GENERAL STATEMENT Data frequently can be collected by several dif¬ferent methods. The method required for the nec¬essary precision for inflow prediction to mines should be selected and other methods avoided. Pre¬cision monitoring or measuring techniques fre¬quently require more time, expertise, and expense in their implementation that may not be justifiable. The temporal distribution of the data needs also may dictate the method used for data collection. Continuous recording devices may be required for time sensitive data whereas point measurements of other parameters may be adequate. Data needs will vary as the hydrologic investigation proceeds. In¬itial data needs may require only a qualitative col¬lection of data such as the areal distribution of precipitation. Subsequent data needs may require the measurement of ground water levels to the near¬est hundredth of a foot. Data requirements can be difficult to fulfill for ground water systems. This is particularly true for anisotropic, heterogeneous hydrostratigraphic units since the hydrogeologic parameters vary both ver¬tically and areally. Techniques exist for determining the storage characteristics of both unconfined and confined hydrostratigraphic units but these pro¬cedures require the installation of multiple wells in the same unit which may be impractical. Specific tests are discussed subsequently that permit the determination of vertical hydraulic conductivity. Data collected from field procedures or tests are generally preferred to laboratory derived data. This is especially true for hydrogeologic parameters such as hydraulic conductivity. SURFACE WATER SYSTEMS Precipitation Precipitation data can be collected from sources that maintain a historical record. The US Depart¬ment of Commerce, National Oceanic and Atmos¬pheric Administration (NOAA), maintains weather observation stations across the country. Such a sta¬tion frequently can be found near a proposed mine site but the type of weather data collected varies from station to station. Fortunately, precipitation data are collected ubiquitously. The data collected by NOAA can be purchased for the area of interest in the form of monthly and annual tabulations. Private weather stations constitute a second source of precipitation data. Existing data usually are analyzed by one of three methods. The station average method merely sums the depth of precipitation at each station and divides the sum by the number of stations as fol¬lows: [ ] where Pavg is the average precipitation (L), P, is the depth of precipitation at station i (L), and N is the total number of stations. This method is applicable where there are a relatively large number of stations uniformly distributed across the area (Hjelnfelt and Cassidy, 1975, pp. 71-72). The second method, called the Thiessen poly¬gon method, weights the precipitation at each sta¬tion in direct proportion to the area it represents without consideration of topography. The stations are plotted on a map and perpendicular bisectors are drawn on the lines connecting the stations. The polygons formed by these bisectors constitute the area that the precipitation for that station repre¬sents. The overall precipitation can be calculated with the following equation:

Introduction Coal mining in Alaska's interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska's first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). Industrial Engineering in the industrial world is a relatively new field, having been conceived about the turn' of the century by Frederick W. Taylor, who was not satisfied with the hit-or-miss methods of evaluation and estimation. Through crude Industrial Engineering techniques never before used, he completely changed the bricklaying industry so that work accomplished was more than doubled. To help us better understand what we mean by Industrial Engineering, I think a very simple definition Is in order. Industrial Engineering is a scientific approach to problems in cost, production and operations: and is designed to provide a means of increasing producitivity and reducing costs through standards measurement and standardization of the best methods, practices and equipment, There are many complicated definitions, but pure and simply, it all boils down to providing the means for increasing productivity and reducing the cost. Industrial Engineering has been applied in manufacturing since Frederick W. Taylor?s time and in the last 20 years has grown in stature by leaps and bounds. It is a basic function of successful manufacturing companies and is an accepted fool firmly entrenched in manufacturing organizations. You may know of some successful manufacturing companies that do not employ Industrial Engineers as such, but someone in that organization is doing Industrial Engineering work. They have standards and controls whether they call it Industrial Engineering or not. The manufacturing industry has benefited from this tool; other wise, it would have been discontinued long ago.

New concepts in shaft kiln processing are included in the design of two large diameter shaft kiln plants now under construction. One kiln will be used to produce cement clinker at the Boettcher plant of the Ideal Cement Company at Fort Collins, Colorado. The other kiln is for the semi-commercial oil shale plant for Petrobras, the Brazil National Oil Company at Sao Mateus do Sul, Parana, Brazil. Investigations on application of the new concepts are proceeding in a portable pilot kiln. A case study describing the expansion of Marion County landfill is presented. The exapansion area is located on a deep mined area. Finite element analyses were used to predict the surface subsidence and associated tensile strains on the landfill liner of the expansion site. A synthetically reinforced liner system is recommended to minimize the impact of the subsurface movements on the integrity of the liner system.

