At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates. One of the manifestations of the dynamically induced failures in deep coal mines is the violent ejection of coal from the ribs. A possible protection against such failures is the use of a specifically designed dynamic support system with reinforcement units having the sufficient capacity to absorb the kinetic energy of the dynamic failure and a skin support that can adequately contain the disintegrated coal. With this method of mitigation in mind, a recently introduced yielding rock bolt, trade name Roofex, has been identified (Harvey and Ozbay, 2009) as a possible energy absorbing component of a dynamic support system. According to the manufacturer?s specification, the Roofex bolts can yield 300 mm (or more) displacement while holding 80 kN pull load. In order to assess the performance of this support unit in coal ribs, a series of in situ pull tests performed in two coal mines in Colorado. The results show that, under conventional pull test loading conditions, Roofex yielding bolts perform very close to their claimed specifications, thus showing a potential for their use as the main energy absorbing component of a dynamic support system. Further studies are required to confirm the in situ performance of these bolts under dynamic loading conditions and also to develop a containment component for a dynamic support system for the mitigation of dynamic coal rib failures.

Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. The occurrence of rock falls in underground coal mines entails detrimental effects as fatal or non-fatal injuries on workers, stoppages in mining operations and breakdown of equipment. In this paper, a risk assessment approach on the basis of a decision analysis trend is employed in order to assess the possibility of and manage roof falls. Risk is then assessed by determination of likelihood of occurrence and the cost of consequences (outcomes). In this regard, collected real roof fall data from Tabas and Kerman coal regions comprising of several underground coal mines are used. It is concluded that the annual accidents due to the roof falls occurrence in the all investigated mines are so high that it is economically feasible to improve the support systems and to implement a suitable educational program as well as an accurate supervision and other elements of safety management.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. The US Bureau of Land Management, American Assay Laboratories, and the Minnesota Department of Natural Resources cooperated in a intralaboratory and interlaboratory testing of the protocol. Intralaboratory testing was conducted on duplicate samples of gabbro (8) and siltite-argillite (5) rocks for periods of 20 to 125 weeks. The difference between replica& intralaboratory pH readings on drainage from the gabbro for the drip-trickle leach alternative typically did not exceed 0.1 units, although differences as high as 0.4 units were observed. The difference from the mean for rates of sulfate, calcium and magnesium release was typically within 10%. Intralaboratory results for the siltite-argillite samples were generally similar, although a one unit pH difference was observed for one sample. Three different laboratories tested a gabbro sample for 125 weeks, with a maximum difference from the mean pH of 0.5 units. The percent difference from the mean for sulfate and calcium release rates was typically within lo%, although values as high as 30% were observed. Data on intralaboratory and interlaboratory agreement on the flood rinse alternative of the method were limited. Replication on the sample tested was comparable to of better than that observed for the drip-trickle method testing of the same sample.

The results are discussed herein of laboratory and pilot scale research which has demonstrated some exciting prospects for the exploitation of refractory gold resources by heap leaching. The research examined practical and cost effective methods of chemical; i.e., non-biological, oxidation pretreatment of refrac­ tory old ores to enable successful conventional cyanide heap leachmg. The work has focused on regenerable chemicals, in order to minimize process consumable costs. A nitric acid method has emerged which offers rapid oxidation rates (eg, 0.5 to 6 hours) on ore samples crushed typically to% to ¾-inch. Gold recoveries in simulated heap leaching tests, after nitric acid oxidation of crushed ores, were as high as approximately 80 to over 90%, in contrast, typically, to negligible gold solu­bilities without oxidation. Nitric acid oxidation was effective when applied to several sulfide-bearing refractory gold ores which required either partial or essentially complete sulfide sul­fur conversion for high gold solubilities in cyanide. Ores rich in organic preg-robbing matter also were treated successfully, as were ores which contain significant quantities of acid-consum­ing constituents. Base metals also were recovered with nitric acid oxidation from some of the ores which contain these ele­ments. The work related oxidation and solution diffusion behav­iors and the important physical, textural, and mineralogical characteristics of the different ore types. Conceptual-level feasi­bility studies have defined the principal capital and operating cost components of the nitric acid method, sufficient to allow reliable comparisons with other oxidative technologies.

