In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

The mining method at the Cannon Mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill prior to pillar removal. The dimensions of the pillars, 24 feet wide by G5 to 95 feet high, re-quire careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good-neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, minimize well damage, and minimize ground vibration.

Sizing devices used commercially are unfortunately not 100% efficient, the splits that can be obtained are usually inferior to the results obtained in the laboratory. Often the capital and operating costs of equipment capable of high sizing efficiency cannot be justified by the economics or requirements of the process. To reconcile the desired sizing efficiency needed to obtain optimum process requirements with the sizing efficiency of equipment economically practical, it is often necessary or desirable to predict the gradation and weight splits of the products obtained based on the expectant efficiency of the contemplated sizing device or method. The less efficient the sizing device one must employ, the more important it is to know the results that may be expected for the establishment of the optimum flow sheet and the more difficult it becomes to estimate the results accurately. Air classification equipment which sizes materials by opposing the drag force created by an air stream acting on a particle with a combination of gravitational, inertial or centrifugal forces are substantially less efficient than, for example, a laboratory sieve analysis. Air classifiers allow oversize material to contaminate the fine fraction and leave undersize material in the coarse fraction. The techniques employed to predict the gradation and weight splits obtained from air classification outlined below are adaptable to other sizing devices less than 100% efficient such as screens, sifters and wet classifiers.

All underground operations have limiting factors that influence overall profitability. Hoisting, hauling, available headings, labor, milling capacity and other factors limit how much material can be removed from an underground mine. Consequently, when mines use limited labor to handle the additional rock from overbreak and to perform extra ground support tasks, productive activity is replaced by non-productive work. Mining economics are further penalized when overbreak causes dilution of ore grades. This paper reviews organizational systems that mines have used to create environments which foster the creation of successful overbreak control programs. Actual case histories document the various quality improvement techniques, worker incentives, and practical project management systems used by these mines. A brief review of controlled blasting technology sources and overbreak measurement tools is also included.

Ventilation is necessary in coal mines to supply fresh air to the working faces for the health, safety, and comfort of the miners, and for the circulation of air to the extent that it will dilute, carry off, and render harmless the noxious or dangerous gases generated. Adequate ventilation depends upon good face control, as well as upon a well designed and properly controlled overall ventilation system. Generally, this includes fans, airways, overcasts, air locks, regulators, checks, and canvas or plastic stoppings near the working places to prevent short circuiting of air, and effective bleeders to maintain a continuous flow away from the working places along the pillar lines at all times and to prevent diffusion of methane back to the pillar line in case of temporary interruptions in ventilation. In the development of a new mine, or the virgin area of an old mine, the main headings should properly be considered a construction project, designed with, only the number of permanently supported (roof) headings required to conduct the necessary air volume to and from the major panels in which mining is conducted by room and pillar or longwall methods. Although subject to hazards from methane quite frequently and requiring constant and careful attention at all times, development of headings has some built in safeguards which make it a less difficult problem in control of methane than exists in pillaring.

It has been suggested that we at the University of Arizona present a paper covering the origin, philosophy, and results of the College of Mines program in the field of computers and operations research. I have worked with the program since its beginning, and I will try to outline the developments as they have taken place. The formal development of the educational and research program in the field of Operations Research and Computer Applications at the College of Mines, University of Arizona, began in early 1957. During the year, the University offered its first formal instruction in computer programming. This was my first introduction to computers, and it did not take long to realize that this new tool had a potential that could be profitably utilized by the mining industry. In March 6f 1957, the University Computing Center began operations with its IBM 650 computer. This machine was the only computer of this size in the local area at this time, The first programming effort was in machine language and the programming cost could only be justified for repetitive-type of problems. The progress in the computer field moved very rapidly and with the development of the many compiler and assembly programs and the addition of sub routines to the computer library, the scope of problems that could profitably be investigated by computers expanded rapidly.

