There is little doubt that the stability of both highwalls and spoil piles is essential to efficient strip mining. Accurate determination of the appropriate geotechnical parameters will pay dividends during mining, but only if the mine operation closely follows the engineering plans which have incorporated These factors. Productivity is invariably higher in mines where failure of highwalls and spoil piles does not occur. This is the result of the reduced rehandle and better working conditions found in stable mines. Control of the waste piles and highwalls also leads to better coal recover since failures can result in the burial of uncovered coal, which is then lost to mining. Safety is an important consideration. The importance of providing a safe working place for employees and of protecting costly mining equipment is hard to overemphasize. For miners, working in areas where instability exists, the degree of hazard involved in their occupation is increased particularly where night operations are involved. It is true, too, that there have been many cases where loading equipment has been buried and severely damaged by failures.

Kidston Gold Mines is a 14 000 tonnes per day rated operation located 280 kilometers west of Townsville in Queensland. The principle shareholder is Placer Development Limited. Kidston's orebody consists of 44.2 million tonnes graded at 1.79 g/t gold and 2.22 g/t silver. Production commenced in January, 1985, and despite a number of control, mechanical and electrical problems, each month has seen a steady improvement in plant performance to a current level of over ninety percent rated capacity.

There are three broad categories in which most solvent extraction technology can be distributed?: 1) reagents, 2) equipment, and 3) systems. Reagents which are now used in commercial solvent extraction plants are of many chemical types, and each possesses certain properties which make it more economically desirable than another alternative. The equipment which is' used in solvent extraction plants for contacting the organic and aqueous phases and separating the same is varied. Most common to the industry is the mixer-settler unit which in itself, can be of varied design; but many new innovations in contacting and separating equipment have been recently introduced or are :now being studied. Each specific solvent extraction application will often dictate the type of contacting and separating equipment used. Obviously, the trend is toward smaller less expensive equipment which reduces the often expensive organic inventories necessary for most solvent extraction plants. The current thrust of .investigations in ancillary equipment is usually aimed at recovering organic from solvent extraction sludges or from aqueous streams exiting the process.6 This type of equipment helps to reduce the total organic losses from solvent extraction plants and thus reduce the operating costs. The term "systems" in solvent extraction applies to the manner in which a solvent extraction process is carried out. This manner is usually dictated by the properties of the reagent which is used, and it involves a tailoring of the equipment or the process flowsheet. Some of the things which can be tailored are: 1) The aqueous media -whether acidic or basic and what type of acid or base 2) Counter-current or single stage (co-current) contacting 3) EMF or pH control 4) Organic "crowding" alternative 5) Heating or cooling process streams Regardless of the type or extent of tailoring, efforts to do this are usually a result of the low cost of solvent extraction as a unit process.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in there two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section 1 of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the anti¬trust laws is entitled to recover treble damages plus costs.

Open-pit mines are constructed in materials characterized by the complete range of geologic materials from the most recent alluvial sediments to hard intact crystalline rock. The determination of stable slopes in recent alluvium is in the realm of soil mechanics, an established engineering discipline, well founded on theoretical development and years of substantiating experience. The analytical tools of the soils engineer are chiefly derived from continuum mechanics wherein load-deformation response is governed by mass properties of the substance. At the other end of the spectrum, slopes in hard unweathered rock can generally be analyzed in a straightforward manner by the methods of discontinuum mechanics wherein the properties and orientations of joints control the response of the material. This approach is exemplified by the classical work of Terzaghi (1962). In between these two extremes is a gray area of material types which are composed of stiff soil and incompetent rock. This area is of importance to the mining engineer, since a large portion of open-pit mines is excavated wholly or in part into incompetent rock. This paper describes an approach to pit slope design in incompetent rock in which the material behaves essentially as a continuum. A wide range of geologic materials from stiff soil to poorly indurated sandstone and shale to crushed or weathered crystalline rock appear to fit in this category. These materials all possess certain mechanical properties which must be accounted for in a realistic assessment of slope stability. These properties include nonlinearity, s tress -dependency, and inelasticity. Further considerations involve residual stresses and time-dependent seepage pressures where groundwa.ter is present.

Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

Recent sinkhole activity in carbonate terranes of Alabama has resulted in damage to transportation lines, structures, utility lines, and property in general. Active sinkhole development and subsidence has been well documented in Alabama, Florida, Pennsylvania, and South Africa. An excellent example of the potential danger resulting from this activity is the spectacular collapse under a South African gold ore crusher plant that resulted in the death of 29 men in 1962. Due to the severity of the problem in certain localized areas in Alabama, a detailed investigation is being undertaken by the Geological Survey of Alabama and the U. S. Geological Survey. One of the most promising techniques is the application of aerial photography and thermal infrared imagery. Conventional and modern remote-sensing techniques are being used in Alabama to locate and define areas of sinkhole activity and to determine which areas are most prone to its occurrence.

