The Southern Nevada Water Authority (SNWA) operates two water-intakes in Lake Mead, located 20 miles east of Las Vegas, Nevada. Severe drought has caused decline in lake level by 85 feet since 2000 and future declines are expected. SNWA will construct a third deep-water intake to ensure existing water system capacity. This paper describes expected construction challenges for the new project that consists of: an intake structure and tunnel beneath the lake, pumping station, pipeline to connect existing treatment facility, and interconnecting underground adits. The project will be completed in the year 2012 for total estimated cost of approximately $600 million.

Mining and processing of minerals, metals, and fossil fuels can release selenium and arsenic into wastewaters. Both selenium and arsenic are difficult to remove to levels that meet current drinking water and discharge criteria. These metalloids can be used as electron acceptors by microorganisms transforming them back to reduced states, thus removing or stabilizing them. Bioremediation cost effectiveness will be discussed in terms of site information required, microbial populations, co-contaminants, pH, redox, and nutrients. Full-scale, economical ex situ and in situ biotreatments are possible and can produce 1,000’s of times less sludge than conventional precipitation technologies.

"In June or July 2005, the European Commission will present its Thematic Strategy on the Sustainable Use of Natural Resources proposal to the Council and European Parliament, one of the seven Thematic Strategies to be developed and implemented under the 6th European Environment Action Programme in support of the European Union’s Sustainable Development Strategy defined by the European Union’s Head of State at the Göteborg European Council, in June 2001. The time scale for this Thematic Strategy is 25 years (2005-2030). This paper discusses some of the key issues related to the EU minerals and metals industry that needs to be addressed by the Strategy. These are: - the need for access to mineral reserves in the EU and abroad; - the need to strenghten the capacity of developing countries to sustainably promote and regulate the use of their mineral potential; - the need for an EU mineral resources intelligence capacity. There are additional important needs, which are not discussed in this paper, such as: - the need to foster further innovation in mining, ore beneficiation and metallurgical technologies; - the need to integrate and simplify the exisitng complex regulatory framework applicable to the EU mining industry and to effectively implement existing legislation."

Grinding circuits are operated in the presence of disturbances due to ore changes and equipment malfunctions. One of the challenges faced by the operators is the detection of a disturbance, the identification of its origin and of the action to correct the problem. Hydrocyclones overloading, worn or partly plugged apexes of the units of a nest, surging and internal liner detachment may cause a loss of classification capacity and quality leading to a less efficient grinding operation. A dynamic simulator is used to assess rules for the diagnosis of hydrocyclone faults from the trends produced by sensors.

Sag Mills are becoming bigger in size almost every year. Concentrator plants are also becoming larger with more SAG and Ball Mills units with Gearless Mill drives installed in one plant. In contradiction to this development, concentrator plants are being built in increasingly remote areas, where the power supply and network conditions are not necessarily covering the needs for the operation of such plants. This paper describes sources of harmonic distortions and possible approaches to solve this problem. It also illustrates the permissible tolerances in terms of commutation of power electronics, based on already realized installations. Furthermore it explains how, and with which measures, harmonic currents created by non-linear loads with SAG and Ball Mill drives can be handled, and how harmonic standards can be fulfilled accordingly. Finally, this paper gives an overview about the technical impact of a strong versus weak network, and the economic relationship between them.

Outburst of gas, coal and rock can be defined as sudden release of coal and rock accompanied by large quantities of gas into the working face or other mine workings. The outburst events appeared rarely in some metal mines has generally occurred in salt and coal mines especially bituminous coal mining. The most important factors that influence the occurrence of outbursts are gassiness of the coal seam, tectonics, properties of the coal and rock and vertical and lateral stresses occurring in the seam and or rock or part of the coal seam. This paper describes the problem of gas and coal outbursts in underground coal mines. The outburst events occurred in Zonguldak Coal Basin located on the Black Sea coast was investigated since 1969. Geological and gas conditions of Zonguldak Coal Basin are described. The incidents are analyzed statistically with the criteria such as amount of coal and gas outburst, depth of workings, effect of tectonism, thickness and inclination of coal seams.

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.

SUMMARY Commitment by all parties to partnering goals established early in the contract aided Affholder, Inc. in constructing 2,360m (7,700') of soft ground tunnel in Rancho Cordova, CA. Despite two zones of known contamination, encountering a zone of loose cobbles and boulders in a matrix of flowing sand, some perched water tables and a flooded tunnel after 2 upstream safety plugs failed, the Contractor finished the work 33 days early and only 1.91% over his original bid.

