Coal gasification solid residue (slag) contains unconverted carbon (char), which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal-3.4 mm gasifier slag (-85% ash) to separate high (-100%) ash slag from low (-50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71 % was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1mm in size.

"In response to the severe drought on the Colorado River basin and in order to preserve existing water capacity to the Las Vegas Valley, the Southern Nevada Water Authority contracted a new deep-water intake (Intake No. 3) located in Lake Mead. The current project (Contract No. 070F-01-C1) includes 5 km (3 miles) of tunnel with very difficult geological conditions and a 200- m (650-ft) deep shaft and marine works. This paper will present the current status of the design-build contract being constructed by Vegas Tunnel Constructors and the challenges and problems faced and the innovative solutions developed to handle the difficult conditions encountered during tunneling with up to 15 bars of pressure.ProjectbackgroundThe Las Vegas Valley receives the majority of its water from Lake Mead, which is located approximately 30 km (20 miles) east of the Las Vegas, NV metropolitan area. Due to the severe drought that has hit the southwest region of the United States, the water level in Lake Mead has receded from its high water level of 372 m (1,221 ft) above mean sea level (amsl) to a low of 330 m (1,076 ft) amsl in June 2015. Should the lake level continue to fall, at elevation 320 m (1,050 ft) amsl, the current water intakes will not be able to draw enough water to meet the needs of the local area. The risk of losing water capacity has prompted the construction of a new deeper intake. Not only is the new Intake No. 3 situated at a lower elevation in the lake at 262 m (860 ft) amsl, the new Intake No. 3 is also located to draw better quality (Fig. 1).Project challengesThe project has had several difficult challenges to overcome:• The work consisted of a 1.2 kt (1,300 st) structure constructed on a barge and lowered 100 m (330 ft) into Lake Mead anchored with 9,200 m3 (12,200 cu yd) of tremie concrete.• The drill-and-blast starter tunnel was impacted by three inflow events, resulting in a one-year project delay.• One of the main challenges was selecting the tunnel boring machine (TBM) and excavating the tunnel with expected hydraulic head pressure of as much as 17 bar (16 bar was the highest pressure recorded during the drive), crossing faulted areas, low rock cover and the risk of tunnel instability due to direct connection with the lake.• Extensive pre-excavation grouting with a constant head pressure ranging from 12 bar to 15 bar.• Structural repair of the cutterhead in difficult hydrogeological conditions [water inflow of approx. 800 m3/hr (4,000 gpm)].• Complete repair of the cascade sealing system for the main bearing and two replacements of the pinion bearings.• The TBM approach to the intake structure."

The Forestry Reclamation Approach (FRA) recommends that the upper 1.22 m (4 ft) of spoil material on reclaimed surfaces should be left as uncompacted as possible to facilitate efficient tree root growth. However, the main concerns about applying the FRA to steep slopes is that the upper 1.22 m (4 ft) of loose spoil material could cause instability. Successful application of the FRA on the flat and rolling surfaces precipitated this investigation. Details of a field investigation conducted at a steep-slope mine site are available in an earlier publication (Kumar and Sweigard, 2011). A total of 70 survey monuments were driven into the slope in a regular pattern to monitor any type of slope movement. Quarterly surveying of the monuments were done to quantify slope movement, either horizontally or vertically. The methodology developed in this research for field slope movement monitoring was validated using computer model results. Analytical models based on the limit equilibrium method (LEM) and numerical models based on the finite element method (FEM) were developed for slope stability analysis. The LEM analysis was done using the Geo-Slope/W program following the simplified Bishop method. However, numerical models were developed using the PLAXIS computer program following the Mohr’s Coulomb failure criterion and strength reduction technique. The slope stability analysis was performed for two different scenarios: first with the top 1.22 m (4 ft) of loose graded spoil material and second without top loose graded spoil material. Finally, the field investigation results were compared with stability analysis results. Both of these approaches showed that application of the FRA on steep slopes is not causing any significant instability problems, due to 1.22 m (4 ft) loose graded spoil that would not exist otherwise for overly steepened slopes.

A Simulation/Animation Model (SAM) with several unique features has been developed for continuous mining in room-and-pillar production systems. Initial cut data are generated by the program based on a short list of general section parameters, and is graphically displayed on the screen for checking and editing. This portion of the program includes several intelligent features. For example, a different cut sequence will be generated for uni-directional section ventilation than for bi-directional flow. Once the data are accepted, the entire simulation may be viewed in animation. Effectively, much of the data are checked visually by watching the actions of the mining equipment. Following the simulation, results are summarized as bar and pie charts, as well as printed output. In addition to the extensive use of graphics, the program contains several advances in simulation techniques as well.

