It is a pleasure to be invited to speak before a gathering of executives representing America's leading mineral companies, I welcome this opportunity, particularly because it comes at an important period in the development of U.S. commodity policy. This morning, I discussed our general commodity policy primarily in the. Context of the north-south dialogue between developed and developing countries. This afternoon, I would like to focus more specifically on potential cartel activity and U.S. mineral import dependence.

"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

The 2,250-MW, coal-fired Navajo Generating Station located in Page, AZ draws water from Lake Powell using submersible pumps installed in five inclined shafts. Drought threatens to lower the reservoir to below the existing intakes. A system of new steel-lined intake shafts located on the same site was required for uninterrupted plant operation. The small size of the site, and the need to keep the existing system in operation, required detailed designs and placed significant limitations on construction equipment and activities. The Navajo Sandstone that forms the near vertical shoreline of the reservoir is 98 percent very fine grained quartz, highly abrasive and contains highly fractured intervals that presented numerous challenges to drilling the new 152-m (500-ft) deep, 109-cm (43-in.) diameter intake shafts inclined 23° to 26° from vertical. Spatial constraints, submersible pump design and operational criteria required that each shaft have a unique inclination and orientation and hit a small breakout target located 76 m (250 ft) under water. Sophisticated drilling equipment and techniques as well as state of the practice downhole survey technology and methods were used to make adjustments and maintain drilling accuracy with less than 1 percent deviation. Environmental requirements mandated water as the drilling fluid and grout was not allowed in to the lake under any circumstances. The shafts were videotaped and the breakout locations were examined using an underwater remotely operated vehicle (ROV) to verify shaft locations and rock conditions, and to guide placement of pneumatic packers to ensure grout did not transmit to the lake during the steel liner installation. In anticipation of the invasion of quagga mussels, the shaft design included an allowance for a chemical dosing system and a copper-rich alloy at the exposed portions of the steel liner.

The United States Bureau of Reclamation is constructing the $200 million Navajo Indian Irrigation Project to irrigate 110,000 acres of land on the Navajo Indian Reservation in northwestern New Mexico. Water from the San Juan River is impounded by Navajo Dam and will be conducted for 26 miles along a series of tunnels and canals to the area to be irrigated. Tunnel No. 3 is the third in a series of six tunnels along the route. Bids for construction of Tunnel No. 3 were received by the Bureau of Reclamation in September, 1970. Fluor Utah was low bidder at $8.7 million. Ten of the 12 bids were based on excavation by tunnel boring machine. The consulting firm of A. A. Mathews, Inc., was retained by the contractor to advise on geologic and rock mechanics conditions after support problems developed in the tunnel. Tunnel No. 3 is 15,264 feet long, has an 18 foot lined diameter, rises approximately one-half inch per 100 feet in the direction being excavated, and is 6,000 feet above sea level. There is one short curve in the alignment. Minimum concrete thickness is 12 inches with eight inches from 'A' to 'B' line making a pay diameter of 21 feet, 4 inches. The tunnel is supported with rock bolts and steel pans. Mole excavation began on May 13, 1971 from a blasted starting chamber. After 46 feet were excavated the mole was shut down and the trailing muck handling equipment was pulled into place. After advancing 1,700 feet in 34 days, unanticipated ground water conditions and ground support problems were encountered slowing moling so that the next 1,000 feet of advance consumed 97 days until December

