Placement of coal combustion byproducts into abandoned sections of underground coal mines for the purpose of subsidence mitigation has been investigated in Illinois. Several handling and transportation systems have been examined. Prototype pneumatic and hydraulic placement systems have been developed and demonstrated. The demonstration site, Peabody No. 10 mine in Pawnee Illinois, is selected as a case study. It is found that, for a project of 5 years, transporting 150,000 tons of byproduct annually from a power plant located 32 km (20 miles) to the mine would cost $1.80 per ton and placement into underground would cost $3.07 per ton.

In this work, the crystallization of Carnallite from waste brine of Qaidam Basin in Qinghai province was studied based on NaCl-KCl-MgCl2-H2O phase diagram. According to this study, a new crystallization pathway to recycling waste brine was developed. The carnallite salt was formed by using this technology during the waste brine evaporation. The experiment data shows that 5 tons of waste brine was required to form one ton of the carnallite. The average grade of carnallite prepared by using this procedure was about 19.40% of KCl, 16.92% of NaCl, 28.80% of MgCl2, and 0.82% of CaSO4. This study provides an opportunity to utilization of the waste brine.

The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

In 1958, the coal industry, through Bituminous Coal Research, Inc., and the electric utility industry, through the Edison Electric Institute and the Association of Edison Illuminating Companies, initiated a joint program to study coal pyrite and its removal as a means of lowering the sulfur content of steam coals. It was assumed that significant amounts of pyrite often remained in washed steam coal not because available systems for coal cleaning were inadequate, but because the pyrite was small and widely disseminated, During the first two years, samples of coal were examined petrographically to determine the size, association, and mode of occurrence of the pyrite in the raw coal and in the products of laboratory separation, Samples of coal were also pulverized in different equipment to determine how effectively pyrite was released by pulverization and if the mode of pulverization affected the liberation of pyrite. From these studies, the following tentative conclusions were made (1 ): 1. Much of the coal pyrite is within a 250-70 micron size range, and therefore is too small to be removed by conventional coal cleaning, but relatively large when compared to the size of coal as pulverized for combustion in large boilers. 2. The degree of pyrite liberation is mainly determined by the size of the product and not by the type of crusher. 3. For improved pyrite removal, the coal should be cleaned during or after pulverization at the power station.

The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices. This paper outlines the results of a study of opinions of practicing engineers concerning the value of environmental engineering courses in a mining engineering curriculum. One hundred engineers with significant experience in mining-related engineering work were carefully chosen. Of the sixty-seven responses received, about half were from mining engineers and half from environmental engineers. The results of the survey are outlined in detail. The number and type of courses recommended by the respondents are summarized as well as the specific topics recommended for inclusion in a mining engineering curriculum. The survey form also asked for the stages in the mine life when environmental experts were needed and the percentage of environmental engineering performed by outside experts for many mining-related environmental tasks. The results of this line of questions are provided. Finally, the paper offers a comparison of the results for environmental engineers and mining engineers and analyzes the differences.

12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

The Lomas Bayas copper property is located93 km (58 miles) east of Antofagasta, Region II, Chile (Fig. 1). The deposit was discovered in 1880. The deposit produced intermittently until 1992. Production at Lomas Bayas took place in high-grade veins and breccias mined underground. During 1991, Empresa Minera Mantos Blancos SA (EMMB) optioned the property from Compania Doña Ada SA. Doña Ada maintained the right to continue mining the ores by open-pit and block-caving methods and hauling the ore to its plant located60 km (37 miles) to the north. EMMB conducted exploration and column test programs. On May 9, 1994, Compania Minera Gibraltar Ltda.(CMGL) signed a purchase option agreement to acquire the Lomas Bayas property. CMGL conducted 8,612 m(9,490 ft) of reverse-circulation drilling, 2,028 m (6,650ft) of diamond drilling, a series of metallurgical tests and geologic mapping. The company then decided to exercise its purchase option.

Conventional methods of drill hole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drill holes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drill holes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

No other region of the world is enjoying the tremendous growth of power use that is currently being experienced in Asia. Fortunately for the coal industry — particularly in Asia — the power plants being planned or under construction are designed to use coal as fuel. This has produced a significant increase in the demand for steam coal that, in turn, has encouraged many in the industry to develop new coal mines. Indonesia is a country that has enjoyed substantial growth in coal production. This developing country has 195 million people who live on the nearly 13,000 islands. It has quickly emerged as the third-largest exporter of steam coal, following only Australia and South Africa. Almost all coal in Indonesia is mined by surface-mining methods.

