The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

One of the fundamental issues having a great influence on the safety of operations performed in underground mines is the support of workings which should assure their stability in a given geological setting and mining-technical conditions during the life of their use. The process of designing and planning support for roadways may use analytical and empirical, as well as numerical methods. In view of the rapid increase in the data processing capacity of computers and the development of more and more enhanced software for numerical modeling, it seems to be advantageous to use numerical methods in searching for design solutions ? especially in the case of non-typical mining and geological conditions and in cases that need to take into consideration a great number of factors. The assessment of rock mass quality is of basic significance in designing mine supports. Fractures, dividing the rock mass into blocks, have an essential influence on the stability of the rock mass and underground construction. This paper presents examples of the fundamental underground investigations on the rock mass conducted by the Department of Extraction Technologies and Mining Supports of the Central Mining Institute in Poland, such as: penetrometric tests, introscopic examination, laboratory testing of rock samples and ground penetrating radar. Moreover, this contribution also presents examples of applications of three-dimensional numerical modeling for the purposes of stress-strain analysis of the rock mass around mine workings and computer-aided support design by means of FLAC3D (developed by Itasca) and Cosmos/M (developed by Structural Research and Analysis Corporation).

As the surface reserves are being depleted, more and more stone operators are seeking underground mining options. Stability of underground openings is a major concern for the safety and productivity. This paper relates to a field study conducted at a large underground limestone mine in Central Pennsylvania. Identification of hazards leading to ground failures and assessment of roof fall risks are important in mitigating injuries. Field observations at this mine were integrated with Roof Fall Risk Index (RFRI) mapping software recently developed by West Virginia University. The system is designed to combine field study data related to geologic factors, mining-induced damages, roof profile, and ground water influx to generate RFRI maps. The mine has adopted a proactive ground control program consisting of comprehensive examination of drilling and bolting logs; precision surveying of roof and rib; accurate mapping of cutters, falls, and geologic structures; and installation of extensometers and microseismic monitoring systems. Investment of time and resources has eliminated fatalities and lost-time injuries due to ground fall. This paper presents the geologic settings, mining conditions, ground control issues along with risk management and control techniques adopted at the study mine.

"Communities near sand mines and processing facilities in Wisconsin have raised concerns regarding possible exposure to ambient respirable (PM4) crystalline silica. Fenceline PM4 (particulate matter captured with a 50 percent cut size of 4 micrometers aerodynamic diameter) crystalline silica concentration data were compiled at Fairmount Santrol Inc., Mathy Construction Inc. and U.S. Silica facilities. The long-term average PM4 crystalline silica concentrations ranged from 0.05 to 0.45 micrograms/m3 when sample values below the limit of quantification were treated as zeros. All of the long-term average concentrations were less than 20 percent of the Minnesota Department of Health’s and California Office of Environmental Health Hazard Assessment’s PM4 crystalline silica chronic reference exposure level of 3.0 micrograms/m3. The measured concentrations were consistently within the local background concentration range.Air Control Techniques P.C. compiled the sampling data using Thermo Fisher Scientific Inc. Partisol 2000i PM2.5 samplers meeting the requirements of 40 CFR Part 50, Appendix L. These samplers were adapted to capture particulate matter with a 50 percent cut size of 4 micrometers. The use of polyvinyl chloride filters allowed for crystalline silica X-ray diffraction analysis by NIOSH Method 7500. The combined use of adjusted PM2.5 filter-based samplers with Method 7500 crystalline silica analyses provided for a highly sensitive limit of quantification of 0.31 micrograms/m3 of PM4 crystalline silica.BackgroundIn 2005, the California Office of Environmental Health Hazard Assessment (OEHHA, 2005) adopted a 70-year chronic reference exposure level (REL) for PM4 (particulate matter having aerodynamic diameter of 4 micrometers or less) crystalline silica. The REL was extrapolated from occupational hygiene epidemiological studies, essentially all of which were based on in-plant PM4 crystalline silica measurements. No well-established ambient sampling technique for PM4 crystalline silica was available at the time that OEHHA adopted its REL. The personal samplers used for the National Institute for Occupational Safety and Health (NIOSH) Method 0600 in-plant sampling of employee exposure were designed for concentrations higher than ambient levels. The limit of quantification (LOQ) of PM4 crystalline silica on NIOSH 0600 filters was too high for the effective sampling of ambient air."

