Daw Mill Colliery, UK Coal, near Coventry in England, mines the Warwickshire Thick Seam at 800 m/2500 ft depth using longwall retreat with gateroads supported by rockbolts. Over the last eight years the mine has worked longer and wider panels with extraction heights of over 5 m. Recently the mine has experienced high deformation conditions principally from the rib sides resulting in operational issues and production delays. Investigation of rib deformation was undertaken using new inspection and measurement techniques, including systematic laser surveying, and improved rib support consumables were developed and introduced. A new rib trussing system using textile webbing has proved very successful.. A rib support management system was also developed and introduced for face retreat. This allowed rib support to be more effectively managed both for production and safety. For the current developments, new 28-mm-diameter roof and rib bolt systems have been introduced and rib bolt length has been increased to 3 m, with the aim of achieving gateroad stability over the life of the panel. Significant reductions in roof and rib deformation have been confirmed by the latest monitoring results. These ground control innovations are allowing Daw Mill?s potential to be realised. Production from 302?s face in 2008 set new UK and European records. However the support enhancement process continues and further innovations are planned.

The gray, dark gray and black colors of the sediments and the presence of pyrite in the Carlin, Jerritt Canyon, Horse Canyon, Betze, and Gold Acres sediment-hosted disseminated gold (SHDG) deposits indicate that these rocks are not oxidized with respect to carbon and iron sulfide. Both ore and non-ore host rocks generally are dark colored. Analyses for noncarbonate carbon (usually called organic carbon) in samples from SHDG deposits and related unmineralized rocks indicate that these rocks contain from a few tenths to a few percent carbon. We use the term noncarbonate carbon because, strictly speaking, organic carbon denotes carbon that is bound to hydrogen. However, the carbon present in SHDG deposits and related rocks has very little hydrogen chemically bound to it. Rocks with less than 2% organic carbon are usually gray in color. The dark colors in our samples are due to the relatively high temperatures that these rocks have experienced relative to organic matter maturation. We confirm the results of Nelson et al. (1982) that previous reports (for example, Radtke and Scheiner, 1970) were incorrect in reporting significant amounts of humic acids, extractable hydrocarbons (bitumen) or "carbonaceous" material. We believe these reports had problems with contamination or misdirected emphasis. Our samples consisted of unweathered rocks, collected mainly from mine cuts (benches, trenches, cores) and put into glass containers or wrapped in aluminum foil to avoid contamination. Only a few samples were collected from natural outcrops. We were careful to avoid samples in proximity to blast holes that were packed with ammonium nitrate and diesel fuel ("ANFO"). Contamination by ANFO may explain some of the previous reports of hydrocarbons, pyrobitumens, humic acids and anomalous nitrogen. When we were collecting samples, it was apparent that in addition to lithologic and color differences, the surface appearance of the rocks was distinguishable: "preg robbing" material that had a sooty surface; "graphitic" rock with a shiny surface; and more ordinary rocks that had a flat gray or black appearance. [Preg robbing is a term for ores that adsorb gold from the milling circuit; the graphitic material had not been x-rayed to actually identify graphite.] We hoped that laboratory study of these samples would show some fundamental differences that we could relate to ore genesis. Even though these sample types appeared different in the field, we could not distinguish any differences in thermal maturity (see below). Normal petroleum/organic geochemical laboratory procedures (solvent extraction, Rock-eval, pyrolysis-gas chromatography) failed to yield much information because the carbon was over-mature relative to oil and gas generation. Rock-eval results show less than 20 (± 20) mg of pyrolizable hydrocarbons per gram organic carbon (and an indeterminate Tmax) indicating that the organic matter in these deposits is burned-out relative to petroleum generation [with an H/C (atomic) ratio of less than 0.41. Because of the non-definitive results from standard organic geochemical methods, x-ray diffraction (XRD) and Raman spectroscopy were used to characterize the carbon. Prior to XRD, samples were treated with HCl and HF acids (1) to remove quartz that has a peak near 26° [20] at the position of the 002 peak of graphite and (2) to concentrate the carbon to a level detectable by XRD. The residue was put on a colodion mount and analyzed by XRD. The XRD analyses yielded a broad peak at 26° [20]. The shape of this peak indicates that the carbon is more thermally mature than anthracite rank coal but less mature than crystallized graphite. Based on XRD results from the literature (Landis, 1971) that are calibrated to metamorphic facies, results from our samples correspond to pumpellyite-actinolite to lowermost greenschist facies conditions, probably

