The effectiveness of a flotation column is due principally to the addition of wash water to the froth phase. The wash water flow rate can be significant, especially so for systems yielding a high weight recovery of fine solids, e.g. zinc sulfide flotation. Therefore, it is critical to recognize and assess the impact of the water addition upon upstream separation stages. This paper examines column flotation circuit configurations using data from a portable 2 t/day pilot plant. The objective is to provide an improved basis for column design, either as a retrofit or as part of a new circuit.

Because the Environmental Protection Agency has identified methane as a greenhouse gas, the importance of de gasification through gob wells has become more critical. It has been observed that the degree of methane emission is closely related to the geomechanical characteristics of coal bearing strata, roof, floor, and surrounding coal seams. Monthly production data from 250 gob wells were collected from the Warrior Basin in Alabama, and many interesting correlations were observed between methane production with longwall face width, face advancement rate, number of gob wells in a panel, and geologic columns. Extensive finite element analyses were performed to estimate the characteristics of the emission zone in an attempt to corroborate these findings. This paper describes an investigation for developing correlations between the geomechanical behavior of the methane emission zone with methane production.

Fundamental theoretical models can now be used to make a significant next step towards the development and implementation of computerised models describing real industrial processes—Virtual Reactors, and computer-aided smart-decision-making systems that may be called Pyro-GPS by analogy to GPS; these developments can facilitate knowledge-based improvement and optimization strategies. The knowledge-based expert systems (KBES) is a potentially powerful technique to the mining engineer in traditional areas of mine design and operations, as well as in the emerging areas of mining automation and robotics. Since KBES is still experimental in many respects, caution must be exercised as this "high tech" tool is developed and applied to mining. The objective of this paper is to demystify expert systems by introducing the elements of KBES, discussing the strengths and weaknesses, and identifying some areas of application in mining, based on the authors' experiences.

"INTRODUCTION Barrick Goldstrike underground mine is located in Northern Nevada on the Carlin trend. The underground mine produces approximately 1.5 to 1.8 million tons a year and approximately 400,000 ounces of gold a year. The mine is comprised of two main mining methods, underhand drift and fill and long hole stopeing. The mass blast project stated in 2012 as Value in Use project between Barrick, Southwest Energy and Orica, the goal of this project is to be able to blast an entire drilled stope in one blasting event instead of taking multiple blasts. This will improve productivity by eliminating intermediate blasts, reducing additional blast time, eliminate drill hole cleaning due to the previous blast. Project implantation started in the fourth quarter of 2013 and mass blasting has been common practice throughout all of 2014. STOPPING PRACTICE AT GOLDSTRIKE BEFORE MASS BLAST PROJECT The production from the Goldstrike mine is approximately 70% from stopes. The timely completion of all stoping blocks is imperative to maintaining the plan, delays in the execution of any particular block can have detrimental ripple down effects as neighbouring stoping blocks become delayed. Before the implementation of this project the standard practice for Goldstrike was to: 1. Drill the entire stope 2. Blast a bottom shot, normally between 10 feet and 20 feet off the bottom of the slot rings. This would be mucked out before the next shot 3. Blast a pull through shot, this included the raise and one or two production rings. Again mucking this out before the next shot 4. Blast production rings, one or two more blasts depending on stope size. In most cases between each of these blasts the holes in the other rings of the stope would have to be cleaned. This meant either cleaning manually using air and water, or mechanically cleaning with a bench drill. In many cases this resulted in delays in completing the stoping block."

In India, demand for coal exceeds its countrywide supply, despite its natural abundance, due to failure to achieve high production targets, especially in opencast mines, which are responsible for 94.98% of total raw coal production within the country. Employment of technological solutions, such as surface miners, is key to achieving higher coal production and productivity in an eco-friendly manner, especially in the populated areas adjacent to the mining zone and, hence, require restricted blasting operations. It eliminates blast hole drilling, blasting, and primary crushing units, thus reducing related environmental hazards like ground vibration and fly rocks. This paper encompasses the applicability, advantages, constructional features, and performance assessment models for each working mode of a surface miner. The current paper discusses the correlation between coal production and key productivity indicators, namely, machine shift-time, pick, and diesel consumption of surface miner in three different geo-mining conditions. Furthermore, relationships between machine shift-time, pick, and diesel consumption of surface miner and coal production were evaluated through bivariate regression analyses along with their coefficient of determination. These key productivity indicators of surface miner follow polynomial relationships with coal production on a daily and monthly basis, having Pearson correlation values from 0.774 to 0.907 and coefficient of determination, from 0.664 to 0.909 in opencast coal mines.