In October 2000, temporary seismographic stations were installed above the Trail Mountain Mine, Emery County, Utah, USA to supplement a regional network. Over seven months, 1826 mining-induced seismic events were recorded with a magnitude range of M 0 to M 2.2 (Arabasz et al., 2002, 2005). Routine event locations for this dataset cluster around the longwall mining activity during the recording interval. However, applying a double difference relocation technique to the routine locations significantly improves the correlation between mining activity and event location. The resulting relocations depend greatly on station distribution and the number of arrival time picks. We use this dense temporary array to assess station distribution requirements for applying the double difference technique at other mines by systematically removing data from available stations, thus simulating sparser networks. The insight gained using the Trail Mountain dataset is used to develop a metric for assessing the usefulness of above-mine networks and to develop a tool for expanding seismic network coverage. To verify the appropriateness of these tools for wider application, we examine data from two additional mines located in the western United States. Improving the relative locations of mining-induced seismic events highlights the association of these events with active portions of the mine. Clusters, regions of quiescence and relative timing of events can be used by mine operators to assess hazard, optimize production, and evaluate performance of mine plans. The lessons learned from this study may be used in future network design to improve accuracy of event locations at other mines.

THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. The results are discussed herein of laboratory and pilot scale research which has demonstrated some exciting prospects for the exploitation of refractory gold resources by heap leaching. The research examined practical and cost effective methods of chemical; i.e., non-biological, oxidation pretreatment of refrac­ tory old ores to enable successful conventional cyanide heap leachmg. The work has focused on regenerable chemicals, in order to minimize process consumable costs. A nitric acid method has emerged which offers rapid oxidation rates (eg, 0.5 to 6 hours) on ore samples crushed typically to% to ¾-inch. Gold recoveries in simulated heap leaching tests, after nitric acid oxidation of crushed ores, were as high as approximately 80 to over 90%, in contrast, typically, to negligible gold solu­bilities without oxidation. Nitric acid oxidation was effective when applied to several sulfide-bearing refractory gold ores which required either partial or essentially complete sulfide sul­fur conversion for high gold solubilities in cyanide. Ores rich in organic preg-robbing matter also were treated successfully, as were ores which contain significant quantities of acid-consum­ing constituents. Base metals also were recovered with nitric acid oxidation from some of the ores which contain these ele­ments. The work related oxidation and solution diffusion behav­iors and the important physical, textural, and mineralogical characteristics of the different ore types. Conceptual-level feasi­bility studies have defined the principal capital and operating cost components of the nitric acid method, sufficient to allow reliable comparisons with other oxidative technologies.

Lead is used in CIP/CIL circuit to increase the leaching rate of gold from ores. At least four mechanisms have been proposed for the action of lead in gold leaching circuits: (I) precipitation of sulphides as highly insoluble lead sulphides preventing consumption of cyanide and oxygen; (2) su,face reaction on sulphide particles forming an insoluble lead sulphide layer peventing dissolution of those sulphides; ( 3) precipitation of lead sulphide, which undergoes further oxidation to soluble lead sulphate recycling the lead to solution,· ( 4) contact reduction of lead onto the gold szaface which then acts as a secondary oxidising agent. Rotating disc studies using a pure gold disc show that small amounts (5ppm) of sulphide ions are sufficient to significantly reduce the leaching rate of gold. Lead increased the leaching rate at small concentrations but at higher levels decreased the rate of leaching. The detrimental effects of lead were only found for a pure solution when leaching the gold disc. Ores mediate the amount of lead available by ads01ption/reaction, thus, reduced leaching rates from excess lead are not serious even when 500ppm of lead ions are added to the sluny. The detrimental effects of sulphide ions could be countered by lead addition during the leaching process. A penalty, in the form of reduced leaching rate, will occur the longer lead addition is delayed. A time lag was noted between the addition of lead and the increased leaching rate when a large concentration of sulphide ions was present.

Each year, about 45 Mt (50 million st) of flotation tailings are discarded in Florida phosphate operations. These tailings only contain about 4% of the phosphate in the ore. However, more than half of the phosphate in the tailings is concentrated in the +600 µm (+28 mesh) size fraction at grades of up to 20% P205. Many phosphate producers have attempted to solve this problem by floating the +425 µm (+35 mesh) flotation feed separately. However, phosphate recoveries in these circuits are typically only 60%. For seven sampled phosphate operations, the phosphate content of the +600 µm (+28 mesh) fatty acid tailings ranged from 15% to 25% P205. In every case, the +600 µm (+28 mesh) fatty acid tailings was higher in grade than the overall flotation feed. Attempts to efficiently recover this coarse phosphate have apparently been unsuccessful at these seven phosphate operations. Recovery of this coarse phosphate would provide an additional 900 kt to 2.5 Mt (I to 2.7 million st) of phosphate annually and add an additional year to the reserves of these important deposits. A typical central Florida phosphate matrix is composed of three different mixtures of minerals. The +1.18 mm (+ 16 mesh) portion is chiefly phosphate pebbles and is beneficiated by sizing. The -106 µm (-150 mesh) portion contains virtually all of the clay minerals and is discarded in the hydrocyclone overflow. The -l mm +106 µm (-16 +150 mesh) material is a mixture of quartz and phosphate minerals.

