INTRODUCTION The Advisory Conference on Tunneling held in Washington, D.C. in 1970 under the auspices of the organization for Economic Cooperation and Development (OECD) forecast that $54 billion would be expended by member countries on underground construction in the 1970s. Construction activity since the Conference indicates the forecast may have been conservative. Statistics in the report indicated a vast increase in tunneling projects for mass transit, hydro-electric development, railroad tunnels, sewer and sewage retention reservoirs and water tunnels. Development of equipment is required to meet the demands for high speed excavation and provide tunnel driving systems with maximum efficiency and capability to sustain high speed advance rates. BORING MACHINE CAPABILITY During the last decade, use of Tunnel Boring Machines (TBMs) has increased. Where ground conditions and limits of machine design criteria permit, circular tunnel sections are either the only section , or an alternate sections specified in the documents: a TBM is either required or is an acceptable alternate means of tunneling. This article, first in two, discusses the safety, technology, and economic impact of eliminating safety fuse from metal and nonmetal mines. It is based on operation and manufacturer experience over the past five to 10 years. If safety fuse is eliminated, blasting accidents will decrease. There should be only limited technical impact. The economic impact will be minor for large operations, but will be significant enough for small operations that some will likely close rather than change. Most mines would probably change over, with the market absorbing the extra cost. Elimination of safety fuse would obviously have an impact on the two safety fuse manufacturers. One manufacturer produces an alternative system and would be unaffected. The other, however, will be affected if it does not change its production strategy. From the standpoint of employment and production, abolishing safety fuse will have a very minor effect on the mining industry as a whole. This article discusses the current use of initiation systems, incidence of accidents, and fuse consumption. Next month, part two describes the economic impact of eliminating safety fuse on the mining industry and manufacturers, and presents an economic analysis of the initiation systems. Introduction The objective of this study was to determine the safety, technology, and economics of eliminating safety fuse from metal and non-metal mines. There were five major tasks: • Studying initiation-related accidents from the Health and Safety Accident Center (HSAC) data file; • Visiting mines, collecting relevant data, and interviewing mine operators; • Establishing the trend in safety fuse consumption and type of users; • Corresponding with fuse manufacturers, domestic and foreign; and • Developing an idealized blasting cycle to evaluate the possible economic impact of safety fuse elimination on large and small operations. More than 450 explosives-related accident reports have been screened and analyzed by investigating HSAC files. These reports have been studied and classified according to the four initiation systems, size and type of mines, and time and frequency of accidents from 1973 through 1978. Twenty-four mining operations were visited to obtain supporting data for this study. Mine personnel were interviewed to determine attitudes about safety fuse and alternative detonating systems. This article decribes available data. It also attempts to provide information that can be used to answer such questions as: • Is the use of safety fuse (an antiquated detonation system) a major cause of mining accidents? • Are alternative systems available that could result in fewer in-juries to miners?

Growth of Thiobacillus ferrooxidans on pyrite mineral surfaces and in 9K leach media was studied through estimation of bacterial protein in the different phases. Bacterial attachment was found to be governed by particle size of the mineral, period of incubation and by stationary or agitation conditions used during incubation. Increased bacterial growth in the liquid as well as on the solid phase was observed with decreasing particle size and increasing incubation periods. Increased bacterial attachment to pyrite mineral surfaces was observed to promote iron dissolution.

The potential worldwide "market" for metallurgical bauxite is about 94 million MT. The high degree of concentration of the alumina sector, combined with the high percentage of long-term contractual relationships, results in a small spot market with an illdefined price structure. Further segmentation occurs based on bauxite quality and alumina plant design. The potential 'free" market is estimated to be about 18 million MT that represent the requirements of nonintegrated alumina producers. It, too, is covered almost entirely by multi-year supply contracts.

In hot deep mines the ventilation and refrigeration requirements are determined primarily by the magnitude of the various sources of heat, and where in the mine they arise. Refrigeration is expensive, and in order to ensure that it is utilized effectively and at the lowest possible operating costs it is important that careful attention be given to the selection of plant, and how the cooling is to be distributed. The paper outlines the essential features of the highly effective strategy that has evolved in recent years in cooling deep mines in South Africa.

The flotation of coal in the fie and coarse particle size ranges presents particular problems. Fine or ultra-fine coal less than 100 microns presents a challenge to conventional flotation machines because the rate of capture of the coal particles can be very low, so longer residence times are needed. Also, conventional mechanical cells are not normally designed with froth properties in mind. Froth drainage may be inadequate, leading to excessive entrainment of ash. The upper limit of flotation of coal is normally put at about 500 um (30 mesh). It appears that, in mechanical cells, coarser particles tend to be torn away from bubbles in the turbulent environment created by the impeller. In this paper, results are presented from plant trials of a high-intensity flotation column of novel design, namely the Jameson cell. Extensive trials have been conducted on coal slurries with a top size of around 1 mm. Size-by size analysis shows that it is possible to achieve high yields of low ash product over the whole particle size range.