The Factorial Model Experimenters are often interested in systems that are multi-factorial. A multi-factorial system is one whose output is believed or known to be dependent on the particular settings of several inputs, or factors. We can think of these factors as defining a space, with each point in this space corresponding to a particular set of factor settings. Experimenting can be thought of as exploring this space - finding out how the response of the system changes as factor settings are changed. There are several challenges in this exploration, among which are deciding what region to explore, designing an experiment that explores it most effectively, and describing the results of the exploration. This paper deals principally with the last of these; it shows how the factorial model can be used to describe how the response of the system changes as factor settings are changed. A strength of the factorial model is that it treats the factors as causes of change in the system's response and focuses on relations among these causes. In particular, the factorial model focuses on whether causes act independently on the system (in a sense to be explained below), or whether they interact. This is important because the experimenter generally seeks to control the system, and because control based on causes that act independently of other causes is relatively simple, whereas control based on causes that interact is more challenging. Also, mapping the space - finding out how the response of the system changes as factor settings are changed - will require less work if, during the exploration, it can be determined which of the causes act independently. For the sake of example, let us assume that the space we are exploring is three-dimensional, and that we have already defined, for each of the three factors, the range of interest. Let us consider all the ways in which the response of the system might depend on the settings of these three factors. In the simplest case, the response in this region does not depend on any of the factors. The response is constant throughout the space, at say, 80 units.

Barrick Goldstrike’s (Goldstrike) AA Heap Leach Pad is an HDPE lined facility used for gold recovery from low grade ores using conventional cyanide heap leach technology, operated from 1987 through 1999. Goldstrike prepared a unique reclamation plan for the AA Leach Pad Facility to provide for a cost-effective, environmentally sound facility closure and to fulfill the State of Nevada’s closure requirements. Traditional Nevada leach pad closure has involved rinsing to reduce cyanide concentration to an acceptable level, followed by reclamation. However, certain metals and compounds are not typically reduced by rinsing and some constituents may increase in concentration with rinsing. A closure scenario to effect limited infiltration through installation of a capillary cover for the leach pad was developed. The capillary cover was constructed by placing a fine-grained layer above the coarse-grained spent leach material to create a capillary break. In an arid climate such as Nevada, the fine-grained layer will rarely reach full saturation and the cover will be able to store water during precipitation and allow removal of water through evaporation and transpiration (ET) during the growing season. A 1.22 m (4 ft) cover thickness was selected as the optimum design cover thickness. The drainage network on the surface of the re-contoured AA Heap Leach Pad was specifically designed to enhance the revegetation, reclamation, and sediment yield control aspects of the AA Heap Leach Pad closure, while resulting in a natural looking surface, compatible with the surrounding topography. Adjacent natural topographic features were used to establish target design parameters for re-contouring and erosion control design.

Introduction During the past 10 years, energy costs in mining have risen from about 4% to as much as 25% of total production cost. When combined with declining ore grades, these costs exert inordinate stress on mine productivity. Industrial engineering techniques have traditionally been aimed at improving manufacturing facilities productivity, but they have been applied to mining as pressure for productivity improvement has increased. These techniques can perform four useful functions for mining operations by improving methods, equipment selection procedures, energy use through scheduling, and managing energy costs rather than being managed by them. This article discusses some of the standard techniques for productivity improvement, and how they can be adapted to perform these four functions. Pre-Production The best time to seek high productivity is when a mine is being planned. During pre-production, when most options are still open, an optimum mine design is achievable. At this time, major equipment selections are made, the layout, material handling systems, and processes are designed, and critical energy source decisions are made. By including explicit energy cost projections, decisions can be made that will save significant amounts of money per ton of ore over the life of the mine. Attention can also be given to often overlooked details such as lighting. Some of the same tools used in new mine planning are applicable to productivity improvements at an existing plant. These tools are the charting and modeling methods that have been developed by industrial engineers over the past 75 years. Energy Consumption Before any analysis of energy consumption can be performed, preliminary work is necessary to find the kind of energy used, how much it costs the plant, and when electrical peaks occur. Past bills should be examined to determine the monthly consumption rate and the cost of each energy type. These data should be adjusted to remove effects caused by production fluctuations or weather. Knowing when electrical peak demands occur is necessary because these determine either the electrical capacity needed or the amount that must be bought. At $500-$800 per kW for construction or $5-$15 per kW per month for purchase, they represent a significant cost. By the time these data are collected, planners should be aware of the importance of energy in the total cost of mine operation, and should have the most crucial time data for electrical peak demand. Flow Process Chart Reducing costs can be accomplished by a thorough look at mine systems and how altering one system causes changes in others. By developing and exercising models of production processes outward to the transportation of the final product, otherwise obscured weaknesses may become apparent. There are tools available for analyzing the mine and its associated systems; one of the most useful is the flow process chart. The flow process chart gives a system analysis of a production procedure by classifying all actions into one of five types: operations, inspections, transportation, delays without paperwork, and delays with paperwork. Operation: In an operation, the nature of something is changed. Examples are blasting, washing coal, and processing matter. Denoted by 0. Inspection: Examining an object for identification or to measure some attribute. Examples are determining whether a drill hole is deep enough, deciding how far to cut under an unsupported roof when operating a continuous miner, or checking the lubricant level on a truck. Denoted bye. Transportation: Moving an object from one place to another. Examples are transporting overburden, moving coal on a conveyor belt, and pumping water. Denoted by =>. Delay without paperwork: A delay that is an inherent part of the system. Examples include idle time of a continuous miner while waiting for shuttle cars or for roof bolting, crushed ore in a storage area waiting for grinding and flotation, and people from one craft waiting for another craft to finish. Denoted by D. Delay with paperwork: A delay that can be terminated only by some written authorization. Examples are coal that cannot be removed until authorized by a bill of sale and transportation orders, personnel records, maintenance, or spare parts. Denoted by V. In practice, the flow process chart is completed after data collection and a detailed examination of the process. Data collection is needed to answer questions on distance, quantity, and time for each of the operations. As the analysis is being performed, each step of the process is subjected to these questions: • Why is the step necessary? • What is being moved? • When does the step take place, and why?

