In this chapter, I shall discuss railroad con¬struction for modern underground coal mines. Because men, materials, and supplies are being moved more often and farther by rail, the ef¬ficient and safe construction of the system takes on new importance. Most large coal mines are opting to use track haulage over other support transportation systems because of cost, ease of installation, reliability, and other factors. En¬gineers tackling the problem of designing such a transportation network must be aware of all the steps required for an effective transportation system design. This chapter discusses all aspects of efficient trackwork construction. The areas covered in¬clude design factors, laying the track, installing turnouts and switches, and installing trolley wire. Each area includes a description of the steps needed to complete the work.

Flocculant testing should be initiated for economic or performance reasons. When the decision has been made to test, the laboratory can provide valuable information concerning the various products under consideration. Properly conducted laboratory tests can determine: 1. If two flocculants are needed to achieve clarity or density. 2. Ease of mixing. 3. How quickly the material goes into solution. 4. Stability of prepared f locculant solution. 5. Stability of the floc formed. 6. Amount of mixing required for proper floe formation. 7. Optimum flocculant concentration. 8. Optimum pulp density. 9. Approximate location of the point of addition. 10. Single or multiple addition points. When a flocculant shows promise in the laboratory, a plant test should be scheduled. During the plant trial, arrange for normal conditions and start testing with a crew that is most familiar with the unit operation where the flocculant will be applied.

Since 1980 a number of significant changes have been introduced at Palabora in an effort to off-set the effects of reduced product price and increased unit cost of inputs. These changes and improvements include major equipment rationalization programs, the introduction of trolley assisted truck haulage, adoption of a sophisticated computerized truck control system, pit design enhancements, improved drilling practices, use of emulsion explosives and the installation of an in-pit crushing and conveying system. The various changes, their effect on the operation and their contribution to cost reduction and improved productivity at Palabora are considered.

"The history of Duluth commences with Daniel de Greysolon du Lhut, one of the explorers of the Upper Mississippi who came to the head of the lakes in the summer of 1679. Radisson and Groseillier, and Claude Allouez, a Jesuit priest, are supposed to have visited the head of the lakes, -but there is no authentic record previous to that of du Lhut.In 1792, the fur traders established a fort at Fond du Lac, fifteen miles up the St. Louis River from Lake Superior, but within the limits of the present city •of Duluth. In the early 50's, there were a few scattering settlers at Oneota and around the George Stuntz trading post on Minnesota point. In 1855-6, the settlement on Minnesota point was called Duluth, commemorating the name du Lhut, and organized as a town in 1857. The first board of trustees and town council consisted of -William Nettleton, J. B. Culver; Robert E. Jefferson, Grin W. Rice and William Old: In 1870, the city of Duluth was incorporated, and five years later a portion of the same territory was incorporated as the village of Duluth, and the two municipal corporations were still in existence on March 1, 1887, when the city and the village of Duluth were incorporated as the present city.The first saw mill in Duluth was erected in 1856-57, on the present site of the ship canal. It cut logs from a virgin forest at the upper end of Minnesota point.The first railroad was built to the head of the lakes in 1870. The charter for this road had been granted in 1861 to the Lake Superior and Mississippi Railroad Company, afterward called the St. Paul and Duluth, and which is now a part of the Northern Pacific Railroad."

In the 1990?s, Técnicas Reunidas developed the Modified ZINCEX® Process to recover zinc from ores and secondary materials. The heart of this process was the use of solvent extraction to produce purified zinc electrolyte instead of traditional zinc dust cementation. This development was commercialized by Reunion Mining and Anglo American for primary ore at the Skorpion mine in Namibia with the first SHG zinc produced in May 2003. Horsehead Corporation through Horsehead Metal Products, Inc., its wholly owned subsidiary, is presently commercializing the MZP for the treatment of Waelz oxide. This paper will review open source information about the lessons learned and process modifications that have occurred at Skorpion over the past decade. It will also provide an update on Horsehead?s facility being constructed in Rutherford County, North Carolina.

