Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

The Sage Mill Project w approved by Santa Fe Pacific Gold Corporation's Board of Directors in October 1994. The Sage Mill Project included a pressure oxidation plant designed and constructed to process refractory carbonaceous ore using fine grinding/autoclaving technology developed specifically to treat Twin Creeks ore. The project was constructed in two phases. The first phase was put into operation on May 5, 1997, just hours before the transfer of ownership to Newmont Gold Company occurred. The second phase started in October 1997. This paper reviews schedule, costs, scope changes, and methodology used on the project that spanned almost five years from project definition through commercial operation.

Although production generally satisfies demand for rare earths, new markets may make undeveloped resources, particularly those rich in yttrium, more interesting. A Precambrian carbonalite orebody at Mountain Pass, California, has been the world's largest rare earth producer. Minor rare earth production comes from titanium placer mining in Florida and uranium mining in Canada. Prior to operations at Mountain Pass, North American production was mostly from placer deposits that constitute large, low-grade rare earth resources. Newly discovered North American rare metal resources in peralkaline igneous rocks are potential yttrium producers. Most of these resources are in a continent-wide belt of anorogenic magmatic rocks approximately coeval with mineralization at Mountain Pass. Other untapped rare each resources in North America are generally light rare earth-dominated and small or of low grade.

The Mercur Gold Mine is located 56 km (35 air miles) southwest of Salt Lake City in north central Utah. In July 1981 Getty Mining Company made the decision to put Mercur into production. The first gold bar was poured in April 1983. This paper provides details on: 1) the history of the camp, 2) past production, 3) geology of the deposit, 4) the exploration and development program, 5) ore reserve estimates, 6) detailed geologic pit mapping, 7) production blasthole sampling techniques and 8) the use of geostatistics (kriging) in handling assays and gold extractions to produce the required mill feed.

Dynatec Mining Limited contracted to sink a lS00 metre (4960 ft.) concrete lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft is 6.3 metres (20.S ft.) in diameter inside the concrete lining and is equipped with steel furnishings. Dynatec used the owner supplied 4.6 metre (l5 ft.) diameter double-drum hoist to sink the shaft with 12.S tonne buckets for muck removal and 4 cubic metre concrete buckets for concrete placement. One of the unique features of the shaft sinking operation is the use of a four-boom electric hydraulic drill jumbo permanently mounted in the shaft sinking stage. This paper will describe the performance obtained with the electric hydraulic drilling equipment and the high capacity muck removal and concreting equipment.

This paper presents sulfur isotope data obtained for the deposits and country rocks of the Bailadores and Aroa Mining District, Venezuela. The study is a part of an extensive geochemical investigation of the mineralized belts that has as their aim the elucidation of the genesis of ores. The Bailadores deposits are located at about 600 Km. west-southwest of Caracas, or about 10 Km. southeast of the Town of Bailadores, Merida State (Fig. 1). The mine concession is held by the Ministry of Mines and Hydrocarbons (De Lima I, De Lima II and La Cascade areas). In a straight distance the mine is about 90 Km. southwest of Merida, the capital of Mérida State. From Mérida to Bailadores, through La Victoria and Tovar, it takes 3 hour by car. From Bailadores to the mine site it is about 40 minutes by jeep. The Aroa deposits are located at 4 Km. east of Aroa Village, Yaracuy State, about 220 Km. west of Caracas. It is 83 Km. from San Felipe, the capital of Yaracuy State to the mine (Fig.2). The mine is about 600 m above sea level, situated on the northern foot of the E-W trending Andes. The topography of the mine are shows a mature stage and is somewhat rugged. As the climate is warm and humid, the area is thicky covered with jungle.

This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.