"Australia’s largest rail freight network operator, the Australian Rail Track Corporation (ARTC), has selected GE Transportation’s Movement Planner solution as the key technology enabler for its Hunter Valley-focused network control optimization program.ARTC’s Newcastle-based network control, is the nerve center of Hunter Valley rail operations, where locally based train control professionals make thousands of decisions every day to safely support the annual movement of more than 24 kt/h (26,400 stph) of freight, and tens of thousands of coal, freight, grain and passenger trains each year.ARTC plans to transform its train control function by integrating and then building on Movement Planner, an advanced software solution by GE Transportation that provides real-time rail traffic planning and optimization to enable freight to move more efficiently. “The Hunter Valley rail network is one of the busiest and most complex in the country, supporting the largest coal export port in the world,” ARTC managing director and chief executive officer John Fullerton said.“As bulk freight demands grow, rail operators like ARTC and supply chains like the Hunter Valley coal network need to be creative in the way they respond so the Australian economy doesn’t miss out. That’s why we have conducted a worldwide search to find globally proven solutions that will improve our network productivity and efficiency,” Fullerton said.The Movement Planner solution considers multiple factors including train schedules, trafficcontrol systems and train movements relative to each other and then develops an optimized traffic plan for the trains throughout the network. Existing GE customers have benefited from increased visibility of network operations, higher velocity, less dwell times, and improved on-time performance across their networks."

The pumice and pumicite review arrived too late for the June issue. Estimated domestic production of pumice and pumicite in 1992 was up compared with 1991, according to US Bureau of Mines statistics. The Bureau estimate of domestic production of 400 kt (440,000 st) for 1991 turned out to be 401 kt (442,000 st) of actual production, the lowest since 1989. In 1992, the estimated the value of pumice and pumicite sold or used in the United States was $11.6 million, up only $200,000 from the 1991 value. There was an increase in the mine, or mill, average price from the five-year low of $11.44/t ($10.37/st) in 1986 to $26.42/t ($23.96/st) in 1992. Estimated tonnage produced in 1992 was 439 kt (484,000 st). Apparent domestic consumption was 642 kt (707,000 st), up 135 kt (149,000 st) from 1991. Imports for consumption were estimated to be 215 kt (237,000 st) last year. Domestic production supplied 68% of the demand in 1992, with net imports supplying the remaining 32%. This compares with domestic production sup¬plying 53% and net imports supplying 47% of the apparent consumption in 1988. Exports were about 900 t/a (1000 stpy) for the period 1984 to 1988. In 1989, exports rose sevenfold to 7 kt (7700 st) and to 20 kt (22,000 st) in 1990. The Bureau of Mines reported that the amount of pumice and pumicite exported in 1992 was 12 kt (13,200 st). It is assumed that these exports were from the Pacific Coast because imports, mainly from Greece, continued to be a market factor on the East Coast and the Gulf Coast States in the United States.

Although manganese is a metallic element and is widely dispersed in nature, it never occurs except as a compound in combi¬nation with other elements. Use of such compounds in the production of glass is known to have occurred in early Egypt. The dioxide of manganese was considered a compound of iron until 1774 when C.W. Schule first recognized it as an element. In the same year, a Swedish mining engineer, J.G. Gahn, became the first to isolate manganese. In 1856 development of the Bessemer process of steelmaking gave economic importance to manganese, and later, in 1882 Robert Hadfield discovered the benefits of high manganese steels. GEOLOGY Physical Properties Elemental manganese is a silver-gray metal, resembling iron but harder and more brittle and used primarily in alloys (both ferrous and non-ferrous) and a wide variety of chemical compounds. Some of the physical properties of manganese include: melting point¬1 245°C; boiling point-2 150°C; density at 20°C-7.43 g/cm3; specific heat at 25.2°C-O.115 cal/g; latent heat of fusion-63.7 cal/g; hardness on Mohs scale-5.0; linear coefficient of thermal expansion from 0 to 100°C-22 x 10-6. Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are pre¬dominantly manganese to those having only minor percentages of manganese. Distribution of Deposits Manganese ore deposits are found worldwide and were formed in various geological environments, but only a rather limited num¬ber of deposits have high grade manganese ore in sufficient quan¬tities to be mined and utilized economically on an industrial scale. It is worth noting the fact that almost all of the significant deposits can be classified into two types of deposits: marine chemical sed¬imentary deposits, and residual (secondary) enrichment deposits. There are, however, a much larger number of geological types but these are not of commercial significance at this time. Sedimentary deposits are the most common and are usually stratiform or lenticular. Manganese minerals were formed by a chemical process during the deposition of marine sediments. They usually contain manganese oxides and carbonate minerals, some¬times interbedded together or with other sedimentary rocks such as limestone or shale. Examples of this type of deposit are the Russian ore bodies of Nikopol and Tchiatoura, as well as the Kalahari deposits in South Africa and deposits of Groote Elyandt in Aus¬tralia. Residual deposits were formed in a different way: by alteration of existing manganese deposits or by concentration of the manga¬nese minerals when other minerals were washed away by weath¬ering or ground water processes. The Nsuta deposit in Ghana, the Amapa deposit in Brazil, the Moanda deposit in Gabon, and nodules in the residual clays of the US Southern Appalachians are examples of this type of geological process. In the case of the Ghana and the Amapa deposits, this is only true for the outer layers of the deposit containing oxide minerals, the inner part being comprised of car¬bonate minerals including manganese carbonate, probably from marine origin. Some sedimentary and residual-type deposits have been metamorphosed, giving rise to small high grade ore bodies. These deposits are regionally metamorphosed, occurring in mar¬bles, slates, quartzites, schists, and gneisses. Some of these deposits, such as the Franklin, NJ, deposit are rich enough to be commercial without secondary enrichment; however, most of the exploitable deposits have been secondarily enriched. Due to the diversity and complexity of manganese deposits, both with respect to deposition and chemistry, a wide range of impurities are almost invariably present in the ores. Table 1 shows that the reserves (i.e., a measured resource that can be economically and legally extracted) are estimated at 814 x 106 tons of contained Mn, which equates to more than a 100 year supply at the current level of production. The reserve base is made up of the marginally economic reserves and sub-economic re¬sources and are some 4.5 times greater than the proven reserves. Also apparent from study of Table I is the fact that some 75% of manganese reserves are found in two countries, the USSR and South Africa. On the other hand, North America (i.e., the United States and Canada) have few significant deposits. Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

