INTRODUCTION Under a Federal grant by the Urban Mass Transit Administration (UMTA) (80%), and sponsored by the State of New York (200), Niagara Frontier Transportation Authority is constructing a 10.3 km (6.4 mile) light rail rapid transit system in Buffalo, New York. The $450 million project, which began construction in the Spring of 1979, is unique in rail transit alignment designs in the U.S.A. and the first predominantly underground light rail system in North America. The Buffalo project is unique in that the first phase of the expandable system follows the alignment of Main Street and is on the surface in a proposed 1.6 km (1.0 mile) pedestrian mall in the downtown business district. The alignment then progresses northward into a cut-and-cover portal and standard double-box configuration for 2.74 km (1.7 miles) at a depth of 9.1-10.7 m (30-35 ft) and subsequently drops into bedrock at depths of 18.3-27.4 m (60 to 90 ft). The 5.63 km (3.5 mile) rock tunnel section consists of two single tunnels 4.88 m (16.0 ft) nominal finished diam. and includes five stations. The rock tunnel line section was divided into a north and south contract of 2 316 m (7,600 ft) and 3 243 m (10,640 ft), respectively. The North Shore Inline Interceptor, Phase IA tunnel is a 8,550-meter (28,000-ft) interceptor tunnel currently being constructed by Traylor Bros./Frontier-Kemper, Joint Venture, using a 9.8-meter (32-ft - 4-in) diameter Robbins tunnel boring machine (TBM). This tunnel is being driven in Silurian age dolomite approximately 91.5 m (300 ft) below ground surface. Significant water inflows were encountered when the tunnel drive penetrated the thinly-bedded Waubakee Formation. Flow increases approaching 0.75 cu m per min per 30 m of tunnel (200 gpm per 100 ft) have occurred in this formation. After driving approximately 2,285 m (7,500 ft) of tunnel (200 m full face in the Waubakee Formation), total flows exceeded 12 cu m per min (3,200 gpm) with about 5.7 cu m per min (1,500 gpm) entering the tun¬nel from the 200 m (600 ft) of exposed Waubakee Formation. Additional water control measures consisting of increased pumping capacity, increased water treatment capacity, surface grouting ahead of the tunnel, grouting ahead of the tunnel face and panning to improve the working environment for installation of tunnel support, were implemented to deal with the large water inflows. Currently (January 24, 1989), 3,400 m (11,000 ft) of tunnel has been driven, total water inflows are in the range of 11.7 cu m per min (3,100 gpm) with only 6.8 cu m per min (1,800 gpm) inflow from about 1,220 m (4,000 ft) of tunnel driven full face through the Waubakee Formation.

The U.S. Bureau of Mines (USBM) is developing new dewatering technology to permit the recycling of iron values contained in wet steel plant sludges. In laboratory tests, Q-BOP fume sludge was dewatered to 12% moisture by displacing water with acetone in a plate-and-frame pressure filter. Acetone is reclaimed through distillation at lower cost than conventional thermal drying of the sludge. The projected additional energy requirement for acetone treatment of the sludge, including acetone recovery, is $5 to $7 per dry ton.

The iron ore beneficiation plant at Serra-Azul Mines of ArcelorMittal, Brazil operates at a rated capacity of 3.2 million tons per year. The ore is concentrated using magnetic separation, jigging, hydrocyclones and spiral concentrators. The tailings from the process plant are generated from classifier overflow of 135 tons per hour dry solids and thickener underflow of 48 tons per hour dry solids. A systematic experimental program was carried out using Multi-gravity separator (MGS), and wet high-intensity magnetic separator (WHIMS) for recovering the iron values from both of the tailing streams while minimizing the total quantity of tailings to be discarded. The classifier overflow contained 32.3 percent iron, 49.9 percent silica and 2.18 percent alumina and was 45 percent finer than 45 microns in size. The thickener underflow sample contained 47.3 percent iron, 27.6 percent silica and 2.49 percent alumina and was 16 percent finer than 45 microns in size. Separation results on the classifier overflow sample with the MGS indicated that a concentrate containing 62.1 percent of iron, 10.8 percent silica and 0.36 percent alumina can be achieved with a weight recovery of 24.5 percent. The results with WHIMS at 6500 Gauss indicated that concentrate containing 62.6 percent iron, 8.3 percent silica, and 0.65 percent alumina can be achieved at a weight recovery of 34.7 percent. 4.7 percent. WHIMS studies at 6500 Gauss on thickener underflow sample indicated that a concentrate containing 61.4 percent iron, 8.8 percent silica, and 1.74 percent alumina can be achieved at a weight recovery of 57.2 percent. Based on these results, and further in-house test works, a WHIMS installation was adopted for the recovery of iron values from the tailings in the operating plant at ArcelorMittal Serra Azul Mines, Brazil.

