The Bureau of Mines conducts studies of the economic impacts of regulations on federal lands. These studies are part of the Bureau Potential Supply Analysis (PSA) program. To meet the needs of these studies, a methodology was developed to estimate operating and capital costs for a mineral deposit given its tonnage, grade, and depth. The format for the cost models in this study was developed at the Bureau's Western Field Operations Center (WFOC), Spokane, W. A., for studies of known and undiscovered resources on Federal lands. These cost models are described in a Bureau publication by Camm (1991).

Compania Minera Disputada de las Condes (CMD), an Exxon Affiliate stewarded by Exxon Coal and Minerals Company, operates two' copper mines and concentrators in Chile. Pilot plant studies were initiated in 1984 using a 0.46 meter and a 0.91 meter diameter column for the cleaning of copper concentrate. This eventually resulted in the design and operation of a rectangular column with an area of 6.8 m2, increasing the final copper concentrate grade from about 30% to almost 32'1. Cu without any loss in copper recovery. Evaluation studies of a commercial bubble generator as against the previously used filter cloth air sparger are now in progress.

"As engineers, we are trained to use logical, rational problem solving to insure our mines operate at maximum efficiency. We tend to use the same technical approach to design safety into all mining systems. This works well for machines, but not so much for the human component. Recent insights in the field of behavioral economics provide useful ideas for addressing the fact that we are driven by emotions more often than by rational thought. Understanding the nonrational aspect of human behavior is an important piece of any safety system design. INTRODUCTION The most common economic model is based on humans making rational decisions; that given the proper information, we will make a logical, rational decision based on what is best for ourselves (Ariely, 2009, p. xviii). In many cases this is an accurate description of how we make decisions. As an engineer, I was trained to apply the precision of mathematics and logic to solve problems. As an engineering professor, I now teach this approach to bright young minds preparing them for a life of professional effectiveness as practicing engineers. That said, we are not only rational. Daniel Kahneman, winner of the Nobel Prize in Economics, describes a model for how we think (Kahneman, 2011). System 1 is the part of our mind that is fast, intuitive, and emotional; while our logical, slower, and deliberative mind is System 2. According to Kahneman’s model, System 1 runs automatically, most of what you think and do originates in System 1. System 2 takes over when things get difficult, including the application of math and logic, and the resolution (or avoidance) of conflict. As engineers, we would typically assume that we operate in System 2 mode most of the time. This is where the model becomes useful, for Kahneman points out two important aspects of the dynamic between the two systems in our mind. First, System 1 has biases, systematic errors that lead to answering questions with an easier answer (rather than a right answer) before System 2 is engaged. Second, we can be blind to the obvious, and also be blind to our blindness. Complicating things further, System 1 cannot be turned off (Kahneman, pp. 24-25)."

Developments in the agricultural use of potassium (K) have been based solely on the essential role K plays in crop production. Crop plants cannot complete their normal life cycle if K is deficient or absent. In fact, no essential plant nutrient other than nitrogen is required in greater quantities. Table 1 shows the amounts of K some crops take up from the soil. Although the exact functions of K in the plant are not well known, its primary role seems to be tied to plant metabolism. Potassium is vital to the process of photosynthesis. When K is deficient, photosynthesis declines, but respiration increases. These two K-deficient conditions. . . reduced photosynthesis and increased respiration ... lower the plant's carbohydrate supply, the end result being poor agronomic crop production. Potassium is also essential to several other plant functions, including the following: 1) Protein synthesis. 2) Water use efficiency, through the influence of K on stomata opening and closing, to maintain the turgidity in plant leaf cells. 3) Translocation of heavy metals such as iron and zinc. 4) Ionic balance. 5) Control of enzyme reactions within plants.

The paper describes a practical methodology based on numerical modelling for the prediction of progressive failure of underground mine stopes with cable bolt support. A case study of the 40-761 stope at Kidd Creek Mine, Timmins, Ontario is presented. The stope was mined by blasthole open stoping in 1986 as a lead stope within a mining block between 36-1 and 38-2 levels. Initially designed to peak at 38-2 level, the stope back caved upwards approximately 40m towards 36-1 level. Cable bolts were installed above the stope from 36-1 level after caving had begun. The stope eventually stopped to cave when the falling rock mass encountered a sufficiently high cable density. The paper provides details of the geomechanical data and modelling results of the case study. Numerical modelling is carried out using a finite element package known as e-z tools which has, among other things, a special cable/rockbolt simulation capability.

