertainty to long lead times to the capital intensity of our business,” said Mitchell Krebs, president and chief executive officer of Coeur Mining, who was the luncheon speaker at the American Exploration & Mining Association’s 122nd Annual Meeting held Dec. 5-9, 2016, in Reno, NV.Looking back, Krebs said, “We were given this enormous gift of a commodities super cycle, and the industry kind of blew the opportunity.” While gold prices rose 319 percent and silver prices rose more than 200 percent over the 2002 to 2016 period, the XAU index of 30 gold and silver mining companies’ stock prices went up by only 20 percent.Entering 2016, precious-metals prices have made a comeback, with gold rallying strongly from a six-year low at the start of the year. This time, the industry is ready. Companies are leaner and meaner, with lower costs, reduced debt and an increased focus on higher grades and quality ounces. Although opportunities were missed in the past, the industry has got its act together and is now well positioned to take advantage of a price upswing and even to show profits when prices fall, as they did in August 2016, pushed down by a strong dollar."

In order to monitor/control airflow rate distribution in a complicated ventilation network installed many regulators, an integrated system composed of expert system, exerting programs for simulation to get macroscopic characteristics and drawing diagram, monitoring system and so on is introduced in this study. This system is made up of airflow velocity sensors and computers linked to an local area network. The main results of this study are as follows; 1) Combinations of two branches to monitor aerodynamic resistance change in a branch p in a network can be selected by comparing factor's value in a branch relation table. 2) When the combination of sensor branches for a branch p does not exist in the network at present condition, the system changes aero- dynamic resistances of appropriate branch q placed a regulator by referring branch relation table. And then the system asks other computer to get macroscopic characteristics under altered value of aerodynamic resistance of the branch q. 3) Dot pattern diagram shows airflow rate relation between an active branch and a passive branch. Three relations such as a) a straight line, b) a monotonous curve and c) extremums are displayed in different patterns for all the sets between an active branch and a passive branch at a time. 4) The ranges of airflow rate in coal faces by changing aerodynamic resistance of any one branch placed a regulator are shown in the Pareto diagram using values in the branch relation table. 5) Ventilation transfer diagram with two parameter, one shows airflow rate in a coal face and the other shows energy provided by main fans to overcome aerodynamic resistance in a net- work, is utilized to decide countermeasures for decreasing energy consumption in the network on increasing of airflow rate in the specified branch.

Thunder Basin Coal Company's Black Thunder Mine is located 80 km (50 miles) southeast of Gillette, Wyoming in the Powder River Basin. Surface coal mining operations began in 1977. The Black Thunder Mine has been North America's largest producing coal mine for over 5 years. Production in 1988 totaled 22.6 million mt (24.9 million st) of sub-bituminous coal. Thunder Basin Coal Company is a subsidiary of Atlantic Richfield Company. The mine began as a truck-shovel stripping and mining operation. Haul trucks of 154 mt (170 st) capacity were part of the original fleet. In 1985, 218 mt (240 st) capacity trucks were introduced to the fleet. In 1988 a dragline was added for stripping. A single, primary/ secondary crushing stream feeds either a slot storage facility or dual silos. Three loading points are situated over two rail loops serviced by the Burlington Northern and Chicago North-western Railways. A Near Pit Crushing and Conveying system is currently under construction. It is expected to be completed during the fourth quarter of 1989. During the past 10 years, the conceptual crushing/conveying design has changed several times as technology and commodity markets have changed. The system under construction will have a capacity of 4700 mtph (5200 stph). The overland belt will be 3570 m (11,700 ft) long and 1800 mm (72 in.) wide. The belt speed will be 300 meters per minute (1000 fpm). Two separate crushing streams will feed the overland belt. Each stream will be comprised of a dump hopper at reclaim surface elevation, a drag feeder, a two-stage triple-roll crusher, and an incline conveyor of 2700 mtph (3000 stph) capacity. This article will describe the different concepts and factors that have resulted in the system design now under construction.

The Afton copper-gold mine is located in the southern interior of British Columbia, 16 km (10 miles) west of Kamloops and 257 km (160 miles) northeast of Vancouver. 'An aerial view of the property in 1976 is shown in Fig. 1. The Afton copper-gold ore body [27 Mt (30 million tons)] of open pit ore with a grade of 1.0% copper, 0.46 g/t (0.01 6 oz per ton) gold, and 4.1 g/t (0.12 oz per ton) silver, occurs within the Triassic Iron Mask pluton adjacent to its faulted contact with Tertiary rocks. The geological setting of the Afton ore body is described by Carr and Reed (1976). Rocks of the Paleozoic, Mesozoic, and Cenozoic eras outcrop in the vicinity of Kamloops, but the unit with the greatest economic significance is the Upper Triassic Nicola volcanic group and its subvolcanic dioritic intrusion, the Iron Mask pluton. The Afton ore body occurs at the northwesternextremity of the Iron Mask pluton immediately south of a deep graben structure that developed in post-Triassic time (Coast Mountains orogeny) and which was the focus of vigorous sedimentation and volcansim in Tertiary times. The Iron Mask pluton is a lenticular composite intrusion approximately 14.5 km (9 miles) in length in a northwesterly direction. The petrography of the Iron Mask pluton ranges from picrite and serpentinite to latite porphyry. Outcrops of individual petrographic units are generally elongate in a northwesterly direction parallel to the axis of the pluton. The Iron Mask pluton represents the moderately slowly cooled core of an oceanic fissure volcano which built up an island flanked by shallow-water sediments including reef knolls and which, during its later stages, intruded its own volcanic pile.