In this paper, the authors attempt to develop engineering based approaches for estimating safety factors against pillar and floor failures and predicting likelihood of subsidence events over abandoned coal mines in Illinois. There are two critical problems involved in the analysis: determination of geotechnical properties, and consideration of time effect. The authors attempt to solve the problems by generating hypotheses, which are used to modify existing engineering models for estimating pillar and floor safety factors. The modified models are validated using data from two well established databases of subsidence events over active and abandoned mines in Illinois. The data analysis suggests that most of the trough type subsidence events in Illinois were caused by floor failures rather than pillar failures. The subsidence incubation period seems to be directly related to initial floor safety factors at the time of mining. This correlation can be used to predict the likelihood of subsidence and to assess subsidence risks within both spatial and temporal contexts where detailed mine maps are available.

Abundant beach and offshore resources of gold deposits are demonstrated along the coast of Alaska, and Nome is one of the richest places. Considerable amounts of mineral resources data were collected and stored in geodatabase of ArcGIS. In searching for the best model for the interpretation of the Nome offshore gold placer deposit and accurate estimation of the reserve, the data were processed and visualized using ArcGIS. The gold concentration data collected from the Nome offshore deposit are of characteristics such that: (1) near lognormal distribution of data, (2) high positive skewed distribution, (3) a small number of extreme values dominating the reserve estimation, and (4) apparent anisotropy of the variogram. These characteristics make the development of an interpolation model for the gold deposit a challenging task. In this study, it is determined that five geostatistical methods provided by ArcGIS with visualization capability, i.e., Inverse Distance Weighted (IDW), Ordinary Kriging (OK), Ordinary Kriging with lognormal transformation (OK-log), Simple Kriging (SK) and Indicator Kriging (IK) are suitable candidates for the development of an interpolation model. The five algorithms are evaluated and compared with each other in the study. Cross-validation technique is employed to examine the accuracy of the five approaches. It is determined that the OK and SK algorithms are not suitable for this dataset because of the difficulty of fitting the semivariogram model despite their lower RMSE (Root-mean-square error) and the higher RMSS (Root-mean-square Standardized). The OK-log algorithm does not provide satisfactory prediction either, because it places too much weight on the role of extreme values resulting in overestimation and extremely high RMSE. Reserve estimation of each blocks is conducted using each of the interpolation methods and compared with the reserve calculated using the conventional polygon method. The IWD and IK algorithm seem to provide estimations more agreeable with the conventional polygon method.

Stringent environmental regulations, which have limited the use of sludge ponds, coupled with the economic incentive to clean more 'coal or to add fine coal cleaning additions to existing preparation plants have increased the use of static thickeners in preparation plants. The Lamella Gravity Settler, sometimes de signated Lamella Thickener, is a shallow depth sedimentation device which has been applied in a variety of industrial process and wastewater control projects in place of the conventional raked thickeners. This paper presents the theory and design of the La-mella Thickener, as well as describing the operating results from several full scale installations in a variety of Appalachian preparation plants.

Various seam conditions had been examined during longwall production at RAG German hard coal mines. Based on the field data a prediction method was developed considering separation planes as influencing factors for roof falls at the face. The characteristics, orientation, and density of separation are important factors on the occurrence of roof falls. In addition to geological influences, the performance parameters and geometry of support must be considered and optimized for the prediction and prevention of roof falls in a longwall face. Based on detailed macro- and microscopic investigations of e coal seams considering various ranks of carbonization, the origin and characteristics of separation planes are determined and a strata-specific influence on roof fall is interpreted. It was assessed that the coal face fracturing and displacement caused by the stress depend on the floor and roof strata conditions due to activation of the existing separation planes. Field studies are shown giving an idea of influences by advance rates of the longwall face, support delay and hydraulic pressure to the roof control in longwall faces in depth of more than 3000 ft. The analysis includes the application of specific software developed for longwall roof fall prediction as a result of a European research project. The software allows a laminar graphic display of roof fall probability, which is used for recognition of risk areas and risk management.

