The separation of minerals such as apatite and scheelite by flotation from other salt-type minerals such as calcite is extremely complex owing to the close similarity between their physicochemical properties. In this paper, properties relevant to flotation such as crystal structure, solubility, surface charge and adsorption behavior of important salt-type minerals are examined along with the role of inorganic modifying agents such as silicates and polyphosphates and organic modifying agents such as starch and tannin. Flotation characteristics of these minerals are then reviewed and selected separation problems involving salt-type minerals are discussed.

Traditional geostatistical methods have been used in ore reserve estimation for decades. Neural Networks (NNs) have provided an alternative approach to data analysis and ore reserve estimation. Unlike the traditional geostatistical methods, neural network uses a highly non-linear complex algorithm to do the estimation. Although Neural Networks have been demonstrated to be attractive alternatives as with every new techniques, there are questions which remain unanswered. This paper presents a comparative analysis with different types of metamodeling approaches -- Triangular, Kriging, Spline, and Neural Network. The neural-network is organized in a multiple-layers and Back-propagation model is used to handle the non-linearity and hidden slabs for smoothing the predicted results. With multiple dimensional and very noisy drill hole sample data, the ore grade is predicted and the overall performance is validated by the analysis of R-squared (R2), Root-Mean-Squared (RMS), and contours of ore grade spatial variability. The ore grade and tonnage of estimated outputs are also compared with various cut-off grades.

The concern for air pollution goes back centuries as will be seen from this quotation : "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining, the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers, etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables.

Metallurgically, the term agglomeration is used to describe processes whose goal is to form balls, briquettes, nodules, flakes, or other sized shaped particles from loose, usually fine, incoherent particles. In practice it includes such varying processes as the briquetting of coal dust and other substances, the balling and induration (heating) of such nonmetallics as cement, fluorspar, lightweight aggregates, etc. It includes such widely used processes as the sintering of nonferrous concentrates, such as those copper, lead, zinc, etc. The agglomeration of specific nonferrous metal concentrates is discussed in detail in the section of this handbook devoted to that particular metal. Agglomeration processes are of particular value to the iron and steel industry where the nature of the primary reduction process, the blast furnace, requires for best results a burden essentially free of fines. This is a change that has taken place since about 1960. Prior to that time many fine unsized ores were fed to the furnace. The development of the pelletizing process gave to the industry a chemically controlled closely sized product that increased the produc¬tion rate and reduced the costs so much that unsized fines are seldom used in modem furnaces. Steel plants produce many fine sized waste products such as fine dust (fine ore coke and gangue) and mill scale. These products, which have a valuable iron content, are usually sin¬tered directly at the plant for reuse. Fine sized ore concentrates are usually pelletized at the mine and shipped as pellets to the steel plant. Common practice in some areas producing natural high grade ores is to screen the ore at the mine to about 3/8 in. The oversize is shipped "as is" and constitutes blast furnace feed. The / in. may be shipped to the steel plant where it may be sintered or otherwise agglomerated. At some mines the fines may be pelletizied prior to shipment. With the development of large ocean ore carriers, and with the transportation of slurried concentrates or fines, a trend has developed of constructing large pelletizing plants or other types of agglomeration plants near large consumption centers (i.e., in the Netherlands or Japan) where ores of many types are brought together, ground if necessary, blended, and agglomerated. As an indication of tonnages of agglomerated materials produced, for iron materials alone (the largest share of the total) production in 1970 in the U.S. was Million gross ton Sinter 40.7 Pellets 43.1 Briquettes, nodules, & others 0.1 Total 83.9 During the 1960s, U.S. production of sinter rose from 40.3 million gross tons in 1961 to a high of 48.7 million in 1964, then settled back to almost the 1961 figure in 1970. Pellet production rose steadily from 14.4 million gross tons in 1961 to the 59.9 figure for 1975. Worldwide, sinter production in 1966 was estimated at 340 million mt (mainly in Europe, Russia, Japan, and the U.S.) and pellet produc¬tion the same year at 64 mt (primarily Canada and the U.S.). World pellet production capacity rose to 200 million tons in 1976.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. Geological differences among various coalfields restrain the applicability of subsidence prediction using existing European methods. To modify these methods for domestic conditions, the Bureau of Mines, U.S. Department of the Interior, developed a method of assessment to evaluate the lithological effects on subsidence in the Northern Appalachian basin by examining data collected from 16 longwall panels in the coalfield. The assessment is partially completed, and the results to date show that the ratio of maximum subsidence to the extraction thickness, known as the subsidence factor, can be expressed in terms of the width-to-depth ratio by a simple exponential equation which has a coefficient tentatively considered as the subsidence index. This index varies with the lithology of a particular site and can be expressed in terms of the percent distribution of weak and strong rocks in the overburden.

Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

The laminated model, in conjunction with the seam element method, is expected to be a powerful predictor of subsidence due to coal mining. The fundamental solutions for the model are presented. Numerical approach to determine the roof-to-floor convergence and evaluation of ground movement are discussed. Numerical results and comparisons with field observations are given to illustrate the validity and the potential of the model.

In New Caledonia, ultramafic formations occur on 7,000 square kilometers. Weathering of peridotites leads to profiles of alteration and nickel concentrations. Complete profiles are composed of two main groups of horizons: 1. Limonitic, mainly composed of iron hydroxides 2. Saprolitic, partly composed of magnesium and iron silicates Shape and mineralogical composition of saprolitic horizons are chiefly affected by the nature of the bedrock: types of peridotite and their degrees of serpentinization. On the other hand, morphology (plateau, terraces, slopes, piedmont) is an important factor. Ore-bodies are inside saprolites; their outlines are determined by the grade of nickel and tonnage economically mineable. Information about geology, morphology, geochemistry, and mineralogy are given in this paper.

Within the investigation works for the Copenhagen Cityring metro, Geo/CMT have carried out 90 geotechnical boreholes. Together with the previously available investigation, this resulted in more than 15 km of vertical drillings and several thousands of laboratory tests. The design is made for 17 stations, four shafts and two parallel 16 km long tunnels. The geotechnical investigation and design have been carried out in several stages comprising appropriate refinement of structural design and design of excavation operations, including TBM break-in and launching operations at each station shaft. Acceptance of the solution and / or refinement of the investigation and design schedule in the next stage were based on the geological conditions, area availability at surface level, planning and cost-control criteria. The applied recursive design refinement is presented herein with an example of the Østersøgade shaft location.

The function of the geological engineer is to assist in mine planning and operations by collecting, interpreting, and applying geologic data to the solution of engineering problems. The geologist supports this effort by collecting additional geologic information specifically useful to the engineer. This use of geologic information reinforces the value of mine geology to the mining process beyond the traditional role of orebody definition. Work discussed includes: evaluation of caving strategies at the Climax and Henderson mines, support definition and slope stability at the Climax mine, and some uses of geology in cavability estimation for the Mount Emmons project.

Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick's Law, which was clearly not correct in the light of modern fracture theory; • Rittinger's Law, which was also clearly not correct; • Bond's Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. INTRODUCTION The global market for sulphur has experienced dramatic structural shifts during the past 10-15 years. After a number of years of dominance as sulphur suppliers, the world's Frasch producers were confronted with large increases in nondiscretionary sulphur production from sour crude oil and gas, while escalating energy and exploration costs reduced the economic incentives to replace dwindling sulphur reserves. Sulphur demand also experienced substantial growth, but the majority of this increase was filled by nondiscretionary production. The result was essentially flat demand for Frasch sulphur during this period. This paper briefly summarizes Freeport Sulphur Company's outlook for global supply and demand for sulphur through the year 2000, and examines in more detail the history and anticipated shifts in trade patterns. World trade in elemental sulphur (brimstone), despite year-to-year fluctuations, has been on an upward trend in recent years, and should continue to grow through the end of this century. The type (discretionary vs. nondiscretionary) and location of forecast sulphur supply sources has potentially broad implications for the world's Frasch producers, as they compete in a world market which is increasingly supplied by non-discretionary production. SULPHUR DEMAND Sulphur is a versatile and essential element used in a wide variety of manufacturing processes. Almost 90% of world sulphur consumption is in the form of sulphuric acid. The relatively low cost, ready availability, and physical and chemical properties of sulphuric acid make it the most economical acid for a number of chemical processes. Although sulphur is used in the manufacture of many products, the largest consumer by far is the phosphate fertilizer industry. The majority of sulphur demand growth over the past 30 years has occurred in this area, and today it accounts for nearly 65% of global sulphur consumption in all forms. Due to the relative importance of phosphate fertilizers, sulphur demand is typically discussed in terms of fertilizer and non-fertilizer (or industrial) uses, and this approach will be followed here. We at Freeport believe that global consumption of phosphate fertilizers should grow at an average annual rate of about 3.5% through the year 2000, which is roughly equal to the growth rate experienced during the past ten years. The basic assumption underlying this forecast is that world population will continue to grow significantly, while the total acres of cropland will grow only slightly. Therefore, in order to feed a growing population, higher crop yields will be necessary, which in turn will require the increasing use of fertilizers. This expected growth in phosphate consumption will, without doubt, fluctuate from year to year, and we Frasch producers have painful memories of the large dip in demand during 1982-83. However, we believe that the fundamentals for growth are very good, and that future demand will move back onto the historical trend line. In the recent recession the use of sulphur in the non-fertilizer or industrial sector dropped sharply, and it now appears that future growth will not return to the old trend line. Most of the non-fertilizer uses of sulphur and sulphuric acid involve older industries which are very mature, such as oil refining, steel, pulp and paper, pigments, etc. The use of sulphur in some of these industries is expected to exhibit little or possibly even negative