"The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, mandates evaluation of remediation alternative using nine criteria: (1) overall protection of human health and the environment, (2) compliance with ARARs (applicable or relevant and appropriate standards), (3) long-term effectiveness and permanence, (4) reduction of toxicity, mobility or volume, (5) short-term effectiveness, (6) implementability, (7) cost, (8) state acceptance, and (9) community acceptance. Many states have adopted these or similar criteria for remedy selection under state laws. Although not explicitly addressed in the CERCLA criteria, consideration of sustainability can be incorporated into these criteria. This paper explores how sustainability can be evaluated for remedy selection using the CERCLA criteria. INTRODUCTION Sustainability considerations can be incorporated into all phases of site remediation: • Site investigation (remedial investigation). • Remedy selection. • Remedial design. • Remediation construction. • Operations, maintenance, and monitoring. This paper focuses on remedy selection. Many have looked at remedy selection using sustainability criteria. However, CERCLA and corresponding State programs require remedy selection using mandatory criteria. This paper shows how sustainability can be explicitly considered using the mandatory criteria. REVIEW OF CERCLA CRITERIA First, we review the definitions of the CERCLA criteria. We then explore how sustainability criteria can be fit into the CERCLA criteria. Overall Protection of Human Health and the Environment This criterion addresses the degree to which each alternative is protective of human health and the environment, considering both long-term and short-term risks. Overall protectiveness is a ""threshold"" criterion, in that alternatives that do not achieve adequate protection of human health or the environment are eliminated from further consideration. Evaluation of this criterion is derived from the evaluation of the other criteria (e.g., long-term effectiveness and permanence, and short-term effectiveness). It is not an independent criterion, but more a summary of the overall evaluation."

After 15 years of production, 91 Mt (100 million st) of ore mined and nearly 227 kt (500 million lb) of molybdenum produced, Climax Molybdenum Co.'s Henderson Mine and Mill are being modernized as a new mining level is brought on line. The $40 million investment in mine development and plant modernization positions the Henderson complex as one of the largest, low-cost primary molybdenum producers for the next 15 years. Henderson history The Henderson Mine and Mill facilities are located on the east and west flanks of the Continental Divide about 80 km (50 miles) west of Denver, CO. The underground mine and surface mill sites are linked by 16 km (10 mile) of railroad tunnel and 8 km (5 mile) of surface trackage. The mine, railroad and mill were built between 1968 and 1976 at a cost of $500 million. Each has operated at various levels of production over the past 15 years. The Henderson Mine was originally developed using a highly mechanized, panel caving mining system. Over the past 10 years, mining methods, equipment and railroad operations have been improved to position Henderson as one of the most productive and lowest cost underground mining operations. At the same time, the mill and concentrator facilities were upgraded to reduce costs and improve product quality. During this time, manpower was reduced from 2000 to 560 employees. These 560 people increased productivity to 54 t (60 st) per total manshift. They reduced operating costs by 50%. And they dramatically improved safety performance. However, as the 1990s approached, the modernization of the Henderson mining and milling complex and the development of the new 7700 mining level became the primary goals to guide Henderson into the 21st century.

Boddington Gold Mine is situated 130km South-east of Perth, WA. The operation is managed by Worsley Alumina Pty Ltd. The Direct Leach plant was commissioned in mid 1986 at a rate of 3 million tonnes per annum. The plant was upgraded to 4.5 mtpa in 1988 and almost immediately to 6mtpa in 1989. Subsequent debottlenecking resulted in further increases in throughput up to 7mtpa by 1991. The SupergenelBasement Plant was constructed in 1990 and commissioned in early 1991. It was designed to process both copper-gold-silver anomalies within the laterite gold orebody and future hard rock ores. The Supergene plant incorporated control potential s­ulphidisation (CPS) and flotation ahead of CIL to remove a host of copper minerals. It operated in that configuration for 2 years at rates up to 350,000 tpa and average grades of 6.0 git gold and 1.2% copper. Gold recovery averaged 90.7% and copper recovery averaged 80.0% before the flotation circuit was decommissioned in March 1993. Quartz hosted high grade, free milling oxide and basement ores were discovered at the northern end of the orebody in 1990 and now comprise the major feed source to the basement plant. Oxide ores are currently milled at a rate of 550,000 tpa, while basement ores are milled at a 420,000 tpa rate. Metallurgical testwork during the feasibility stages indicated that up to 30% of gold in plant feed could be recovered by gravity separation methods. It was also highlighted that signifi­cant improvements in overall plant recovery and reduced operating costs would be achieved by maximising gravity gold recovery ahead of cyanidation. To achieve this, rec;iesign and upgrade of the gravity circuit was necessary.

