Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

The dewatering of flocculated clay suspensions by compression in a centrifugal field was investigated. The results were analyzed with respect to the direct applicability of centrifugal dewatering (as in solid-bowl centrifuges) and indirect applications to gravity sedimentation systems. An important objective of the study was to evaluate the self-weight effect using centrifugal forces to simulate consolidation of deep sediments. Experiments were conducted in which the sediment mass and initial structure were maintained constant while the effective sediment weight was varied by centrifuging at different speeds. The relationship between the limiting sediment density and the applied consolidation stress was found to be the same for both gravity and centrifugal consolidation, indicating that small-scale laboratory tests can be used to predict consolidation in deep beds. The effects of the initial structure were also studied using controlled variations in flocculation conditions. The results imply that, for the flocculated suspensions studied, the longterm consolidation behavior is relatively insensitive to the actual extent of flocculation.

The depressed economic condition resulting from normal cyclic behavior, a more fundamental structural alteration, or both, is a mandate for change within the mining industry. Although several strategies for change have been proposed, the option of applying high technology processes to this smokestack industry offers the greatest opportunity for regaining global competitiveness and a new vitality. Research and development to secure new technologies require a corporate commitment for substantive change, a tech¬nologically enlightened management, a well¬funded and stable science and engineering effort, and a dedicated and motivated technical team--features in short supply in the mining industry today. However, an alternative to in-house development of frontier technologies is available to this beleagured industry through entrepreneurial, high-tech companies. These entities, with their dedicated focus toward product development, motivated and streamlined teams, high productivity and efficiency, and low costs offer a unique opportunity for large corporations to obtain high-tech products and services. These commodities are available through traditional commercial channels and an array of creative business arrangements. The latter offers notable benefits to large companies including windows on frontier technologies and mitigation of risk. Likewise, entrepreneurial companies profit through manufacturing and marketing relationships and an expanded financial base.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980s. About 45 Mt of hazardous wastes are produced yearly. One major aspect of the problem is the siting, design, and construction of' environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sites for several reasons. • Surface mines offer an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic, savings when compared with sites on undisturbed lands that might require extensive excavation or embankment construction. • Surface mines often have an abundance of mine spoil available that could potentially serve as construction material. This could result in a significant economic advantage over other sites that might require extensive amounts of construction material to be excavated or hauled in. • Operation of a commercial disposal facility in a surface mine can reduce or totally alleviate reclamation costs. • For an abandoned surface mine, conversion into a disposal facility could represent a positive form of land use and may provide a means for reclaiming lands that would otherwise remain unreclaimed. Despite these positive reasons, there are many technical factors associated with surface raining that can make the prospect of disposal site development an uncertain one. Before discussing factors associated with mining that can present siting, design, or construction problems, some understanding of the basic components of a chemical waste disposal facility is necessary.

This paper describes the use of index testing to obtain rock properties that are useful in the design and construction planning of an underground development for civil engineering or mining projects. The index properties discussed include: point load; Schmidt hammer hardness; abrasion hardness; and total hardness. The first two index properties correlate to uniaxial compressive strength (UCS) and Young's modulus. Discussions are given on empirical, normalized relationships of UCS to rock mass properties and the integrated use with semi-empirical, geotechnical design methods. The hardness property indices correlate to construction performance parameters and some relevant experience is cited. Examples of data are presented from an index testing program carried out primarily on siltstone, sandstone and limestone rock core samples retrieved from depths up to 1005 m (3300 ft) in a borehole drilled in the Paradox Basin of eastern Utah. The borehole coring was done for a nuclear waste repository site investigation.

Computers and communications technology have revolutionized many industries. In earthmoving, this revolution has just begun. The major changes are still to come but are just around the corner. This article presents a vision of this upcoming revolution in the earthmoving industry. This vision includes basic communication, machine monitoring and diagnostics, job and business management, planning and operations, and machine control. For the industry to realize maximum benefits from the information age, it must have a vision of the future that is shared by technologists, machinery producers and miners. History of the information age During the 1970s, the information age revolutionized retailing, starting with the grocery business. By using bar codes and laser scanners, individual items were connected to the information world of computers and communications. Once this connection was made, the data on what an item was and where and when it moved became valuable information for inventory control and marketing. Not only was the information valuable, it was easy and inexpensive to collect and manipulate. The effort required to provide the consumer with the right product at the right time was reduced. Costs went down and customer satisfaction went up. But there were casualties of this revolution. Many inventory counters lost their jobs. There were also equipment casualties. Cash registers that could not interface with the digital world were discarded long before the end of their useful life.

INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. In situ leaching, initiated in 1986 at the San Manuel Mine, was economically developed in 1989. The primary reason for this lag time between startup and viable production was the time required for technical development. The technical development pursued comprised detailed design, development and implementation of in situ well construction methods, formulation of suitable well pattern arrays and the development of extensive hydrogeologic and geochemical knowledge of the mineral deposit. Since 1989, the in situ leaching program has become a viable and cost-effective method to extract copper from the supergene mineralized zone of the San Manuel deposit. The in situ leaching methods that are currently used have been progressively expanded and continually developed. They will become the cornerstone of copper production from the San Manuel oxide mineral deposit. This paper presents an overview of the supergene hydrogeology, current design techniques, drilling methods and well completion, pump determination and setting, solution management and future plans for the increased extraction of copper by in situ leaching methods at the San Manuel Mine.

Ever since A Decade of Digital Computing in the Minerals Industry was published in 1969, mining men have expressed the need for an additional reference on computer methods. It was felt such a volume should spell out the "how to" of computer applications in the solution of their problems. Computers in the minerals industry will be 20 years old when the 1979 SME Fall Meeting and the 16th International Symposium on the Application of Computers and Operations Research in the Mineral Industry (APCOM) take place jointly in Tucson, AZ. On such an occasion it was thought appropriate to publish an anniversary volume which reviewed current practices and projected what might prevail as computer methods for the future. Thus was born the idea to publish Computer Methods for the 80's. The first planning meeting for this volume took place in Las Vegas, NV, during the 1976 annual meeting of the American Institute of Mining, Metallurgical, and Petroleum Engineers. It quickly became evident that no single computer method existed to solve most mining problems; rather, mining computer methods are generally tailored to fit unique geologic, mining, and organizational conditions. Hence a format which included both the theory and practice for each of the computer applications was adopted for this volume.

Conditioning, in the conventional sense, means providing sufficient agitation and contact time for the reagents to react with the minerals in the ground ore. High intensity conditioning (HIC) on the other hand, as described in this paper, recognizes the need to exceed this minimum power input over a suitable length of time to induce aggregation of the finest size fraction. Time alone is not sufficient to achieve aggregation. The threshold minimum power input, kW/m3, depends on many surface properties of the fine particles and can vary considerably. In addition, the mechanical aspects and the chemical conditions must be matched to achieve good aggregation. Treatment of complex sulphide ores, requiring fine grinding for liberation, offers a large field for the application of HIC. Improved flotation rates and enhanced selectivity are some of the benefits that can be expected. This unit operation has now reached the level of commercial application. Lakefield Research considered HIC not from a fundamental point of view but as a means of solving difficult mineral processing situations arising in actual operating plants. This paper summarizes the effects of the various chemical reagent combinations that had been applied to promote faster, more selective flotation, higher mineral recoveries and cleaner separations, using HIC.

Every year thousands of people from all over the world come to Mount Parnasse, visiting Delphi, the Parnasse ski-resort and other sights in the area of Fokida, available to all ages all year round. This region of Greece, is not only gifted with natural beauty, but also with valuable underground natural wealth: inside Mount Parnasse and the adjoining Ghiona Mountain, there are rich bauxite deposits - the ore from which aluminium is made. In this magnificent part of our country, any mining activities undertaken must be adapted to coexist within such an ecologically sensitive area. This demands an enormous effort, knowledge and the use of technology. This is definitely our Company's primary objective. Our company's (Silver & Baryte Ores Mining Co. S.A.) activities in the area began in 1933, when Euripides Mavrommatis and the two Eliopoulos brothers, Elias and George, established "Bauxite Parnasse SA". Since then, ten thousand people have worked in these ore deposits, and 45 million tons of bauxite have been extracted. The full length of the underground excavations is more than 300 kilometers and 115 million cubic meters of limestone have been extracted on surface mining. In 1996, Bauxite Parnasse merged with Silver & Baryte Ores Mining Co. S.A. Now, the company exports more than 1.500.000 mt per year of bauxite to more than 15 countries around the world, offers a significant amount of job opportunities in the region, and imports valuable exchange into the country.