Lead is used in CIP/CIL circuit to increase the leaching rate of gold from ores. At least four mechanisms have been proposed for the action of lead in gold leaching circuits: (I) precipitation of sulphides as highly insoluble lead sulphides preventing consumption of cyanide and oxygen; (2) su,face reaction on sulphide particles forming an insoluble lead sulphide layer peventing dissolution of those sulphides; ( 3) precipitation of lead sulphide, which undergoes further oxidation to soluble lead sulphate recycling the lead to solution,· ( 4) contact reduction of lead onto the gold szaface which then acts as a secondary oxidising agent. Rotating disc studies using a pure gold disc show that small amounts (5ppm) of sulphide ions are sufficient to significantly reduce the leaching rate of gold. Lead increased the leaching rate at small concentrations but at higher levels decreased the rate of leaching. The detrimental effects of lead were only found for a pure solution when leaching the gold disc. Ores mediate the amount of lead available by ads01ption/reaction, thus, reduced leaching rates from excess lead are not serious even when 500ppm of lead ions are added to the sluny. The detrimental effects of sulphide ions could be countered by lead addition during the leaching process. A penalty, in the form of reduced leaching rate, will occur the longer lead addition is delayed. A time lag was noted between the addition of lead and the increased leaching rate when a large concentration of sulphide ions was present.

Each year, about 45 Mt (50 million st) of flotation tailings are discarded in Florida phosphate operations. These tailings only contain about 4% of the phosphate in the ore. However, more than half of the phosphate in the tailings is concentrated in the +600 µm (+28 mesh) size fraction at grades of up to 20% P205. Many phosphate producers have attempted to solve this problem by floating the +425 µm (+35 mesh) flotation feed separately. However, phosphate recoveries in these circuits are typically only 60%. For seven sampled phosphate operations, the phosphate content of the +600 µm (+28 mesh) fatty acid tailings ranged from 15% to 25% P205. In every case, the +600 µm (+28 mesh) fatty acid tailings was higher in grade than the overall flotation feed. Attempts to efficiently recover this coarse phosphate have apparently been unsuccessful at these seven phosphate operations. Recovery of this coarse phosphate would provide an additional 900 kt to 2.5 Mt (I to 2.7 million st) of phosphate annually and add an additional year to the reserves of these important deposits. A typical central Florida phosphate matrix is composed of three different mixtures of minerals. The +1.18 mm (+ 16 mesh) portion is chiefly phosphate pebbles and is beneficiated by sizing. The -106 µm (-150 mesh) portion contains virtually all of the clay minerals and is discarded in the hydrocyclone overflow. The -l mm +106 µm (-16 +150 mesh) material is a mixture of quartz and phosphate minerals.

I am very glad to be here today to address the Society of Mining Engineers of AIMS. While I do not pretend to be an expert in either geological or geotechnical engineering, I am infinitely familiar with the provisions of the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87) and the Federal regulations that have been promulgated pursuant to that Act. The Office of Surface Mining Reclamation and Enforcement (OSM) was created by P.L. 95-87 within the responsibility for implementing the provisions of the Act and "to ensure that society and the environment are protected from the adverse effects of surface and sub-surface coal mining operations."

The expansion of surface mining has led to the development of very large off-highway trucks currently capable of hauling payloads in excess of 290t. Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Since truck haulage costs can account for 10%-50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, vehicle operating and maintenance costs would also increase prohibitively. There is thus a need for improved design technologies encompassing the construction and management techniques of mine haul roads, appropriate for the wheel loads of vehicles now in use. The aim of the paper is to present the different components of a mine haul road design and management system and to demonstrate the value of its application through case studies. The system has been applied at several South-African surface mines and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and also provided better service, whilst the optimal selection and management of wearing-course materials provided better functionality at lower total transportation operating costs.

"INTRODUCTION Tunnel is a closed space structure and it is necessary to ensure the sufficient time and route for safe evacuation for the tunnel users in case of a tunnel fire. In order to do so, damages and collapse of the tunnel linings and the secondary disasters can be avoided. Furthermore, the road tunnel is one of important infrastructural facilities and stopping its function for a long time for a tunnel fire could cause a great economic loss. Therefore, the tunnel structure shall be the one which can be repaired as soon as possible, and the fire protection methods need to be selected among those which enable the service to start as early as possible. The necessity of the fire protection works is evaluated for the tunnel structure with the consideration of the expensive tunnel construction cost and the economic effects of the tunnel service. Naturally, the fire protection works, which can protect the tunnel linings from the tunnel fire with small repairs, are inevitable. Design engineers of the fire protection works estimate the scale of fire from the degree of damages on the linings and its repair cost, the effect of fire extinguishers placed inside of the tunnel, the secondary disasters in accordance with the tunnel lining damages if any, and the ratio of fire protection cost calculated from tunnel operation cost. Based on this information, the engineers design the fire protection works according to the permissible limits Among the design cases of the tunnel fire protection in Japan, as shown in Table 1, there is no cases that used the fire temperature-time curve to design the fire protection works for large fire caused by vehicles catching fire. However, the most of cases used 30-60 minutes for fire duration based on the entry prohibition of dangerous goods carrying vehicles or the effect of early fire fighting. This paper will study the variation between different methods used for fire protection in road tunnel in Japan to evaluate them and try to found some recommendations. Especial l care will be attention to Polypropylenes (PP) which is starting to be applied lately."