A portable electronic instrument was developed which will measure change of longitudinal wave velocity with change of uniaxial stress in rock columns. The instrument is a solid-state device powered by nickel-cadmium batteries. It uses a probe of two piezo-electric crystals spaced inches apart to send and receive a pulse through a stressed rock. A one-inch cathode ray oscilloscope visually displays the longitudinal wave. A reference chart is used to find the stress. Laboratory results have indicated that the average stress on a sandstone column can be found to within 35 psi. The feasibility of using this instrument to determine stresses in mine pillars is to be studied. The instrument may be used to investigate physical properties of rock.

In the Frick District of U, So Steel Corporation, we have had more than 37 years of experience in the use of multiple-fan ventilation systems, in our coal mines. In our Colonial field, with a long belt installation, we have mined 85 million tons of coal with the use of the multiple fan system of ventilation. In our Palmer field, with the use of the same arrangement, we have mined 90 million tons of coal--a total of 175 million tons without one accident attributable to improper mine ventilation. The same system, fundamentally, has been installed in our expanding Robena operations and at its present stage of development we are using eight fans to ventilate this area. To date we have mined 55 million tons of coal with very encouraging results and again without any accidents attributable to ventilation.

A computer program has been developed for use by the mining engineer for analyzing drum-type hoists prior to the modification of an existing system or the designing of a new one. Its use permits the preliminary evaluation of a system before seeking the technical assistance of mine hoist designers and manufacturers. Compatible with an IBM-PC, the user-friendly program accepts a variety of data and can analyze hoisting systems for any balance state. The extensive program can be used to: (1) calculate skip capacity to yield a desired production rate; (2) solve for required drum face width; (3) select a permissible wire rope from a menu of 50 available rope types: (4) estimate total horsepower of the hoist plant; and (5) estimate power cost. An example of the model's use in evaluating a hoisting system will conclude the paper.

Recent research conducted by NIOSH's Pittsburgh Re¬search Laboratory showed that electrical current levels permitted under present regulations may not limit cable temperatures to less than 90°C in reeled trailing cables. Reeled cables, which are tightly wrapped with many turns and which carry current in an enclosed space, can become overheated due to poor heat transfer. This overheating can cause the cable insulation to soften, making them prone to damage. The damaged insulation reduces the life of the cable and can lead to shock, electrocution and mine fires. This paper describes a method of measuring the conductor tem¬perature of mine trailing cables during normal operation. The temperature is measured using a 50/125-, µm graded index multimode optical fiber located in the center of the metallic conductors. Distributed temperature measurements are made using an optical time domain reflectometer (OTDR). This system is capable of measuring temperatures with an accuracy of ± I °C over a length of 4 km at I -mintervals. With this unique way of measuring temperature, tests can be conducted that simulate actual mine conditions. Oklahoma is the only; state in the nation that is currently producing iodine. The iodine is extracted from iodine-rich natural brines being pumped from deep wells drilled into Pennsylvanian sandstones in the Anadarko basin of northwestern Oklahoma. Woodward Iodine Corp., started in 1977, was the first plant in the United States built for iodine recovery since the 1930s. At present, three companies are operating four iodine-producing facilities in northwestern Oklahoma. The combined production of these facilities, 1,321,000 kg in 1997, is about 26% of the U.S. annual consumption. Iodine is present in concentrations ranging from less than 100 ppm (parts per million) to as much as 1,560 ppm in brines in various Paleozoic strata in the subsurface of northwestern Oklahoma; these concentrations are exceptionally high, and are well above those of any other known brines in the world. Strata with the highest iodine content in the area (Mississippian limestones) have low permeabilities, and thus would yield only small amounts of brine. On the other hand, the lower Morrow sandstones (Lower Pennsylvanian) have a relatively high permeability and are capable of yielding large quantities of brine that average 300-350 ppm iodine. The Morrow brine reservoir was deposited in shallow-water-marine and intertidal-shelf environments and now is buried 6,000-10,000 ft below the land surface. Production is localized to Morrow channel deposits confined to an Early Pennsylvanian paleovalley that is 1-2 mi wide, is about 70 mi long, and is referred to informally as the "Woodward trench." All three companies are producing iodine-rich brines from Morrow sandstones in three different parts of the Woodward paleovalley, and one of the companies also is extracting iodine from oil-field brines coming from several petroleum reservoirs near Dover, about 80 mi east of Woodward. The basic extraction method employed by Woodward Iodine Corp. was used in Louisiana and California operations in the late 1920s. This method is commonly called the air-stripping process. Lower Morrow brine containing dissolved sodium iodide is pumped to the plant through a series of pipelines, where by-product natural gas is separated and processed. The brine is then acidified and subsequently oxidized with chlorine to convert the iodide to iodine. The iodine is air stripped and reabsorbed with sulfur dioxide and water, converting it to hydriodic acid, or process liquor. The process liquor is then processed, using chlorine once again, to crystallize the iodine as a solid. This is then melted and frozen to form a solid product, which is packaged in 110-lb (50-kg) drums and shipped to end users throughout the world.

