Waste rock dumps, tailings impoundments and spent leach heaps are common features at mine sites. Many of these waste disposal facilities contain sulfide-rich minerals, which generate acid mine drainage (AMD) when they oxidize. Control of AMD can be achieved by removing one or more of the three essential components in the acid-generating process (sulfides, air, or water). One AMD prevention measure is to cap the waste with an engineered cover system to minimize the infiltration of water and diffusion of air into the system. Possible cover designs include: ? Earthen ?store-and-release? covers (also known as evapotranspiration (ET) or water balance covers), including capillary barriers. These covers require climate conditions where there is both modest to little rainfall and significantly greater evapotranspiration than precipitation, both annually and seasonally. ? Low-permeability compacted clay liners (CCLs) employing fine-grained soils typically compacted at wet of optimum water content. ? Geosynthetic composite covers, comprised of a geomembrane liner placed over and in direct contact with either a CCL or a geosynthetic clay liner (GCL). These systems have been commonly used for base liners for leach pads as well as covers and base liners at municipal solid waste (MSW) landfills in the US for more than 20 years. Comparisons of these different cover systems, both in terms of performance and cost, are presented later in this paper. First, however, a review of the typical mine closure approaches, and the possible rationale behind them, is warranted.

INTRODUCTION In June of 2004, at the North American Tunneling Conference in Atlanta, an all-day workshop was conducted to review the application of Geotechnical Baseline Reports (GBRs) for underground construction. The moderator for the program was Bart Bartholomew, former President of Fruin Colnon Construction Company. The program involved commentary by a panel of engineers, owners, contractors, and legal representatives within the North American tunneling industry, as well as an extended audience discussion. The panelists were: Peter Douglass, President, Peter Douglass, Inc. Randall Essex, Executive Vice President, Hatch Mott MacDonald Joseph Gildner, Deputy Director for Technical Services, Sound Transit Randall Hafer, Esq., Kilpatrick Stockton Robert Fitzgerald Esq., Watt, Tieder, Hoffer, & Fitzgerald Kirk Samuelson, Senior Vice President, Kiewit Construction Group DEVELOPMENT OF PROGRAM FORMAT The focus of the program was to assess the state of the practice in the preparation of GBRs, and to discuss improvements that could and should be made with regard to their preparation, interpretation, and application. The approach used to achieve this focus in the broadest possible way was unique, in that it involved the panelists’ preparation of the workshop format and materials months before the presentation of the workshop. First, each of the six panelists was selected by the moderator based on their reputation and involvement in their respective fields of expertise, taking care to maintain balance and contrast within the collective pool of talent assembled. Following selection and agreement to serve on the panel, each panelist was asked to independently submit to the moderator a list of the six most pressing issues involving GBRs that they each frequently encountered in their individual professional experience. Each was asked to rank their issues in descending order of perceived importance. This process resulting in a pool of thirty-six potential or “candidate” issues for use in the workshop program. Contrary to the moderator’s expectations, there was surprisingly little duplication among the thirty-six issues submitted.

Until it was defunded in 1995, the U.S. Bureau of Mines maintained a Cost Estimating System (CES) for prefeasibility-type economic evaluations of mineral deposits and estimating costs at producing and non-producing mines. This system had a significant role in mineral resource assessments to estimate costs of developing and operating known mineral deposits and predicted undiscovered deposits. For legal reasons, the U.S. Geological Survey cannot update and maintain CES. Instead, statistical tools are under development to estimate mining costs from basic properties of mineral deposits such as tonnage, grade, mineralogy, depth, strip ratio, distance from infrastructure, rock strength, and work index. The first step was to re-estimate ?Taylor?s Rule? which relates operating rate to available ore tonnage. The second step was to estimate statistical models of capital and operating costs for open pit porphyry copper mines with flotation concentrators. For a sample of 27 proposed porphyry copper projects, capital costs can be estimated from three variables: mineral processing rate, strip ratio, and distance from nearest railroad before mine construction began. Of all the variables tested, operating costs were found to be significantly correlated only with strip ratio.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. In 2004, annual production of fluorosilicic acid was 50kt (55,000 st) or about 88 kt (97,000 st) of 92 percent fluorspar equivalent. Dr. Roussey Roussev The use of chemical additives on grinding is of significant importance considering the high energy consumption of grinding processes. My research indicates that the dispersant approach explains the effects, in this particular case of wet grinding. Further, the dispersant approach combined with torque measurements give the possibility of clarifying the mechanisms involved when using grinding aids. I find the conclusions derived from the data obtained to be correct and useful for grinding. In general, I agree with the explanations. However, I would like to discuss several additional points that I consider to be important, and in the same time to mention some of my own results from investigations similar to those presented in the study under discussion. The "bed volume concept" and the change of slurry viscosity explain adequately the data plotted on fig. 3, in conjunction with Figs. 1 and 2. However, the significant increase of the average torque in the case of 83% solid with XFS-4272 introduces the necessity of establishing the optimum of percent solid when dispersant is used. For example, the optimum percent of solid for different materials varies. One of the reasons is the material's mass density. On the other hand, it is necessary to determine the concentration of the chemical used. Because of this, it would be interesting to know how the cited concentration was selected. The supportive discussion and verification by Dr. Roussev, with results similar to that of the paper, is appreciated. I will try to answer the additional questions he has raised. To begin with, the mill was fitted with six lifters of approximately one-quarter inch height. There has been extensive lab and plant level work to understand downstream influences of using dispersants like XFS-4272*. In sulfide ore processing, which is the area in which most industrial scale testing has been performed with this approach, neutral to positive influences have been observed. For example, positive effects (e.g., increased recovery) have been noticed in flotation operations involving ores that have a tendency to produce excessive slimes upon grinding. (1) Also, the use of a dispersant has been shown to demonstrate a positive influence on classification by improving the sharpness of separation and preventing a decrease in d50 value that usually accompanies increasing flow rates to classifiers.(2) The biggest potential downstream problem is in thickening, which at the dosages involved, has not been a problem in plant scale usage. The commercial price of dispersants like XFS-4272 is quite variable depending on source, concentration, etc, but a typical cost of XFS-4272 to achieve a 10% increase in throughput in industrial mills has been between 20 and 35- US per ton of feed ore (1981).