Mine seismicity is influenced by the mechanical properties of both near-seam rocks and overburden and the prudent selection of mining methods and mine layout designs. Using finite-difference modeling, experience in many U.S. mines and measurements of the pressure arch width, the author has reviewed the engineering design factors that control seismicity in room-and-pillar retreat operations for stiff stratigraphic conditions in deep western U.S. mines. By back analyzing the overburden response in now understood to have been inadequately designed historic room-and-pillar mine, the overburden collapse mechanism is addressed as well as the need for improvements in designs including panel and barrier pillar widths, and sequence of retreat.

Wide variation in the nature of the coal seams and the surrounding rock mass of the Indian coalfields and very little information about the associated stress fields were observed to be the major hurdles in the straight forward application of a continuous miner (CM) based mechanised depillaring approach. Due to various techno-economic reasons, a considerably large number of coal seams have been developed and are standing on pillars in India. The development of pillars is done as per Indian coal mines regulation, which results in pillars of relatively large size. In fact, the large size of the pillars provides stiff natural support to control caving of the massive overlying strata. However, the size of these pillars is not conducive for the single pass pillar stripping technique and, therefore, there is a need for pillar splitting before pillar extraction/retreating. Splitting of the pillar may reduce the competency/stiffness of the pillar, which creates a chance of overriding during final extraction below a massive roof stratum. This paper first discusses the existing coal mining scenario in India followed by a brief presentation of geo-technical details of pillar extraction at the three sites where a CM has been introduced for depillaring/pillar retreating in the country to date. Based on past rock mechanics experiences with conventional depillaring faces, stability issues of the pillars, fenders, and stumps in and around the depillaring face are discussed. This may prove to be an important factor in the success of future CM faces. It is recognized that the application of the modern strata movement monitoring techniques may improve operation safety by providing valuable qualitative and quantitative information that can be used to improve the design of modern concepts like roof bolt based breaker line support during pillaring.

Chemical and physical properties of thiol collectors are reexamined to compare the prospects of heavy metal-thiolate or disulphide surface reaction products acting as actual collector species. Recent evidences for the existence and importance of each of these types of adsorbed species on sulphide minerals are also discussed. A conclusion is reached that partial coverage by chemisorbed heavy metal thiolate is often sufficient to confer practical levels of hydrophobicity and floatability. Only on a few highly conducting and "noble" sulphides does adsorbed disulphide-type collector oxidation product appear to be significant.

It is a very difficult task to estimate the immediate roof and support behavior in a room-and-pillar mining section in the initial phase of the mining project. There is little information available at this phase, and it is restricted to geomechanic characterization of the rock layers from cores samples, and the in-situ instrumentation of experimental entries and intersections. Even being a pilot excavation for roof support test a good indicator for the behavior of the immediate roof, its behavior for a full excavation mining section is different from a single intersection of two entries, mainly because the stress redistribution caused by the multiple entries excavation and face advance for a full excavation section. The objective of this paper was to calibrate a 3-D numerical model of an experimental intersection, based on the in-situ instrumentation of an experimental intersection excavation, and the geomechanic description of the rock layers. The numerical model was built with the same specifications as the excavation test, including the entry geometry and roof support. The numerical model calibration was based on wire extensometers that were installed at different positions in the roof of the pilot excavation, and on the geomechanic characterization of the rock layers that form the roof, coal seam, and floor. Therefore, it is possible to estimate whether the roof support specification adopted in the test phase will be good enough for the development of the entire mining section.