The materials handling systems in the large concentrating plants have required the employment of a considerable number of workmen, many of whom had very little to do except to act as watchmen to avoid bad spills at belt junctions and to operate tripper cars, shuttle belts, etc. Much time also was spent in watching bins to make sure they were properly filled. Approximately four and one-half years ago the author, Yin coopera¬tion with the engineering and supervisory personnel of The Anaconda Company at Anaconda, Montana, began to give this problem serious consideration. Prior to this the author had developed, at the request of The Anaconda Company, a transistorized resistance-sensitive probe relay system for detecting the level of ore in bins. With this system cables or chains were suspended from insulators above the bins and were of suitable length to determine the elevation of the ore in the bins.

Impurity minerals in fluorspar ores and concentrates from a deposit in Southern Africa have been studied by reflected light, transmitted light, and cathodoluminescence microscopy. The principal impurities are quartz, calcite, aegirine, apatite, ankerite, magnetite, goethite, and synchysite [Ca(La,Ce,Nd)(CO3)2F]. Cathodoluminescence microscopy was found to be very useful in studying the character of the fluorite and especially for recognizing the presence of apatite and calcite impurities. Fluorite exhibits blue, calcite shows yellow, and apatite has white, light purple, and pink cathodoluminescence. The cathodoluminescent character of apatite varies with its geological environment and position in the orebody. The results of this microscopic study show that phosphorus present in fluorite concentrates occurs principally in binary locked apatite-fluorite particles. Successive fluorite cleaner concentrates contain progressively smaller amounts of locked apatite-fluorite particles. Free apatite has been effectively partitioned to the final tailings.

Much criticism has been levelled at bacterial oxidation over the quantities of air required for successful operation. Examination of the oxidation reactions and the assumptions concerning oxygen transfer made in the literature (1) indicate that the aeration requirements can be much less than those beirig suggested. Observations made on a large scale pilot test have confirmed reasonable aeration levels in extended site operation over a six month period. These aeration levels have implications for the engineering design and the power needed for aeration and agitation. Thus, these parameters effect both capital and operating costs as well as influencing the complexity of the design and normal operation. A number of companies have developed bacterial oxidation cultures intended for commercial ·expl oi tat.ion ( 2, 3, 4). Most of these cultures have been based on Thiobacillus and operate at temperatures between 30°c and 40°c. This temperature range limits their application in hotter regions unless means for both heating and cooling are provided in the design. Thiobacil!us cultures are also reported as not able to oxidize arsenic (III), which may limit the application of these cultures to successfully treat arsenopyritic ores and concentrates (5). BacTech (Australia) Pty Ltd has developed a culture which operates at temperatures above 4o0 c and which has been tested in a large site based continuous pilot plant at up to 55°c over a six month period. The culture showed resistance to high levels of soluble arsenic, allowing the arsenic to be retained in solution for control led precipitation and disposal. Data for. the arsenic precipitates indicated that these waste solids were relatively stable and, under the correct circumstances, were suitable for disposal into tailings dams without causing environmental problems.

"Failures of coal ribs are major hazards in underground coal mines. For the period of 2010 to 2014, rib falls were the leading cause of groundfall fatalities and accounted for 35% of all groundfall-related fatalities. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to reduce rib fall accidents and fatalities in underground coal mines. Numerical models can be used as part of the design methodology provided the models are appropriately calibrated and verified. The paper presents a coal rib model to simulate the mechanism of the coal deformation and fracturing that can lead to stress-driven rib falls. The proposed coal rib model was calibrated against published data from an instrumented rib site at the West Cliff mine in Australia. Fracturing of the coal rib was defined by critical values of shear strain of the coal material and rib displacement. A critical plastic shear strain of 2.8% and a sudden increase of rib displacement of 30 to 45 mm were sufficient to develop a fracture plane in the rib model. Accordingly, a discontinuous rib deformation was achieved and it compared favorably against field monitoring data. INTRODUCTION Coal ribs are the vertical walls of coal formed when entries are developed in a coal bed. Failures of coal ribs are a major hazard in underground coal mines. Furthermore, failing ribs can contribute indirectly to roof and floor instability by increasing opening widths across intersections and entryways. Over the last 18 years, there has been a continual occurrence of injuries and fatalities in underground coal mines due to rib falls. For the period of 2010 to 2014, rib falls (excluding longwall face and bursts) were the leading cause of ground fall fatalities and accounted for 35% of all groundfall-related fatalities [1]. Despite the threat of rib falls, the amount of rib falls and rib support research conducted in the U.S. is limited compared with what has been done in pillar and roof support design. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to minimize the number of rib fall accidents and fatalities in underground coal mines."