Thiohydrometallurgical systems including thiosulfate, thiocyanate and thiourea have been stud- ied as alternative liriviants for the leaching of gold. Research and development of thiohydrometallurgical technology has been prompted by environmental concerns with the use of cyanide and problems associated with the processing of difficult-to-treat ores. These thiosystems have some chemical similarities, enabling gold to be leached in a practical oxidizing environment. However, the solution chemistry of the thiosystems is complicated due to instability of the thioreagents and many other reactions which occur during the gold leaching reaction. In this paper, interference reactions of selected metal ions and sulfide minerals are examined in order to understand important aspects of solution chemistry which control the stability of the thioleaching reactions. Applications using thioreagents as lixiviants for oxide and refractory gold ores are presented.

This paper describes an empirical constitutive model for underground excavations in rock which equates the deformation modulus to the ratio of the principal stress difference to the major principal strain. The model requires failure criteria which define both the stress difference at failure and strain as a function, in part, of rock mass classification ratings (i.e. Bieniawski's RMR and Barton, Lien and Lunde's Q). Available failure criterion allows reasonable estimates of the stress difference for intact rock as well as rock mass. However, a suitable failure criterion for estimating strains at failure for rock was not available. Toward this end, this paper describes the development of an empirical criteria for defining strain at failure for intact rock as well as methodology for developing similar criteria for rock mass.

We at Colowyo would like to thank you for the opportunity to share with the Society of Mining Engineers of A.I.M.E. the progress of reclamation at Colowyo Coal Company's multiple seam open pit coal mine which is a general partnership of W.R. Grace and Co., and the Hanna Mining Co. First, a brief history of Colowyo Coal Company (Colowyo). The Colowyo operation is located approximately 28 miles southwest of Craig, Colorado, which is in the northwest corner of the state. The Colowyo operation produces coal from a Federal Coal Lease, a portion of which has experienced previous coal mining by underground methods. The underground coal mines were known as the Red Wing Mine and The Streeter Mine, and supplied coal to numerous locations in the Rocky Mountain region.

This presentation will discuss a mine owner's evaluation to utilize a contract miner in the development and production of gold properties. I will address both the quantitative and subjective aspects of the evaluation process. The quantitative aspects include cost evaluation, capital preservation, acquisition and disposal of new and used equipment, administrative costs, recruiting and training, and organizing a staff and craft labor force. The subjective areas of this discussion include corporate philosophy, administrative concerns, contractor competence, loss of owner control, operating flexibility, financing assistance, recruiting and training program utilization and risk reduction. The evaluation of alternatives provides a system for comparing, on a cost basis, an owner/operator system vs. a system using a contract miner. The supplement provides a concept on how a contract miner may be the cost effective system to be utilized.

Alternative material handling methods are allowing material handling operations to be performed with increased cost savings. This allows for higher production levels with better returns. RAHCO International Inc.'s Continuous Mining Excavator (CME) has recently received a lot of attention due in part to its operating efficiency, flexibility, and associated low operating costs. The CME is designed to perform three primary functions. These include material excavation, sizing and loading operations. In many applications, a drilling and blasting process can be eliminated. The CME was developed originally in 1985 for open pit coal mining. See figure I. Since this time, it has been proven an effective system for excavating many other types of materials including friable and sticky materials. It has also been shown to suitably handle hard rock in certain site conditions.