An investigation was carried out to study the microscopic structure of coal in order to understand the phenomenon of methane migration. A Scanning Electron Microscope (SEH) was used to study the surface and pore structure of bituminous coal taken from an underground mine. Micrographs obtained showed the highly porous nature of coal which explains the large quantities of gases that remain within the pores in the compressed and adsorbed forms. These micrographs further showed that most of the pores within the coal matrix are the 'dead-end' type and do not contribute much towards the flow of gas. The most important finding was that solid coal has a network of cracks and fractures indicating that it is these cracks that are primarily responsible for the gas flow, rather than the pores. The size and distribution of the pores within coal influence the capacity of coal to retain methane but movement of the gas molecules is the responsibility of the microfractures. Any mathematical modeling to simulate gas flow through coal must take this into account. For purposes of modeling, the structure of coal can be considered to have dual porosity. First, the gas molecules are released from the pores and there is a gradual migration towards the fractures. Once the gas reaches the fractures, its movement is eased greatly along these fractures.

Several wall rock porphyry or pyrometascmatic copper deposits occur within the metamorphosed Paleozoic formations along the northern and eastern flanks of the Little Dragoon Mountains. Rocks ranging in age from Precambrian to Recent occur in the area. The Tertiary age Texas Canyon Quartz Monzonite intruded the sedimentary section in the eastern half of the range metamorphosing the Paleozoic carbonate units to tactites composed of garnet, diopside, and tremolite. Copper, zinc, and molybdenum minerals deposited in sites which are structurally controlled and stratigraphically favorable. Because the deposits are covered by alluvium, the information on structure, alteration, and mineralization is based upon a study of the diamond drilling programs. The mineralized district can be divided into four areas: 1) The Johnson Camp copper-zinc deposits; 2) The Dragoon copper deposit; 3) The I-10 copper-molybdenum deposit; 4) The Strong & Harris copper-zinc deposit. On the southwest end of the range beneath alluvial cover, the Cretaceous Bisbee Group was thrust over Precambrian and Paleozoic formations. The Tertiary Texas Canyon Quartz Monzonite intruded and metamorphosed them. In the upper plate, the Cretaceous sediments near the intrusive were metamorphosed to metaquartzite and andalusite and sillimanite schists. In the lower plate the Martin and Horquilla formations were marbleized. The lower Abrigo was metamorphosed to epidote rich calc-silicate tactites and biotite hornfels. A composite geologic cross section, based upon diamond drilling,, through the Dragoon copper deposit is shown in Fig. 1. The geologic events which formed this deposit are: 1. A faulted section of Precambrian Pioneer formation and diabase and Cambrian Bolsa and Abrigo formations was thrust over Pennsylvanian Horquilla formation. "The tunnel sector is excavated into a rock mass heavily affected by tectonics, defined as a regional fault. The rock around the tunnel support undertakes the non – elastic deformation and gradually detaches from the rest of the non affected rock mass, moving inside of the excavated area and tending to fill up the whole space. The initial solution of using stiff support consisting in double steel ribs I12 with circular shape in the upper part and straight vertical pillars in the lower part has proved to be inadequate. Based on the calculations of the subsidence phenomena and a mathematical model, the proposed alternative support was provided by special circular steel ribs – SG-23 –that allows a limited rib deformation (by relative slip between the arch segments) in order to mobilize the contact between the rock contour and the inner face of the rib - not only for the deformed rib but also for the neighboring ribs. 1. INTRODUCTION Hydropower development of Jiu river in Romania, in the narrow gorge sector includes two diversion HPP and a small hydro plant that provides the minimum required flow downstream: CHE Dumitra , CHE Bumbesti and MHC Livezeni (Table 1. Hydropower parameters).The Livezeni intake reservoir is provided by a gated dam located 1250 m downstream of merging point between Jiul de Vest river and Jiul de Est river. The dam is equipped with three radial gates with flap gates with a span of 12 m each and the height of (6 + 3) m. Ore blending for process optimization is becoming an increasing factor for managing cost and productivity. Economic mining and processing a very low value ore in an extremely competitive market results in constant cost-cummng initiatives. The inherent conflict between the lowest possible mining cost and the lowest possible milling cost is reviewed here in the context of blasting for autogenous mills. Iron ore blending focuses on a number of properties-liberation values, weight recovery and concentrate silica being the most important. Other chemical and metallurgical factors are also commonly controlled. Recent research has fueled an emerging interest in blending on physical ore properties as well. Fully autogenous mills rely on the large, competent fraction of crushed feed to act as grinding media. Previous test work indicated that Hibtac mills require specific amounts of 6- to 10-inch ore. High recirculating loads require a steady influx of large rock fragments. Blast designs, therefore, are presently characterized by wide patterns and low powder factors. Current efforts are aimed at improving mill throughput while reducing overall energy costs. Based on research and published case studies and the advent of optical measuring devices, Hibbing Taconite Company has embarked on a blast optimization program to identify optimum mill feed and to design blast fragmentation goals for each geological unit and each mining area. This paper outlines the preliminary findings of an ongoing, broad-based team effort which requires close cooperation of geologists, mine engineers, crushing and milling personnel. Three specific areas of investigation are reviewed: I) Historical relationships between powder factor and mill performance, 2) Blast fragmentation modeling using the Kuz-Ram model, and 3) Drill