Since the decade of the 1990s is nearly upon us, I have focused on what I see are the likely trends featured in new large underground coal mines 10 years from now. I do this from the vantage point of having been involved in the installation of large mines for more than twenty years. Little of the equipment resources we have available today was unknown when I entered the coal business in 1960. There were continuous miners, longwalls and diesel-powered equipment in Europe, monitoring systems, computers, heavy media separation systems, froth flotation and conveyors then as there are now. A substantial evolutionary process has occurred with these and other mining machines and processes. Some evolved only to die out, such as boring-type continuous miners; others, such as longwall systems, flourished. My intuition tells me that since there have been largely evolutionary rather than revolutionary developments in the near past, the same is true of the future, at least for the next 10 years. In other words, the elements of what are in the future are with US now. Some, such as computer-based applications, may evolve beyond our wildest dreams -but I doubt it.

In several previous studies from this laboratory (1-4) the autophobicity concept of Zisman and co-workers (5, 6) has been extended to gas phase adsorption processes. Low molecular weight alcohols adsorb on silica or alumina to yield novel isotherms in that monolayer adsorption occurs at low relative pressures indicative of strong bonding, but subsequently multilayer adsorption is quite sparse and diminishes with molecular weight of the alcohol. Such isotherms fit no standard classification scheme, however, in the vacinity of monolayer coverage alcohol isotherms give an excellent fit to the Langmuir or B. E. T. , Type I model (7). Monolayer adsorption is relatively irreversible and it is thus possible to prepare these chemisorbed layers and perform subsequent adsorption studies thereon. All indications are that the adsorptive properties on such films is radically different from that on the underlying alumina (4, 8) and in one study finite contact angles for hydrocarbon fluids were observed. One perennial conceptual difficulty is that there is no observed upper bound to the adsorption isotherm which would be necessary for autophobic adsorption to occur. The cause for this has been studied, and it is currently believed that adsorption is complicated by reversible capillary condensation at contact points between powder particles. The evidence for this is that large particle powders give less "apparent" adsorption at high relative pressures and in one very tedious study adsorption on planar sheets, oxidized aluminum displayed similar reduced uptake at high relative pressures when compared with high specific surface area powders (3).