I don't plan to give anybody "the business" today, but you can rest assured that if some of "you goodselves see with me eye to eye" on what I am about to discuss, I would be most pleased. My talk with you today will discuss the Federal Corporate income tax and its effect on our lives as engineers. In the-engineering-construction business we are faced with all the usual form of taxation which includes such items as sales tax, use tax, school tax, contractor; gross receipt tax, import duties and excise taxes, severance taxes, etc, adinfinutum.

The Crandall Canyon accident investigation included an interesting and unexplained observation by rescuers that the ?barrier rib had shifted northward as a unit, as much as 10 feet.? This is not the first mention of such a movement, although such reports are rare. Historical accounts describe unusual movement and displacement of intact coal, cribs and timbers. Two movements of particular interest are the creation of gaps above coal pillars and falling of standing support elements without apparent damage. A dynamic boundary element program was used to explore movements induced by slip on geologic features removed from the affected panel. While the resulting models are much too simple to fully replicate these observations, they do show that the types of phenomena observed are possible. They can also provide insight into the types of motions that ground support elements are subjected to during large bump events. This was demonstrated for the case of a large bump in a Book Cliffs coal mine. Seismic information suggested the source mechanism to be normal slip on a fault. A model of that source showed initial dilation of the panel followed by dynamic compression and rebound ? consistent with underground observations. The initial dilation is important as it may allow slender standing support to shift or fall.

The next 13 years gave me an education that anyone, then or now, would well envy. W.T. Reid had founded Belmont School along the lines of Groton and, as at Groton, he sent many graduates to Harvard. He obtained excellent teachers and maintained as strict a discipline as the independent nature of the western students would stand. With a beautiful location in an unspoiled little valley in the foot- hills of the Coast Range there was every chance for walks and expeditions. The years at Belmont were good ones. My closest friends were Harold Jordan and Lewis Hackett. Lewis was son of the military director at the school. With half a dozen other very young inmates we early won the sobriquet of "The Dirty Dozen." Sliding down a steep muddy hill on barrel staves helped us earn the name. An inherited shyness exaggerated my sensitivity at being a "teacher's boy" and this prevented a close association with the wilder western boys who made up most of the schoolmates. Trapping wildcats and coyotes in the brush-covered hills and taking long walks gave me plenty to do. I had grown too fast and when I went to college was 6 ft 3 in. tall and weighed only 145 lb-hardly a respectable bean pole. I was only two months past 16 when I left for Harvard. The long summer vacations were happy ones. Most of them were spent in the high mountains, and even when I was ten years old I could keep up with anyone on long steep climbs. I learned to handle a rowboat during our stays at Lakeside, a rustic resort at the south- east corner of Lake Tahoe that could then be reached only by the steamer that made a dally trip around the Lake. The El Boleo Copper Project is currently in the final design stages for development of a 3-MM-tonne/yr underground copper mine located in Baja California, Mexico. The nearly horizontal mineralized zones are amenable to exploitation by conventional mechanized coal mining technology using continuous miners, shuttle cars, and belt haulage. The mine design resembles a typical full-extraction coal mining operation utilizing a sequence of mains, sub-mains and production panels. Due to numerous faults, mining will be conducted as several small adjacent mines accessed through adits from large arroyos cutting through the mine area. Up to four seams may be mined in some areas with a maximum overburden depth of about 250 m. The ore zone is relatively weak and plastic, subject to extensive creep over time. The mine workings will pass through areas of historical shortwall mining panels where the ground has flowed into old entries and gob areas, and then reconsolidated. A small test mine was developed to evaluate mechanical cutting performance, roof-bolt anchorage capacities, roof and pillar stability and caving behavior. In-mine measurements were combined with two- and three-dimensional FLAC models to evaluate alternative development and production pillar designs. The paper will discuss the various factors influencing ground stability at the El Boleo project and the strategies employed in developing a suitable ground control design.

As virgin coal reserves dwindle, more and more mines are being opened in areas with previous mining. As addressed in this conference before, there are solutions available for designing mines extracting coal from reserves with known underground workings above or below the target seam. Often times, however, mining begins with limited knowledge of the underground workings. Even with careful planning, the proposed design has limited success because the ?facts? as presented during planning turn out not to be as accurate as one would like. At National Coal?s Mine #14, mining the Walnut Mountain seam, after driving the main entries in some 34 crosscuts, it was found during routine mine examinations that the pillars had separated from the roof in a few areas of the mains. Immediate roof conditions proved to be sound but questions arose concerning the stability of the main roof and floor. Core tests were done to better determine the rock strengths and characteristics. The paper presents the ideology used to tackle the effects of mining over old works in an operating coal mine. This paper discusses the analysis of the symptoms observed and the steps taken to ensure that this pillar separation was caused by the underlying old workings and that the separation was expected and controllable.