Sodium sulfate is an important industrial chemical. As recently as ten years ago it was produced and consumed in the United States in quantities exceeding 1 Mtpy. Since then, both its production and use have declined; however, approximately half the production still comes from natural sources. [Fig. 1] illustrates the history of production of natural sodium sulfate in the United States. Production of natural sodium sulfate from various types of deposits is the main source of this chemical in Canada and Mexico, and probably in Argentina, Chile, Iran, Spain, and the Russian Republics. MINERALOGY AND PHYSICAL PROPERTIES Sodium sulfate is widespread in occurrence and is a common constituent of many mineral waters, as well as seawater. Atmospheric precipitation contains sulfate; it is one of the major dissolved constituents of rain and snow (Davis and Dewiest, 1966). Many of the saline lakes throughout the world contain varying amounts of sodium sulfate. Because sodium is usually the dominant cation, some workers make an anionic distinction, referring to lakes containing predominantly sulfate as bitter lakes and those containing predominantly carbonate as alkali or soda lakes (Bateman, 1950). Sodium sulfate in its natural form is found in two principal minerals, mirabilite and thenardite. Mirabilite, the hydrous form, is commonly called Glauber's salt. It was discovered by the German chemist, J.R. Glauber (1603-1668), who derived its name from the Latin, sal mirabile, meaning wonderful salt. Thenardite, the anhydrous variety, was named for the French chemist, Louis Jacques Thenard (1777-1857) of the University of Paris (Mitchell, 1979). The largest quantities occur in the form of mirabilite. Sodium sulfate is found in varying degrees of purity, from theoretically pure efflorescent crystals of mirabilite to combinations and admixtures of other salts and impurities. It is a common constituent of some brines; from this source much is extracted commercially. Sodium sulfate also is found in compounds, such as the minerals glauberite, the double salt of anhydrous sodium and calcium sulfate, bloedite, the hydrous double-salt of sodium sulfate and magnesium sulfate, and burkeite, the anhydrous double-salt of sodium carbonate and sodium sulfate. Over 40 minerals contain sodium sulfate in varying proportions; many are of special interest because of their frequent occurrence. Table 1 lists some sodium-sulfate bearing minerals. The reader is referred to other publications (Cole, 1926, Dana, 1932, Grabau, 1920, and Dietrich, 1969) for descriptions of these minerals. Only mirabilite and thenardite will be described herein. Mirabilite Na$04.10H20, contains 55.9% water of crystallization. It is noted for its efflorescence or spontaneous loss of water. On dehydration it changes to the anhydrous form, Na2S0,. Mirabilite is an opaque to colorless, water-soluble mineral that tastes first cool, then slightly bitter. It has a specific gravity of 1.48. It frequently forms as efflorescent, needlelike monoclinic crystals, but generally is found in the massive form. Thenardite, the anhydrous mineral, Na2S04, contains 43.68% Na20 and 56.32% SO3. It ranges from colorless to white and may be tinted shades of gray or brown. It is a water soluble mineral with a slightly salty taste. Its specific gravity (2.67) and hardness (2.5 to 3) exceed those of mirabilite. It commonly occurs in the massive form without visible crystals. Its crystals are frequently tabular pyramids of the orthorhombic system. Sodium sulfate also occurs as a heptahydrate, containing seven molecules of water, but this is unstable and has not been found in the natural environment. The solubility of sodium sulfate has an important effect on the crystallization of the salt in nature, as well as in its production. Its solubility in water generally increases as a nonlinear function of temperature. Below 1.2°C, ice and mirabilite form. As the temperature is increased above O°C, increasing amounts of sodium sulfate become soluble. At 32.4°C, a transition point on the solubility curve is reached, as the decahydrate melts in its own water of crystallization and the anhydrous form crystallizes. With in- creasing temperatures, solubility decreases somewhat. The presence of other dissolved salts changes the transition temperature and solubility characteristics of sodium sulfate.

Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.