Equations for power draft, capacity and work input for predicting the performance of industrial grinding mills are derived based on torque measurements using a laboratory instrumented mill. These derivations are based on mechanical principles and on the first-order kinetics of the grinding process. Rittinger's, Kick's and Bond's laws express work input as work index (Wi) times a particle size function. It is proposed that these laws are only particular cases of more general expressions having the particle size function raised to an exponent, i.e., the work exponent (We). Case studies illustrate the excellent prediction of the Wi - We models compared to the three mentioned laws, and, from the data, the corresponding general mill-sizing equation is derived. INTRODUCTION Continuous mining machines are used in regular flat ore beds having uniform thickness. Since coal is the most common type of material occurring in such beds, most continuous miners are used for the extraction of coal from underground mines. The first continuous mining machine for under¬ground coal mining was introduced in 1948. In one machine, the continuous miner combines the functions performed by a conventional face drill, a cutting ma¬chine, and a loading machine. It breaks or digs the material out of the surrounding solid and transfers the material back through the machine chassis by means of a chain conveyor. The conveyor carries the material to a haulage system, usually a rubber-tired vehicle known as a shuttle car. Generally, continuous miners are used in seam heights from 890 to 3660 mm (35 to 144 in.). For seam heights of 1070 mm (42 in.) or less, the haulage system may be a multiple-bridge conveyor or battery-powered tractors that haul low-bed trailers. Proj¬ects are being undertaken by private industry and through government contracts to develop a continuous haulage system for all seam heights. As of 1976, the majority of continuous miners were of two types. The first type is the drum miner, which mounts the cutting elements on a series of drums across the cutting head of the machine, sometimes using a cutting chain to cut clearance for the gear drive. In the drum-type machines, the cutting head rotates parallel to the material face. The second type is the auger miner, which utilizes cutting elements mounted on two auger-type cutting heads. One head is located on each side of the machine, with the heads mounted per¬pendicular to the material face. Chain-head ripper-type miners/miners having rotary cutting elements with oscillating motion and twin-head boring-type miners have all been popular within the last 15 years. Although these are considered obsolete, some machines are still being supplied for specialized applications. GENERAL DESCRIPTION This chapter describes only continuous mining ma¬chines available as manufacturers' production models as of September 1976. Figs. 1 through 11 illustrate some typical machines currently in use. Cutting Elements The cutting elements are the interface between the machine and the material being mined. In describing the cutting elements, consideration must be given to the differences between the drum- and auger-type machines, the bit-tip speeds, and the bit types. Drum-Type Continuous Mining Machines: Three of the four principal manufacturers of drum-type miners use multi-motor designs that provide separate a-c motors for driving the cutting elements. Gear trains are used to reduce the speeds of the motors to the rotational speeds of the cutting elements. One of the three suppliers drives the cutting elements of its low-seam models with a heavy-duty drive chain that is equipped with cutting bits; all other functions of this machine have separate motor drives that are either electrical or hydraulic. The fourth principal manufacturer generally provides two a-c electric motors, utilizing gear reducers, drive shafts, and hydraulically operated engaging clutches to power all of the operating functions, including the cut¬ting elements. Some drum-type miners use trim chains, equipped with cutting bits, to cut clearance for the gear drives. These trim chains vary from two 305-mm (12-in.) chains to one 760-mm (30-in.) chain per machine, de¬pending upon the manufacturer's design concept. In all machines other than the low-seam models that use chains to drive the heads, the trim chains are driven by sprockets on the drive shaft of the final cutterhead drum; therefore, the trim chains are not used for power trans¬mission to the cutting elements. In addition to cutting clearance for the gear drives, the trim chains provide uniform bit spacing all the way across the head and assist in moving the cut material to an area where it is either loaded directly into the miner's conveyor or is easier to load into the conveyor. On a drum-type mining machine, the cutting ele¬ments all rotate from the top to the bottom. Therefore, the recommended procedure is to raise the cutterhead to the maximum seam height, sump the entire machine forward to maximum depth by means of a crawler drive, and then shear downward until the cutter elements reach the floor level. The maximum sump depth varies ac¬cording to the drum diameter, the type of material, the floor conditions, and the operator's abilities. It normally varies an average of 460 to 760 mm (18 to 30 in.). Cutter drums are supplied with two types of cutting bit holders. Weld-on holders are attached permanently. Pin-on holders are replaceable at the face. Cutter-drum diameters over the bit tips vary from 660 to 965 mm (26 to 38 in.), depending upon the chassis height of the machine and the range of cutting heights. At the last Comminution Symposium a challenge (Meloy and Williams, 1992) was issued to "predict the typical straight-line, self similar" tumbling mill product size distributions using a population balance model (PBM). Implicit in this challenge is the assumption that the PBM is inadequate for predicting real world grinding performance. This response is presented in three parts: I. Theoretical analysis of the general PBM and its appropriateness for comminution system modeling. II. Examination of the accuracy of prediction of real world milling behavior using linear and nonlinear PBMs. III. Evidence from recent microscale comminution research. This paper concludes with recommendations concerning future research which will: 1. further elucidate mechanisms of particle destruction and creation as well as attrition and 2. increase the accuracy of model predictions in highly nonlinear situations

The U.S. Bureau of Mines is conducting research on the application of expert sys tens technology to mining equipment diagnostics and predictive maintenance, to increase mining productivity and efficiency. One of the greatest hindrances to mining productivity is the breakdown of equipment, causing lengthy and costly delays. A diagnostic maintenance expert system (DIMES) is being developed for the hydraulic system of a continuous coal mining machine. Through the use of such a system, the frequency of equipment failures and repair time should be significantly reduced. This paper describes the application domain, the functional requirements, and the problem approach for DIMES, the design and implement at i on of the knowledge- based system, the sensor work involved with the project, and the future plans for the continued development of this and other expert systems.