Igarape Bahia Mine, which is currently the largest gold producer in Brazil, belongs to Companhia Vale do Rio Doce - CVRD and is situated 250 miles south of Belem, state of Para, Brazil. It came into operation in 1992 with the startup of the CIP plant, fed with high grade ore, presently at 3.4gAu/t. The ore is totally oxidized, containing extremely fine particles of free gold. The ore is soft and low cyanide consumer, with a maximum work index of 12kwh/sht. In 1993 a Heap Leaching Plant was set into operation, handling low grade ore of · 1.s g Ault. The Heap Leaching Plant has undergone two major expansions. In 1994 its capacity was raised from lMtpy to 2,2Mtpy and in 1998, with a thorough remodeling of crushing operations, it was raised again to 3.5Mtpy. The CIP plant, which was originally designed with a capacity for l. lMtpy of ore, was expanded to a 2.2Mtpy capacity in 1994. Presently, the CIP plant accounts for most of Igarape Bahia's total gold output, with approximately 220,000oz per year. Igarape Bahia's annual output is around 360.000 oz. Over the last three years, work has been intensified to improve performance of both processes, aiming at maximizing productivity of the two industrial plants. Reduced costs and increased revenues have been given a special emphasis in the unified improvement program. Cost · reduction has involved developing methodologies to rationalize consumption of materials and inputs, while increased productivity has been given top priority as a means of generating increasing revenues. Thus, all of the improvement and development efforts have had a common goal: to increase operating income.

In April 1964 the Bureau of Reclamation awarded the first contract for rapid machine excavation of a water conveyance tunnel . Since then the Bureau has excavated seven tunnels with a total length of over 190,000 feet utilizing rapid excavation tunneling machines. Tunnel bored diameters have varied from 9' 0" to 20' 10" (See Table #1) and tunnel lengths from 5,000 feet to 67,000 feet. Driver and cutter units varied from 43 rolling teeth and eight rolling discs mounted on a rotating head driven by five 200 HP 23,000 volt electric motors to 20 discs and one tricone unit mounted on a rotating head driven by two 100 HP 440 volt motors. All tunnels were driven with a laser beam guidance system governing both line and grade. Trailing conveyors and rail haulage systems were used to dispose of the excavated material. Approved Bureau of Mines diesel locomotive engines for waste trains were prevalent power sources supplemented by battery units on some projects. Sandstone, conglomerates, agglomerates, siltstone, shale, and granite were the geological formations encountered, with sandstone and shale the preponderant material . Tunnel support systems utilized were structural steel ribs; rock bolts and metal plates; and shotcrete, or combinations of these. Progress varied from 51-1/2 feet to 154 feet per working day for three shifts, depending on rock material and supports required. One contractor established a record rate of advance of over 400 feet in one day, 1,905 feet in one week, and 6,848 feet in one month. Such diversified experience in underground machine excavation methods presented an excellent opportunity to observe, analyze, and evaluate associated environmental health problems. In 1911, Miami Copper Co. began a block caving operation at its Miami, AZ property. A gravity mill was used to separate copper minerals from the Pinal Schist host rock. Until 1932, the mill tailings were deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill. In 1928, the larger and more distant Solitude tailing pile was developed. By 1932, it was receiving all tailings. In 1925, Miami Copper converted the gravity mill to flotation with sulfide copper recoveries. From 1934 to 1943, Miami, Copper ran a leach-precipitate float (LPF) circuit on mined ore and, in 1943, began sulfuric acid in-place leaching of a portion of the caved area formed by block caving. The pregnant solutions were collected underground and pumped to the LPF precipitating drums to harvest copper. In 1954, the company started mining low-grade ore. This led to the running an old LPF plant on select mill tailings from April 1957 to March 1959. In 1959, block-cave mining ceased. Solution mining became the only source of production using a launder precipitation plant. In the mid-1960s, Miami Copper merged with the Tennessee Corp. In the latter part of the decade, Cities Service Co. bought the combined properties. In 1976, Cities Service commissioned a 15-t/d (16.5-stpd) solvent extraction electrowinning(SX-EW) facility at its Miami copper property to replace the precipitation plant. In 1982, Occidental Petroleum Co. bought Cities Service. In 1983, the Miami operations were sold to Newmont Mining Corp. and set up as a subsidiary company, Pinto Valley Copper Corp. Finally, in 1987, Newmont Mining spun off a combined Pinto Valley and San Manuel unit as Magma Copper Co.

