Pennsylvania,, due to its location in the humid east, is fortunate to possess within its borders large quantities of water. Most of the State is drained by three major river systems-the Ohio, Susquehanna and Delaware. This abundant supply of surface water has been widely utilized throughout the State, but today other sources of water must be developed due to the increasing demands for water, die largest undeveloped source of water in Pennsylvania is ground water. Pennsylvania is also fortunate to possess extensive coal resources. These coal resources have contributed measurably to the development and prosperity of the States Coal and water's - two valuable resources - have been necessary for the development and industrialization of Pennsylvania, The State needs both resources but can no longer afford to develop one while adversely affecting or destroying the other, We are aware of the effect of coal mining on surface water, but coal mining can also materially affect subsurface water, This effect will according' to the local geologic conditions.

During the 1970's geostatisticians were often accused of not paying sufficient attention to geologic features in the computerised generation of ore reserves. Unfortunately this charge was all -too-often justified and the results of such studies tended to be oversimplified and failed to reveal the full potential of computerised reserve estimation and geostatistical methods. There were some notable exceptions to this trend. Techniques were described that paid a great deal of respect to the geologic characteristics peculiar to certain deposits (Rendu J-M, 1984, Barnes T. E., 1982). At Gold Fields several techniques have been developed for handling the geologic characteristics of ore bodies for reserve estimation purposes. These have developed over time and the evolution of their adoption has been a reflection of our own learning experience from the practical application of computerised reserve estimation on many precious metal s deposits. Problems Typical problems that have been experienced by ourselves and which we have learned to guard against and watch for are: ? "smearing" at geologic contacts ? confusion caused by disparate "selective mining unit sizes" and block sizes ? conflicting estimates generated by field staff using various versions of the polygonal method ? problems in generating meaningful variograms

In 1991, LTV Steel Mining decided to close an open-pit taconite mine in northeastern Minnesota using a passive-treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. More than 50 Aft (55 million st) of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages. Before the closure, the annual median concentrations ranged from 1.5 to 50 mg/L. Copper, cobalt and zinc are also present but they are generally less than 5% of the nickel values. Median pH levels range from 5 to 7.5, but most of the stockpile drainages have pH levels greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential that a stockpile had to produce acid drainage, the lower the permeability of the capping material required Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to more than 90% for the plastic liner. Five constructed wetlands have been installed since 1992. They have removed 60% to 90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Because mine-drainage problems can continue for more than 100 years, the lower annual operating costs should pay for the construction of the wetland-treatment systems within seven years.

Public Law 75-87, the Surface :mining Control and Reclamation Act of 1977 (SMCRA), Section 516(b) requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence causing material carnage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable use of such surface lands, except inn those instances where the mining technology used requires planned subsidence in a predictable and controlled manner . . .?. The Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a Federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features and also summarizes some of the measures which have been used to minimize the possibility of damage to surface structures as a result of subsidence due to underground coal mining.

A program has been carried out over the last two years to apply the technology of High Gradient Magnetic Separation (HGMS) to the problem of mineral beneficiation and specifically oxidized taconite iron ores. This program, supported by the RANN division of the National Science Foundation, has consisted of a laboratory program at the Francis Bitter National Magnet Lab- oratory at MIT and a pilot investigation at the Hanna Mining Company Research Laboratory. 1 The laboratory tests were conducted using several batch type high gradient separators and a continuous separator with a rotating matrix which was constructed at the beginning of the program. The high field magnets available at F.B.N.M.L. were used for investigations above 10 kG but most of the test work was performed in the range of this field value. Ore samples were contributed by several iron ore companies and consisted of oxidized taconites having goethite and hematite as their principal components.

The treatment of ores in preparation for fatty acid flotation is characterized by a wide divergence in methods, and attempts to define "common practice", even for the same type of mineral, are usually of little value because of the numerous exceptions. Such factors as desliming, pulp density, pulp temperatures, and reagents for conditioning are successfully employed under conditions representing almost extreme opposites. More precise control of variables is necessary than with sulphydric flotation processes It appears likely that variations result from independent development of a process from the multitude of variables that characterize fatty acid flotation and the ores of non-metallic minerals. Consequently, a symposium is a suitable way of presenting a summary of pretreatment methods for fatty acid flotation processes, together with froth control practices, as they exist today.