For a number of years in office bull sessions, I have not so jokingly discussed the engineering or management fiasco of the year or decade. Usually, governmental projects are in the vanguard, such as tanks that won't tank, or heavy water plants that don't produce heavy water, etc., etc., all to the flutter of the taxpayers' hundreds of millions, or billions of dollars. The mining industry has also brought forth a share of this type of fiasco. Ordinarily, due to lack of funds, not opportunity, the stockholders only stand losses of a few tens of millions. Little knowledge of these major errors gets to the outside world, for the ordinary stockholder is usually not very alert, and managements are extraordinarily adept at discreet midnight internments in the fine print of the footnotes of annual reports.

By using physical and chemical method to increase the bulk density of newly mined coal, the productivity of a mine can be significantly increased. Greater amounts of coal can be placed in fixed volume shuttle car by increasing bulk density. This can increase mine productivity by about 15%. Small, easy to achieve changes in mining operations are required to obtain the increased productivity. This article deals with chemical methods used to increase coal bulk density, the results and discussion are based on experiments performed in the laboratory.

The discovery of tungsten-bearing quartz outcroppings in Vance County, N. C., by the Hamme brothers in 1942, made international news in the mining industry and was, in fact, one of the major ore discoveries made in the U.S. during the last 25 years. Operations began at the Hamme mine in 1942, but after 16 years of successful operation, the mine was closed down in 1958 under adverse market conditions. By that time, it had produced nearly 20 million lbs of metallic tungsten. Because of the square-set timber mining method then in use, mine operating expenses were high, actually representing 78% of the total operating expenses at the property. In timber work alone, 160 men were employed. Approximately 500,000 bd ft of timber were placed monthly at a direct supply cost of $1.00 per ton of ore mined. Late in 1959, following a slightly improved position in the tungsten market, company management decided that, by changing the mining method, the operation could be economically feasible. The major premise in this decision was that a reduction of from 25 to 30% of the mining costs could be achieved by the conversion of the mining method from square-sets to horizontal cut and fill. Reopening of the mine began in February 1960, Full production has now been reached and overall mine productivity has been doubled.

In some 35 years in the explosive and construction industries, we have probably seen the extremes in drilling and blasting practices. All of you know that it is difficult if not impossible, to separate those two operations, particularly when we are searching for an optimum. Early in my career while doing engineering survey work for a major cross country pipeline construction company, we witnessed some of the wildest blasts imaginable, and they were wild for two reasons. Both the drill hole diameter and the drill pattern were such that when loaded with explosives, the factor in terms of pounds/cu. yd. was extremely high. On the other hand, in 1982 we were in an underground coal mine where just one hole was used to prepare a 20-ft. (6m) wide face. In this coal mine, they brought down 7 yd3 (5.35m3) of coal with just 1 lb. (.454 kg) of explosive. On a pipeline job, the factor may only be .1 yd3 per lb. of explosives. Open pit operations in the same geographical area may have almost the same type of rock, but similarities could end there. The several operators over the years will have installed different size-crushing equipment or variances will exist in other facets such as drilling, excavating, and haulage units. That tells us that if we have 6 operations in that common area, we are faced with a fact that there is an optimum drilling and blasting pattern for each of those six. We start at that point. We will note from Figure No. 2 the simple equations for determining either cu. yds. or tons. For a rock heavier than limestone, it may require only 10 to 11 cu. ft. (.31m3) for 1 ton (.91 metric ton) of rock in place.