The seismic vulnerability of the existing outlet tower at Lake Mathews reservoir, located in Riverside County, California, necessitated the design of a new outlet facility to assure serviceability of the facility following a major earthquake. The components of the proposed facility include: a new outlet tower; a shaft; a new outlet tunnel; an approach channel that will be excavated underwater; and two short tunnels that will connect the new outlet tunnel to the existing outlet tunnel via the shaft. As the new facilities will be constructed while the reservoir is in operation, a cofferdam will be constructed around the site of the new outlet tower. The design for the underground facilities used a combination of empirical methods; limit equilibrium analyses, including displacement-based pseudo-static analyses for dynamic loading conditions; and numerical analyses. This paper outlines the design methodology used to develop an innovative design for the facilities which can be constructed within the time frame required by the operational schedule of the reservoir and existing outlet facility.

INTRODUCTION In the early 1950s, underground miners and tunnel¬ing contractors were experimenting with ways to supple¬ment or eliminate track-bound loading and hauling equipment. Diesel-powered crawler and rubber-tire mounted front-end loaders and trucks designed for use on the surface were being modified and tried with limited but encouraging success. Miners began working with interested manufacturers to explore the develop¬ment of vehicles specifically designed to meet the de¬mands and constraints of underground material han¬dling. By the mid 1960s, load-haul-dump (LHD) vehicles were firmly established as a fundamental part of what has become known as the "trackless" mining concept, used in many mines and many countries around the world. The flexibility, mobility, and versatility of these units have given the industry a useful tool and have added new dimensions to mine development and produc¬tion. Many old mines have been redesigned to accom¬modate these trackless vehicles, and few new mining plans have failed to find some use for the concept during some phase of development and production. By 1977, several manufacturers in several different countries were producing a variety of LHD vehicles to meet the growing worldwide demand. GENERAL DESCRIPTION LHD vehicles combine certain characteristics of conventional front-end loaders and dump trucks, spe¬cifically designed for materials handling in underground mining and tunneling. The design intent is to provide one vehicle with one man, with the vehicle loading itself, hauling the load over level or inclined haulageways, and dumping the load. A typical production cycle of the most popular units has the operator driving the vehicle forward, forcing the bucket into the muck at or near floor level, and using the tractive effort of the vehicle and the prying action of the bucket to roll out and tilt back the load as shown in Fig. 1. With the bucket rolled back into the carrying position on the boom and the boom resting on the main frame of the vehicle, the load is hauled (trammed) to the dump point as shown in Fig. 2. At the dump point, the boom is raised, the bucket is rolled forward, and the load slides out as shown in Fig. 3. After dumping, the bucket is rolled back to the carrying position, the boom is returned to rest on the main frame, and the unit is driven back to the loading point for another load. There are two other types of LHD units that are slightly different in the cycles that they perform. One uses a hopper arrangement carried on the front of the machine, with a small bucket mounted ahead of the hopper. Several passes with the small bucket load the hopper, which is dumped by opening its floor. Al¬though this concept is several years old, it has gained less than 0.5% of the total market. The most recent LHD concept differs in that it has one bucket nesting inside another. The smaller inner bucket is loaded first, and it is then tilted back and above the larger bucket. When the larger bucket has been loaded, it is rolled back, and the total load is trammed to the dumping point. The dumping operation tilts the buckets in the reverse order from that of the loading operation. The impact of this new concept on the mining industry has not been measured yet. This chapter concentrates on the LHD vehicles employing the cycle described by Figs. 1 through 3, since these LHD units constitute an estimated 99% of the units in current use. MAIN VEHICLE FEATURES In general, the LHD vehicles available from most manufacturers share the same basic features.

At the risk of belaboring certain facts which have so often been stated in the past, please bear with me while I set the stage. What are the projected electrical power needs of the nation and of the Northwest during the next 15 to 20 years? No one who has researched the subject over its historical past has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. We are not here today to decide who should have light, heat, jobs and comfort, for we know that a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown. The Northwest area (the States of Oregon and Washington), for which I speak, has the same case history of electrical power need as does the nation as a whole, and the requirement boils down to roughly an average of a million kilowatts of new capacity each year over the next ten years and we can estimate an average two million kilowatts per year in the 1980's. This is simple arithmetic, but the problems of meeting this exhausting schedule are a real challenge. The subject to which I address this paper is the role that Western Coal will play in the 6 billion dollar investment in these power generation stations. That 6 billion dollar figure represents today's dollar value and you may wish to apply your own escalation - frankly, I haven't the courage.