Once an ore body has been probed and outlined, and sufficient information has been collected to warrant further analysis, the important process of selecting the most appropriate method or methods for mining can begin. At this stage, the selection is preliminary only, serving as the basis for a project layout and feasibility study. Later, it may be found necessary to revise the details, but the basic principles for the ore extraction should remain a part of the final layout. With respect to the basic principles employed, relatively few mining methods are used today. For the purposes of this presentation, the principles are classified as follows: 1) For naturally supported stopes, the available methods are room-and-pillar mining and sublevel stoping. 2) For artificially supported stopes, the available methods are shrinkage stoping, cut-and-fill mining, square-set mining, and longwall mining. 3) For caving methods, the available techniques are sublevel caving and block caving. Due to the uniqueness of each ore deposit, the variations on each of these methods are nearly limitless. It is impossible to include even the major variations in this chapter; the goal of this chapter is to present the principles as a guide to the mining engineer in adapting the general methods to specific needs. The selection process described herein is intended to supply the techniques by which the candidate methods available for a given ore body can be reduced to one or two feasible approaches. The feasible approaches then can be evaluated in detail, and the particular modifications can be investigated. In describing costs and economic factors, all values herein are expressed in terms of 1978 US dollars.

Knight Piésold?s annual roundtable discussion was held at the Red Lion Hotel and Casino in Elko, NV on March 14. This year the title was, ?Roundtable discussion on material co-disposal/ co-placement in the mining industry.? This topic was chosen because of the benefits that the mining industry could realize through the advancement of improved methods of storing tailings and mine waste and from reducing short-and long-term environmental hazards while reducing the footprint of these facilities and making strides toward attaining a walk-away solution. Knight Piésold had a local representative, Bryan Ulrich, as well as representatives from its Denver, CO office, including Tom Kerr, president of Knight Piésold?s U.S. practice, and Jeff Coffin, Ph.D., geotechnical engineer, to help facilitate the discussion. The event played host to about two dozen attendees from several western states. Attendees included personnel from more than 10 mining properties, various corporate offices and academia. The purpose of the roundtable was to exchange ideas and information pertaining to broad topics revolving around the subject of co-disposal/co-placement in the mining industry. Compared with traditional conferences and symposia, the roundtable forum tends to provide a less inhibited format for discussion. In the roundtable format, lively discussions and applicable tangential departures are encouraged. This was the seventh in the series of the Elko Roundtable events. Previous roundtables pertained to: ? Heap leach pad design, construction and operation. ? Design, construction and operation of tailings storage facilities. ? Site-wide water considerations. ? Mine closure and cover design. ? Strides toward sustainability in mining. ? High-density tailings, paste and filtered tailings. Acid rock drainage for engineers and environmental scientists.

Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Methods devised for achieving this stabilization include physical, chemical vegetative, and combination procedures. Although vegetative reclamation is preferred to physical and chemical stabilization, it is difficult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Nevertheless, recent research has developed methods for producing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $100 to $650 per acre. This report summarizes effective procedures developed for vegetating average tailings, the cost differential between the various methods, and suggests procedures that may be applicable for achieving stabilization of pyrite-containing wastes that may oxidize and become excessively acidic. The use of buried layers of sewage sludge to prevent this acidification is discussed.

Remote sensing is being tested for its ability to identify the severity of impact on streams that are subjected to contaminated mine drainage (CMD) in the Southern Anthracite Coalfield of Pennsylvania. Airborne digital multispectral video images of acidic and near-neutral CMD are being compared with field spectra, water chemistry, mineralogy, and microbiology. Spectral differences in the visible region of the electromagnetic spectrum are caused by the presence of schwertmannite in the acidic precipitates and ferrihydrite in the near- neutral precipitates. The acidic CMD averages 1,500 mg/L sulfate and has bacteria coated with schwertmannite; the near-neutral CMD averages 87 mg/L sulfate and has bacteria coated with ferrihydrite.

The mineral price assigned in mining project design is critical to determining the economic feasibility of a project. Nevertheless, although it is not difficult to find literature about market metal prices, it is much more complicated to achieve a specific methodology for calculating the value or which justifications are appropriate to include. This study presents an analysis of various methods for selecting metal prices and investigates the mechanisms and motives underlying price selections. The results describe various attitudes adopted by the designers of mining investment projects, and how the price can be determined not just by means of forecasting but also by consideration of other relevant parameters.