Inflammability and crossing point apparatuses were used to study the influence of increasing amounts of such inerts as ash, fly-ash, pyrite, limestone and Portland cement with several pulverized bituminous coals. The results indicate that it requires large proportions of inerts to substantially suppress the ease of ignition.

One of the prime examples of the versatility of the MARCONAFLO system, which is a body of technology comprising the means to handle, store, load, transport, discharge and reclaim mineral commodities in slurry form, is the direct application of this process to leaching ores. The initial approach was to provide a much improved materials handling system for the transport of copper ores; however, an extensive development program, inclusive of prototype and pilot plant tests, has established that a new leaching concept is possible with this system. Data are presented from the leaching operation of a 25 TPD pilot plant utilizing a copper-oxide ore, mainly chrysocolla. This pilot plant was designed to incorporate true countercurrent flow where the ore is actually in motion, as contrary to vat leaching operations, and the ore being successfully leached is fine crushed ore (3/8-inch x o), contrary to agitation leach circuits. Extractions in excess of 85% of the soluble values are common with only 15 hours of retention time in the MARCONAFLO leaching system.

Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

This is a study of the impact of cyanide from mining waste on riparian communities, primarily vegetation, near Whitewood Creek, down-stream from Homestake Gold Mine in Lead, South Dakota. Cyanide is used in gold processing and the effluent, until fairly recently, was discharged directly into Gold Run Creek which empties into Whitewood Creek. Vegetation, soil, and water were collected from four different sites over a six month period, and samples tested for cyanide concentration. Data indicate a relationship between cyanide in soil and its uptake by certain plants, also, that the Homestake cleanup effort has made the stream viable again.

Underground mining alters ground condition, producing a disturbance in the ground water regime. The level of disturbance is dependent on the local hydrology, geology, and type of mining. Serious damage is sometimes caused by ground water- when mine roofs collapse, causing subsidence. Subsidence is either unplanned, where pillars are inadequate to provide support; or planned, where total extraction occurs over a large area. The primary objective of this study is to investigate the effects of mine subsidence on the ground water hydrology in the Warrior Coal Basin. Underground openings resulting from coal mining activities have been the most significant cause of subsidence problems in the Warrior Coal Basin, the main source of coal in Alabama. This problem will be even more serious in the future because 19 of Alabama's 24 billion tons of coal reserves are classified as an underground source (Tolson, 1982).

A mineral deposit has been discovered and explored sufficiently to establish the presence of ore in ?commercially marketable quantities," This is the point at which exploration ends and development begins, Of course, when the presence of commercially marketable quantities of ore are thought to be present the deposit had to be evaluated before this decision could be reached. If, on the other hand, it was thought that commercially marketable quantities of ore are not present, either more exploration has to be done or the project must be abandoned. It is this decision with which this paper is concerned, more particularly, the influencing factors behind this decision. The final question to be answered is: what profit can my company reasonably expect to make by developing this property and putting it into production? The answer must be expressed as a figure for final profit per ton, money which can be used to pay dividends or to build up cash reserves. Some acquisition cost has probably been paid and the exploration cost incurred at the time of decision, (abandonment or development). In addition to returning these acquisition and exploration costs, the deposit must pay development, mining, milling, capital expense of new plants and equipment, taxes, and various other related costs.

An orebody is a mining company's greatest asset; without it there can be no mine. Yet, by the very nature of the industry, orebodies are wasting assets whose progressive depletion must be balanced by continued discovery of new ore to enable both the industry to survive and the raw material demands of society to be satisfied. Although mineral exploration may be viewed as any activity which leads to the creation of investment opportunities in the mineral industry, ultimately new ore can only be generated through discovery. The process leading to discovery may involve a long chain of independent and interdependent events. It will almost always be repetitious and require the examination of many prospects or trials before the goal, a commercially successful discovery, is satisfied. Long term survival of a mining company through regular discovery of new ore, requires a continued commitment of funds and effort to mineral exploration.