INTRODUCTION Homestake Mining Co. owns and operates the Bull¬dog Mountain mine near Creede, CO. Lead-silver con¬centrates are produced from ores extracted from narrow veins which dip from 1.04 to 1.39 rad (60 to 80°). An¬nual mill throughput is approximately 90 700 t (100,000 st). Ore shoots average 2 m (7 ft) in width and the ore is often weak, muddy, and poorly consolidated. Walls can be either strong or highly fractured along the strike of the veins. Cut-and-fill methods were initially selected to mine the deposit and considerable overhand mining occurred during the initial stages of the mine. Because of un¬stable ground conditions, mine management recognized that other methods would have to be employed. Undercut-and-fill mining was adapted to extract the loose ore from narrow veins and is presently the primary method used. Approximately 80% of the annual pro¬duction is extracted by this system. Loading ramps are positioned along the strike of the vein on 90-m (300-ft) intervals to allow for 45-m (150-ft) long cuts in each direction from the extraction raise. This interval was selected for efficient slusher operation and stope cycling. Loading ramps rather than chutes were selected for ore movement into 4.5-t (5-st) Granby-type cars because of extremely sticky ore conditions. Mined-out areas are filled with deslimed mill sands. Sand is pumped from the mill into two mine storage dams where the water is decanted. Each dam has a 544-t (600-st) capacity. Sand is pumped into the mine at a 30 to 40% slurry through 2195 m (7200 ft) of 51-mm (2-in.) thick wall pipe. When called for, sand is reslurried within the dams to a density of 55 to 65% and pumped to the particular mine opening requiring fill. Dry cement is added to the slurry prior to pumping. The capacity of the mine fill system is 20 t/h (22 stph). DEVELOPMENT Vertical development below the main adit level oc¬curs on 61-m (200-ft) intervals from an internal winze. Main haulage drifts or laterals are 2.7 x 2.7 m (9 x 9 ft) in section and driven parallel to the vein structures. Ground conditions generally dictate that better progress can be realized in the footwall than in the hanging wall. A distance of approximately 21 m (70 ft) is maintained between vein and drift openings to accommodate a smooth 18-m (60-ft) radius curve for crosscuts which are driven on 91-m (300-ft) intervals. Approximately 18 m (60 ft) of tail room is driven past the vein inter¬section to accommodate train loading. Ore and waste are hauled using diesel or electric driven locomotives operating over 18-kg (40-Ib) rail [762-mm (30-in.) gage]. Loading ramps are established above each crosscut¬ vein intersection. Scram drifts are then driven in the vein to determine the width and grade of the ore. If a prior decision to mine the block had been reached, then the scram is driven only far enough [about 12 m (40 ft)] to establish a drawpoint and scraper tail room. In most cases, the drawpoint is a 2.1 x 2.1-m (7 x 7-ft) cutout driven about 2.4 m (8 ft) into the footwall. On the level above, a raise bore station is established in the footwall to one side of the crosscut-vein inter¬section. The station is of sufficient size to accommo¬date a Robbins 41R raise boring machine. Support for the station is accomplished with 1.2 and 1.8-m (4 and 6-ft) roof bolts and wire screening. Once completed, a 152-mm (6-in.) concrete slab is poured and the raise drill set in position to center the 1.5-m (5-ft) diam hole approximately 1.8 m (6 ft) from the vein footwall. A 229-mm (9-in.) pilot hole is then drilled to the scram cutout below and reamed back to full diameter (see Fig. 1). STOPING Initial mining in a typical undercut-and-fill stope be¬gins from the top of the borehole. The initial cut can be either immediately beneath the track level or the old scram drift depending upon the particular situation. Cuts vary but are generally 2.4 to 3 m (8 to 10 ft) high. Support is accomplished by square-set timber, overhead caps, or roof bolts and screening depending upon ground conditions. Once the initial cut is removed, underhand timber and screen is installed and cemented sand fill placed. The stope is then ready for undercut mining. Prepara¬tion work begins with sinking 4.5 to 6 m (15 to 20 ft) on the borehole plus cutting a slot to the vein. As sinking progresses, hanging sets are installed to provide man¬way and service facilities. Hanging sets 1.7 m (5 ft 8 in.) long and 1.6 x 2.2 m (5 ft 4 in. x 7 ft 4 in.) in section are installed with steel hangers similar to shaft sets. Framed 203 x 203-mm (8 x 8-in.) timbers are made up in advance and shipped to the stope during sinking operations. When manway and service facilities are completed to the floor of cut to be mined, generally 3.65 to 4.3 m (12 to 14 ft) below the previous sand fill, the ore is removed to the hanging wall plus a round each way along the vein. Levelers or long stringers are then installed over the raise opening to support the work deck, slusher, and grizzly opening. All waste and ore from the sinking process is fed by gravity to the raise (see Fig. 2). Once the stope is equipped, mining pro¬gresses outward in each direction from the grizzly open¬ing. Stope equipment consists of 907 kg (2000 lb) pull air tuggers, timber skips, 11-kW (15-hp) ventilation fans, 15 to 22-kW (20 to 30-hp) electric slushers, 762 to 1270-mm (30 to 50-in.) scrapers, 67-mm (25/a-in. ) jackleg drills, as well as other drilling and blasting supplies. In narrow stopes [generally less than 2 m (7 ft) wide], no support is required for the underhand caps of the previous fill. Where wide sections in the vein occur, segment braces are installed beneath the caps to insure that the sand support cannot slip away from the hanging wall. A 5 year test program, involving on-line, in-vessel exposures at Barrick Goldstrike Mines. Inc. has provided valuable information and experience about the materials and designs for brickwork linings in pressure oxidation autoclaves. A variety of brick and mortar products have been evaluated. Properties before and after exposure are used to document the performance. Benefits have included the development of a new silicate mortar improved understanding of brick requirements and increased autoclave operating time between maintenance shut-downs. More improvements are expected in the future based on further information from the test program.

