Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager's role and the field supervisor's responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project's organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

UK Seabed Resources (UKSR) signed a manganese nodule exploration contract with the International Seabed Authority on 8 February 2013 for a 58,000 km2 tract on the eastern edge of the Clarion Clipperton Zone (CCZ). UKSR is a private company based in the United Kingdom and established primarily to develop the commercial potential of the CCZ deposits. This is the first of many anticipated regulatory, market and technical milestones that are requisite for (1) environmentally responsible commercial scale production of nodule derived metals and (2) generation of revenue through their sale in the global commodities market. This presentation will describe the progress made to date in this effort and an industry-based perspective on the tasks and challenges that may lie ahead.

Ground engaging tools are used to prevent damage to the main components of earth-moving equipment. These tools consist of everything from shovel teeth to replaceable drill bits to dozer wear plates. The costs of these ?consumable? items are increasing with the costs of raw materials. This project developed a tool to be used by Newmont Mining Corporation to predict the consumption of excavator teeth. This paper presents the results of a Montana Tech research project in which an equation was developed to predict excavator teeth consumption based on production rates and rock properties.

Acid mine drainage (AMD) is difficult to treat due to its physicochemical characteristics, such as high pH and high heavy metal concentrations, so it causes great harm to the environment and human health. If acid mine drainage is discharged arbitrarily without treatment, it will lead to a series of environmental problems and cause long-term environmental pollution. In this paper, the source and hazards of acid mine drainage are introduced in detail. And the principle, the mechanism, the application, and basic information of the current primary technology of the treatment for acid mine drainage are comprehensively introduced and summarized. The summarized treatment technologies for acid mine drainage mainly include neutralization, sulfidization, constructed wetland method, adsorption method, microbiological method, ion exchange method, membrane technology, and microbial fuel cell technology. Also, the primary technology of treatment for acid mine drainage is systematically compared and evaluated. Moreover, some suggestions on the development direction of water treatment technology in the future are put forward. This paper provides a scientific reference for scientific and technical works to treat acid mine drainage.

Four companies mined ball clay in four States during2004. They were H.C. Spinks Clay (owned by Franklin Minerals) Kentucky-Tennessee Clay (owned by Imerys),Old Hickory Clay and Unimin. Production was estimated to be 1.46 Mt (1.61 million st) valued at about $56.9 million, based on a preliminary survey of the ball clay industry. In 2003, production was 1.31 Mt (1.44 million st) valued at $56.2 million. Tennessee was the leading producer state with 61 percent of production. It was followed by Texas, Kentucky and Mississippi.

Lime, soda ash and similar precipitants have been the industry standard for treatment of acid rock drainage (ARD) because of their proven ability and low per-gallon operational cost. However, these methods carry serious environmental drawbacks and high life-cycle costs. KEECO’s Silica Micro Encapsulation (SME) technology has all the positive characteristics of conventional ARD-treatment systems but none of the drawbacks. SME achieves highly effective treatment in a single step, provides options for ARD prevention and recovery of metals, requires lower capital expenditures, generates smaller volumes of higher-density sludge, consistently passes leach tests, and eliminates long-term liabilities associated with potential metal remobilization and hazardous waste landfilling.

The HB 2500 hydraulic breaker attachment from Atlas Copco Construction Tools features Krupp percussion technology and a service weight of 2,500 kg (5,512 lbs). This makes it ideal for demolition, tunneling, trenching, foundation work, rock mining and secondary breaking. Suitable for carriers in the 29-to 43-t (32-to 47-st) weight class, the HB 2500 accepts maximum hydraulic flow of 219 L/min (58 gpm) at 18 MPa (2,610 psi) of pressure, and delivers an impact rate of up to 550 blows per minute. The HB 2500 features PowerAdapt, a new system that automatically shuts down the breaker in the event that it receives excessive oil pressure from the carrier.

A site-specific blasting model has been developed for the Asarco Mission mine. The main inputs to the model are the in-situ block size (F80), the post-blast fragmentation (P80) and the intact tensile strength (To). The output from the model is the specific blast energy (ESE). Modern techniques are being used to obtain the input parameters for the site-specific blast fragmentation model. In particular, image processing software is used to obtain both the in-situ block size and the post-blast fragmentation, and the Schmidt hammer is used to obtain the tensile strength at numerous locations throughout the rock mass. An initial model was developed using five test shots in one area of the mine that contains Argillite and is relatively homogeneous. This also included calibrating Schmidt hammer readings against actual Brazilian tensile measurements. The model for Argillite will be updated as more tests are conducted, and the model will be extended to the other four primary rock types at the Asarco Mission mine.

The following is extracted from a report by the author to the International Valuation Standards Committee (IVSC), with minor modifications for the purpose of publication. The author represented the IVSC at the annual session of the Ad Hoc Group of Experts on Harmonization of Fossil Energy and Mineral Resources Terminology. This is a body organized by the United Nations Economic Commission for Europe (UNECE). This second session, held in Geneva, Switzerland, achieved an important agreement for advancement toward uniform global standards for the classification of minerals and petroleum reserves and resources. Attendees discussed the possibility of enhancing the United Nations Framework Classification for Energy and Mineral Resources (UNFC) for implementation globally as the classification standard for use in financial reports under the International Financial Reporting Standards (IFRS). Presently, there are between 100 and 200 mineral and petroleum resource classification (or definition) systems throughout the world — a similar number to what there are countries.