As the mining industry begins efforts to examine the feasibility of extraterrestrial resource utilization, the extraction and processing of icy regolith containing water and other volatile materials will be the initial focus for future expansion of capabilities. Pure water is essential for human consumption, and a source of oxygen and hydrogen. The latter, along with the volatile materials, lend themselves to the creation of fuels that may be used for further space exploration at distances not currently feasible. For any extraterrestrial scoping project, the transport of materials to geoscientists remains virtually impossible. Therefore, analysis must be done in-situ, possibly millions of miles away from the nearest human. To address the need for geologic resource estimation in the absence of geoscientists, an infrared framework has been developed for the analysis of water ice content in simulants of permanently shaded lunar regolith. This framework relies on a convolutional neural network model for the rapid analysis of percent water ice content in samples, at which point standard geostatistical methods may be employed.

The globally increasing environmental awareness which has manifested itself in the past few years also encompasses problems associated with mine closures. A crucial requirement for the effective planning, management, monitoring and control of mine closures is an information system which allows the qualitative and quantitative evaluation of proposed closure strategies, not only in terms of their local influences, but also of their potential effects on areas farther a field. This paper describes some of the closure associated problems and the establishment of such an information system from existing facilities, all of which are readily available. No modifications to these facilities are necessary, which enables rapid and cost-effective implementation of the system.

Inspiration Consolidated Copper Company, located in a semi-arid climate in Arizona, continually struggles with a water problem. This applies to quality as well as quantity. When the EPA considered installing a new centralized sewage plant to handle the combined waste from the municipalities of Globe and Miami, Arizona, they automatically assumed that He could use the sewage effluent for process water in flotation. The treatment plant was to be a tertiary system producing 1600 gpm of sewage effluent. Inspiration decided that this could possibly be a source of additional process water. It was decided to test sewage effluent from Miami Treatment Plant at the rate of 400 gpm since it was only a primary treatment plant. The 400 gpm was combined with the 5000 gpm of process water going to the Concentrator. After one week the results were disastrous. The recovery and final grade had each dropped approximately 5%. With the results from this brief run, it was concluded that sewage effluent from a primary treatment plant could not be used. Research was then brought into the problem to begin an evaluation of sewage effluent in flotation.

"Since 1994 the Bureau of Reclamation (BOR) has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has, to a limited extent, applied risk analysis to inactive and abandoned mines to evaluate tailings dams, pit lakes and flooded underground mines. Case histories of potential failure mode analysis, as applied to mine impounded water, illustrate what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first.IntroductionImpounded water and high water content wastes at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (4.1 million m3 or 5.4 million cu yd) release, the Mt. Poly Tailings Dam failure in British Columbia in 2014 (4.4 million m3 or 5.8 million cu yd) release, and the Samarco Fundao Tailings Dam failure in Brazil in 2015 (59 millon m3 or 78 million cu yd) release have renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originate not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes and flooded underground mine workings.Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the U.S. Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984, the agency developed and began using risk analysis methods. BOR operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of 100 years. Many of these facilities were designed and constructed prior to the development and adaptation of modern soil mechanics in dam engineering. Diligent observational monitoring, detailed site investigations and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high-risk sites, significant improvements to dam safety have been achieved."

Milling has traditionally been considered more art than science. In the last 10 years, significant improvements in process equipment have been made and we are finally taking significant steps toward approaching grinding as a science. Two machines have been at the center of this development. These are the roll press and the high efficiency separator. The former can be considered as a new technology or adaptation of existing i.e. roller mill. The latter is clearly an improvement of existing technology. Other machines have been introduced to a lesser degree and later. Among these are the CKP and Horomill. The purpose of this paper is to provide an over- view of the currently available modifications for operating systems and options for new milling circuits with some comments on their application and history.

INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.