Froth flotation of coal is growing in importance and complexity. Some of the reasons for these changes follow. 1) A need exists for energy resource conservation. 2) Preparation plants are processing widely varying coal -- deep seam, strip and stockpiled either separately or as blends. 3) More fines are being generated because more mines are using automatic mining equipment. 4) It is more practical and economical to remove ash and sulfur at the preparation plant than during utilization.

The 1.1 Ga Midcontinent rift of North America has many similarities to the geology of the Voisey's Bay region in Labrador and the geology of the Noril'sk region in Siberia. These similarities include the hosting of large volumes of sulfur- undersaturated and trace-element-enriched basalt, having igneous centers characterized by crustal contamination, being characterized by metal depletions in some mafic units (an indication of prior sulfide segregation) and having known occurrences of Ni-Cu sulfide mineralization. These similarities along with new geophysical data and refined models for Ni-Cu sulfide deposits suggest that the Midcontinent rift probably contains undiscovered Cu-Ni [±] PGE sulfide deposits, some of which could be the size and grade of a Voisey's Bay or Noril'sk deposit. In particular, intrusions and related feeder systems that occur in northern Michigan and Wisconsin, as well as to the southwest along the rift margin, deserve serious examination.

Rock bursts in the deep metal mines of the Coeur d’Alene district present an ever increasing problem in the safe and economic mining of the district’s silver, lead and zinc ores. Hecla Mining Company operates two mines in the district - the Star, a 1100-ton/day lead-zinc mine, and the Lucky Friday, a 750-ton/day silver- lead mine. Rock burst problems at both operations prompted Hecla management to make an all-out attempt to find a practical method of predicting and eventually controlling these bursts. Research by personnel from the Denver Research Center of the Bureau of Mines at ASARCO's Galena Mine indicated that a recognizable pattern of seismic activity preceded some bursts and this activity could be precisely monitored by present- day, off-the-shelf electronic devices. Using information gained by the Bureau and other sources, Hecla designed and installed a 24,- channel seismic monitoring system in the Lucky Friday mine. Installation was completed in December 1973 and after a year of successful operation, it was decided that a similar system would be installed in the Star mine. This second installation was completed in June 1975. Both systems are now operating and providing continuous information on underground seismic activity. Each monitoring system consists of a network of geophones with attendant amplifiers that are connected by shielded cable through an interfacing device to a computer. The origin of each seismic event is determined by the computer and a three-dimensional location is printed out. This information is plotted daily and is used to pinpoint rock burst prone areas and chart their relative seismic activity. This paper will review the causes and effects of rock bursts in the Coeur d'Alene district, the equipment and operation of the microseismic system at the Star and Lucky Friday mines, and the results obtained to date.

Bentonite is one of the main players in the stability of drilling mud. Its particle size and particle size distribution significantly affect drilling mud’s rheological properties. Although the Specifications for Drilling Fluids Materials report on Oil Companies Material Association (OCMA)-grade bentonite states that the API recommended powder having 2.5 percent mass fraction as the maximum value of residue of diameter greater than 75 μm, there is no other information on the specific size distribution for API bentonite. It was found that API bentonite has a specific size distribution with specific mixing weights. It is important to investigate why that mixture represents the optimum properties of drilling mud and how each individual size fraction has a specific function in the mixture. To clarify the effect of individual size as well as the collective effect of the size distribution, API bentonite was classified into different size fractions, with each tested separately for controlling properties such as filtration loss, plastic viscosity, gel strength, cake thickness and packing density.