In this paper, the size-density distribution of coarse middling coking coal (CMCC) with different grinding fineness and flotation concentrates was investigated. Then, the flotation behaviors and liberation characteristics of different size-density fractions in ground CMCC were analyzed, and the different size-density fractions were divided into five categories: mostbeneficial, secondary-beneficial, poorly liberated, insignificant-pollution, and serious-pollution. Based on the content of particles with different liberation characteristics, an evaluation index of the liberation characteristic of ground CMCC, namely, the liberation perfection index (LPI), was proposed. The results indicated that grinding changed the size-density composition of CMCC, which affected the flotation performance. Insufficient grinding and overgrinding were not beneficial to flotation. Insufficient grinding caused a higher content of poorly liberated particles and a lower content of most-beneficial particles. Overgrinding increased the content of serious-pollution particles and reduced the content of most-beneficial particles. The size order of the LPI values of different ground CMCC was consistent with the flotation efficiency, and the LPI values of the other two similar samples were overall positively correlated with their flotation performance, suggesting that the method is universal.

Dewatering tailings to higher grades than paste produces a stable deposit that typically does not require retention dams and is called a “dry stack.” A proposal of different dewatering techniques applied in the fine tailings produced after final desliming phase, obtained from the treating of phosphatic ores, is the main objective of this work. The dewatering techniques evaluated were column thickener, deep cone classifier, and hyperbaric filtration. Calcite and dolomite were the main mineral contained in the phosphate tailings and these have a very fine granulometry; the tailings presented different behaviours related to the dewatering technique applied. The test column thickener and deep cone classifier with the best operational parameters found to obtain a maximum percentage of solids in mass were ~ 71% and ~ 67%, with values of yield stress ~ 200 Pa and ~ 100 Pa, respectively. In the hyperbaric filtration, a cake with ~ 10% moisture was obtained. This indicates that the transportation conditions are not the same. The overflow turbidity levels obtained from column thickener and deep cone classifier test did not exceed the value 100 NTU, whilst for the filtrate of the hyperbaric filter obtained values ~ 800 NTU. It was possible to preliminary estimate the recovery direct of water, considering each dewatering technique for final disposal of the tailings. The best dewatering techniques obtained were in the following order for the disposal in phosphate fine tailings dams; the hyperbaric filter showed an excellent dewatering capacity with productions rates around 160 kg h− 1 m− 2 for moisture cake of 10%, followed by the column thickener and deep cone classifier with paste ~ 71% of solids (W/W) and high-density slurry ~ 67% of solids (W/W), respectively.

The sequence of events preceeding the discovery of the Mount Emmons molybdenite include some inadvertent near misses by several groups. The events are given in general chronological order to bring out the essentially contemporaneous, but different activities by several groups in two areas on opposite sides of Mount Emmons. The Mount Emmons molybdenite deposit lies in the Elk Mountain mining district. The west edge of the deposit is near the boundary between the Elk Mountain and Ruby mining districts as shown by the USGS map included (see Fig. 1). Considerable history regarding the Keystone silver-lead-zinc mine is given because of its proximity to the Mount Emmons molybdenite deposit which is on the other side of the mountain from Redwell Basin and where other significant activities took place. It should be noted that there was no documentary evidence available to me that would indicate that molybdenite was recognized to be present on, or under, any part of Mount Emmons, including Redwell Basin, before 1970. Veins containing silver-lead-zinc minerals were discovered in the Elk Mountain and Ruby mining districts about 1872. Some discoveries on the south flank of Mount Emmons about 1880 were developed into the Keystone mine. The Keystone has the largest cumulative production of metal ores of any of the mines in these districts. Most of the 413 Mt (455,473 st) of ore produced from the Keystone mine through August 1967 was produced after 1950. The ore averaged 175.4 gt (5.64 oz per ton) Ag, 2.62% Pb, 5.56% Zn, and 0.72% Cu.