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. INTRODUCTION As a set of management practices, "Knowledge Management" (KM) has disappointed many of its early advocates. The core notion behind KM can be summed up in the oft- quoted adage, "If we only knew what we know." KM describes a set of tools, practices, and approaches for using data, information, and expertise-knowledge-resident in an organization to improve the performance of that organization. The idea was incubated, hatched, and grew among some the largest and most successful companies in the world. Some of these companies created "Chief Knowledge Officers." Many more collectively invested billions in a huge range of KM efforts, all designed to use their organizations' information and expertise to innovate, improve margins, sell, or accomplish any of a myriad of sound business goals. Some KM efforts were successful, and many were not.* Today, it is indisputably the case that KM as a named set of practices has fallen out of favor. Why, then, should KM be discussed at a conference on "Things that Actually Work" for plant operators? Because, in many instances, KM has actually worked. The practices that represent KM done right offer significant opportunities for plant operators to achieve real gains, especially in times of resource constraints and in the face of ever-increasing technical and commercial goals. The KM fad is all but over. The KM benefits continue to accrue to those who have applied the lessons learned from that fad, and implemented sound * Fair disclosure: I am not unbiased with respect to the potential impact of KM. What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

Indonesia is a developing country in Southeast Asia with a population of some 180 million people. It has a stable political environment and currently enjoys high rates of economic growth. Indonesia has abundant reserves of natural resources, ample for its own needs and for export. Energy resources include oil, gas and coal. The oil and gas industries are well established domestically and for export. In the last few years, though, coal industry development has been rapid. Coal resources from bituminous to lignite amount to more than 30 Gt (33 billion st). That is more than enough to meet domestic needs and provide significant amounts for export. Figure 1 shows coal basins in Indonesia. Coals in Indonesia are generally young steaming coals. They are very low ash and sulfur, high volatile, bituminous B and C. The Indonesian government's state coal company is called Perum Tambang Batubara. The company has actively promoted the development of its coal for domestic and export markets. In particular, the government has placed priority on non-oil exports of which coal is a major element. The government strives to honor all contractural commitments for the export of Indonesian coal from contractor, private and government mines. From 1987 through 1989, coal production has increased from about 3 Mt (3.3 million st) to 9 Mt (9.9 million st). Exports have grown from I Mt (1.1 million st) to 3 Mt (3.3 million st). These are significant increases for a small industry with limited infrastructure. But with growing investment and development, these production and export levels will increase substantially, and Indonesia will be a significant world supplier of coal in the 1990s.

Discussion by P. Malozemoff I have no objection to using mathematics in the value appraisal of properties. The factor that is not emphasized in the paper is that very few important properties have a lifetime that reflects the initial ore reserves of the property divided by the rate of production adopted. In the majority of cases, major properties mine out several times the initial reserves. How much more will be mined out is not known, and only exceptionally gifted geologists can predict that additional reserves will be found. There is the further factor of metals price, which, over the long term, is not predictable. Another factor vitiating making calculations on initially established ore reserves is the speculative nature of exploration success. In my judgment, the life of a property, in addition to an established ore reserve, should include ample time for exploration to find additional reserves. The likelihood of additional reserves is based on the geological promise of the general area where the mine is established. This is especially important because of various risk factors associated with small orebodies, the economic life of which is about five to seven years. In underground mines, it is not economic to develop reserves beyond a certain depth, so the life of initially established reserves must be limited. In these cases, it is especially important to have a good geological understanding of the orebody and its continuity. To accommodate these concepts and present proof of economic soundness for a mining enterprise, a mathematical analysis should yield a life long enough to allow exploration and the development of additional reserves that would ensure a longer mine life and a more profitable result.