Lack of visibility from large, open-pit haulage truck cabs has become a serious safety problem. Anaconda conducted a research program to develop a low cost system to alert haulage truck operators to small vehicles present in blind areas. Several systems were developed and tested. As open-pit haulage truck size has increased, so has the size of the blind areas. Mine utility vehicles, pickup trucks, and cars are concealed within these blind areas and become safety hazards. Figure 1 shows the typical blind areas of a 136 t (150-ton) haulage truck. The areas of greatest concern are at the rear center and front right corner of the truck. In these "no visibility" areas many small vehicles have been crushed by large haulage trucks at various mine sites. In most instances, the occupants escaped the vehicle before it was destroyed. But injuries and death have occurred. In most cases, the accidents were attributed to negligence or carelessness by the small vehicle driver. The limited visibility problem still exists, though, and a solution is needed. Initial Solution The usual plane mirror on the driver's side and the convex mirror on the right front of the haulage truck allow only limited rear visibility. The typical, right side convex mirror is generally small and difficult to locate at a glance. This convex mirror also presents an image that distorts distance perception. These mirrors are of¬ten broken and immediate replacement not demanded or made. The US Bureau of Mines, in a contract with M.B. Associates, San Ramon, CA, developed an improved visibility system. It consisted of a larger, left view mirror and unique, blind area viewer. The large 230 x 690 mm (9 x 27 in.) left mirror has a small convex spot mirror near the bottom. The entire unit can be quickly replaced if broken. The large size provides a full view of driver orientation features such as the rear tire and the top of the load bed. The right 300 x 410 mm (12 x 16 in.) mirror has a convex surface and is quite rugged. The 510 mm (20 in.) spherical radius presents the operator with some distance distortion, but objects in its view are easily seen. The "blind area viewer" consists of a modified fresnel lens that allows the driver to "look around the corner." Installation of three of these lenses on the front of each haulage truck is rec¬ommended for adequate blind area coverage. This system significantly increases an operator's field of view and allows viewing of objects within about 3 m (9.8 ft of the truck. Many open-pit mines are nor mounting on smaller vehicles a long whip with a flag and lamp or both. This increases vehicle visibility to haulage truck operators. The whip is permanently attached to the mine vehicle. It can also be magnetically attached to transient vehicles. The whip system. though, is inadequate for visibility in the critical rear and right front blind areas. Alternate Solutions All of these visibility aids as¬sume an attentive driver. In addi¬tion, areas such as the rear blinc, area are not covered. Based on the inadequacy of existing visibility systems, Anaconda made a com mitment to further the truck de¬tection technology. The best ap¬proach was considered to be ar active system. It would notify the haulage truck operator that an en¬croaching vehicle is present. Sev¬eral systems were considered, in¬cluding ultrasonics and elec¬tromagnetics. For the ultrasonic system, com mercial and in-house design were looked at. Designing an( building transducers with the spe cific beam shape to match the haulage truck blind spots re¬quired a major technological breakthrough. False alarms ap¬peared difficult to prevent en¬tirely. They were caused by pass¬ing, trailing, or leading vehicles a., well as nonthreatening objects. "Sierra Gorda SCM is a joint venture partnership of KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining and Sumitomo Corp. (Japan) operating in northern Chile. The Sierra Gorda openpit mine and coppermolybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, wellinstrumented mine in Chile. This article contains a general review of the project including geology and history.This was a fast-track project going from greenfield site acquisition to mill startup in 10 years. Highly experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied.The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (Fig. 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km (3 miles) from the village of Sierra Gorda at an elevation of approximately 1,700 m (5,600 ft) above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km (37 miles) northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic and Escondida, to name a few.The primary organizational value at Sierra Gorda is "Zero Harm." This includes employees, contractors, the environment, the community, plant facilities and mine equipment. A cornerstone of this program is called 5X5S (five by five S), which combines the lean principles of 5S with the safety model of taking five steps back and thinking about the task at hand for five seconds, five minutes, the time it takes to assess and manage the risk. "People caring about people" promotes proactive engagement in the safety of coworkers and others at work and at home."

Are the results of an exploration program worth the cost? This is a question I suspect many of you are familiar with and, theoretically at least, it is an easy question to answer. The answer, of course, lies in comparing the future earnings stream the program is expected to generate, to the present value of the cost of carrying it out. While historical costs can be determined without much difficulty, estimating the value of a future earnings stream involves all sorts of assumptions regarding future costs, metal prices, inflation rates and an appropriate discount factor; and in the context in which the question arises, requires additional assumptions about mineral deposits which have yet to be discovered. As a practical matter, this kind of approach isn't likely to produce a very convincing answer; certainly not one convincing enough to satisfy a skeptical audience; nor one likely to temper the illusions of recent converts to mineral exploration, who are convinced that if enough money is spent, profitable discoveries will inevitably follow. Within broad limits, however, I believe it is possible to analyze the costs and results of gold exploration in the U.S.A. over the past 20 odd years in a useful manner. And while such an analysis is imperfect, it will provide some insight into this fascinating subject.