A 1995 RETC paper of similar title presented a method for estimating rock tunnel water inflow based on semi-empirical correlations with borehole water pressure tests. Since that time the author has found the method to be very useful, and it has been used by others in the industry. This current paper is an update which is intended to: A. More clearly explain assumptions and limitations of the method. B. Describe some case history examples. C. Respond to questions which have been raised; and extend the method to other considerations including distribution of inflow along the tunnel, panning requirements, interpretation of tunnel probe hole water inflow, and estimation of potential effectiveness of pre-excavation grouting to reduce water inflow.

The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

Several companies have adopted policies and standards aimed explicitly at increasing ‘local procurement’, recognising that local economic participation has benefits for companies and communities alike. From a corporate perspective, local economic participation is seen as one means of maintaining a social license to operate, as well as ensuring reliability of supply by having a supplier located nearby. From a community perspective, the participation of local businesses in the resource project is a means by which the benefits of resource development can flow into their communities. This paper is based on the research undertaken to produce a good practice guide for the mining, oil and gas sector. Our research revealed that the extent to which the local community will actually benefit from local procurement initiatives is dependent on the capacity of the community to supply goods and services to the project and, even more importantly, on its ability to adapt to the inevitable changes that accompany large-scale resource development. We provide guidance on adapting impact assessment tools to guide planning of procurement interventions.

A study has been conducted to remove iron from sulfate solutions using Eichrom's Dipexo® extractant, P,P'-di(2ethylhexyl) methanediphosponic acid (H2DEH[MDP]). It is found that this extractant can effectively and selectively extract ferric ion from highly acidic solutions. Ninety-nine percent of the iron was extracted from a simulated feed solution in a single stage. The separation factor, Fe/Zn, was 106. Over 90% of the iron in a loaded organic can be recovered in an aqueous solution by reductive stripping. This paper presents the experimental results. A new process for iron removal using Dipex extractant is described and discussed.

II. Real Estate A. The new Accelerated Cost Recovery System of depreciation (ACRS). 1. Mandatory for assets placed in service after 1980. ACRS will eliminate most if not all controversies with the IRS over depreciation. 2. Real property now depreciated over 15 years. Component depreciation is not available. 3. Accelerated depreciation is available - a 175% declining balance method with an automatic shift to straight line method at the optimum point in the asset's life. Alternatively, a taxpayer can elect to use the straight line method.

When it comes to processing industries, speed matters. More precisely, the faster/greater the throughput of finished product out the door, the more quickly money can flow back into the corporate coffers. In this quest for greater output, no processor can afford any weak links in the chain. Especially in the case of bulk solids operations, any one piece of equipment that slows the process down jeopardizes the profitability of the entire plant. However, one clay processor uncorked a pre-existing bottleneck by replacing its outdated separating equipment with a new design that immediately improved output.

Silver paste including nano sized particles maintains conductivity in high temperatures without forming oxide layers. In the industry, printing process produces wasted silver paste inside the cylinder and on silk-screen. Pyrometallugical silver recycling methods have environmental problems and do not extract pure silver after removing polymer and organic materials during the extraction process. In this study a simple wet process, of recycling the waste silver paste, using ammonia, was conducted. Silver ion extraction yield was increased using oxidant in the ammonia solution. Possible extraction yields, such as pH, concentration, temperature of ammonia, oxidant concentration and the extraction time. The particles that were obtained after the extraction process will be used as porous hydrophobic catalytic and applied to AI mask and hydrophobic ink. The rate of hydration influences many important physical properties of gypsum. Previous research examined the rate of gypsum hydration and related this to compressive strength and microstructure development using BET specific surface area analysis. The analysis of gypsum porosity in combination with BET surface area and rate of hydration remains to be done. In the present study, mesoporosity is analyzed using the numerical method of Barrett, Joyner and Halenda (BJH) to gain a greater understanding of gypsum hydration and microstructure development. The rate of hydration has a significant effect on mesoporosity of the gypsum matrix. The results reveal the effect of mesoporosity and hydration rate on some macro physical properties of gypsum.