Coal dust explosions in underground coal mines are prevented by generous application of rock dust (usually limestone). If an explosion should occur, the rock dust disperses, mixes with the coal dust and prevents flame propagation by acting as a thermal inhibitor or heat sink. To investigate this process in more detail, a number of explosion experiments using various coal dust and limestone rock dust mixes have been carried out at the Lake Lynn Experimental Mine (LLEM). These were conducted in a single entry of about 1600 ft (488m) in length and initiated with a methane gas explosion. A consistent set of post-explosion floor dust samples were taken along the entry after each test. These dust samples have been analyzed in the laboratory using thermogravimetric analysis (TGA) and solubility to determine how the limestone rock dust behaved during the coal dust / rock dust explosions. The preliminary results are reported in this paper and indicate that the chemistry of limestone plays an important role in its capacity to inhibit coal dust explosions. The results also show that it may be possible to estimate the intensity of the explosion using these conventional methods of analysis. Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and stability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

This study presents a method for recovering valuable metals and synthesizing anhydrite from steel slag using sulfuric acid leaching and solvent extraction. The process achieved high leaching efficiencies for V, Ti, Fe, and Mg, and produced anhydrite with 93.09% purity. The leachate was further processed to separate and recover V, Ti, Fe, and Mg using selective stripping and precipitation methods, offering a sustainable approach to steel slag utilization.

Long-term closure alternative selection for heap leach pad effluent is a daunting task. Passive water treatment, if designed with enough long-term capacity, can minimize long term O&M while meeting water quality objectives. Leach pad effluent from a 30-acre leach pad at Basin Creek Mine, Basin, Montana was targeted for long-term water treatment using a passive water treatment system. The objectives and results of design and construction are: 1. Design a long-term passive system utilizing existing infrastructure. 2. Construct a field scale pilot test at the mine site.

In September 2003, a test was conducted to see if a115-mm- (4.5-in.-) diam Mocap Vari-Stem blasthole plug could improve the pattern of explosives using different top stemming material. The test took place at the J.S. Faulkroad and Sonsstone quarry in McCalisterville, PA. The test consisted of a production stone blast. Half of the holes were stemmed with standard crushed stone. Two-thirds of the remaining half were stemmed with Vari-Stem plugs and crushed stone. And the remaining one-third of the second 50 percent was stemmed with Vari-Stem plugs and only drill cuttings.

Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.

Remining of abandoned coal mines in Pennsylvania requires the implementation of pollution abatement and mining techniques called Best Management Practices (BMPs). Water-quality data from over 100 remining sites with more than 230 abandoned discharges were analyzed with respect to the types of BMPs employed to abate the pollution loadings of acidity, iron, manganese, aluminum and sulfate. Discharges exhibiting a significant decrease in acidity were most highly associated with sites where large volumes of alkaline materials were encountered (66.7%) or added (63.7%). The best results for iron loading were achieved with large-quantity alkaline addition (54.6%) and water handling systems (47.8%). Water handling systems (47.4%), daylighting (40.7%), and revegetation (40.2%) were associated with significantly lower manganese loadings. The decreases in acidity and sulfate loads associated with increasing the amount of alkaline material in the backfill indicates that the production of acid mine drainage can be retarded by adding large quantities of alkaline materials.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Corrosion of equipment and machinery in the coal industry is usually the result of three main agents: acids, chlorides, and abrasion. Acids and chlorides are especially troublesome in coal preparation plants where soluble salts and sulfur in the coal produce a highly corrosive wash solution. Abrasion is common in all operations where coal is handled or conveyed. Together, the acid-chloride-abrasion combination results in some of the worst corrosive conditions found in any industry. The variety of equipment and structures in the coal industry calls for different corrosion control techniques. Table 1 lists the areas of concern for a number of items. Just as there is a wide variety of corrosion problems, there is a wide array of coating materials available. Tables 2 and 3 are selection charts to provide guidance in narrowing down the choices. Experience has shown that a limited number of coating systems work best on coal equipment and structures. These systems are described in Table 4. The good-better-best designation in the table refers to coating system longevity. Good indicates the least costly and shortest service life. In nearly all cases the lowest annualized cost can be achieved by using the coating system rated best, due to the avoidance of costly repaints and unnecessary downtime. The most expensive coating system, though, is worthless unless the coating system is properly applied. Field inspection to insure compliance with specifications is an important aspect, and is a service available from many coating suppliers. Even the best coating systems require periodic maintenance to achieve satisfactory results. Spot rusting from mechanical damage should be repaired annually to maximize the coatingsystem's results.

In concrete lined tunnels, formwork removal timing may be controversial. Contractors seek to strip the form as soon as possible, and designers seek to keep the formwork in place as long as practical to protect the fresh concrete. Formwork removal timing is normally specified as a function to its insitu concrete strength. This approach may work for smaller diameter tunnels, but fallacy occurs when applying this approach to larger diameter tunnels, since a larger diameter would experience more displacement than a smaller diameter tunnel from its own weight. Excessive deformation may fail a tunnel to meet its roundness criterion and overstress the lining causing cracking or falling from the crown. This paper presents a contractual mechanism to mitigate this issue.

Blast engineers have been taking advantage of image-based rock fragmentation analysis methods for the past three decades to estimate rock size distributions. These methods utilize a range of image segmentation techniques, from manual to fully-automated, to delineate the edges of rocks in images. Rock delineation results are then converted to physical rock sizes (and percentage passing curves) by scaling the image pixels to correspond to physical measurements. The size scaling process is critical for acquiring physical measurements, but specifc to the limitations of different applications. This article starts by presenting a shovel bucket-based fragmentation analysis system, where scaling is done using the known width of the shovel bucket within the image. It will then describe methods that use pictures captured by digital cameras with scaling reference objects in the view. Finally, the article presents a method that uses three-dimensional imaging to capture images without the need for scaling reference objects.