When I was originally invited to speak to this audience on the subject of the future supply of precious metals I was somewhat apprehensive and suggested that the Program Chairman select someone with more credentials. He declined and the results of our conversation gave me cause to reflect and recall the opportunities I have had over the years and how fortunate I have been to be associated with so many successful companies and knowledgeable people affiliated with the precious metals field. I discovered that since 1935, 1 have worked in or visited most of the gold and silver camps in the United States; have been a leaser of a gold mine in Mohave, California; have both lost and made money in the silver futures market; have worked for two of the greatest precious metals companies in the United States - Homestake Mining Company and Hecla Mining Company, have spent a considerable amount of time in precious metal related discussions with men like Don MacLaughlin, Paul Henshaw, Dick Stoehr, Abe Shoemaker, Bill Love, Phil Lindstrom, Simon Strauss, Herbert and Bunker Hunt and many others. It is those exposures and experiences that I draw onto discuss the subject at hand.

GENERAL DESCRIPTION The Henderson mine utilizes a highly mechanized, continuous panel-caving system to extract ore from a deep, massive, molybdenum deposit. The mine site, lo¬cated 80.5 km (50 miles) west of Denver, is situated at 3170 m (10,400 ft) above sea level in a steep valley on the eastern side of the Continental Divide. The mill site, located on the western side of the divide, is linked to the mine via a 15.5-km (9.6-mile) railroad tunnel. Mine production is scheduled to reach 27 215 t/ d (30,000 stpd) from the uppermost production level. This pro¬duction rate will have been reached within the four years following an intensive ten-year preproduction development program. A second production level, due to come on stream in later years, will expand production capabilities to 31 751 t/d (35,000 stpd). The mine, which employs approximately 2000, has blocked-out ore reserves of 220 Mt (242 million st) at an average grade of 0.42% MoS2. Geology The Henderson deposit is composed of two partially overlapping ore bodies that lie 1080 m (3600 ft) beneath the peak of Red Mountain. The ore bodies are entirely within a Tertiary rhyolite porphyry intrusive complex that has intruded Precambrian granite. The de¬posit is elliptical in plan with overall dimensions of 670 x 910 m (2200 x 3000 ft). In section it is arcuate with an average thickness of 185 m (600 ft). The top of the deposit is at an elevation of 2610 m (8700 ft) while the lower limits range from 2340 m (7800 ft) on the west to below 2100 m (7000 ft) on the east. The mineralization is relatively continuous in the ore bodies and consists of molybdenite and quartz in random to subrandom, intersecting, closely spaced veinlets. Cavability RQD (rock quality designation) * values measured from Henderson drill core and compared with the RQD values from the Climax and Urad block-cave mines in¬dicated that the Henderson ore would cave but with difficulty and that a high percentage of the cave ma¬terial would be blocky. Initial caving experience shows the Henderson ore caves easier and with greater frag¬mentation than was indicated by the RQD values. Pos¬sible reasons for this are: 1) The greater lithostatic load at the Henderson has a greater effect on caving and fragmentation than anticipated. 2) The relief of confining pressure due to caving action and brittleness of the rock is enhancing breakage. Mine Layout The Henderson mine layout was designed from its inception for a large-scale, rubber-tired, continuous panel-caving mining system. In January of 1966, during the annual session of Georgia's General Assembly, Representative Paul E. Nessmith of Statesboro, Georgia, walked into my office and asked me what I thought of the advisability and feasibility of a law which would require the mining operators to reclaim their mined out lands. My answer to him was, as a one time mine superintendent and operator, that I probably would not think very highly of the added cost which reclamation would impose on the operation; but that since assuming the job of Chief Geologist and Assistant Director of the Georgia Department of Mines, Mining and Geology, and in retrospect, I could recommend it very highly, particularly in view of the increased pressure being applied by the Federal government along these lines. I stated then and still emphatically state that this sort of administration should be done on the State level rather than the Federal level. He asked me if I would conduct him on a tour through some of the mining country in which I had worked and to this I readily agreed. The result of this trip was that he was adversely impressed by the devastation which the mining operations had wreaked on that area of middle Georgia along the fall line known as the kaolin belt. Very little except talk was done for the remainder of 1966.