In 1989, an autogenous grinding task force was formed to study potential autogenous grinding circuits to replace the existing semi-autogenous grinding (SAG) at the National Steel Pellet Plant in Keewatin, MN. Pilot plant test work, performed by the Hanna Research Center (HRC), indicated that fully autogenous grinding with pebble extraction and crushing could be incorporated into the existing circuits. In 1990, one of the existing 10 grinding mills was converted for an in-plant test incorporating pebble crushing. Full-scale test work were conducted in 1990 and 1991. They verified the pilot plant projections with primary mill throughputs from the fully autogenous circuit using pebble crushing being greater than throughput of the existing SAG mill circuits. The plant produces 5 Mt/a (4.9 million ltpy) of iron ore pellets from 17.6 Mt (17.3 million It) of crude taconite. Crude ore is single-stage crushed by gyratory crushers. Primary grinding is performed by 10 semi-autogenous wet grinding mills. Secondary grinding is performed by five ball mills. Induration is with an Allis Chalmers grate-kiln pelletizing system. The primary grinding circuit consists of 108.2-m-diam x 5.5-m long (27 ft-diam x 18-ft) SAG mills. The mills are charged with 127 mm-diam (5 in.diam) steel grinding balls at from 3% to 5% by volume. Ball consumption rate is about 0.55 kg/t (1.25 lbs/lt) of crude ore feed to the mill. Each SAG mill is powered by two 2.6 MW (3500 hp) motors drawing 5450 kW (7300 hp) at 76% of critical speed. The mills are grate discharge with 16 mm (0.6 in.) slotted grate openings when new. The mill discharge is sized on a trommel screen having 4.5 mm (0.2 in.) openings. The plus 4.5 mm (+0.2 in.) oversize material is returned to the discharge end of the mill by a reverse screw auger located in the center of the trommel. The -4.5 mm (-0.2 in.) trommel screen undersize is pumped to magnetic cobbers.