There have not been many opportunities to date for comparison between laboratory and commercial neutralization rinse data. Homestake Mining Company's Santa Fe project is one such comparison. This paper discusses laboratory procedures and results from a 100' leach pad height simulation column neutralization rinse test and compares principal data with that achieved in actual commercial leach pad neutralization rinsing procedures. Principal comparisons include the rate of WAD cyanide neutralization, decrease in effluent pH, stabilization of dissolved silver and copper, and the quantity of dissolved gold recovered during rinsing.

Preliminary geophysical surveys for nickel deposits are usually carried out by airborne magnetometer and surface electrical methods. Once an anomaly is discovered by these techniques, one must resort to chemistry to identify nickel and determine its concentration. Consequently, a method to determine nickel quickly and quantitatively at the exploration site could help guide detailed sampling and provide analytical data that might otherwise be delayed at distant laboratories. In addition, borehole probes capable of indicating nickel in the rock adjacent to the hole, should prove attractive to the exploration geologist. With these needs in mind, preliminary investigations have been made to demonstrate an in situ analytical technique which appears feasible for nickel exploration. The method depends on the very high energy gamma rays emitted when nickel absorbs a thermal or low energy neutron. These neutron capture gamma rays should be distinguished from the lower energy gamma rays emitted during decay of radioactive nuclides as in conventional activation analysis.

The characteristics of comminuted hematite products using a high pressure grinding roller (HPGR) and conventional jaw crusher (JC) were comparatively studied by screening, optical microscope, scanning electron microscope (SEM) and Brunauer, Emmett and Teller (BET) techniques. Major properties investigated included product size distribution, particle cracks, specific surface areas and pore volumes. Results showed that in a closed-circuit operation with a screen opening of 3.2 mm, the HPGR and JC gave a similar P80, but the HPGR achieved a more uniform size distribution, more fines and a higher crushing efficiency. Three modes of cracks were identified, namely transgranular cracks, innergranular microcracks and intergranular microcracks. Transgranular cracks originated from shearing breakage. Innergranular and intergranular microcracks were generated by HPGR via the two main nonrandom breakage forms, preferential breakage and interfacial breakage, depending on their respective ability to endure stresses when mineral phases (particles) were loaded against each other. The BET values for the same-size fractions showed that HPGR products gave higher specific surface areas and more pore volumes than JC products. This indicates that HPGR-crushed products are easier to grind because of their high porosity and extra cracks.

Regulations on sulfur emissions have caused the electric utilities to evaluate various methods of meeting them. Low-sulfur, low-volatile coals can be burned alone or blended with high-volatile? coals. This option may be a cost-effective alternative to the installation of scrubbers on coal-fired combustion systems. In some blending applications, problems may be encountered because the low sulfur content and high calorific value of the low-volatile or other clean coal allow it to economically upgrade extremely poor quality coal. While this is done to meet specification purposes, actual boiler performance may be dominated by the poorer quality coal. Thus, the reputation of the low-volatile or other clean coal suffers. As a result of laboratory and full scale testing, conducted over the last five years, a model has been developed to evaluate the relative combustion characteristics of various coals and coal blends. A database for different coals has been gathered. This paper presents the model and shows how power plants and coal mine personnel can use it to evaluate their coals from different sources. It can be used to blend two or more coals from different sources so that thee blended coal has flame stability characteristics which are similar to those of the baseline coal.

"Chicago’s Tunnel and Reservoir Plan (TARP) is a nearly $4.0 billion and over 30 years long program and arguably the largest and longest combined sewer tunnel and reservoir system in the world. Recently, a massive tunnel construction is underway for connection of the McCook Reservoir to the existing TARP tunnel system. Once completed in two stages in 2017 and 2019, the reservoir will hold 38 billion-liters (10 billion-gallons) of combined sewer overflows (CSO) and flood waters from the city of Chicago and over 20 communities in Cook County, Illinois. McCook Main Tunnel will connect Chicago TARP’s Mainstream Tunnel to the McCook Reservoir. Connecting two 10-meter (33-ft) diameter tunnels at 92 meters (300 feet) underground has not been a simple task for the McCook Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch, and the contractor, Kiewit Infrastructure Company (Kiewit). Yet alone excavating and lining massive size tunnels, the team is also challenged with live tunnel conditions in TARP Mainstream Tunnel that carries CSO and flood flows from city of Chicago which runs full during rain events and must remain in service at all times. The project is a noteworthy feat for engineering and construction with the upcoming installation of world’s largest underground wheel gates for flow control within the tunnel. In this paper, we describe one of its kind elements of this major tunnel system along with key design and construction considerations, specifically for the live tunnel connection which is a rare occurrence in the tunneling industry. INTRODUCTION The McCook Main Tunnel system consists of a 10 m (33 ft) finished diameter and 490 m (1,600 ft) long hard rock tunnel constructed from a 27.5 m (90 ft) diameter and 92 m (300 ft) deep main gate and tunnel construction access shaft. The gate shaft houses six high head 4.4 m by 9 m (14.5 ft by 29.5 ft) wheel gates to be installed in the bifurcated and steel lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir."