The quest for U.S. energy independence will result in a major increase in underground mining operations. It will necessitate the rapid excavation of development drifts, entries and slopes to exploit underground deposits of energy resources such as coal, uranium and oil shale. Most of this development work will be done in soft and medium hard rock up to an unconfined compressive strength of approximately 20, 000 psi. OBSTACLES TO RAPID TUNNEL EXCAVATION Labor In the U. S. coal mining industry, the underground productivity in tons per man-day declined from 15. 61 in 1969 to 11. 00 in 1973 which is a startling 30% decline. While productivity declines, the cost of labor and supplies continues to rise. Ralph E. Bailey of Consolidation Coal Company recently stated four reasons for the decline of productivity: A shortage of experienced miners, enactment of the Federal Coal Mine Health and Safety Act effective April 1970, major changes in union work rules in 1968, and a deterioration in the attitude of the work force (1). Because there is already a great shortage of skilled miners, the situation will get worse when large new mines for oil shale, coal and uranium open in sparsely populated areas in the Western United States. Only the large scale use of easy to operate tunneling machines can increase productivity and lower the cost of excavation.

The purpose of this study is to obtain carbon dioxide emissions by copper production systems and quantitative merit to use copper scraps in Japan. Electrolytic copper and sulphuric acid originating from the refining gas are produced in the system. In this study, the inventories such as the fuel consumption of the unit processes and the in-house electricity generation were obtained from published papers and public statistical data. The following observations were made based on the Life Cycle Assessment (LCA) method: (1) Carbon dioxide emissions from the production of electrolytic copper and sulphuric acid in the system are about 1.0 kg and 0.4 kg/kg-product respectively. The carbon dioxide emissions attributable to the transportation of copper concentrate correspond to 20% of the total emission. This emission is higher than that of zinc because the metal content in the concentrate is lower than zinc. (2) The carbon dioxide emissions from the system decrease with the recycling of copper scrap to the converting process because the consumption of copper concentrate is reduced. The reduction is estimated to be 0.18 kg-CO2/kg-Cu at the point of 0.1 kg-scrap/kg-blister Cu. This corresponds to 9% reduction for the present system. However, this recycling leads to the decrease of sulphuric acid by 450x103 tonne at the point. The recycling of scrap should be evaluated not only from the reduction of carbon dioxide emissions, but also in terms of sulphuric acid demands as well as advantage of waste management.

Ashanti Goldfields Corporation (Gh) Ltd., the leading gold mining operation in Ghana is embarking on a major rehabilitation and expansion programme to increase gold production. A new southern ventilation district was targeted for this programme, and the ventilation system was to be reviewed in order to cope with increased production. The southern ventilation district was previously ventilated by booster fans. This arrangement was however, inadequate to solve the problem of the need to reduce smoke clearance time of the production areas, and to generally improve the underground ventilation conditions. Fan maintenance costs increased with the number of fans installed in the booster fan arrangement, and the fact that the fans were installed underground made maintenance difficult and took longer time. It became necessary to consider the installation of a new main fan on the surface. This paper gives an overview of the ventilation systems of the southern ventilation district of the mine before and after the new main fan was installed. The field tests carried out on the fan to ensure that it complied with supplier's specifications are described, and the new system analysed to see it's effectiveness.

Financial analysts have often called National Mine Service Co. the only "pure play" company to the mining industry, meaning that an investment in NMS is an investment in the mining industry. As a leading manufacturer and supplier to the industry, National Mine Service does enjoy a close and direct relationship with mining. It is the only independent company that offers products and services that include mining machinery, health, safety, instrumentation, mine supplies, and reconditioning services for hydraulics, electronics, and machinery. But what is a positive relationship in periods of economic upturn can be eauallv as negative during the downturns. In fact, National Mine Service has felt the resounding blows of the current recession in the mining industry. Two-Fold Strategy Rising unemployment, corporate losses, bankruptcies, and mine closings in particular have directly affected NMS. But the company embarked on a strategy several years ago that included a two-fold approach to becoming less dependent upon the vagaries of the US coal industry. One strategy was to develop additional products and services for other mineral industries such as potash, trona, and salt and, where possible, apply the technology developed for the mining industry to industrial markets. The other strategy was to become a more international company. The objective was to make export sales a minimum of 10% of total corporate sales. Even today, NMS believes this is a good strategy as opposed to diversifying because its expertise is in mining, not in other areas. Introduction The best way to eliminate the possibility of rapid excavation in tunnel work is to start an argument between Owner Engineer and Contractor. And arguments are readily started when work is progressed without a frank open agreement on the rules of the game. Fifty years ago a tunnel contractor took a job to excavate and line a tunnel, providing all labor and materials under the guidance and continuous instruction of the Engineer who provided all survey work, checked each new heading and set the lines for the next round of drill holes, usually designed and ordered protective measures, kept record of progress and controlled payment for the work. In my first job in a tunnel, muck cars were loaded by hand and hauled by donkeys. Progress was, at today's criteria, not rapid. The Contractor or in the case of a large concern, his executive field representative was always at the site, knew most of his men by name, and there was a mutual feeling of respect between him and the Engineer in charge of the work. Misunderstandings were cleared up when they came up, expeditiously and fairly, even though satisfaction was not always expressed. The Owner came for the ground breaking and usually for the holing through shot. The Owner had full reliance on the Engineer's ability and integrity. The Engineer recognized the Contractor's expertise in being able to man the job and produce results.