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

Introduction Mechanical classifiers consist of a settling tank with parallel sides and a sloping bottom equipped with a mechanism which continuously agitates the pulp and removes the settled solids. The functions served by mechanical classifiers include the following: (1) allow the particles larger than the desired size to settle in the tank and provide an overflow product with a minimum of oversize particles, (2) produce an overflow product of sufficiently high solids content to meet the requirements of the subsequent processing steps, (3) agitate the pulp and permit separation of the entrapped undersize particles so they can report in the overflow product, and (4) drain and remove the underflow solids from the settling pool. Various types of mechanisms have been used to agitate the pulp and remove the settled solids, which include: (I) endless belt and chain drags, (2) reciprocating rakes, (3) helical flights mounted on a rotating shaft which extends through the settling pool, (4) helical flights inside of a rotating drum which contains the classifier pool, (5) troughed conveyor belts forming the settling pool in the concave curve of the belt closely following the tail pulley, and (6) low-speed impellers agitating the underflow settled in the apex of cone-type mechanical classifiers.23 The principal use of mechanical classifiers has been in closed¬-circuit wet grinding; however, this application has been widely displaced over the past few decades by the hydrocyclone. The hydrocyclone installation, including its feed pump, offers lower capital costs and requires less floor space. Nominally it produces an overflow prod¬uct of higher solids content, compared with a mechanical classifier, for comparable classification size up to 400µm (35 mesh). However, these advantages of the hydrocyclone are being gained at the sacrifice of some of the advantages of the mechanical classifier. The mechanical classifier requires less power and has lower maintenance costs than the hydrocyclone and its feed pump. The underflow product from the mechanical classifier can have a higher solids content and contain less entrapped undersize particles than the comparable product from the hydrocyclone. Consequently, it is capable of operating at a higher classification efficiency. A reduced circulating load24, 25 results under these conditions in a closed-circuit grinding application. Other applications for mechanical classifiers include desliming, dewatering, and washing operations. Sand-slime separation may be achieved using one or more stages of mechanical classifiers. Typical applications would include washing and deslimining of concrete aggre¬gate or sand; glass sand; abrasives; oyster shells; phosphate rock; iron, nickel, and chromium ores; alumina; zeolites; solar salt; and precipitates from chemical processing. As an example for the latter, Bitzer26 recommended the use of mechanical classifiers for countercur¬rent cementation-in-pulp of copper from the leach liquor. Similarly, mechanical classifiers are used in uranium processing27 for separation of the barren sands from the pregnant leach solution. Depending on the particle size and the effectiveness of the sand¬slime separation, the sand product from mechanical classifiers may be drained to solids content approaching 84%. Thus, mechanical classifiers are frequently used as dewatering equipment for various applications, such as: 1) Make a product having suitable solids content for subsequent transport by belt conveyor. 2) Provide a drained product to reduce cost of drying. 3) Provide a drained, washed, heavy sand product for return to the circuit. 4) Recover fine values from dilute plant effluents from coal, sand, phosphate-rock, and iron-ore washing plants and from steel-mill flue¬dust scrubbers. 5) Drain residual reagents of a preceding process stage prior to conditioning with reagents of different characteristics, e.g., cationic¬anionic flotation of phosphate rock, iron ore, etc. Design and Operating Features The proper selection of mechanical classification equipment re¬quires that the properties of the solids and liquid are adequately de¬fined. The following descriptive information regarding the solids is desired: feed rate, chemical and physical composition, density, tem¬perature, size analysis, and desired separation size. For the liquid used, the following data would be needed: feed rate, density, viscosity, pH, and temperature. Settling Area. The pool area required to permit a particle larger than the separation size to settle depends on the density and shape of the particle and on the density and viscosity of the pulp within the classifier pool. These criteria of the solids and pulp determine the settling rate which, in turn, determines the settling area required. Determination of the settling rate by long-tube batch tests can be used to calculate the settling area. A theoretical approach for estimat¬ing the settling area requirements is discussed in Chapter 1, Classifica¬tion Theory. This procedure can be used when neither test data nor empirical data from similar operations are available. Data on settling-area requirements and settling rates have been compiled by the manufacturers of mechanical classifiers. The approxi¬mate settling area required for a particular separation size can be estimated by using the curve shown in Fig. 65. This curve applies for closed-circuit grinding applications. For dilute velocity classification in open circuit, desliming, the length of the overflow weir, W, multiplied by the weir's mean distance from the feed opening, E, is used as the design criterion, instead of the settling area, in sizing the classifier. The area requirements, W X E, for dilute velocity classification can be expressed in terms of volumetric flow, Q, and settling rate, Rs, as follows: W x E = Q/(18.06 Rs) where W and E are feet, Q is gallons per minute, and Rs is inches per second. Overflow Weir. The hydraulic head, and thus the velocity at which the overflow crests the overflow weir, is one of the factors controlling the particle size of classification. Consequently, the length of the overflow weir must be designed to provide the overflow velocity which allows the particles larger than the desired size of classification to settle in the working area of the pool. CVRD was established on June 01, 1942, during the Second World War, through an agreement between Brazil, the United States and the United Kingdom, to produce 1.500.000 tons/year of iron ore from Itabira mines in the State of Minas Gerais. As a result of several circumstances and political problems (the end of the 2nd World War reduced the Anglo-American support to its development and implementation), the venture just reached the originally targeted production 10 years after its establishment, operating within a mine, railway and port integrated system. Currently, this operational system from the South of Brazil owns mines in the State of Minas Gerais with an annual capacity of approximately 65 million tons, 900 km of railways, of which more than 500 km is a double line railway, six pelletizing units and the Port of Tubarao for ships with large carrying capacity.

In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

Downtown Bellevue Tunnel (DBT) is part of Sound Transit’s $3.7 billion, 14-mile light rail transit system from downtown Seattle, across Lake Washington, to the cities of Mercer Island, Bellevue, and Redmond. The tunnel was the first Sound Transit East Link project and posed significant construction risk. This paper discusses implementation of design changes to the soft ground tunneling method, implementation of several technologies such as the use macro-synthetic fiber initial shotcrete lining, use of spray-applied waterproofing, and use of shotcrete for the final tunnel lining. These efforts allowed for significant time and cost savings to the project.