The Tertiary Silverton caldera collapsed asymmetrically to the southwest 27.5 m.y. ago. Resurgent volcanic activity is expressed by a quartz-monzonite stock at the southern caldera margin and by the Red Mountain porphyry stock in the northwest of the caldera which were emplaced at 25 m.y. and 11 m.y. b.p., respectively. The apical Eureka graben formed between 27.5-22.5 m.y. ago and transects the Silverton caldera southwestward. In the northeast it terminates at the 22.5 m.y. Lake City caldera margin. This graben as well as caldera faults provide dominant structural control for base and precious metal deposits. The epithermal gold mineralization of the Gold King mine is proximal to the Red Mountain stock in the north central part of the caldera. Here, west-northwest striking faults related to the collapse of the caldera intersect northeast faults of the Eureka graben. Superimposed upon earlier base metal mineralization at 23 to 22.5 m.y. b.p., the 11 m.y. younger gold metallization was a distinct event at Gold King. Supergene enrichment of the hypogene precious metal assemblage resulted in a metal tenor of up to 3,016 g/t gold and 1,088 g/t silver. The deposit is hosted by quartz-latite tuffs, flows, and flow breccias of the Burns Formation. Veins, up to 5 m wide follow steeply southeast and northwest dipping structures of the Eureka graben. Subsidiary veins up to 2 m wide branch off the main lode and are termed "flat veins" because of their conformable strike but shallow dip of 45' to 50' toward the northwest. In order for a taxpayer to produce income, he may be required to exhaust his capital assets. With respect to the mining industry, those exhaustible capital assets may result in income tax deductions under the general categories of depreciation, obsolescence, losses and depletion. The percentage depletion deduct ion concept is not based upon "economic" depletion, or "geological" depletion theories. Instead, it is wholly an income tax concept created by Congress. This is significant in that, in its application, tax depletion has no adherence to traditional economic or geological depletion concepts For example, the Internal Revenue Code limits percentage depletion to 50 percent of the miner's net income for the taxable period.1/ Should a particular miner extract and sell 500,000 tons of material during the year, but at a loss, he receives no percentage depletion. The same would apply to an electric utility which mined its own coal. Should its mining costs exceed the "going price" for coal, as established by actual arm's-length sales in the market, the utility has no net income, and is therefore not entitled to percentage depletion.2/

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

By Sims Some two years ago we began investigating low coke button bituminous coal for use at our Bound Brook, New Jersey plant as a replacement for anthracite. Since August, 1957 the plant has been operating continously on this coal with the exception of a new 200,000#/hr, cyclone boiler. This study was motivated not from our desire to conduct combustion research, but for the sole purpose of reducing our steam costs, The indications were that the economics were greatly in favor of the use of the bituminous coal. The attempts to reduce the costs have developed some knowledge that has enabled this program to succeed reasonably well as will be discussed later by Mr. Ludden. The production of steam size anthracite is dependent upon either the reclamation of old culm banks or the breakage in the production of the domestic sizes. The anthracite industry has not as yet been able to cut, its mining costs to the point where the production of steam sizes has become a profitable business. This has resulted in two basic problems: (1) A constantly rising price in an attempt to have those sizes carry their share of the cost and, (2) Periodic shortages of supply when the demand is good but the market price prohibits the mining of anthracite to produce those sizes only, These conditions have made the long range forecast appear as though the price would go even higher and/or the supply at times be critically short.