In connection with Project Payette, which is concerned with the detection of underground nuclear explosions, it was necessary to determine the technical feasibility of constructing and maintaining a large (approximately 315 feet in diameter) unsupported underground cavity at a depth of approximately 2700 feet in the Tatum Salt Dome in Mississippi. The dimensions and the location of the cavity in the salt dome were governed by criteria laid down by the Atomic Energy Commission. Within the framework of the specified criteria, cavities of various shapes and dimensions could be utilized. One aspect of the feasibility study was to investigate the structural stability of various cavity shapes and to recommend a preferred shape. This paper summarizes the studies that were conducted to evaluate the structural stability of various proposed cavities.(l)

My "outside exploration" began in November 1908, only 16 months after I had come to Bisbee as a raw engineer. The well publicized reputations of eminent engineers up to that time, including John Hayes Hammond, Herbert Hoover, James Douglas, D.C. Jack- ling, J. Park Channing, and a few others had been due to new mines they had found or brought to successful operation. And here was I, a mere youngster, given a chance to join the group. I knew there would be disappointments but I had no idea how many of them. In spite of the many prospects that turned out to be worthless I never looked at a new one without the feeling that this one might turn out to be the big success. This confidence, blind as it was, gave every arduous examination a zest and it made me climb every mountain on which the owner said there was something worth seeing, or on which T could see a distant staining that might mean ore. If I looked at every showing the owner suggested he at least would think I was honest and would bring other properties to our attention. This reputation of never refusing to go to see an outcrop, no matter how hot the desert sun or how rough the terrain, was probably one of my best assets. High as my hopes were at the start, they proved not to be exaggerated and if I were given a chance to do it again I would not hesitate, in spite of the jaundice, rheumatic fever, and other maladies that beset some of the expeditions. On the whole the results have equaled all my hopes. Toward the end of my years of active exploration I totaled up the score. Out of the prospects submitted to us about two out of three were eliminated after questioning the owner or prospector, without an examination. This left about a 1000 mines or prospects that seemed worth at least a preliminary look. One out of seven of these was worth a little development and a seventh of this seventh turned out to be a modest success or better. And nine or ten in all, or one out of 1000

The exploitation of mineral deposits for economical recovery of the contained minerals has many aspects differing from other industrial or manufacturing operations. However, generally accepted principles of good organization and management applicable to industrial plants are similarly effective for mineral processing plants. A more detailed coverage of organizational structures and management techniques than is possible in this section can be obtained from many good books devoted wholly to these subjects. A few of the more readily available examples are included in the general references at the beginning of this section. The field of mineral processing encompass a wide variety of minerals, processes, flowsheets, equipment, and end products. Mineral deposits, mines, and related beneficiation plants are found in all parts of the globe, often in remote locations with no nearby support for supplies and maintenance. Available labor is frequently unskilled, sometimes primitive, and often untrained without machine and hand tools or heavy equipment experience. Such situations call for well- planned and conducted training programs covering the full range of mining-type job skills. Climates can range from arctic to tropical and from arid to extremes of rain or snow, and the mine and plant sites can be almost anywhere. However, it is often possible and sometimes necessary for