In this study, numerical simulations of yield pillars employing the finite element method with time-dependent Drucker-Prager material model are conducted. The stress control mechanism of yield pillars on weak floor strata is studied. The development of pillar yield zone, the distribution of pillar stress and the development of failure zone in the weak floor strata are investigated. The study indicates that a properly selected yield pillar size may significantly reduce the peak stress induced in the weak floor strata and effectively control the development of failure zone in the floor.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.

Ventilation is an essential part of any underground mining operation. It provides fresh air for workers and machinery, keeps up an adequate mine climate and dilutes and dissipates noxious gases. Possible changes in the economic environment for mining in the future, e.g. increasing energy costs, will necessitate optimization of distribution of airflow within most mines. This paper discusses the scientific set-up for measurements as well as the behavior and influence of parameters of ventilation according to airflow distribution under consideration of technically possible set-ups of mine fans. This study was done in an underground mine with a flat seam room and pillar mining method.

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). Simulated weathering tests are used to estimate leachate quality of rocks containing varying concentrations of pyrite and carbonates at mines. This study reports the inter-laboratory results from the third phase of a three part effort to develop a standardized, reproducible simulated weathering test for coal mine overburden. Initial development in phases I and II included evaluation of different test apparatus, effects of particle size, gas composition, leaching frequency and other variables. Phases I and II results are reported by Brady et al (2004) and Hornberger et al (2004). In Phase III, a standard column leaching protocol was used by eight commercial, government and university labs to test five rocks of different lithology, pyrite and carbonate content. Ideally, a simulated weathering test should have three characteristics to be useful in mine drainage studies. These include the capability to produce repeatable results, accuracy in simulating field conditions, and a concise test protocol of weeks to a few months. Simulated weathering, or kinetic testing, produces an effluent that simulates mine drainage composition. This can be beneficial for predicting mine drainage quality in comparison to whole rock analyses. The effluent may be tested for the same water quality parameters as the drainage produced during mining, such as pH, acidity, alkalinity, sulfate, iron, manganese, aluminum or other parameters. If the physical, chemical, and biological conditions of the kinetic tests are representative of those found in the mine environment, leachate composition may be used to estimate the water quality parameter concentrations produced during mining. Hornberger and Brady (1998), and Geidel et al (2000), compiled comprehensive chapters on kinetic tests for mine drainage prediction. These sources included: (1) a chronology and synopsis of scientific literature on these kinetic tests as they have developed over approximately 50 years, (2) discussion of the influence of physical, chemical, and biological processes, and (3) general guidelines for test procedures, data interpretation, and recommendations for further research to develop standard methods. Most of the kinetic test methods in use today were substantially developed and applied more than 40 or 50 years ago, including leaching columns (Braley, 1949), humidity cells (Hanna and Brant, 1962), Soxhlet reactors (Pedro, 1961), and field scale tests (Glover and Kenyon, 1962). . The most commonly used kinetic tests for mine drainage prediction are leaching columns and humidity cells. While these kinetic test methods and others have been used in hundreds of mine drainage studies as shown in Hornberger and Brady (1998) and other references (e.g. Sorini, 1997), they have rarely been used in coal mine permitting by either regulatory agencies or the mining industry. The major impediment to routine use of kinetic test methods is the variation in the design and operation of these kinetic tests, and lack of a standardized, accepted (e.g. by EPA or ASTM) test method. Interpretation and data comparison from different studies can be difficult. METHODS Five rocks of varying lithology, mineralogy, carbonate and pyrite content were collected in bulk from Pennsylvanian age coal measures in Pennsylvania, West Virginia and Indiana. Mineralogical composition of the samples was characterized in detail by Hammerstrom et al (in press) using optical, X-ray diffraction, scanning electron microscopy and electron microprobe methods. Acid Base Accounting (Sobek et al 1978; Skousen et al, 1997, Kania, 1998) was performed on bulk samples for % total sulfur (%S) as