A prototype expert system for planning and designing underground coal mines has been developed in a doctoral study (Basu, 1991) at the University of Kentucky (U.K.). The objective of the study was to provide a design tool for configuring layout parameters, production systems, and for determining economic feasibility. Details of knowledge engineering and the prototype knowledge-based system for integrated and intelligent planning and design have been covered in the dissertation. The prototype demonstrates its robustness by allowing interaction among major design components, most notably among ventilation, ground control, and production planning. A plan for testing and evaluating the prototype, an important phase of software development, is presented here. Existing evaluation procedures for expert system prototypes are discussed and the evaluations for the underground coal mine design expert system prototype are included. The initial testing plan used senior-level mining engineering students to test the acceptance of the prototype. This test suggested the usefulness of such a system for training and instruction. This initial acceptance test was performed with the feasibility prototype. The other test objective, i.e., testing the model's accuracy, involved extensive participation of domain experts. For overall accuracy evaluation, an existing underground coal mine design was compared with the output from a design session using the expert system prototype. The testing procedure is not an isolated, independent development phase. Much of the accuracy evaluation is done at the time of knowledge base development. Therefore, the knowledgebase itself does not need a formal test phase. The major purpose of the field testing is to determine probable user acceptance. The acceptance test determines the completeness of the prototype and also will determine efficiency of user interfaces.

The paper investigates the effects of calcination for thermal activation and intensive milling for mechanical activation on aluminum recovery by acid leaching of pyrophyllite ore enriched via attrition scrubbing and froth flotation. The study compares these methods in terms of energy consumption and aluminum recovery, concluding that mechanical activation is more economical and environmentally friendly.

Overview In 1992, US coal supply and demand were shaped more by weather conditions and the export market than by the economic recovery. Preliminary data compiled by the Energy Information Administration (EIA) (Table I) show that coal production declined slightly to 902 Mt (994 million st). Consumption, though, rose by about 1 % to 811 Mt (894 million st), trailing the 2.1 %growth in Gross Domestic Product. Contributing to the decrease were a sizable drop in coal exports and some coal stock withdrawals. Consumption increased largely because electric utilities turned to coal to offset a shortfall in hydroelectric generation caused by a drought in the Northwest. Apart from this, the demand for coal-fired generation was dampened by a mild winter in the northwestern and northcentral United States, and a cool summer in the central and eastern parts of the Nation. Coal use by other consumers was about the same as in 1991. The average delivered prices of coal to all consuming sectors decreased slightly in 1992, reflecting soft coal markets (Fig. 1). US coal exporters experienced a set-back in 1992 mostly because of losses in the European market. Total coal exports fell by 6% to 93 Mt (103 million st), the first decline since 1987. Coal stockpiles at the end of 1992 were about 1.8 Mt (2 million st) below 1991, despite stock buildups by some electric utilities in the East. Stocks were built up as a hedge against possible coal miners' strikes after the Feb. 1, 1993, expiration of the contract between the United Mine Workers of America and the Bituminous Coal Operators' Association.

The term "diatomite" implies the nearly pure sedimentary accumulation of diatoms. Sedimentary and chemical purity, low density, inertness, intricate fine structure, high brightness and other properties give the diatom and diatomite unique industrial usefulness and commercial value in high value functional filler and specialty filter aid products. Although diatomite deposits occur commonly throughout the world in Miocene and younger marine and lacustrine sediments, deposits that contain significant reserves of crude suitable for these quality sensitive markets are uncommon. U.S. production is centered on exceptional deposits located in Arizona, Nevada, Oregon, Washington and California. Evaluation of deposits requires understanding of geology, mining, production and end use. As crude quality in deposits varies within and between strata, ore suitable for quality sensitive end uses must be identified through sampling and evaluation programs tailored to permit recognition of critical variations.

The net balance of the inflow and outflow of water in a tailings storage facility has major economic implications in any large mining and milling operation. In a net precipitation environment it can control the ultimate size and storage capacity of a facility or dictate the need for an expensive treatment and discharge program. In a net evaporation environment it can control the extent of the water rights acquisitions required for makeup water and dictate the number and size of expensive wells and pumping and delivery systems. The elements considered in a water balance analysis include the anticipated production rate, the water content of the slurry used to deliver the tailings, inflow from precipitation and snowmelt, and losses from evaporation and seepage. The mine can exert significant control over only one of these elements: the production rate. All others are subject to considerable uncertainty from month to month and year to year. The traditional approach is to analyze in a spreadsheet environment by making simplifying assumptions and using monthly mean or "average" values for precipitation inflows and evaporation losses. Often the analysis will be repeated with values subjectively assigned to represent a "wet" year or "dry'' year. The probabilistic approach uses the same basic spreadsheet model in conjunction with a probabilistic simulation add-in program allowing probability distributions to be substituted for any of the deterministic variables. The resulting analysis shows the full range of variation possible for each parameter of interest (i.e., available return water, makeup water required, storage, seepage losses) and estimates the exceedance probabilities for each. The potential uses and advantages of the probabilistic approach are discussed.