Rock damage around underground excavations has been an important hazard in mines and tunnels. Rock dilation generates buckling that needs to be contained before it causes damage to equipment or safety concerns to mine workers. In seismically active mines, rockburst occurrence has been widely recognized as one of the most important hazards in deep mines and tunnels. While there is a wide range of cases where rockburst hazard can be mitigated through dedicated excavation sequences, reentry procedures or exclusion zones, there are still many situations where large unexpected rockbursting may occur, relying only on rock support as the last mitigation measure to prevent production and safety losses. Considering the previous situations, surface support as mesh, plays a major role containing the failed/ejected rock and providing a safe working environment to the underground operations. While there have been considerable achievements in improving mesh resistance, with more than 26Kj/m2 of energy dissipation capacity, there is still a lack of research in the overlapping mechanism and load transfer between contiguous mesh elements. This paper presents the state of the art in static and dynamic analysis of welded and rolled mesh overlaps, based on experimentation carried on by Geobrugg in their Research Center, leaving clearly established that the difference in meshes is not only in levels of energy absorption, but also concluding that in the case of high resistance rolled meshes overlapping is not necessary and the transmission of stresses can be fully guaranteed by using suitable connecting elements. All these characteristics, supported by operational advantages as light weight and mechanized mesh installation, provides a considerable improvement in safety and productivity, improving the economic value of the project

Roof falls are one of the greatest hazards in underground coal mines worldwide. Due to stringent safety measures and extensive support system development, roof falls have been reduced significantly but they still persist in many underground coal mines. Some of the roof falls initiate with cutter roof or guttering. In the past, many factors have been identified as being responsible for the development of cutters and roof fall. These responsible factors can be broadly classified as stress related or non-stress related. In this paper the finer details of mining technique have been taken into consideration for better understanding of cutter roof and roof fall problems. Three dimensional finite difference modeling has been used to explain the mechanism of cutter development. Strain softening material behavior has been used to realistically simulate the cutter formation, and common cutting sequences as implemented in the field have been simulated. This was done with an objective to determine whether the cutting sequence has really any significant control over cutter formation or not. In addition to cutting sequences, the effect of cut length is also studied. The effect of step cutting and turning of crosscut into and away from major and minor horizontal stresses is also examined to see its influence on cutter development.

A multiyear program involving online, in-vessel exposures at Barrick Goldstrike Mines Inc. (BGMI) has provided information and experience about the materials and designs for brickwork linings in pressure oxidation autoclaves. A variety of brick and mortar products was evaluated. Properties before and after exposure were used to document the performance. Some benefits include the development of a new silicate mortar, a better understanding of brick requirements and increased autoclave operating time between maintenance shutdowns. BGMI operates six pressure oxidation autoclaves at its Eureka County, NV gold operation. These autoclave process 15.8 k/ld (17,500 stpd) of gold ore. Figure 1 is a flowsheet of the six autoclave circuits. The gold ore is refractory, in which the gold particles are mineralogically encapsulated on a micro- and submicroscopic level. The autoclaves are 4.4- m- (14-ft-) diam and 26 m (85 ft) long (tip-to-tip). Inside of each is a full brickwork (brick plus mortar) lining that divides the vessel into five compartments. Each compartment has a motor-driven agitator that keeps the slurry suspended and disperses the oxygen to enhance reaction. During autoclave operation, the conditions are steady state at 210° to 232° C (410° to 450° F) and 61 to 62 kPa (420-430 psi). As shown in Fig. 1, there are other accessory vessels (splash and flash towers) in the autoclave circuits that are also brickwork-lined. The linings used to date, other than small test sections, have all been acid-resistant fireclay bricks, bonded with alkali silicate mortar, PbO- based mortar and/or vinyl ester mortar, but mainly alkali silicate mortar.

Throughout all segments of the United States mining industry, 163 independent contractor employees were fatally injured between 1990 and 1997. Factors that contributed to these injuries were identified after reviewing descriptive information contained in Mine Safety and Health Administration fatality reports for each of the incidents. Thirty-three unique contributing factors were identified and multiple factors were noted for each fatality. Those most frequently discerned were "failure to follow `standard operating procedures"', (35% of the fatalities), "poor positioning of employee" (26% of the fatalities) and "failure to maintain equipment" (23% of the fatalities). Contributing factors were then associated with the accident and job classifications of the victims. Factors having the highest frequencies in the top five accident classifications where most fatalities occurred were as follows: powered haulage - "failure to maintain equipment"; machinery - "poor positioning of employee"; slip/fall of person - "inadequate fall protection" and "failure to wear safety line"; electrical - "equipment contact with power line"; and falling/rolling/sliding rock - "poor positioning of employee. " Among the job classifications in which most fatalities occurred, leading contributing factors were as follows: truck driver - "failure to follow standard operating procedures" and "poor positioning of employee"; laborer/utility man/pumper - "poor positioning of employee"; mechanic/ repairman and welder - "failure to follow standard operating procedures." Recommendations for utilizing contributing factor information as a basis for safety training are proposed. Training programs may be developed that inform independent contractor employees of factors which, in the past, have contributed to fatal injuries in their job classifications. Then, by combining this information with contributing factors identified in "related" accident classifications, a truly focused training intervention that addresses very specific workplace hazards may he developed.