Mineral process engineering is a small but important part of the nation's raw material industry. Minerals are usually processed in large plants of high capacity, at low cost, using few engineers and operators, and at an ever-increasing level of plant sophistication. The magnitude of the mining industry is huge, with about 4 Gt (4.5 billion st) of ore, coal and industrial minerals mined annually in the United States. Industries such as construction, manufacturing and power generation rely heavily on a strong US resource base to maintain a competitive edge. Though rooted in classical chemistry, geology, physics and mathematics, a mineral process engineer must be trained in the science and engineering required to process raw materials. A modern mineral processing program still stresses the traditional aspects of the profession. But it also emphasizes particle technology, applied surface chemistry, chemical processing of ores, solid-fluid separations, process and equipment modeling and optimization, materials handling, personnel management, maintenance and environmental and health aspects. In such areas as particle technology and some aspects of applied surface chemistry, mineral processing academic programs have taken a leadership position in supplying specialists to a variety of other industries. The objectives of a mineral processing program are: • to furnish personnel to support the basic raw materials industries (undergraduate programs); • to provide a research and development base for industry (graduate programs); and • to provide expertise in particle technology, applied surface chemistry and environmental programs for other industries (undergraduate and graduate programs). In the United States, mineral process engineering programs have historically been associated with mining and metallurgy departments. The recent movement of metallurgy programs away from primary processing towards materials science has created the need for a new accommodation.

Introduction Pegasus Gold's Montana Tunnels mine is a large surface gold, silver, lead, and zinc mine located 37 km (23 miles) south of Helena in southwestern Montana. Milling operations commenced in late March 1987. The concentrator achieved full production in May that year after undergo¬ing several modifications and improvements. Production for 1988 is projected to be 2.48 t ,80,000 oz) of gold, 34.2 t (1.1 million oz) of silver, along with 8.5 kt (9400 st) of lead, and 22.6 kt (25,000 st) of zinc from lead and zinc concentrates. Mill throughput currently averages 11.7 kt/d (12,900 stpd), compared to the origi¬nally designed capacity of 11.3 kt/d (12,500 stpd). Cash production costs, net of bypro¬duct revenues for the third quarter 1988, were below $3.20/g ($100 per oz). The introduction of ore to the concen¬trator marked the culmination of 12 years ex¬ploration, evaluation, and development. Initial milling operations encountered diffi¬culties with the circuit as designed. As a result, several modifications and improve¬ments were made to the plant. This article is intended to assist other companies developing projects of this type and complexity. It discusses the mine's de¬velopment from feasibility and construction through start-up. The operation, as it exists today, is reviewed including the modifica¬tions and improvements made since start-up. History The mine is situated in Jefferson County, MT within the historic Corbin-Wickes min¬ing district. Underground mining began in 1864 and flourished until the early 1900s. Between 1864 and 1900 the vein deposits in the district produced about $41 million dol¬lars worth of lead and silver ores containing subordinate amounts of zinc, copper, and gold. At various times, three smelters were operated in the area.

Sadiola Hill mine is located in the sub-Saharan part of Mali. In its first two years of operations, Sadiola Hill mine had already exceeded expectations with respect to profitability, plant capacity, metallurgical recovery, cash costs and social integration into the area. The advanced control system installed by the authors has been a major contributor in the substantial throughput of the mill over the design tonnage with no loss of recovery. The run-of-mine ore at Sadiola consists of soft clays with a varying percentage of grit, producing a high viscosity slurry. The percentage of grit fed to the plant varies on an hourly basis. This combination was expected to have a large impact on the milling circuit and determined that the early installation of an expert mill control system would be advantageous. Svedala Cisa OCS©, was selected as the most suitable support software. The operational rules and control philosophy are housed in the OCS© graphic-oriented fuzzy expert system while a model­based Soft Sensor has the remarkable ability to detect the variations in grit in the feed. Designed during the second half of 1996, commissioning of the system began in March 1997, the OCS was fully on-line by September. With the implementation of the optimising control strategy a throughput of 5.0 million tons relative to the target of 4.4 million tons was achieved for the 1998-operating year. The Sadiola project confirms that advanced process control techniques are among the most cost-and time-effective methods of improving metallurgical plant performance. The recipe that worked at Sadiola is a mix of metallurgical expertise, proper software selection, adequate design of control philosophy, and excellent plant support and follow­up. The early decision, design and installation of the mill control system has resulted in an enhanced Return on Investment.