"A tunnel project poses many challenges; the operation of the Tunnel Boring Machine (TBM) being one of them. Mechanized tunneling is known as a safe and effective alternative to other methods in terms of schedule and cost; however, efficiency can be severely affected by a bad TBM selection and qualification and employment of inexperienced operators. The success of a mechanized tunneling project involves a comprehensive and interdisciplinary consideration of all contributing factors such as TBM technical specification and selection, TBM design and procurement including ancillary equipment and tunnel linings. The tunnel equipment selection along with the operation can make or break the project. The objective of this paper is to address the importance of the skills and qualifications of the TBM crew with particularity to the TBM Operator. The study includes the Owner and Consultant involvement in the selection and pre-qualification of the TBM crew and specifically the TBM operator as well as the role of Contractor and TBM manufacturer in TBM operator training. This paper also analyzes the possibility of issuing a TBM operator certification, and discusses the benefits and significance of periodic training and certification programs. INTRODUCTION Training in the tunneling industry is not a new topic. The industry continues to evolve and become more complex with technology advances and expansion of mechanical tunnelling to mechanized shaft construction, large diameter drilling and mining industry applications. The need for professionals trained to operate mechanized tunnelling equipment is ever increasing, while there is a significant number of veterans who will be ageing out in the next 5 years. Consequently attracting young professional is a very important aspect of sustaining a qualified pool of professionals. For any given tunnel project, the owner and the engineer spend up to several years, studying the ground conditions during preliminary and final design. Post contract award the contractor spend additional months studying the ground again to develop the optimum means and methods for construction. All this time and money spent at the beginning of the project has the purpose of developing the optimum tunnel design, assessing the risk associated and implementing mitigation measures to reduce risks to acceptable levels. Following the tunnel design process, sophisticated TBMs are being specified and sourced to ensure the best tool for the job. The question raises here: Are there available experienced/trained professionals capable of operating these sophisticated machines?"

A three-way research program, facilitated by the U.S. Bureau of Mines Generic Institute funding, conducted by Hecla Mining Co., Spokane Research Center of the Bureau and the University of Idaho, shows that a cooperative effort to solve difficult mining problems should be considered. A five-year plan to change an overhead cut-and-fill mining system to a longwall undercut-and-fill involves more than twenty people from three organizations. The investigations will eventually include, ground stress, stress analysis, fill selection placement and compaction, ground and fill support, underhand mining and materials handling, access, ventilation, equipment selection and synthesis and operations and cost simulation.

Since the discovery of 'potash in the Carlsbad area in 1926 and the start of mining operations in 1931, "first mining," operations have been carried on. This is a room and pillar system in which approximately 62% of the total ore is removed. Or the basis of ore reserves and rates of extraction, the life of the mine in the early; days was estimated to be well over 50 years, however, even with an increase by additional ore reserves, it became increasingly apparent that the life of the mine was being shortened considerably by increased production. Further cause for the shortening of mine life was due to the exceptionally weak back over the northeast quadrant of the main orebody which had .caved in on first mining up to a height of 8 feet. Thus, in 1953 the decision was' made to begin pillar pulling, also called, second mining or final mining, and in December of 1953 this program was started after much discussion.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Over the years since the initial experiments with underground concreting were made in 1956, attesting to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the, mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other advantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

New Zealand has been a significant producer of gold for over a century. Total recorded production is over 850 tonnes. There were three major periods of production: the first and biggest was between 1860 and 1880, the second was between 1895 and 1920 and the third was between 1930 and 1945. After 1945 gold production fell continually until 1980 when the major upward adjustment in gold price led to renewed interest. There have been important new developments in each of the known gold-rich areas: Westland, Otago and Coromandel and exploration for gold in these areas and in previously unprospected regions has reached unprecedented levels. In Westland over 140 gold processing plants are each producing between two and six ounces a day from low-grade placers. A major gold dredging operation will soon be producing over a tonne of gold annually and other new dredges are proposed. There are still vast reserves of gold-bearing gravels in Westland and prospecting is continuing to reveal new resources. In the Reefton area there is renewed interest in gold-bearing quartz reefs which were the source of over a million ounces of gold between 1900 and 1951. New large opencast reserves are now defined.

The Blocked Iron Corporation has been active for many years in the development of mineral agglomeration processes by cold chemical induration. Millions of tons of iron ore fines agglomerated by their methods have been consumed in open hearth steel making furnaces. Some of you may remember these open hearth agglomerates as the carbonate-bonded cylindrical block shown in figure 1. With the realization that iron making would create the greatest demand for agglomerates our research efforts were directed to the production of carbonate- bonded (C-B) pellets containing iron ore, flux and carbon, shown in figure 2.