As a scientist and an engineer whose responsibilities include the consideration of air pollution and its control, I am frequently called upon to answer variations of two basic questions, These questions may I be set forth as: (1) How much air pollution does the coal industry cause? (2) How serious is the air pollution problem to the coal industry? At first these questions may seem elementary and almost trite, but serious consideration of them will show that they are technologically involved and I further complicated by the subjective base to which they must be evaluated.

Park City Municipal Corporation (PCMC), long before being recognized as an Olympic venue was known as one of the great American silver mining towns. During a century of active mining, the Park City mining district produced millions of ounces of silver in addition to a substantial amount of mine tailing waste. Since 1985 the City has been remediating these impacts with state and federal oversight. One particular challenging CERCLIS site, that was previously a historic mine tailings pond is known as Prospector Square Development (CERCLIS Listing Silver Creek Tailings UTD98051404). This site has been very challenging due to the metals that impact the shallow ground water that eventually drain into the Silver Creek Watershed. To address the water quality impairment the City and Missouri University of Science and Technology teamed up to investigate the feasibility of constructing a horizontal-flow wetland to treat this pollutant source. This effort began with the building of a pilot cell in June of 2004 and lead to the construction of a full scale horizontal-flow wetland in the fall of 2008. The design of the pilot and full scale biocell was based upon lab-scale research conducted by the Missouri University of Science and Technology. In October of 2008, the Prospector Drain effluent was introduced to the system and to date analytical results reveal that the biocell is treating the Prospector Drain outfall below the Silver Creek Total Maximum Daily Load (TMDL) endpoint goals for zinc .39 mg/L and cadmium .00075 mg/L. The water chemistry of the influent, that originates from the historic silver mine tailings pond, is impaired with zinc and cadmium and has low iron with a pH of roughly 6.5. The construction of this unit encountered many challenges related to constituent relations, regulatory scrutiny, constructability and start-up. Nonetheless, since implementation this unit is considered a success for improving water quality within the Silver Creek Watershed.

Today, I would like to talk about ways to maximize the efficiency of surface coal operations. I doubt I will present any startling new ideas, but my comments may, hopefully, stimulate some conversation today and later back at your own operations. Strip mining is a very old technique used by ancient societies. Only with the coming of the machine age in the early twentieth century did we attempt to increase the magnitude of our operations. The industry, as we know it today, really only got started in the early 1900s with the advent of steam shovels. In the first portion of this presentation, I will attempt to show that we have, in many cases, not changed the basics of strip mining, only the scale. In doing so, quite often we have complicated the operations to the point of being unmanageable and unprofitable.

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel&apos;s price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. Precambien in age, the phospate deposit under study which outcrops to the south forms a synclinal consisting of only one mineralized horizon. The synclinal strikes SSW/NNE, dips from 30 to 60 NNE and is about 5 km wide. The deposit has been explored by : - trenches and pits about 50 m apart in the outcropping area ; - core drill holes forming lines perpendicular to the outcrop. These lines are about 100 m apart. On each line, the drill holes are about 50 m apart The phosphate layer is clearly visible and has then been defined from the geologicia1 description of drill hole logs. The layer has been divided into two parts : a very rich, altered part at the hanging wall and a poor part displaying opposite physical characteristics, i.e. a fresh and hard rock. With open pit mining in view, the deposit has been divided into a 3-dimension network of blocks, each block measuring 50 X 50 X 100 m. The tonnages of rich and poor ore, PO25, MgO, Si02, CaO and R2O3 grades and the tonnages of barren waste at the hanging wall and the footwall have been calculated for each block. Given the dip of the phosphate layer ranging from 30 to 60° and its relative thickness (between 10 and 15 m), it was impossible or inappropriate to carry out direct calculation by 3-dimension kriging : too many neighboring blocks to obtain sufficient date and impossibility to draw up the morphology of the layer.