New Mexico produced 83% of domestic potash and 27% of domestic consumption in 1992. The potash industry of New Mexico produces sylvite (KCI), langbeinite (K2SO4-2Mg(SO4)2), and artificial K2SO4. Average sylvite grade in New Mexico today is about 14%. The average grade of langbeinite is 8-10% Kp. Commercial potash occurs in the middle or McNutt Member of the Salado Formation (Upper Permian Ochoan Series). The 120-m-thick McNutt Member dips about 1° east and contains 11 of 12 potential ore zones in the Salado. The mineralogy and proportion of clay minerals, up to 7% of the ore, influence optimum milling procedures and ore grade cutoff.

Approximately 30 miles east of Chicago on the southern shores of Lake Michigan stands Bethlehem Steel's newest fully integrated steelmaking facility - the billion dollar Burns Harbor plant. The initial phase of "green field" construction that began in 1963 was directed to the creation of high quality finishing facilities. In late 1964 the 160" plate mill came "on stream" followed closely by Sheet and Tin and Hot Strip facilities. Unit train shipments of slabs primarily from the Lackawanna plant located near Buffalo constituted the input materials for the new mills. In 1967 a hot metal facilities program was announced for Burns Harbor that at its completion would make the plant fully integrated. Incorporated within the program were: 1. A new high performance 50" x 96" slabbing mill complete with a battery of soaking pits. 2. A two vessel Basic Oxygen Furnace Shop. 3. (1) battery of 6 meter high Coke Ovens with attendant coal handling facilities. 4. A 3800 feet long vessel loading & unloading dock. 5. The first conveyor belt fed Blast Furnace in the United States. 6. An extensive materials handling system for receiving, stocking and reclaiming from storage the raw materials for the Blast Furnace and Coke Ovens operation. The intent of this paper is to provide a detailed description of the functions and components of the materials handling system noted above.

A 0.5 m (20 in) diameter high pressure natural gas pipeline crosses over a coal mine located in Central Utah. Ground movement induced by the mining operation could possibly place excessive strain on the pipeline causing it to rupture. The mining operation extracts coal from two seams using the room and pillar method. The seams are situated one on top of the other and both lie directly under the pipeline. At present, only the upper seam is being mined beneath the pipeline. However, in the future, the mining operation of the lower seam will also affect the pipeline. As would be expected, mining of both coal seams causes surface subsidence. This is especially true when the pillars are extracted during retreat.

The general term "coal mine burp" refers to the sudden and violent failure of in situ coal. Coal bumps occur in most countries where coal is worked by underground methods, and are related to both geological factors and mining tech¬niques. Although no single set of circumstances is solely responsible for causing coal bumps, it is generally agreed that at least one of five conditions is necessary in order for then to occur: 1,2,3,4 (1) the depth of cover exceeds 500-ft., (2) the overlying strata are relatively strong and stiff, (3) the coal is structurally strong, (4) the floor does not heave readily, and (5) the mining method produces high stresses over a large area of the seam. Except for the last, these conditions relate to geological factors that are impractical to control. Consequently, methods of controlling or minimizing the occurrence of coal bumps usually are concerned with mining techniques. Coal bumps have been successfully controlled by both longwall and 'yielding pillar' mining systems 4. The longwall system is particularly effective in controlling bumps, but does not eliminate them completely, especially in strong coal seams being worked at comparatively great depths, say in excess of 2000-ft.5. Under such conditions, auger drilling or water infusion often prove helpful 5,6. These techniques are used to destress or otherwise alter the mechanical properties of the coal in an attempt to shift the peak "abutment pressure" away from the immediate vicinity of the face. Under 'normal' conditions, however, it can be expected that the coal near the face will be crushed under the prevailing high stress conditions and that the peak abutment pressure will automatically be shifted into the solid coal. In this context, coal mine bumps can be characterized as unstable releases of energy associated with successive yielding of portions of the coal seam with progressive mining. Longwall and yielding pillar mining systems are effective in controlling coal bumps because they ordinarily do not allow the zone of peak abutment pressure to become 'surrounded' by destressed coal.

The Cyprus Thompson Creek Mine is located at 2,286m (7500 feet) elevation in the Central Idaho mountains, 61.16 kilometers (38 miles) southwest of Challis, Idaho off State Highway 75. The Thompson Creek molybdenum deposit lies near the eastern border of the late Cretaceous Idaho Batholith within a complexly deformed sequence of Paleozoic sedimentary rocks. Molybdenum mineralization is contained in a composite biotite granodiorite-quartz monzonite stock considered to be genetically related to the Idaho Batholith intrusive event. The ore is being mined by open pit methods and delivered to the concentrator stockpile with an overland conveyor belt system. The concentrator is designed as a 22,680 metric tons (25,000 ton) per day plant at an average head grade of 0.1% Molybdenum.