The use of warm (40-50°C) solution for the selective elution (pre-strip) of copper cyanide from gold and silver cyanides adsorbed on activated carbon was found to elute +90% of the adsorbed copper compared to the use of ambient (20°C) solution eluting 50-70% of the adsorbed copper. The warm solution pre-strip elution did have higher co-elution of gold (1-4%) and silver (10-18%) with the copper. The use of ambient solution pre-strip elution co-eluted less gold (0.2%) and silver (2%).

The stability of shale gas wells drilled through current and future coal reserves can be compromised by ground deformations due to nearby longwall mining. Depending on the longwall-induced rockmass permeability, the high-pressure explosive gas from the damaged well may reach mine workings and overwhelm the mine ventilation systems. This study uses geomechanical models to estimate the rockmass permeability induced by mining. A two-panel longwall model of a deep, 341-m-cover mining site in southwestern Pennsylvania is constructed in 3DEC to explicitly model the rockmass by a discrete fracture network (DFN) technique. Stress-induced fracture apertures and permeabilities are calculated across the model and are validated against permeability measurements. A fracture flow code (FFC) is developed to use these results to predict potential inflow to the mine should a gas well breach occur. One hundred DFN realizations are simulated, and the results show that for a gas pressure of 2.4 MPa, the average of the predicted inflow rates to this deep-cover mine is 0.006 m3/ s, significantly lower than the average inflow of 0.22 m3/ s for a shallow-cover mine (145-m deep) studied in the previous work (Khademian, et al. 2021). The result can help assess the potential hazards of a shale gas well breach for mine safety and evaluate the ventilation requirements to mitigate the risk.

INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA's predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA's projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Reported- Projected Year (WLM) (WLM) 1975 1.59 5.68 1976 1.84 4.64 1977 1.68 4.08 1 Atomic Industrial Forum, 1976, 1977, 1978. 2 U.S. Dept. of the Interior, 1978.] Table 1 indicates that, even after adjustment to ensure better comparability an apparent discrepancy between Federal inspection results and company reported exposures for 1975-1977 exists; however, the apparent discrepancy diminished over the 3 years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners' average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. Preventing the spontaneous combustion of remnant coal, which is indicated by carbon monoxide (CO), is a significant issue for coal mining safety. The N00 longwall mining method with Z-type ventilation is advantageous for the prevention and control of CO; however, research regarding this topic is limited. To investigate the distribution of CO in a goaf and working face, a sealing material and technique for blocking the goaf were introduced after proposing a forming method for a Z-type ventilation system; furthermore, a monitoring method was designed and applied in the field. The results demonstrated that the CO concentration during mining in the upper corner and return airway ranged between 4–6 ppm and 3–7 ppm, respectively. More importantly, no CO was generated in the goaf. The results indicate that the advantages and mechanisms regarding the prevention of spontaneous ignition using the N00 longwall mining method with Z-type ventilation are as follows: (1) The adoption of the downward ventilation technique is not only beneficial for reducing the air pressure difference between both ends of the working face, but also prevents CO accumulation in the upper corner. (2) The basis of a spontaneous combustion disaster is eliminated owing to the absence of coal pillars reserved in the goaf. This study proposes a superior method for mitigating spontaneous combustion disasters related to remnant coal in the goaf in a coal mining field and contributes to the better understanding of the N00 longwall mining method for coal mining safety.

Sanshandao Gold Mine is the only undersea metal mine in China. To deal with the collapse and pumping of stopes and roadways caused by complex ore-rock occurrence conditions, the mine conducts filling and sealing of some areas, and the remaining ore reserves will be mined after treatment. Therefore, it is urgent to evaluate the stability of rock masses, fault fracture zones, and aquicludes during the secondary mining process. In this study, displacement and microseismic methods are employed to monitor rock deformation and fractures. Additionally, FLAC3D was used to simulate the process of secondary mining, reproducing the evolution of stress fields, displacement fields, seepage fields, and plastic zones at different mining stages. The combination of numerical simulation and on-site monitoring verification demonstrates that the deformation of surrounding rock presents a rapid growth at the initial stage of mining, followed by a gradual decrease in the growth rate, and finally tends to stabilize; the fracture zone area at the 151–159 exploration line on the − 320 m level (near the 7# and 8# stopes) exhibits poor stability, and monitoring measures should be strengthened; the deformation value of the aquiclude is less than the deformation value of I protection level in the Code for Design, the impact of secondary mining on the aquiclude is limited; fault and fracture zone deteriorate rock mass stability, and their impact is related to their spatial locations. Hanging wall fault has a more significant impact on the settlement of the aquiclude, while the footwall fracture zone has a greater impact on the development of the plastic zone.