"A supply of sustainably sourced rare earth elements (REEs) is critical for several high-tech industries, renewable energy technologies, and defense applications. Recent studies have shown that REEs exist in coal and coal combustion byproducts at elevated concentrations and in quantities that could meet domestic demand. Despite these promising findings, declines in rare earth prices, volatile commodity markets, and challenging geo-metallurgical conditions have jeopardized this potentially valuable REE resource. While the dilute REE concentrations inherently necessitate low-cost separation technologies, the ultimately operating cost threshold for economic extraction must be based on commodity price projections and market demand. In this paper, the micro-pricing principle is used to develop a rigorous economic model assessing the inherent value of REEs in coal materials. This model is based upon basket pricing of individual elemental oxides, and elemental distributions of coal samples from various basins. These results may be used to assess the economic viability of potential REE concentration and refining technologies INTRODUCTION Recent efforts by US Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) have suggested that rare earth elements (REEs) may exist in coal and coal byproducts at concentrations suitable for economic extraction and processing. While the knowledge of REE occurrence in coal material dates back over 50 years, recent supply restrictions and material criticality considerations have prompted a national interest to establish a sustainable domestic supply of REEs. REEs are not “rare” in the sense of crustal abundance; however, few natural processes lead to concentrated ore deposits. As a result, the elevated concentrations found in coal material may provide a potentially promising resource for these materials. While the term “rare earths” is often used to describe a singular concept, the 15 rare earth elements actually have varying and sometimes contrasting scarcity and cost profiles. Various authors have proposed classification systems to provide information on REE criticality (e.g. Seredin and Dai, 2012, Zhang et al., 2015). The most straightforward classification is provided on the basis of geochemistry with designations for “light”, “medium” and “heavy” rare earths. Light rare earths (those to the left of the periodic table: Ce, Pr, Nd, and Sm) tend to be more common and less valuable when compared to their medium (Eu, Gd, Tb, Dy, and Y) and heavy (Ho, Er, Tm, Yb, and Lu) counterparts. While light rare earths are often found in traditional ore deposits at economic concentrations, the heavier rare earths are almost exclusively found as ion-absorbed clays (Seredin and Dai, 2012)."

Mica is a generic term that applies to a group of complex aluminosilicate minerals that have a sheet or plate-like structure and with different chemical compositions and physical properties. All micas form flat six-sided monoclinic crystals with remarkable cleavage parallel to the direction of the large surfaces, which permits them to be split into optically flat films; as thin as 1µm in thickness in some cases (Rajgarhia, 1987). Some micas are more easily split than others. For example, muscovite mica found in pegmatites is more easily split into thin films than is phlogopite. Mica found in mica schist is not as easily delaminated as mica found in weathered pegmatites. According to Dawson (1 949), the commercially important mica minerals are: Muscovite-potassium mica (colorless to pale green and ruby) Biotite-magnesium-iron mica (dark brown to black) Phlogopite-magnesium mica (pale yellow to dark brown) Vermiculite-hydrated biotite or magnesium-iron-mica (bronze yellow flakes) Lepidolite-potassium-lithium mica (pale lilac to deep purple) Some micas of less importance are: Zinnwaldite-lithium-iron mica (gray to smoky brown) Roscoelite-vanadium-potassium-magnesium mica (various shades of green and brown) Mica, principally muscovite, is widely used for industrial applications because of its exceptional physical, chemical, electrical, thermal, and mechanical properties (Table 1). Phlogopite and vermiculite follow muscovite in importance. Biotite finds very little commercial application at the present time. Commercially, mica is used in a number of forms. These forms and their description follow: Sheet mica refers to books of mica either mined from hard rock (pegmatites) or from loosely consolidated clayey material formed from the weathering of pegmatites and alaskites. These books can be readily split into thin film or splittings with specific thicknesses ranging from 0.0031 to 0.10 mm (Davis, 1985). Quality sheet mica is graded into 10 quality classifications (Tables 2 and 3). Books of mica that are flawed with excess inclusions, cracks, or folds (A mica) are called scrap mica and are either ground into commercial products by a dry or wet process. Built-up mica was developed in 1894 as a result of the cost and scarcity of sheet mica, and because many satisfactory electrical parts could be made from it (Preston, 1971). This type mica is formed by layering pieces of mica splittings upon one another and binding them together with inorganic or organic binders. These sheets are then pressed together under high temperature. Mica for this process is produced from pieces of sheet mica too small to be punched into electrical parts (Davis, 1985). Reconstituted mica is mica paper produced by forming a mat of very thin delaminated flakes of scrap mica. This mat is usually impregnated with an organic binder, but is also available unimpregnated. It is dried at 110°C. The mica for this process is either produced from the trimmings of a sheet mica operation or from blocks of A type mica (Davis, 1985, Chapman, 1983). Ground mica constitutes by far the largest use of mica, both quantitatively and application wise. It is produced by grinding and sizing scrap mica (also mica concentrate) obtained from five sources, 1) trimming from sheet mica, 2) A type mica blocks, 3) as a byproduct of spodumene and feldspar mining, 4) weathered pegmatites and alaskites, and 5) metamorphic schists. Synthetic mica is produced by crystal growth in a slowly cooled melt of accurately proportioned chemical oxides. Extended cooling times at a specific viscosity result in larger crystals. Many different micas have been formed by this process; however, fluorophlogopite is the most common.