Since 1985, the Sunshine Mining Company has used a patented nitric-sulfuric acid pressure leaching system for production of silver and copper from a refractory sulfide ore body. To better understand this novel process, a program of lab scale testing was undertaken to quantify the effect of system variables on silver recovery. Some of the factors studied include temperature, agitation, acidity, vessel pressure, particle size, percent solids and oxidizer amount. In turn, this knowledge will be applied in actual plant practice to upgrade reaction time, increase concentrate throughput, raise silver recovery and lower reagent costs. A discussion of plant process changes resulting from lab scale testing is included.

Choosing a mining method for an underground ore body is a complicated and often iterative process. Advances in technology give the design team an overwhelming array of possibilities for methods and equipment. Hecla's recent discovery of the deep Gold Hunter ore body has given the staff at the Lucky Friday Mine the exciting challenge of determining the optimum mining method. Taking an ore body from prospect to production requires traditional resource characterization, including drilling, delineating and modeling. Developing the mining plan is an evolving process, changing with each new piece of information as the project progresses through exploration and development.

Belt conveyor systems for long-distance haulage are nowadays in a competitive position with conventional methods of transportation such as railways, truck haulage, and also pipelines for solid materials. In a number of cases, the economical use of conveyors is obvious. This is in all those cases where typical features of a conveyor system are showing the outstanding economical position in the very first approach for a certain project. Regarding downhill conveyors, with today's level of belt conveyor techniques nobody would reasonably doubt the justified application of a conveyor system, - as for instance at the Marcona Mining Installation, or at the iron ore mine of Lamco in Liberia.

Boom, boom, boom, boom. The staccato beat rings out across the bush; the stamps are at work - slowly pulverizing gold-bearing ore for a patient, grizzled prospector. This is the State Battery near Marvel Loch - a tiny (capacity: 25 ton/day) gold plant operated by the Western Australian government. It is one of many such plants located in remote corners of Western Australia and the Northern Territory - miniature custom mills operated for the benefit of prospectors and small mine operators. These State Batteries, so called because they are operated by state governments and because the principal item of machinery in the plants are stamp batteries, are fascinating anachronisms: throwbacks to times long past, to a century ago, to the hard and heady existence of gold rush days.

A computer model capable of simulating the basic production system in a variety of underground mining methods has been developed at the Twin Cities Mining Research Center. This Bureau of Mines paper describes the simulation of the basic production system at the working face, which includes drilling, blasting, mucking, and roof bolting. The model is event-oriented; that is, the status of the system is updated at the occurrence of an event. All event or activity times, including failure and repair of equipment, are treated as stochastic variables. A location dimension, in addition to the time dimension, is used, allowing the simulation of multiple location systems. To aid the user in determining the efficiency of his system, the model provides several reports. An event or activity report gives the frequency of occurrence total active time, and cumulative delay statistics for each event. An equipment report delineates the availability and utilization of all equipment. A production report provides information on various performance measures such as tons produced and holes drilled. The cost report gives the cost of various elements in the system. Operating data from an actual mining situation were used in validating the model. In addition to the description of the model, examples of simulation experiments which were performed on a room-and-pillar mine system are given. Use of the model to determine methods for improving the efficiency of the system is discussed.

The usual tasks performed by a mine store include .removal, replenishment, ordering and deletion of items and updating of stocks. A personal computer Mine Store Inventory Database System MIDSYS for monitoring stocks in such a store is presented. The system consists of series of relational databases developed in dBASE III+ environment. The system has three main modules comprising of a store management module, a display module and an employee-store operation module. The third module is useful in tracing movement of store goods. The MIDSYS is menu .driven with help functions at all levels.