KMG Minerals, Inc., a mica-feldspar-quartz producer in Kings Mountain, N.C., uses about 50% of its plant's -200 mesh slimes to manufacture brick. However, the company is unable to market the remaining 50% of this fine mineral mixture. The NCSU Minerals Research Laboratory operated a pilot plant to process these slimes to produce an additional product. The process, consisting of blunging and hydraulic sizing, was designed to separate a kaolin-enriched -270 mesh product from the bulk of the coarser +270 mesh "grit" minerals. Size analysis showed that this product was 80% finer than 20 microns and 50% finer than 6 microns (in equivalent spherical diameter). An evaluation indicated that it is a hydrous aluminum silicate that might be suitable in the filler and extender markets for traffic paint, some types of plastics, joint cements, and dusting compounds. Because of its high viscosity, it will be difficult to use more than a small percentage in cast ceramic bodies. However, it might be possible to use up to 10% in extruded ceramic bodies (i.e., electrical porcelain). The 15.2 cm (6 in,) diameter Linatex Hydrosizer was tested using a range of teeter water flowrates, so that the net rise velocity was varied from 0.10 cm/s to 0.40 cm/s. The solid feed rate to the sizer was maintained at approximately 1.1 t/hr/m2 (0.12 ton/hr/ft2). Tests were run using both "shallow" (i.e., 6 in.) and "deep" (i.e., 15 in. teetered beds. The best overall result was obtained when the sizer was operated with the "deep" teeter bed and a net rise velocity of 0.10 cm/s. About 97% of the +270 mesh material was rejected and approximately 79% of the -270 mesh material was recovered in a 14% solids slurry.

A new method of slaking lime has been developed by DENVER EQUIPMENT DIVISION of Joy Industrial Equipment Company and patented under U. S. Patent 4,261,953. The new method utilizes an attrition machine, commonly used in mineral processing circuits as a sand scrubbing device, to slake lime. The scrubbing effect of the attrition slaker continuously produces a fresh reactive surface so that further slaking may occur. This process allows for utilization of slaking all grades of burnt lime and most grades of dolomite lime. Testing indicates that poor grades of water usually not considered for this service can now be tolerated using the attrition slaker. The slaked lime produced is of higher quality, faster reacting and much less apt to produce scaling problems than previously experienced. The attrition slaker can be combined with a spiral classifier and ball mill to eliminate any need for grit handling or grit removal. The attrition slaker can be designed for all burnt lime tonnages up to the limit of 175 tph and 1" pebble lime size. Control can be maintained easily with minimal operator assistance. The equipment, the principals of process metallurgy, and the above topics will be presented.

The study explored a new combination amine collector (XK-28) that can obtain better flotation index and defoaming rate for magnetic iron ore. A pure quartz mineral test indicates that dodecylamine, XK-I, or XK-II has good collection effect on quartz and their best flotation pH is in the range of 6–7. The experimental results of a combination collector (XK-I:XK-II = 2:8.) show that the separation effect for quartz and magnetite is better than that of a single collector. The single factor for actual mineral test shows that when the combined reagent is used as the collector, the best conditions are pH = 7, 90 g/t dosage, and XK-I:XK-II = 2:8, which is consistant with the pure mineral test. The difference for dodecylamine as a collector is that the optimal dodecylamine dosage is 60 g/t. Under the best conditions of actual ore test, dodecylamine and XK-28 are respectively used as the collector to compare the flotation indexes. Study results indicate the magnetite grade using XK-28 as the collector is higher by 3.02% than that of using dodecylamine, recovery is increased by 1.92% over that of using dodecylamine. Based on the measurement results of zeta potential, uses of XK-28 can slightly increase the zeta potential difference of quartz and magnetite to enhance the flotation effect. The mechanism of action between the XK-28 collector and the actual ore from the Gongchangling plant is physical adsorption, and this adsorption also has hydrogen bond formation. Contact angle results shows that XK-28 improves the hydrophobicity of quartz better than dodecylamine. Compared with dodecylamine, XK-28 is more sparsely arranged on the surface of the foam. The foam produced by the XK-28 collector has better air permeability and it is more likely to merge and disappear with bubbles.