The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

Acid mine drainage (AMD) is a common problem in different areas with a past history of mining activities, which is characterized by low pH (2-4.5) and significant toxic metals concentration. The main aim of the present work was to perform a process feasibility analysis in order to remove heavy metals (Cd, Zn, Ni, Mn, Cu) from AMD (Acid Mine Drainage) in a relatively cheap and environmentally friendly way, by means of electrowinning and biosorption. A first characterization of an Italian AMD sample was performed evidencing a zinc concentration around 2 g/L, cadmium and nickel content of about 4 mg/L, manganese of 85 mg/L and iron 190 mg/L. Electrowinning tests lead to the following metal removal after three hours treatment: Zn 99%, Ni 99.9%, Cd 99.9%, Cu 99%, Mn 87%, Fe 96%. Moreover, an high grade of purity of the metal deposit has been achieved (Zn>95%), as observed by X-ray diffraction analysis. Considering that metals concentration in the effluent was still above legal limits (in particular for Zn, Mn and Fe), a further biosorption treatment was planned in order to produce an effluent fitting environmental limits. Experimental electrowinning tests and literature multimetal column biosorption data have been used in order to perform a preliminary techno-economic feasibility analysis of the process aimed at metal removal from AMD. A treatment cost of about 6.5 ?/m3 AMD has been estimated, for a plant capacity of 10 m3/h AMD inlet flow rate.

Ball clay production in 1991 amounted to about 800 kt (880,000 st), about the same as in 1990. 1992 estimates show a 5% decrease to 750 kt (827,000 st). This decrease continued a trend of reduced production that began after the peak of 900 kt (1 million st) that occurred in 1988. Use of ball clay in sanitary ware was about 2% less in 1992, although levels of use in floors and wall tile, dinner ware and pottery remained constant. Filler, extender and binder applications continued to be important end uses, accounting for about 17% of total market. Refractory uses maintained their market share of about 17 kt (18,700 st). Use of clay liners in toxic and waste dumps is an application widely found in Germany. However, its use has not been fully exploited in the United States. This could represent an opportunity for domestic clay producers. Tennessee remained the leading source of ball clays. Other producers were Indiana, Kentucky, Mississippi and Texas. Tennessee's production, however, decreased about 3% in tonnage produced and its value dropped from 68% to 65% of total production. The ceramics division of Southern Clay Products, Inc., was bought from LaPorte plc by United Clays of Texas, Inc., a US subsidiary of Watts Blake Bearne & Co. The purchase included ball clay reserves at Troup, TX. The acquisition makes United Clays the second largest ball clay producer in the United Sates. The Jim Bridger Coal Mine, operated by Bridger Coal Co., is located in Sweetwater County, WY about 56 km (35 miles) northeast of Rock Springs. Bridger Coal is a joint ven¬ture between Nerco Coal Corp, the operator, and Idaho Energy Resources Co. The permit boundary encompasses more than 81 km'- (20,000 acres) on the western side of the Continental Divide. Since the mine began opera¬tions in 1974, it has produced about 82 Mt (90 million st) of coal while moving about 344 hm3 (450 million cu yd) of virgin earth. Annual production averages 4.5 Mt to 6.4 Mt (5 million to 7 million st) of run-of-mine coal. Coal is consumed on-site by the Jim Bridger Power Plant, a 2000-MW generating station. Electricity is transmitted to the Pacific Northwest power grid that includes Oregon, Idaho and northern California. Geology The mine is located on the northeast flank of the Rock Springs uplift. This is a broad, asymmetrical anticlinal feature about 97 km (60 miles) long and 56 km (35 miles) wide with a north-trending axis. This uplift separates the Green River Basin to the west and the Great Divide and Washakie Basins to the east. Precambrian rocks on the apex of the uplift are estimated to be 5200 m (17,000 ft) above the Precambrian rocks in the Green River and Washakie Basins. Normal faults with generally less than 30-m (100-ft) vertical displacement cut through the uplift. The dip of strata on the flanks is generally between 3° and 15°.