DOUG HALBE: Thanks, Terry. And in spite of your introductory comments, I'm going to attempt to continue our hallowed tradition of saying nice things about the speakers. This is really a serious comment now. We, as mineral processing and mill people, don't often talk to people outside our general operating area. One thing that we've tried to do in this operators' symposium is get speakers from various types of plant operations to help illustrate all the things we have in common. Our next speaker is from the industrial minerals area. I think there's a lot to be learned from industrial minerals operations. Some of the people in the last session learned some things about fine grinding in industrial mineral operations. I was a little surprised to see people there grind to 2 microns. Our next speaker is Frank Alsobrook. Frank is another nonmetallurgical engineer. He has a degree in geology, a master's of science from the University of Wisconsin. He's had his own very successful consulting company for a number of years. This is your 11th anniversary, Frank? Very good. He's also the immediate past chair of the industrial minerals division. I think the folks at the speakers' table should be ashamed. You have been so rowdy that Frank chose to sit in the audience. [laughter] We'd like you to come up now, Frank, and tell us some things that you've seen that might be useful to us. INTRODUCTION FRANK ALSOBROOK: The three topics addressed briefly are (1) teamwork and operations modeling, (2) the pitfalls of capital conservatism, and (3) the potential for by-product recovery. Ideas for improvements in these areas are not unique to industrial minerals but apply to metal mining and processing operations, as well. Several additional topics are suggested at the end of the paper.

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. "A numerical modeling was conducted to describe the behavior of overlying strata on the longwall top coal caving face for exploitation of a 16.8 m thick coal seam. Three typical structural models, including the Cantilever Structure (CS), Lower Cantilever and Upper Hinged Arch Structure (LC&UHA), and Lower Arch and Upper Voussoir Beam (LA&UVB), were developed. Based on mechanical analysis of the different structures of the key strata, and considering the behaviors of the broken igneous rock strata, a method was proposed and applied to estimate the structures of the overburden strata. The results had been verified by a field micro-seismic monitoring test. The paper provides a foundational method to determine the shield loadings for the top coal caving longwall face.INTRODUCTIONLongwall top coal caving (LTCC) is a highly productive underground mining technology which has been widely applied to the exploitation of the thick coal seams in China and other countries due to its high efficiency (Ju and Xu, 2013; Ju, Xu, and Wang, 2011; Liu et al., 2009). In recent years, a large amount of research on mining pressure forecast, strata control, and mechanical equipment improvement of the LTCC technology has been carried out, which greatly advances the field application of the technology (Liu et al., 2009; Yu, 2016; Dou et al., 2014; Feng et al., 2011; Chen and Li, 2011; Yin, Yan, and An, 2008). In 2006, the LTCC technology was first applied to the exploitation in a 20 m thick coal seam at the Tashan Coal Mine in China (Yan et al., 2011). Ten years of mining at the Tashan Coal Mine has highlighted the importance of the support management in controlling the roof strata on the extra-thick LTCC face. The mining pressure is closely related to the structural features of the overlying strata and its movement laws (Yu, 2016; Dou et al., 2014; Feng et al., 2011). However, the distributions of three zones—caving zone, fracture zone, and deformation zone—on the fully mechanized caving longwalls changed significantly with the increase in thickness of the coal seam (Chen and Li, 2011). The behavior changes of the roof strata led to abnormal pressure in the mining face and resulted in the difficulty of surrounding rock control (Yin, Yan, and An, 2008; Liu et al., 2009; Yan et al., 2011; Gong and Jin, 2008). Therefore, the theoretical research focused on the behavior of overlying strata to reveal the laws of mining pressure has important theoretical significance and practical value.Many classical studies (Qian and Shi, 2003; Feng, 2010; Yu, 2015; Yu, Yan, and Liu, 2012) had been done to describe the behavior of overlying strata in the mining process. It has also been reported that magma intrusion causes an important effect on the surrounding rock, coal, and methane (Wang et al., 2005; Liu et al., 2007). On the one hand, the property and structure of the coal seam was obviously changed by the magma intrusion and resulted in a potential danger of a gas outburst during the mining process (Chen et al., 2012; Wang et al., 2014). On the other hand, the hard igneous strata and the joints occurred with the magma cooled, causing an abnormal behavior of overlying strata and resulting in a series of dynamic disasters during mining (Xuan, Xu, and Lu, 2014; Lu et al., 2016). In fact, many coal fields in China are intruded by igneous sill, including the Datong, Shuozhou, Huainan, and Xuzhou coal fields (Chen et al., 2014; Wu, 2011). The 3–5 coal seam at Tashan Coal Mine in Datong coal field is very thick and is intruded by a large area of layered lamprophyre rock. Face falls and shield failures occurred frequently during the face retreat."