Technical service is assuming an increasingly important role in the sale of asbestos fibre,, Manufacturers are examining raw materials more closely than ever before in order to, obtain the most efficient usage in their processes. Asbestos is one of the more difficult materials to evaluate and consequently has been are of the last to be subjected to evaluation. The main problem encountered in the evaluation of asbestos fibre is that minor differences in grade and texture are not shown up by chemical analysis, and are identified only by specialized physical analyses or actual production use. However, such minor differences become more critical as manufacturing processes are made more efficient, and many purchasing agents and plant chemists are applying a closer scrutiny to their supply of raw asbestos fibre. Many processes have been formulated around grades and qualities of asbestos fibre, which were standard some time ago, but which may now be subject to modification and improvement.

It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

Discussion by J. Parker Gentlemen; Rainy day in Upper Michigan, a good time to catch up on reading. Am doing that, and have a couple of questions concerning the K and P paper on roof problems and supports. I wonder if the authors can enlighten me. The compressive strength of the coal was reported as 4.4 MPa (633 psi) and compressive stresses measured in the coal seam were reported at around 27.6 and 48.2 MPa(4000 and 7000psi ). Can such a soft coal actually contain such a high level of stress? Can it be measured as if the material were elastic, or does the coal behave plastically? Can that stress level be confirmed with hydraulic load cells? And if the coal is so soft, and if it is plastic, why is the stress field not hydrostatic'? The intact roofrock appears to be unusually strong, with compressive strength reported at around 145 MPa (21,000 psi), and some failures were noted as soon as the rock was exposed. Were tests run to find out how that rock responded to the addition of moisture, from sprays or from humid air? Did moisture weaken the rock? Did it cause the rock to expand quickly, thus to induce internal compressive stress? How can the near-vertical cutters, as shown in the photographs, be attributed to primarily horizontal stresses? Did the cutters follow any particular pattern in the development panels, which might be related to a particular stress pattern? For example, did they always appear alongside the stiffest pillar? Or always along the northwest rib? Was there any evidence of the pillars and entries "rotating" under the influence of differential horizontal stresses? How much did the entries and pillars rotate as the longwall face approached and passed? After rooffalls, did the openings assume shapes which would indicate a preferred shape in that stressfield and geology? Did crosscuts always survive without damage, as shown in the sketch?

Continuous processing plants handling liquids have achieved a high degree of centralized automatic control. Many chemical plants are operated from one room, with automatic control of the various process flow rates. These plants know from experience that automatic control can produce higher through-put, better uniformity of product, decreased operating costs and reduction of storage capacity, Plants which process materials in the form of bulk solids have not been able to use control to as great an extent, primarily due to the lack of measuring equipment capable of providing the same types of continuous automatic control available with liquid flow meters. This paper will describe a scale for measuring flows of bulk materials on conveyor belts which is particularly adaptable to remote centralized instrumentation and automatic control, and will also describe some typical control applications. Fig. 1 illustrates the basic method of measurement of this scale. A conveyor belt idler is supported on a rigid carriage which in turn is mounted in two anti- friction bearings on the conveyor stringers. The pivoted carriage is prevented from rotating about the pivot shaft by an electric strain gauge load cell connected between the carriage and a cross support. Increasing load on the conveyor belt increases the moment of the carriage frame about the pivot shaft, and proportionally increases the tension in the load cell. The belt speed is measured by a conventional d. c. tachometer generator driven from a pulley, usually on the return belt. The speed signal from the tachometer generator and the load signal from the load cell are combined to produce a signal proportional to the flow rate of material in tons per hour, or lbs. per foot, or equivalent units, It will be important to remember, in considering various control applications, that the flow rate of material on the belt is composed of these two component signals, namely the weight of material and the speed at which it is moving. The feed rate is then indicated and recorded by a self-balancing potentiometer of the type used for measuring temperature by means of thermocouples. These instruments may also be equipped with integrating mechanisms reading the totalized tonnage over a period of time.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. Present practice in applying instrumentation and control to the Grate-Kiln system of iron ore pelletizing is described. Major control points and loops are tabulated. Future trends in the application of digital control including computer data logging systems are described.