According to critical statistical studies, antimony is one of the rarest elements in the world, and global resources could be exhausted by 2050. In light of these observations, its extraction will be costly due to poor-quality ore, deep mining, remote locations, and high energy consumption. In the present study, an alkaline leaching process was carried out on stibnite concentrate to evaluate the effect of reaction parameters on the percentage of antimony extraction. The leaching efficiencies of different sulfur and hydroxide sources were studied and compared to one another to create a better understanding of the reaction process. Kinetic models were investigated to identify the reaction pathway and calculate the activation energy. The activation energy of the stibnite dissolution was assessed as 19.13 kJ/mol using a two-dimensional diffusion-reaction model. The value of activation energy indicates the quantity of energy necessary for a reaction to proceed. As expected, potassium hydroxide leaching was significantly more successful than was sodium hydroxide; however, in terms of economics, the use of sodium hydroxide was found to be more cost-efficient. Interestingly, this finding indicated that caustic leaching is still the most effective method for stibnite extraction.

MINERALS INFORMATION PROGRAM Mineral data collection by the Federal Government actually began in 1882 with an appropriation by Congress to the U.S. Geological Survey (USGS). Although the Bureau of Mines was instituted in 1910, it was not until 1924 that the collection, interpretation, and dissemination of worldwide information on production, consumption, and availability of minerals became the responsibility of the Bureau. The objective of the Bureau's minerals information program is to maintain and provide reliable, timely, and comprehensive data for analysis of national minerals problems. This program is implemented by a staff of specialists who cover about 100 mineral commodities and the mineral industries of 168 countries. Data are also provided on the minerals industry on the State and county level. The specialists analyze information to identify trends and problems, forecast future U.S. and world supply and demand for the nonfuel minerals, and relate trends and developments to their impact on the domestic minerals industry. Data Sources and Publications The primary sources of data concerning the domestic minerals industry are the companies that produce, use, and trade in these minerals. Approximately 60,000 survey forms are sent to industry, on a monthly, quarterly, semiannual, or annual basis, to obtain the data. Domestic trade data are provided by the Bureau of the Census, U.S. Department of Commerce. Information on mineral developments abroad is developed by Bureau specialists from mineral reports supplied by U.S. embassies worldwide, from primary source documents, from a review of the technical mining literature, and from onsite mine and plant visits in foreign countries. The information is disseminated through a number of Bureau publications: "Mineral Industry Surveys" provide aggregated data on a monthly. quarterly, or semiannual basis to give timely information on the most important mineral commodities. "Mineral Commodity Summaries," published each January, provides preliminary annual data on supply and demand and discusses significant events of the previous year. The final data are published later in the "Minerals Yearbook," which is the definitive historical record for mineral statistics. "Mineral Facts and Problems," an encyclopedic work issued every 5 years, covers industry structure, technology, supply-demand analysis. economic factors, reserves, and forecasts of U.S. and world demand for individual commodities. "Mineral Perspectives" and "Mineral Issues" cover important international mineral developments and significant issues of current U.S. policy as they relate to minerals. Discussions and analyses of mineral trends and developments also appear in other Bureau publications, such as "Minerals and Materials" and "Information Circulars." These publications provide the basis for analysis and policy determinations by the Bureau and by virtually every Federal agency concerned with minerals, defense issues, the national economy, and foreign relations. The data are also used by industry in planning capital investments in mines and processing plants, by financial analysts, by U.S. delegations in their work with international commodity groups, and by a host of other minerals related organizations. Data Bases The data bases used by the specialists for preparing publications or in response to a continuous stream of inquiries include both those that contain individual commodity data from respondents, and those that are summary data bases on production, trade, capacity, employment and a number of other minerals-related items, not all of which are derived from data reported to the Bureau of Mines. The data bases maintained on the mainframes are not accessible by non- Bureau users. Technology development has played a crucial role in the minerals industry throughout history. The development of new technology allows mankind to produce metals and minerals at progressively lower cost of production in real terms, and therefore at progressively lower prices, improving their availability, accessibility and utilization worldwide. However, the developers of such technology are not guaranteed to reap the benefits from this effort: There is an expectation that technology developers will gain an advantage over their competitors. Is this a short-term benefit that results from a temporary cost or efficiency improvement, or is it a sustainable longer term "edge" that prevails even after metal or mineral price has been eroded by the implementation of a major step change technology? This issue is examined by reference to several case study examples in the copper industry. BACKGROUND The development and adoption of new technology has played a crucial role in the commodity minerals industry throughout history. As new, cost-efficient technologies are commercialized, the cost of production decreases, and this enables lower grade ore to be processed profitably. This in turn increases the availability and supply of the metal or mineral of interest, and ultimately (in a free market environment where the supply- demand balance determines price) inevitably decreases the metal or mineral price. This leads to the question: Why should mining companies invest in (new) technology development if the result is a decrease in the product price?