Open cast surface mining requires blast hole drilling with many interesting facets in order to achieve mine planning forecasts. Interestingly, no single method or combination of theoretical hypothesis of mining economics is right for all conditions. On occasion mine planners introduce a project with little or no regard to drilling and blasting. Generally, drilling and blasting costs are a significant percentage of total mine overhead. One such drilling and blasting method which can be utilized to reduce overall mine expenditure is inclined or angle hole drilling. One must bear in mind, that angle hole drilling per-se mill not reduce costs, unless a set of required circumstances is met. An attempt will be made to detail when conditions of the mine design criteria dictate the use of angle drilling.

"Shale gas has become an increasingly important source of natural gas supply in North America and around the world. Horizontal drilling and multi-stage hydraulic fracturing are the two key enabling technologies for the economic development of these shale gas reservoirs. It is believed that gas in shale reservoirs is mainly composed of free gas within fractures and pores and adsorbed gas in organic matter (kerogen). It is generally assumed in the literature that the monolayer Langmuir isotherm describes gas adsorption behavior in shale gas reservoirs. In this work, we have analyzed several experimental measurements of methane adsorption from the Horn River Shale core samples that obey the Langmuir isotherm. INTRODUCTION In nature, gas shales are characterized by extremely small grain size, extremely low permeability on the order of nano-Darcy (10-6 md), small porosity, and high total organic carbon (TOC). Shale can serve as both source and reservoir rock. The amount of gas in place in shale is strongly affected by the TOC, clays, and the adsorption ability of methane on the internal surface of solid (Martin et al., 2010). Since a considerable amount of gas in shale reservoirs is adsorbed, investigation of gas adsorption can provide critical insights into evaluation of well performance and reservoir characterization. Generally, natural gas in shale reservoirs is stored as free gas in both larger mineral pores and natural fractures, as well as adsorbed gas within organic matter (Leahy-Dios et al., 2011). EXPERIMENT METHOD & THEORY Adsorption Experiment Several experiments were carried out on 9 shale core samples obtained in a vertical well drilled within Horn River basin (Figure 1). The CH4 adsorption isotherms were measured for the different depth. In order to measure the amount of adsorbed gas, the high pressure Belsorp-HP equipment applying volumetric method was used. The temperature was kept at 298 K and pressure was increased up to 18 MPa. Approximately 5 g of crushed sample was used for each measurement."

Tunnel approach structures situated in slow moving earth flows are subjected to significant earth pressures. The authors have developed a system, utilizing collapsible concrete columns, that limits such loading. The system uses an array of collapsible concrete columns in front of the structure to absorb downslope movement and limit-imposed loads. This concept has been modelled using 3D FEM analyses and a rudimental lab test. For implementation, the collapsible columns would be prefabricated in strengths to mimic the soil strength profile. This concept has merit, and analytical results demonstrate that collapsible columns are a viable means to limit loading.

To start my talk, I thought it might be helpful for us to define the term "aggregate", so I went to the dictionary. Webster has several listings under "aggregate", and I found the following: "1. A mass or body of units or parts somewhat loosely associated with one another." Well, I didn't like that term "loosely" so I read on. "2. Crystals of one or more kinds of mineral or rock fragments." That sounded better, but I still read on. "3. Any of several hard inert materials used for mixing with a cementing material to form concrete or mortar." That sounded even better, but it should be a little broader. So I would like to define "aggregates" for you as follows: "Hard, inert fragments of rock or minerals used alone or with cementing agents to form products essential to nearly all types of construction." Usually aggregates are sand, gravel, or crushed stone, but other minerals such as clay or shale can be heated and become aggregates. What are some of the construction uses? Well, we've already mentioned concrete, as used in streets and highways, sidewalks and parking lots, airports and all kinds of building construction, not to mention bridges and swimming pools, and docks and breakwaters, just to list some of the uses. Our way of life couldn't exist without concrete. And you can't have concrete without aggregates,

"Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. Chamber pressures can reach 3-5 bar yet the vast majority of testing is performed under atmospheric conditions. This paper illustrates how pressure influences foam stability and conditioned soil behavior, and how atmospheric test results must be viewed in the context of expected chamber pressures. Torsional shear strength, compressibility and abrasivity of foam conditioned sand were found to be ideal when the void ratio was above the ASTM-determined maximum void ratio, achieved by sufficiently expanding the soil grain structure with foam, herein when the foam injection ratio at pressure exceeded 45%. Otherwise, the engineering properties of foam conditioned sand were not ideal, i.e., appreciable torque and abrasivity, low compressibility. INTRODUCTION Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. The formation soil at the cutterhead must be transformed into a highly compressible, low shear strength and low permeability medium within the excavation chamber to allow effective EPB performance. This behavior must be maintained for a certain residency time while the soil is in the chamber and screw conveyor. The vast majority of published studies on conditioned soil behavior have been performed under atmospheric conditions (Quebaud et al., 1998; Bezuijen et al., 1999; Psomas and Houlsby, 2002; Vinai et al. 2008; Thewes et al., 2012; Peila, 2014); however, the desired soil behavior must occur under chamber pressures that can reach 5-7 bar. The influence of pressure on conditioned soil is significant and is dramatically different than behavior under atmospheric pressure (Williamson et al., 1999; Mori et al., 2015). This paper illustrates how pressure influences conditioned soil behavior and how atmospheric test results must be viewed in the context of expected chamber pressures. The influence of pressure on foam bubble size (including with time) is shown through digital image analysis. The influence of pressure on foam half-life is also investigated. The compressibility, shear strength, and abrasivity of conditioned soil under pressure is presented and explained in terms of density, soil and air compressibility and porosity."

"Mixed ground tunnels come in all kinds. In rock tunnels with possible faults and high pressure water, the challenges are many. With the advent of Crossover TBMs, contractors can minimize machine wear in such conditions while maximizing efficiency. The newest generation of Crossover is exemplified by two projects in Albania and Turkey. A 5.56 m Crossover TBM destined for Turkey’s Gerede Water Transmission will be assembled using Onsite First Time Assembly (OFTA) from within an existing tunnel. The unique machine will bore through 30 fault zones requiring the TBM to be sealable to up to 20 bar so pre-consolidation grouting can be done. If boring under pressure is required, the TBM will bore sequentially using the screw conveyor fore and aft gates. Skewing further towards hard rock, a unique 6.2 m diameter Double Shield TBM with Crossover features was designed for Albania’s Moglicë Headrace Tunnel. The machine features closure doors and a sealing system to contain inrushes of water until they can be grouted off. This paper will discuss the unique aspects of the Crossover designs, including their inception as based on past projects in difficult ground, and their utilization at the two current projects. INTRODUCTION Specialized tunnel boring machines have been made for years to tackle specific types of ground conditions. Traditional types of TBMs bore within a specific set of ground conditions. If a project is located in a competent granite face, then a Main Beam machine is a good solution. In soft ground, Earth Pressure Balance (EPB) machines are the method of choice. Years of experience and engineering advancements have made both types of machines fast and economical solutions for tunneling. Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. Newmont Gold Company has advantageously used the capabilities of mineral oxidizing bacteria to develop a process for pretreatment of low grade sulfidic and carbonaceous-sulfidic refractory gold ores. The biooxidation process results in the oxidation of the sulfidic minerals with increased exposure of gold for subsequent gold recovery. The biooxidized carbonaceous-sulfidic ores cannot be heap leached with cyanide because of the "preg-robbing" characteristics of the carbonaceous matters in the ores. An alternative heap leach process using ammonium thiosulfate was developed to extract gold from the "preg-robbing" biooxidized ores. The ammonium thiosulfate leach process has been successfully practiced both in laboratory and pilot plant testing. Satisfactory test results encourage the continuation of process development.