GeoBiotics, LLC and Kumba Resources (Pty) Ltd are jointly developing the GEOCOAT® heap bioleaching technology and downstream processing technology for recovery of zinc from tailings at the Rosh Pinah Mine in Namibia. This paper outlines the development of a computer simulation for the bioleaching of sphalerite and the downstream processing. Computer modeling has shortened the product development cycle by allowing many flowsheet scenarios to be analyzed negating much of the expensive and time consuming laboratory testing. A model was developed using the Limn® system which is an Excel® Add-In flowsheet drawing and solution engine. Given that most engineers are familiar with Excel® this software is extremely easy to use and has less hidden calculations making model verification much easier.

Since the late 1970's, the Roof Control Division (RCD) of MSHA's Technical Support has been performing linear analyses for the enhancement of miners' safety. This remote sensing process uses Landsat data to predict areas of potentially hazardous ground conditions in underground mines. To date approximately 700 analyses have been completed by the RCD, with nearly 75 being performed with the current equipment, software and methodology which was updated in early 1995. While success is difficult to measure, requests for linear analyses continue to come from large and small mining companies which suggests the industry's acceptance of the process.

Room-and-pillar mining is a mining method used in the United States to extract coal from underground, and pillar recovery is widely practiced for maximizing coal recovery and mining economics. Under certain conditions, room-and-pillar mining can create high stresses in coal pillars resulting in a coal outburst. These outbursts represent one of the more severe safety hazards in underground coal mines, potentially causing injuries and fatalities. Over the past ten years, coal outbursts have resulted in three fatalities in U.S. room-and-pillar mines. Though coal outbursts generally occur under deep cover, they are more likely to occur during pillar recovery and under multiple-seam mining conditions. Coal outbursts are generally associated with strong roof and floor and heavy loading of coal pillars, but it is difficult to predict whether, where, and when they will occur. In this respect, risk management provides a proactive tool to prevent coal outbursts in room-and-pillar mining by identifying mining areas with high risk of outburst and mitigating the risk accordingly.

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

Despite further declines in production for some producers, 1986 proved to be a landmark year for the asbestos industry. The key event was the adoption of The Asbestos Convention by the Inter- national Labour Organization (ILO) and its 150 member countries. The document, entitled "Safety in the Use of Asbestos", reaffirms the international consensus on the "controlled-use" approach to chrysotile asbestos regulation. The decision of the ILO has come at a critical point in time. It represents a major turning point and provides an important building block for the long term future of the asbestos industry.

The Upper Silesian Coal Basin is located in the area of the Upper Silesian Syncline and belongs to one of the most complex tectonic units in Europe. It occupies 5,650 km2. In 2020, there were 20 hard coal mines operating in the area. Seismological research in this area consists of observation of precursors/symptoms of shock generation and understanding of their effects. Studies (Teisseyre R. 1972, Mutke G. & Stec K. 1997, Stec K. 2007, Dubiński J. & other 2010, Idziak A. 2010) of complex impacts of rock mass provided a background for determining the conditions for the formation of exploitation and regional seismic shocks. Issues related to tectonic and exploitation stresses, successive extraction of coal seams at higher depths, operation in the vicinity of fault zones, often complex geological and organic conditions result in the activation of a discontinuity surface due to stress caused by deformation of rock layers, which, as a result, causes the emergence of strong shocks above 107 J. The article was based on analyses of extraction value, high-energy shocks, both of mining and tectonic-mining (so-called regional shocks) origin, against the background of changing operating conditions, which, as a result, creates an image of periodically changing seismic activity and location of strong shocks. Observation results show that, with an increase in exploitation depth and declining extraction, the number of strong shocks caused by tectonic stress (107 - 109 J) and exploitation stress (≥105 J) has been steadily increasing over the last 25 years.

Historically, geologic data has not been adequately considered in resource estimation. More recently, with the use of computers and sophisticated estimation algorithms and geostatistical justifications, geology has been downplayed further. Many reasons are given for not using geology including cost, time and irrelevance. None are valid. Boundaries defining mineral domains should be used in computer-generated resource estimates. Selected case histories show how the failure to honor geology has caused discrepancies in resource estimates of actual in-place resources. After-the-fact differences have included decreases in tonnage of up to 50% and increases up to 300%; partial to complete recategorization of material; and 50% decreases in grade. The costs of gathering and using geology are trivial compared to the potential consequences.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. We commonly consider conflict in a two-party sense, but this deeply over-simplifies the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. Coal plays an important role in the energy needs of the World. Given its wide abundance and low cost, coal use is bound to increase with the growing energy demand. Despite its importance, there are growing concerns over coal?s environmental burdens, especially its contribution to greenhouse gas emissions. To ensure sustainable extraction and use of coal, opportunities for minimizing potential impacts from coal have to be identified and exploited. Whilst extensive work has been done on life cycle assessment of coal use, especially in electricity generation which uses the bulk of coal produced, there has been limited work focusing specifically on coal mining. This study aims to estimate the cradle-to-gate life cycle climate change impacts of coal from a surface coal mine in the United States. The study employs general principles of ISO standards for LCA.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit.