INTRODUCTION The Morenci-Metcalf district is located on the southern slope of the white Mountains in Greenlee County, Arizona. Both porphyry copper deposits are four to six miles northwest of Clifton, the county seat, and the new Metcalf mine is situated approximately one mile northeast of the Morenci open pit (Figure 1). Chase Creek, a south-flowing tributary of the San Francisco River, dissects the district and separates the two ore bodies. More than 1,200 exploration and development drill holes have been completed in the district and the Morenci-Metcalf ore bodies have been delineated on a 400-foot grid. Recently initiated drilling programs have revealed new data about deeper protore and associated hypogene alteration. This information, correlated with surface mapping and petrographic studies, was utilized to propose a plausible geochronologic sequence for this region. The reasoning behind this study has been helpful in locating new ore beneath leached capping indicative of only protore mineralization. The scope of this paper is to establish a practical solution to a highly theoretical problem of ore genesis and to familiarize the reader with stratigraphic, structural, and mineralogic events responsible for localizing ore in this district. Continued research will possibly alter the proposed time span and relative displacements, but it is doubtful that the order of events will vary significantly. Geochronologic conclusions are therefore presented as general hypotheses and additional geologic mapping,

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

The Bureau of Mines, U.S. Department of the Interior, is conducting batch and small- scale continuous laboratory studies on the biologically assisted removal of selenium from process waste waters. Mixed cultures of gram- negative bacteria isolated from several brackish water marshes are capable of reducing selenate [Se(VI)I to selenite [Se(IV)I and precipitating an amorphous elemental selenium product. Selenium extractions ranged from 80 to 96% regardless of the initial selenium concentration. The conditions for rapid bacterial growth and reactor design for optimal selenium removal have been investigated. The mechanisms of bacterial reduction and the rate of selenium removal for scaleup to larger systems is discussed.

Auxiliary Equipment pumping systems to support primary, secondary and regrind grinding circuits will be the primary focus of this paper. Every grinding system is unique and requires special design considerations for proper application of pumps to transport mill discharge. To satisfy the majority of applications, a new series of pumps has been developed by Svedala, known as World Class Pumps. Selection of these newly developed pumps for each type of grinding circuit will be presented. Specific components of selection are materials of construction, piping system, classification method, material characteristics and slurry characteristics. Both horizontal and vertical pump applications will be reviewed with emphasis on rules of pump piping and sump design.

Precast concrete segmental linings for tunnels have traditionally been designed with conventional steel bar reinforcement. In many cases, this has been satisfactory in service, but in others, major problems have occurred with the durability of the linings. Commonly this has resulted from corrosion of the reinforcement, mainly from chloridesin ground water, causing spalling of the concrete and leading to very expensive and disruptive repair programs. This paper discusses the relative merits of designing tunnel linings with steel fiber reinforcement to provide long-term durability, improved impact resistance and toughness for greater load capacity across joints, enhanced robustness during transportation and erection, plus improved fire resistance with the addition of polypropylene fibers. Guidance is also given in the selection of the correct fiber type, mix design and testing methods to establish the optimum dosage required and production techniques to ensure even distribution and compaction.

Dimension stone is a natural stone (granite, marble, limestone, sandstone and slate) that can be quarried, cut and shaped to conform to acceptable industry standards for size, consistency and durability. There are numerous outlets for the finished product in exterior and interior architectural and design applications. A continued growth market is with residential usage— particularly in new, upscale construction. This has become a competitive market between domestic producers and lower cost imported products. These imported products have become available at many of the building supply retail outlets and have increased the use of stone in residential construction and renovation. The traditional architectural application of dimension stone is tied to commercial and institutional building construction trends and market. There has been a noticeable increased usage of stone in the Sun Belt. This stone is usually supplied by local fabricating shops. It is used in the exterior and interior of shopping malls. This market generally uses local stone sources. It has increased the demand for sandstone, limestone and quartzite in this region of the country.

The primary factors that determine the marketability of coal from various supply centers in the U.S. are coal quality and supply; i.e. low sulfur, moderate- to high- Btu coals have large market areas when compared to less expensive but poorer quality coals. Price is the major factor in the competitive marketing of similar coal products. Good quality, (moderate- to high- Btu, low sulfur) coals from the Powder River and central Appalachian basins are marketed over large areas of the country, and central Appalachian coal is widely distributed in foreign markets, primarily as coking coal. In contrast, poorer quality bituminous coal (low calorific value and/or high sulfur) from the Illinois Basin, northern Appalachian Basin, and lignite from the Gulf Coast is marketed in or near the States in which it was mined even though the price at the mines may be lower than mine prices for central Appalachian coal. Widespread distribution of sub-bituminous Powder River Basin coal is enhanced by its exceptionally low mining costs, which offsets transportation costs to distant markets.