All engineering designs are based on assumptions regarding the behavior of the structure or facility being designed. These assumptions may be based more or less heavily on theory, but are credible only if verified by observations of field performance. Dr. Peck's "State-of-the-Art" paper has described the semi -empirical process of soft ground tunnel design, emphasizing the importance of records of field performance of actual projects constructed under a variety of conditions. This paper will present the principal results obtained from measurements made during construction of the soft ground tunnels for the San Francisco Bay Area Rapid Transit System. SCOPE The BART System comprises 75 route miles, including 14 miles of soft ground tunnelled subways in San Francisco, Oakland, and Berkeley. All tunnels are single-track sections, approximately 18 feet in diameter. Usually there are two parallel tunnels at the same level, but under Market Street in San Francisco there are four tunnels (two over two), and there is also a three-track section (two over one) in Broadway, Oakland.

The methods of burst control treated in the authors' very informative paper have been applied in the Ruhr Coalfield, Germany, for more than 20 years and have proved to be highly effective. It might be interesting here to mention a few experiences: • The symptoms of critical stresses when drilling with small diameters ("test drilling") are essentially the same as described. However, we consider the situation safe if these symptoms occur beyond a certain distance ahead of the face. • That safety distance equals three times the seam thickness plus the daily advance. It is the total seam thickness that counts, not merely the mined portion. • Critical stresses within the safety distance are dissolved by so-called destressing measures: drilling with heavier equip¬ment, blasting, or water infusion. • To avoid bump initiation, the destressing operations should begin at the sides of the stressed zone rather than in the middle. • As to water injection, there are two different principles. If the situation is critical already, high pressures are applied for hydraulic fracturing. If the stresses still allow to drill deep holes, the fluid pressure is kept low and acts for a longer time. This is to make the coal break successively instead of violently - a long-term precaution. • When the stresses are very high, destressing is the most appropriate means. We mostly drill with 95 mm-diam (3.7 in. - diam). The techniques in detail are somewhat complex and sub¬ject to modifications. But the general idea is to accomplish burst prevention by controlling the potential burst situations.

INTRODUCTION [A Decade After the 1972 Stockholm Conference] The UN-sponsored Stockholm Environmental Conference held just over 10 years ago was the first successful attempt to achieve global recognition of environmental issues. Indicative of the lack of concrete involvement in environmental protection to that time was the fact that only 15 nations had a department or ministry responsible for environmental affairs compared to today's 143. Many governments were uncertain of what were the most serious or pressing problems in their country. There was obviously a need to both identify those issues and to determine how to manage them once identified. At the same time, the public at large was becoming more critically aware that environmental protection had been neglected by government and often ignored by industry. It soon became evident that large amounts of money would have to be spent to redress some of the more evident problems. However, many developing nations were reluctant to slow down the much-needed industrial growth by imposing costly environmental controls on industry. In fact, some waived environmental control altogether as an incentive to attract industry. In some sectors, it was often stated that industrial development and environmental protection were mutually exclusive activities. The need of an awareness, commitment and dedication by all sectors of society to protect their environment was just beginning to develop, replacing the rather simplistic view that all environmental problems were caused by greedy industry.

The sedimentation and dewatering characteristics of flocculated slurries are determined by the size and density of the flocs. Studies of the formation and growth of flocs reveal that floc size is limited by breakage of the agglomerates due to shear in the suspension. Floc density measurements indicate that there is an inverse relationship between size and density. This relationship appears to be determined primarily by the nature of the solid particles, especially the size distribution, but it appears that agitation of the suspension can lead to some densification of the flocs, in addition to breakage. It follows that both size and density can be controlled to a significant extent by regulating the physical conditions (agitation, method of flocculant addition, etc.) during flocculation. The use of physical floc conditioning to control the sedimentation and dewatering (filtration) behavior of flocculated, fine-particle suspensions is evaluated in terms of its effects on floc size and density.