The use of the Bond Work Index to size industrial grinding equipment is well known. Its use to measure grinding efficiency was presented by C.A. Rowland, Jr. at an AIME meeting in 1976. However, due to a bureaucratic error, the paper was never submitted for publication. This metric has nevertheless been adopted by industry as a widely used standard. The purpose of this paper is to re-present and update the application of this tool as a standard for measuring grinding circuit efficiency. One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

Industries in general and the mining industry in particular have become more safe than ever before. However, there is a need to increase the search for the causes of mining work-related injuries and to contribute to their reduction through job design, work procedures, and worker training. Mine accident and hazard control has to be practiced in a manner which is consistent with the overall objectives of the mine management, among which are the optimum allocation and effective utilization of the resources. The purposes of this paper are to (i) review the role risk analysis in safety management with references from mining and other industries; (ii) discuss the risk measures appropriate for injury analysis; (iii) present a set of analytical tools to injury experience data in under-ground coal mines; (i v) apply these tools on case study example; (v) discuss the results of the case study; and (vi) amplify the application limitations and the future research needs.

Carbonate-hosted massive sulfide (60%) ores of the western Cordillera compose a distinct class of deposits although they vary widely in detail and perhaps genesis. They have been important sources of lead, zinc, copper, silver, gold, and more rarely, molybdenum, tin, and tungsten in complex mineral assemblages usually dominated by pyrite. They occur as concordant stratiform bodies, as discordant mantos, and as chimneys crossing tens of meters of section; many are associated with faults and breccia bodies. Environments of formation of carbonate hosts range from craton basin to shelf with ages from Proterozoic to Cretaceous; in many instances, dating has shown mineralization to be significantly younger than hosts. Temperatures of formation determined for many deposits are high (200°-400°) and many districts are centers of igneous activity manifested by dikes, sills, and stocks. However, direct cause and effect relationships have been difficult to establish. Many important problems attend the renewed interest and study of these deposits and include questions of metal-sulfur sources, metallization processes and histories, geological controls at all scales, and relationships to broader patterns of metallogeny.

The influence of bacterial growth phase on the flotation behavior of malachite has been investigated in a well-controlled Hallimond tube system. The microflotation tests were conducted for malachite (45?53 µm) using different amounts (bulk phase concentration=1×108?5×109 cells/mL) of Rhodococcus opacus (R. opacus) as a collector, which was grown at mid-exponential versus stationary phase, at a constant speed (340 rpm), pH (6), and malachite-bacteria interaction and flotation time (each 10 min). Hug differences between R. opacus cells in mid-exponential and stationary phase was observed from the results for electrophoretic mobility and flotation tests. Specifically, the isoelectric point of the cells in the stationary phase was lower than that in the mid-exponential phase, suggesting that the amount and distribution of surface functional groups onto cell surfaces are likely different. Additionally, the cells in stationary phase led to significant increase in the flotability compared to those in mid-exponential phase over the background bacterial concentration level of 1×108?5×109 cells/mL. Furthermore, the flotation efficiency tended to increase with increasing cell dosage for stationary phase cells while no distinct difference was observed for mid-exponential cells.

Up to 3 million tons of automotive shredder residue (ASR) is generated annually in United States. Plastics are the most valuable component of the ASR material making up approximately 25% of the total weight. In order to reuse these plastics, a selective process is required to separate each plastic, with very high purity and favorable economics. One separation technique, which may be able to selectively recover the plastics from ASR, is flotation. The preliminary flotation results have demonstrated that acrylonitrile-butadiene-styrene (ABS) and polycarbonate (PC) can be selectively separated from the model ASR feed, the PC/ABS/PA 66 system, by appropriate control of the surface chemistry.

Formulation and commercial utilization of solid-waste incinerator slag by-product is the focus of this paper. Particular attention is given to iron aluminosilicate melts having compositions similar to that of nature's basalt The earth?s crust can be viewed as an environmental laboratory for predicting stability of various silicates; small-scale laboratory experiments are necessary to confirm findings there from. An ideal slag consumes flux additives at acceptable cost, is compatible with furnace refractory, flows readily from the furnace, and has physical properties suitable for its commercial utilization -all within the critical constraint that the slag is environmentally stable. Examples of successful solid waste slagging practice, including tonnage, utilization and pricing, are provided from metallurgical and waste treatment operations of North America.