INTRODUCTION Virtually every sector of society in our country feels the impact of tunnels, either through the transportation of water, commodities, or people. The economic implications are staggering. The Committee on Rapid Excavation (1) reported that during the near future, 1968-1975, underground excavation activity will comprise 946 miles of tunnels (subways: 85 miles; underground urban highways: 123 miles; intercity highway tunnels: 210 miles; water supply tunnels: 528 miles) and 5,119 million tons of crude ore; metals: 874 million tons; nonmetals: 899 million tons; and coal: 3,346 million tons. It is estimated that the cumulative demand for underground excavation in the decade 1970-1979 will be 13 billion dollars for construction-oriented demand and 16 billion dollars for mining-oriented demand. The respective figures for the decade 1980-1989 are estimated at 22 billion dollars and 18 billion dollars. Of the many advantages claimed for tunnels (2, 3, 4, 5) the environmental considerations are becoming increasingly important. Transportation tunnels particularly for rapid transit systems, offer reductions in noise pollution and air pollution while improving aesthetics and optimizing land use (fewer problems of right-of-way and disruption of utilities). Considerable interest has been shown recently in sub-surface construction and mining (6, 7, 8). Recognizing the future demands for tunnels has led to considerable study of methods to improve rates of tunnel advance per day, safety, and the overall economics. Introduction The 1980s have not been kind to the mining industry, especially in the United States. As mineral commodities prices plunged, marginal producers were squeezed out and then major players were forced to cut back or close down operations. Base metal miners suffered the most. Gold was all that glittered. As had been the case throughout min¬ing's history, exploration activity was an early victim of these depressed conditions. Mining companies had to economize drasti¬cally and exploration was deemed a nones¬sential activity. Funding for new explora¬tion ventures dried up as mining was seen as a poor investment. A national magazine even proclaimed the death of the industry. Indeed, ignoring matters of independ¬ence of supply and the relationship of min¬eral production to national security, it was argued that mining was but a small cog in the overall scheme of things in the United States. The industry made a relatively small contri¬bution to the gross national output. We were becoming a service industry economy, re¬member? But what of those countries where mining plays a major role in the economic well-being? In some, mining is the national economy. In a few specific cases, special conditions actually brought prosperity. Copper production in Chile is one example. There, high grade copper, low production costs, and a technically advanced industry reaped the benefits of mine closures else¬where. In most other cases, however, par¬ticularly in the lesser developed countries, whole economies were devastated. This article will show what one major mineral producer, Canada, did to ensure the survival and even growth of its minerals exploration activity during these lean years. Background While Canada is among the world's mining leaders, mining is not its dominant industry. Still, it plays a far more important role than in the United States. It is a major earner of foreign exchange, currently accounting for about 25% of the total value of exports. Through spinoffs and a multiplying effect, it is a significant employer. In the far north, particularly, mining is the major nongovernment industry and a leading factor in the opening up of frontier territory. The industry cannot be allowed to die because it is often the main economic underpinning for vast, remote areas. Thus, exploration for new deposits cannot be cur¬tailed significantly without it having a long¬term negative impact on the very fabric that melds such a large, sparsely-populated ex¬panse of country into a nation. Over the years, Canadian governments have employed various means to encourage the development of new mines. Often, these incentives were tax-oriented, such as the three-year income tax holiday that applied to new mines in the 1950s and 1960s. The advantage of the tax connection is that any such incentive policy can be applied across the board to the 10 provinces and two territories that make up the federation of Canada. This is important because mining, except for the two federally-administered northern territories, comes under provincial government jurisdiction. Mining taxation is a complex give-and-take between the central and provincial authorities. In Canada, expenditure on mineral exploration is an allowable cost against reve¬nue for tax purposes. This works well pro¬vided there is some revenue from which to deduct. New exploration companies, those with no income from mining activities, de¬rive little benefit from this type of tax provi¬sion. Similarly, in times of depressed prices and reduced or nonexistent profits, the tax deductibility of exploration spending loses its value even for the major mining compa¬nies. To encourage exploration in Canada during the lean years, a different sort of incentive was required. The instrument used during the 1980s was again tax connected. It became known as flow-through financing or, simply, flow-through shares. When it assumed its final shape, it worked dramati¬cally. Flow-through shares Flow-through shares are so-named because they permit tax benefits earned by a corporation to 'flow-through' to the share¬holder. Basically, when an investor buys a flow-through share and the proceeds de¬rived by the company from this transaction are used for Canadian exploration, the in¬vestor can claim a deduction for tax pur¬poses as if the exploration expenditure was made by him personally. Flow-through shares go back to the early 1970s when Canada revamped its mineral income tax law. At that time, it permitted full deduction of exploration and development expenditures and provided for an automatic depletion allowance of one¬ third of operating profits from mining. There was also the three-year income tax holiday for new mines. New legislation replaced the depletion allowance with an earned depletion arrange¬ment whereby one dollar of depletion was earned for every three dollars spent on ex¬ploration and development. This earned depletion was `banked' during a transitional period (to 1974). After that it could be deducted from resource profits up to a maximum of 25% of such profits in any one year, with the excess carried forward. To promote exploration and mine de¬velopment in Canada, the earned depletion allowance plus the continued deductibility of exploration and development expendi¬tures permitted the recovery of risk capital before taxation. The three-year tax holiday, however, disappeared. Also, mining com¬panies that did not reinvest in exploration lost the depletion allowance benefit.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Our universities and other training institutions are doing just fine meeting the traditional skill needs required by the industry. But are the skill needs going to be the same in the near future? The answer may be NO!! Mining is changing: increased liabilities and costs of environmental and safety issues; lower grades of minerals in traditional mining activities; the advent of new bio-chemical processes and robotic equipment as more productive and economic alternatives; and, larger more sophisticated and automatic equipment. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs, and productivity. And we will be engaging in more undersea mining, possibly space bases processing, less human interaction, and more remote control of events than was ever thought possible in the past. This paper presents several of the systemic changes that are presently and will continue to change the face of mining. It will identify area where education and management will have to address these changes.