Microscopic gold inclusions in sulfide minerals cannot typically be extracted by conventional cyanidation. The gold ore must be pretreated to oxidize sulfide minerals associated with gold and to remove other minerals and chemical compounds that interfere in the cyanidation leaching process. The recovery of gold from refractory sulfidic-carbonaceous ores after roasting pretreatment was studied. With the addition of an oxygen-containing gas (e.g., air or oxygen-enriched air), sulfides of iron, zinc. copper and other metals are tramformed into solid oxides or sulfates and gaseous sulfur dioxide at elevated temperatures (e.g., 400° to 800°C). When the sulfides are oxidized, individual particles lose internal volume and become porous, allowing leaching solutions access to the gold. The structural characteristics of the calcine have a strong influence on the eventual recovery of gold by cyanidation. These characteristics are strongly dependent on the roasting conditions and roasting method. The optimum combination of particle size, roasting temperature, reaction time and oxygen concentration in the off-gas was determined for a typical refractory sulfidic-carbonaceous ore from the Carlin Trend in Nevada. The tests were run using a 150-mm laboratory rotating tube furnace and 160- and 200-mm.fluid-bed pilot roasters. Laboratory results indicated that the maximum gold extraction was 92%, with the head and the leach residue containing 5.7 and 0.4 g/t (0.166 and 0.013 oz/st) Au, respectively. The maximum extraction was achieved under the following roasting conditions: a top particle size of 150 yin, a residence time of 2 hrs, a roasting temperature of 475°C and with 40% oxygen (by volume) in the off-gas. Similar results were obtained from circulating fluid bed (CFB) pilot-plant testing. The maximum gold extraction was 90%, with the head and leach residue containing of 5.1 and 0.5 g/t (0. 149 and 0.015 oz/st) Au, respective) v. These results were achieved with the same particle size and oxygen concentration as in the laboratory testing but with the roasting temperature of 500 ° to 525°C and a residence time of 30 min.

The typical tunnel boring machine in use on today's tunnel project uses 15'2-inch diameter cutters at a nominal load of 45 kips per cutter. The cutterhead rotates at a speed of 120 over D revolutions per minute where D is the cutterhead diameter in feet. The typical machine operates about 50 percent of the time. Delivery of a new machine takes 12 to 15 months. The TBM is a specialized tool and not applicable to all jobs. There is a range of job conditions that limit the economic use of a TBM. The machine should provide a thrust per cutter at least twice the compressive strength of rock in psi and up to three times the rock strength is required if in "granitic rocks." The rock strength in psi must be at least three times the cover above the tunnel in feet or the machine may stick. For example, 2,500 feet of cover requires at least 7,500 psi rock to avoid problems. When the RQD's over a significant distance of the project are less than 50, the TBM becomes support-bound. When a large percentage of the time is spent waiting while the ground is supported, the TBM cannot perform well (See Figure 1). This problem increased inversely with tunnel diameter. We are finding that increasing the RPM's does not significantly increase progress. The increased RPM results in a substantial decrease in cutter penetration. The explanation for this decrease appears to be vibration, cutterhead drag, or lack of stiffness in the cutterhead (See Figure 2).

Production scheduling of an open pit mine is one of the most important steps in open pit mine planning. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value and overall economic feasibility of a project. It is becoming more and more critical to obtain an exploitation schedule of a deposit such that highest possible returns are achieved from a project. As the mining industry mines lower and lower grade ores, production scheduling is becoming a key item which can make or break a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. There is not a single, mathematically proven, optimum mine production scheduling algorithm which is widely accepted and used today. In an attempt to determine a production schedule which is optimum, a new algorithm was developed. This algorithm, in theory, is based on the lagrangian concepts of mathematics and in practice is based on the parameterization concept of mining. This paper describes the fundamentals of this newly developed algorithm.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago.