Some of you will recall from the last Randol conference held in Cairns, Australia in April 1991 that I shot my mouth off when I declared that I believe that these conferences are covering only a small slice of the overall mining industry pie because the major emphasis is on ore processing. The attendees at these conferences to date have been composed principally of metallurgists, which naturally leads to a preponderance of papers on this important feature, but it is only one of the areas of the mining business.

"The Wilshire Grand redevelopment project in downtown Los Angeles includes construction of a new 73-story tower. Construction required excavation up to 93 feet deep (28 m). The south side of the excavation, up to 57 feet deep (17 m), required placement of shoring within about 6 to 10 feet (1.8 to 3.0 m) horizontally away from a 400-foot-long (122 m) section of one of the existing Los Angeles Metro Red Line twin subway tunnels. These tunnels were constructed using a 22-foot-diameter (6.7 m) digger shield, and were initially supported with expanded, precast concrete segments, with final cast-in-place reinforced concrete lining. The temporary shoring system for the deep excavation consisted of soldier piles generally spaced at 8 feet (2.4 m) on center with multiple levels of tieback anchors extending above the subway tunnels. The lowest level of bracing consisted of rakers supporting walers attached to the soldier beams because installation of tieback anchors at that level would conflict with the tunnels. Numerical analyses were performed to predict tunnel movement caused by the excavation and its effects on the train operations. This paper describes the numerical modeling, tunnel and geotechnical instrumentation and monitoring program, and comparison of the computed and observed tunnel responses to the deep excavation and tower construction. With increasing urban redevelopment in major cities, the project is a valuable case history for excavation adjacent to existing tunnels. INTRODUCTION The Wilshire Grand redevelopment project includes the demolition of a 16-story hotel built in the early 1950s and the construction of a new 73-story tower in downtown Los Angeles (LA) that will be the tallest building in the western United States. The project site is situated on approximately 2.7 acres (1.1 Ha) of land bounded by Figueroa Street to the east, Wilshire Boulevard to the north, Francisco Street to the west, and 7th Street to the south (see Figure 1a). The new tower is being constructed by Turner Construction for Hanjin International Corporation. Construction of the basement and foundation of the new tower required excavation up to 93 feet (28 m) deep. Shoring was designed by Cefali & Associates and installed by Malcolm Drilling Company. Along 7th Street, an excavation up to 57 feet (17 m) deep required shoring to be installed within about 6 to 10 feet (1.8 to 3.0 m) horizontally from an existing 400-foot long (122 m) section of one of the LA Metro Red Line subway tunnels (see Figure 1b). The tunnels, extending from the 7th/Metro Station to the Westlake-MacArthur Station, were constructed in the late 1980s and early 1990s with an excavated diameter of approximately 22 feet (6.7 m). They were initially supported with expanded, precast concrete segments with a final cast-in-place reinforced concrete lining. The existing hotel was demolished in 2012 and 2013, with shoring installation and excavation for the new basement occurring as the demolition occurred. At the time of writing, January 2016, the structure of the building adjacent to the tunnels is largely complete."

Good morning gentlemen. My name is George Dials, and I am [vice] president of the Mining and Reclamation Council of America (MARC). The Council is composed of various companies, individuals, and affiliated state and regional trade organizations representing nearly 3,000 companies directly and indirectly involved with surface coal mining in the United States. I am very glad to be here today to address the Society of Mining Engineers of AIMS. While I do not pretend to be an expert in either geological or geotechnical engineering, I am infinitely familiar with the provisions of the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87) and the Federal regulations that have been promulgated pursuant to that Act. The Office of Surface Mining Reclamation and Enforcement (OSM) was created by P.L. 95-87 within the responsibility for implementing the provisions of the Act and "to ensure that society and the environment are protected from the adverse effects of surface and sub-surface coal mining operations."

At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates. A possible protection against such failures is the use of a specifically designed dynamic support system with reinforcement units having the sufficient capacity to absorb the kinetic energy of the dynamic failure and a skin support that can adequately contain the disintegrated coal. With this method of mitigation in mind, a recently introduced yielding rock bolt, trade name Roofex, has been identified (Harvey and Ozbay, 2009) as a possible energy absorbing component of a dynamic support system. According to the manufacturer?s specification, the Roofex bolts can yield 300 mm (or more) displacement while holding 80 kN pull load. In order to assess the performance of this support unit in coal ribs, a series of in situ pull tests performed in two coal mines in Colorado. The results show that, under conventional pull test loading conditions, Roofex yielding bolts perform very close to their claimed specifications, thus showing a potential for their use as the main energy absorbing component of a dynamic support system. Further studies are required to confirm the in situ performance of these bolts under dynamic loading conditions and also to develop a containment component for a dynamic support system for the mitigation of dynamic coal rib failures.