This is especially true in existing mining operations where every payload counts. Draglines are the workhorses of surface mining operations, and reliable and efficient operation is absolutely critical to success. However, the inherent disadvantages of using dc motors and motor-generator (MG) sets can significantly impact productivity and return on investment (ROI).

The City of Toronto’s Coxwell Bypass Tunnel (CBT) is currently being constructed by North Tunnel Constructors ULC. The scope of the CBT project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five large diameter (20 and 22 meter) storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the CBT to date and reviews the approach taken in both design and construction of the tunnels and shafts to mitigate risks and reduce cost and schedule of construction.

"While the American Exploration & Mining Association (AEMA) was preparing to close one chapter and begin another during its annual conference in Spokane, WA Dec. 3-7, word of a significant victory on an issue that has been important to the association for many years came from the halls of Washington, D.C.During a keynote address on Dec. 6, Joe Balash, assistant secretary of Land and Minerals Management for the U.S. Department of the Interior (DOI), told a sold-out lunch crowd that the DOI had released final drafts of proposed revisions to the Obama-era greater sage grouse conservation plans. The revisions suggest removing hundreds of thousands of acres of federally protected habitat in Utah, and easing restrictions on energy development and other activities, including mining, in Colorado, Idaho and Wyoming.The protections of the sage grouse were put in place by the Obama administration in 2015. The sage grouse, a prairie fowl, is considered by conservationists to be a key indicator species for the health of America’s sagebrush ecosystem. The previous plan to protect the ground-dwelling bird imposed restrictions to development in sage grouse habitat, but did not place the birds on the endangered species list — a move that many believed would have imposed far more rigid rules.AEMA, and its executive director Laura Skaer, led the way in the fight against the Obama-era greater sage grouse plan, arguing that the plan unnecessarily hurt economic development.“We were the first organization to point out that the greater sage grouse was being used to stop mining, oil and gas production and grazing on public lands in the interior mountain west,” said Skaer who is retiring from AEMA with a significant legal win on this front. “Early on, we cautioned that the proposed Land Use Plan Amendments would be worse than a listing (of the sage grouse) under the Endangered Species Act. Very few believed us until they saw the plans with all of the restrictions and the recommendation for a 4-million-ha (10-million-acre) withdrawal from mineral entry.