Coal is defined as a combustible rock that originated in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man&apos;s earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks returned to earth continue to provide some answers to questions concerning the earth&apos;s origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust and upper mantle of the earth are made up of several large plates along which difEerentia1 movement (primarily horizontal) takes place. Such movements, although small, are occurring today. These horizontal movements are accompanied by vertical movements causing important changes in the relative position of the continents and oceans. Low-lying coastal swamps with favorable climates are ideal locations for coal accumulation and burial by river-borne sediments, and large areas are affected by relatively minor vertical movements of the shoreline. The large plates have continually or intermittently moved throughout the geologic past, resulting in various configurations of the continents and oceans, and coal-forming conditions have occurred at numerous times and places. Vast areas of our continents have been repeatedly inundated by shallow oceans and only relatively small parts of the present continents appear to have been above sea level throughout geologic time. Great forces acting principally along plate margins have folded and broken the crustal rocks, forming large belts of mountains.

The main goal of this study was not only to investigate the effectiveness of the FGX Dry Separator for removing pure rock from run-of-mine coal producing a better feed stock for conventional coal preparation plants but also to optimize the FGX Dry Separator performance for producing a salable clean coal product without using the conventional wet coal preparation processes. A Model FGX-1 Dry Separator with feed throughput capacity of 10 tph was extensively tested at the Illinois Coal Development Park using two coal samples having distinctly different cleaning characteristics. Statistically designed experimental programs were conducted to indentify critical process variables and optimize FGX Dry Separator performance by systematic adjustments of critical process variable parameters. The coal cleaning performance of the FGX Dry Separator was evaluated for the particle size range of 63.5 x 4.76 mm in most cases, although FGX Dry Separator feed consisted of nominal -63.5 mm run-of-mine coals. The best cleaning performance obtained from the FGX Dry Separator is described by specific gravity of separation (SG50) and probable error (Ep) values of 1.98 and 0.17, respectively. The SG50 and Ep values for individual size fractions were as follow: 1.90 and 0.12 for the +50.8 mm size fraction, 1.95 and 0.18 for the 50.8 x 25.4 mm size fraction, 2.01 and 0.19 for the 25.4 x 12.7 mm size fraction, and 2.03 and 0.23 for the 12.7 x 4.76 mm size fraction. These process efficiency measures produced a clean coal with ash content of 13.38% from a feed coal with ash content of 34.45%. Ash content of tailings and middlings streams were 85.09% and 39.57%, respectively. Total sulfur contents of corresponding streams were 3.87%, 4.68%, 6.87%, and 4.62%. For a relatively easy to clean Illinois No 6 seam coal (Cleaning Index: 0.72), only about 0.42% of the clean coal (i.e., 1.6 float fraction) present in the feed was lost to the tailings stream. For a relatively difficult to clean coal (Cleaning Index: 0.53), about 0.98% of the clean coal present in the feed was lost to the tailings stream.