a measure of pyrite and potential acid generation, and Neutralization Potential (NP) as an index of carbonate content. A modified NP test, following the procedure suggested by Skousen et al, 1997 was also conducted for four of the five samples. The modified NP test accounts for initial acid consumption, Fe oxidation, and subsequent Fe hydrolysis by the iron carbonate mineral siderite. Siderite, even though it is a carbonate gives zero net alkalinity. Lithologic, Acid Base Accounting and general mineral composition data for the five rocks are shown in table 1 (see Appendix). Whole rock elemental analysis for major and trace elements was conducted on a sub-sample of each rock type. One laboratory was contracted to mix, homogenize, and size the bulk samples and prepare sub-samples for all the participating labs. Splits were sent to eight labs, and each organization was provided a detailed set of instructions for column assembly and leaching procedure. The protocol was developed based on results from phases 1and 2 of this study. The principal features of the column assembly are: a specific composition of particle size by weight (table 2), weekly leaching cycles, and incubation under humidified air containing 10% CO2. Figure 1 shows the column construction. [ ] The particle size distribution of the crushed rock sample is largely an artifact of the crushing process, rather than a natural systems process like the particle size distribution of a soil or an unconsolidated sedimentary deposit. The standardized particle size distribution, shown in Table 2, promotes operational consistency of the weathering test procedure, and provides better control over reaction kinetics. Large amounts of fine particles within specific zones of the leaching columns have been found to impede uniform fluid flow and/or gas flow (Hornberger and Brady, 1998). Regarding reaction kinetics, the importance of surface area to volume ratios has been described in a previous phase of this study (Brady et al., 2004), and significant differences in crushed particle size distributions and effective surface areas were found among the lithologic units. This paper presents various design and construction considerations involved in developing an underwater installation of lined, large diameter shafts not known to have been previously accomplished for the diameter size, depth or ground conditions identified with the Seabrook Power Station. Outlined approach provides for driving tunnels independent of shaft sinking operation, permits the use of prefabricated shaft lining and incorporates a safe dry tap method for connecting the shafts to the tunnels. INTRODUCTION The Seabrook Power Station, located two miles inland from the Atlantic Ocean, at Seabrook, New Hampshire, is a two unit, nuclear powered, electric generating plant, each unit having a capacity of 1150 megawatts (electric). Typical to all steam driven generators is the requirement for large quantities of water. Requirements for the Seabrook Plant will be met by intaking and discharging approximately 850,000 gpm of ocean water at a considerable distance from the shore line in water depths that render the environmental impact inconsequential. Obtaining, conveying and discharging such large quantities of water represents a major undertaking, particularly under today's environmental controls. Tunnels are well suited to reducing the environmental impact at the Seabrook site by conveying the water about 250 feet deep under the salt marsh (a valuable ecological feature) and under the beach well out into the ocean without any noticeable ground surface disturbance. INTRODUCTION It was not very many years ago that tunneling machine manufacturers spent considerable time trying to convince contractors and mine operators of the advantages of mechanical tunnel boring over conventional drill and blast methods. Today there are few doubters left. There is universal agreement that, not only are tunneling machines here to stay, but the ratio of bored rock tunnels to blasted rock tunnels is increasing at an accelerated pace, and within the next twenty years I predict almost all tunnels will be bored by machine. I believe we are today at a very important mile-post in the development of tunnel boring systems. Felix Gaye stated in his recent article (1) "It is important to disseminate between the efficiency of cutting tools and the overall efficiency of the boring operation". Mechanized tunnel boring in the past placed almost total emphasis on the rock cutting and boring ability of the tunneling machine. With advancements in technology and better solutions to the problems of rock fracture, steering control, and structural design, the emphasis today can be placed on the total-system concept. Tunneling machine design, as one of the key elements in the overall system, presents many problems that are not totally solved today. These design problems are, in the most part, not related with rock fracture, but rather with criteria associated with the over-all operation.