The coal and gas outburst accident on May 20, 2007 at Sihe Coal Mine is unique in that there was no or very little soft coal in the coal seam and that the coal strength was very high. The outburst also showed that there was a very high gas content of 20-30 m3/t in the coal seam nearby the outburst site. Based on the field test and observations, together with laboratory experiments, detailed analysis was conducted on the controlling factors of coal and gas outburst potential at Sihe Coal Mine. Stress data available from Sihe Coal Mine, northern China, and other parts of the world, were also taken into account to facilitate the analysis. The results shows that the stress level was not abnormal compared to other coal fields in China prone to outbursts, and that gas contained in the coal seam was the main factor that triggered the outburst. All these factors were essentially controlled by the tectonic evolution features in Qinshui Coal Basin, to the Southeast of which Sihe coal field is located. Based on the analysis, assessment of coal seam outburst potential was carried out by measurements of coal seam gas contents, observation, and detection of soft coal layers in the coal seam. The results show that outbursts are limited to only a small part of the whole coal seam and that the eastern part of coal field is not prone to outbursts.

For the third successive year it appears that demand for platinum will exceed supplies of newly-mined metal, forecasts Johnson Matthey in its "Platinum 1987 Interim Review." Based on data available at the end of August 1987, Johnson Matthey estimates that western world demand for platinum could exceed 93t (3 million oz) for the first time ever in 1987. Given a likely increase in demand of 4.3t to around 94t (140,000 oz to around 3.02 million oz), up by about 5% over 1986, there would be a 1.8- to 2.2-t (60,000- to 70,000-oz) shortfall in 1987 supply. South African mines enjoying undisrupted production last year after strikes affected Impala's output in 1986. The rate of increases in western world supplies, though, has probably not kept pace with the growth in demand. A downturn in US demand for platinum was counterbalanced by substantially increased purchases from Japanese and Western European consumers of the metal. Total imports of platinum into Japan in 1987 may have reached a record level of 45t (1.45 million oz). The largest source of demand for platinum remains its use in autocatalysts US and Japanese auto manufacturers reduced their platinum purchases in the wake of falling car production. Therefore, a small decline in overall 1987 sales of perhaps 780 kt (25,000 oz) was expected in 1987. Western European demand, however, rose strongly as a result of increased output. The spread of exhaust emission control regulations has sharply boosted the number of cars equipped with three-way catalysts containing platinum and rhodium. Western European auto makers probably needed 5.6t (180,000 oz) of platinum last year, a 50% increase over 1986. The jewelry industry, the second largest user of platinum, increased its offtake of platinum in 1987. Japan, the key to the jewelry industry's consumption of platinum, could absorb 24.8 to 26.4 (800,000 to 850,000 oz) in 1987, compared with 23t (740,000 oz) in 1986. Platinum has wide and diverse applications in industry. Other major users are the chemical, glass, electronics and petroleum industries. They were expected to increase their aggregate demand by about 1.8t (60,000 oz), or 11% in 1987. Investment demand for small platinum bars and coins of up to 311g (10 oz) dropped back in relatively inhospitable conditions. This, after rapid increases in recent years and a surge in US demand in 1986. However, Japanese investors purchasing bars weighing 500g or 1 kg (16 to 32 oz), and considered more speculative, recovered last year. Over the first eight months of 1987, platinum performed strongly on the open market with average prices well up from 1986 in dollar terms. But the increase was less marked where measured in sterling or yen. Platinum ad¬vanced by $3.70/g ($115 per oz) between Jan. 1 and mid-September with the average price having been surpassed only in the heady days of 1980. Johnson Matthey believes that supply and demand appear likely to keep more or less in step on a gently rising path. The recent open market volatility will continue with prices fluctuating widely over short periods. Writing in mid-September, and basing its view on the tangible evidence of platinum's price fall since the review was written, the company's assessment of price prospects is unchanged. Demand for platinum remains strong all-round. In October, imports of platinum into Japan were exceptionally high. And in the US and Japan there was a marked resurgence of demand from private investors. Although market sentiment may have been influenced in part by the news of several potential new platinum mines in South Africa, the full effects of these prospects on supply, even if they were all to materialize, would not be felt before the early-mid 1990s, Johnson Matthey said. According to the review, no radical change in platinum supplies is discernible in the near-term. Incremental growth from South Africa can be expected as the major producers continue to make the most of their existing resources. The Soviet Union may be keener to sell than it appeared earlier in 1987, especially if prices hold up, but a substantial increase is improbable. Canadian supplies are not capable of much variation from present levels. The palladium-rich Stillwater mine will make a modest contribution. Referring to the investment market, Johnson Matthey concluded that despite this year's reduction in sales of small-denomination investment products, platinum does appear to have established itself with private investors. Bearing in mind how business multiplied in comparatively unfavorable conditions before 1986, it is reasonable to look for a resumption of growth once the climate improves.
